This team has, over the past few months, been working with the closest Mneighbours to the site and stakeholder groups in order to develop the plans. The proposals on display today are the result of these discussions alongside the feedback from the Local Planning Authority, Hillingdon and the Greater London Authority (GLA). As you are no doubt aware, this site has long been the subject of development proposals including the scheme which was approved in 201 for a new Tesco Store, retail units, hotel and 12 new homes. Since purchasing the site from Tesco/Spenhill in 201, Meyer Homes has been considering the most appropriate approach to the site in the context of the increasing need for new homes in Hillingdon and across the capital. 2 2 The site today View looking north from Long Lane/A0 View from Freezeland Way The site measures approximately. acres (2. hectares) and is broadly square in shape. The site is a cleared brownfield site. The site is bordered by the A0 / Western Avenue motorway to the north and by Freezeland Way (originally a segment of the A0) to the south. Long Lane, the main local thoroughfare, runs along the western edge of the site and intersects Freezeland Way, at Hillingdon Circus. To the east of the site is an area of open Green Belt land. Approximately 200 metres to the north east of the site sits Hillingdon Station. Further north, across the A0 sits Ickenham. View looking south from Long Lane

3 3 Site history Previous Spenhill scheme The previous planning application put forward by Spenhill, a subsidiary of Tesco, was granted permission in August 201 for: 12 new homes of 1 to storeys A Tesco store (c.3,3sq.m) 3 retail units (total c. 1,037sq.m) A 70 bedroom hotel Circa 2,300sq.m community amenity and play space sq.m of private garden space This development would have provided 27 parking spaces (17 associated with the retail use, spaces associated with the new homes and 1 associated with the Hotel). 4 Challenges and opportunities Site constraints Site opportunities Proximity to the Motorway, noise and pollution emissions. Proximity to North Hillingdon Centre, the commercial core of the area, and Hillingdon Station. The site has two focal points: The southwest corner seen from Hillingdon Centre and from Hillingdon Station; and, the north west corner seen from the motorway. Noise emitted from traffic on Long Lane and Hillingdon Circus. The commercial activity and movement increase along Long Lane towards the junction on Freezeland Way, where the site is located. The site is visible from the motorway going west and from the bridge going south. Shielding edges to the western boundary due to a difference of levels and an existing green screen. These conditions deny any pedestrian access and visibility from Long Lane to the site. Due to the difference in ground levels and existing trees, pedestrian access is not possible here. The view opens towards Freezeland Way, a potential location for landmark buildings to emphasize the junction. The east side of the site can benefit from views to the Green Belt. There is also an opportunity to link the existing greenery to the proposed green space within the site. It is also another opportunity to create connections through the site, linking the wider community to the open land, reinforcing the value of this community asset.

5 Initial concept On 2th May 2017, the project team working on behalf of Meyer Homes hosted a workshop for immediate neighbours and community groups to discuss our initial thoughts for the Hillingdon Gateway site. Approximately 0 individuals took part in a constructive dialogue on the emerging plans. Included on this board are the initial plans which were used for discussion during the workshop. The proposals presented at the workshop comprised: 378 new homes 1 retail unit Affordable workspaces to 7 storeys Circa 2,000sq.m communal amenity and play space + 1,00 sq.m private garden space 27 parking spaces Initial concept aerial plan of the proposed landscape strategy for the site KEY Initial concept aerial plan of proposed development

6 The plans today N Following the earlier discussions with immediate neighbours, stakeholders, the local planning authority and the GLA, a number of changes to the scheme have been implemented by the project team. These include the reduction of buildings being proposed on site as well as further distance being included between the Council owned land to the south and our site. The plans as they are today comprise: 377 new homes (% will be family homes ) 1 new retail unit located on the south west corner of the site Affordable workspaces Circa 2,000sq.m communal amenity and play space and 1,00sq.m of private garden space Building heights ranging from storeys in the north west corner of the site to storeys in the centre View looking south from Ickenham Manor LONG LANE View looking north from Freezeland Way FREEZELAND WAY

7 7 Landscape Gateway Access to green space Urban Square Residential Street Courtyard parking Formal play / Green space Informal / Doorstep play Linear park N The proposals for the site will deliver a generous linear park (see point 8 on diagram to left) running through the centre of the site connecting a new urban square (see point 3 on diagram to the left) with the Green Belt land to the east. With any new development a benchmark is set to ensure the appropriate level of play space is provided for the number of anticipated children living within the new homes. This site will be delivering above the 1,3sqm benchmark required by the GLA through the provision of both formal (see point on diagram to the left) and informal play (see point 7 on diagram to the left) on site. 8 HillingdonGateway 8 Parking and Transport Access Traffic Generation The site sits within approximately 200m of Hillingdon Station and has a Public Transport Accessibility Level (PTAL) of 3, which relates to a reasonable level. The proposed access for the site for both vehicle and pedestrian movements will be off Freezeland Way. The introduction of a new internal road layout and central shared surfaces provide the opportunity to improve connectivity to the east of the site and out into the adjacent Green Belt land. With the number of car parking spaces proposed on site taken into consideration the below provides a breakdown of the AM peak and PM peak traffic movements in and out of the site. This represents a reduction in the number of movement across when compared to the resolution scheme. As part of that development the traffic generation for those plans were assessed and deemed acceptable. Opposite is a breakdown of the car parking provision proposed as part of the consented scheme versus what is currently being proposed for the residential led plans.
