The services we propose to provide at this time are set forth in the scope of services as detailed below in section 2.0 of this Proposal. Should you feel that the scope of services could be modified in any way, we would be pleased to discuss such modifications with you. 1.0 PROJECT UNDERSTANDING It is our understanding that the Township of Centre Wellington requires design guidelines for bridge replacement and new construction in the Village of Elora, Centre Wellington. The scope of work is specific to three bridges; the re-construction of the Badley Bridge at Metcalf Street, the replacement of the Victoria Street pedestrian bridge and a new pedestrian bridge proposed by Pearle Hospitality at the Elora Mill site. 1.1 Context Sensitive Design When Stantec Consulting Ltd. uses the phrase Context Sensitive Design in regard to bridge aesthetics, we use it in the broadest sense possible. Our firm's foundation is predicated upon the idea that engineering and its context are seamless. Our multidiscipline design teams of landscape architects, engineers, architects, planners and scientists carefully examine the ultimate look and feel of the context in which the project is situated. Our design philosophy relies on the following basic principles for the creation of signature public works projects. Areas should reveal their unique qualities of place: We believe that strong design ideas should synthesize significant aspects of the area to create the unique qualities of "place". These aspects include the contextual character of site and architecture, use and program, historic and aesthetic significance, interpretation and art, as well as landscape and environmental features. We consider the architecture of the thoroughfares that we design and ultimately travel on, in terms of the visual and functional roles they play in horizontal and vertical alignment, as well as the appropriateness of the specific elements such as its bridges have in their context.
2 Page 2 of 8 To successfully incorporate bridge aesthetics into the design process, two key ideas must be included: Aesthetics must be considered as part of the design in the earliest phases of the project, and; The elements selected must be specific to the project. The architectural treatment of any structure must be contextually sensitive, where the use of indigenous details and materials will integrate the new work with the adjacent surroundings. Within the purview of Context Sensitive Design-directed projects however, there is another component equally important that must be recognized and implemented. Though vitally integral to the result, the CSD method is not just about selecting architectural themes and treatments. It is, in its most fundamental essence, the process entered into so as to ultimately meet the expectations of all users and stakeholders. Integrating CSD principles into the project development process results in the consideration of a broad range of objectives and an attempt to balance these objectives based on the needs and conditions specific to each project and its context. The use of CSD principles in the project development process results in community interests, user needs and environmental issues being considered early in the development of roadway improvement projects as appropriate. 2.0 SCOPE OF SERVICES The following Services shall be provided by Stantec Consulting Ltd. (Stantec) in connection with this project: 2.1 Design Development (Overview) Phase 1 of the project is to: Prepare one set of Design Guidelines for the three bridges currently being proposed to cross the Grand River in Elora The Metcalfe St. Bridge (owned by County of Wellington) to be reconstructed in 2018/19 The Victoria St. Pedestrian Bridge (owned by Centre Wellington) to be reconstructed in 2017 The Pearle Hospitality Pedestrian Bridge (owned by Pearle Hospitality), timing of construction unknown at this time Prepare and facilitate public engagement into the design guidelines including consultation of the County of Wellington, Pearle Hospitality, key stakeholders (i.e. Elora BIA and Centre Wellington Heritage Advisory Committee) and the community Present final Design Guidelines to Council for approval
3 Page 3 of 8 Work with BTE Consulting to support their work in the Class Environmental Assessment (EA) process to establish the need and justification for the Victoria St. Pedestrian Bridge Prepare concept plans for the Victoria Street Pedestrian Bridge that respect the design guidelines provide at least 3 options for consideration Prepare Preliminary cost estimates for various bridge concept options Present Preferred design concept with cost estimate to Council for approval Phase 2 of the project will be considered under a separate RFP or tender Prepare detailed design drawings for the Victoria Street pedestrian bridge Prepared detailed cost estimates Prepare construction tender documents and drawings for tender of the Victoria St. Pedestrian Bridge 2.2 BACKGROUND AND PUBLIC CONSULTATION Review pertinent background data and documentation. This shall include but will not be limited to legislative/planning framework, base plans, current design plans and relevant materials from municipal and County historical archives. Prepare an outline of design guidelines (Table of Contents) and an agenda to be submitted to the Township for discussion/review as part of the startup meeting. Startup meeting with Township staff, Pearle Hospitality staff, BTE Consulting staff, and County of Wellington staff at Township municipal building. Meeting will be run by JP Thornton, Principal. The intent of this meeting will be to review project protocol and communications, schedule and milestones for PIC and draft/final submissions. Meeting minutes will be recorded and circulated to project team. Combine start up meeting with site visit to review the proposed site locations. Township staff will be invited to attend site visit with consultants. Prepare and attend two (2) Public Information Session (PIC). Submission of PIC graphic presentation, questionnaires and graphic panels prior to PIC. Revisions to material as required. Note: Booking of location and advertising will be the responsibility of the Township. Stantec will be responsible for the recording of comments, compilation of questionnaires/written comments. Deliverables for PIC # 1 would include: Graphic panels of historic bridges in and around the area for context, including the old Victoria St. Bridge. Panels of some visual photos of other bridges which show existing good pedestrian bridge design details
4 Page 4 of 8 Preferred 2-3 options for Badley (Metcalfe St.) bridge based on their process to date displayed (as available) Architectural renderings as provided by Pearle hospitality for the Elora Mill Pedestrian bridge Intent of 1st PIC to seek out people s opinion on overall design for all three bridges. Based on this input develop draft design guidelines Following the first PIC we would host a Survey Monkey on-line survey seeking out key design aspects for the three bridges, that would lead into the final design Prepare and facilitate a stakeholder meeting for the concept plans for the Victoria St. Pedestrian Bridge, including consultation of the County of Wellington, Pearle Hospitality, key stakeholders (i.e. Elora BIA and Centre Wellington Heritage Advisory Committee) It is our understanding that some community designs of the bridges have been prepared. We would support and encourage individuals to provide their concepts for the bridge to Stantec The 2nd PIC is to review draft guidelines and come to some agreement on final design guidelines. Deliverables for PIC # 2 would include: Graphic panels of preferred design of the Victoria St Bridge. Panels with key elements of the design guidelines for all three bridges Post final draft guidelines on website for public comment 2 weeks prior to Council meeting 2.3 Elora Bridges Design Guidelines Draft report preparation. The following are the suggested key components of the report/design guidelines that maybe explored through the development of the guidelines. Overview and Objectives Existing Conditions documentation (brief summary of existing materials). Including visual assessment and site context map. Legislative, Planning and Heritage Framework (EA Process) Precedent Examples. Images to illustrate bridge components Design Guidelines (text and graphics) Design Parameters: AODA, CPTED, LEED, LID etc. General principles, including key principles of context sensitive design (cultural and historical context of Elora and site specific context, natural heritage and environmental considerations such as animal linkages, salt run-off)
5 Page 5 of 8 Form, materials, aesthetics of bridge components i.e. abutments, visual and physical approaches/urban plazas, railings, lighting*, walkways, viewing areas/platforms, cultural vending area (i.e. artists, musicians, etc.), lookouts, hanging baskets and banners, inclusion and influence on bridge aesthetics in respect to safety measures. Commemoration Lighting will address both pedestrian and vehicular level lighting and introduce potential for decorative up lighting underneath bridge. General Technical Design Parameters (summary only). Terminology/definitions Conclusions and Summary Final Submission of Bridge Guidelines. 2.4 Elora Bridges Concepts Prepare 3 options for consideration of the Victoria Street Bridge that respect the design guidelines and components including railings, lighting, viewing areas and overall aesthetics. Present an opinion of probable cost for the Victoria Street pedestrian bridge for the preferred design concept 3.0 KEY STAFF JP Thornton Project Manager JP has over 23 years of experience in urban design and architectural practice. His valuable expertise in the fields of Commercial, Tourism, Exhibition Design, Residential, Corporate, Heritage and Transit Architecture has taken him to two continents, five countries and numerous cities worldwide. JP's projects demonstrate his experience in creating innovative community based environments founded around people friendly design. Some of his speaking engagements include the City of Vancouver s Eco Density Series (The Development of Parking), The Planning Institute of B.C. s AGM (The Realities of Transit- Oriented Development), and Toronto s Revitalizing Downtowns Summit (How to implement and Develop Attractive Communities for Growth) Jeffery Grob Senior Advisor Thought-out his 29 year career Jeffery has worked on all types of landscape architectural, transportation and planning projects including urban, suburban and rural park planning and waterfront development. As an early practitioner of Context Sensitive Design, Jeffery is particularly well-versed in transportation design, including urban streetscapes, landscape treatments, highway appurtenances and bridge architectural aesthetic
6 Page 6 of 8 treatments for new, rehabilitated and historic structures. Most noteworthy are Hudson Riverwalk Bicycle and Pedestrian Path (New York), Woodland Viaduct (a historic spandrel arch bridge that is listed on the National Register of Historic Places), Madison Avenue Bridge, Oradell and New Millford (replacement of a historic 1902 steel structure), Queensway Aesthetic Design Guidelines (Ottawa, ON). Lashia Jones Heritage Planner Lashia is a Heritage Planner specializing in Environmental Assessments. She has experience working with municipal and provincial authorities on behalf of clients from both the private and public realms completing projects according to municipal, provincial, and federal guidelines. In addition to EA related work, Lashia continues to be actively involved in the assessment of individual properties. Here she utilizes knowledge in the identification, evaluation, and documentation of heritage resources alongside expertise in the assessment of proposed change and preparation of options to mitigate negative impacts on heritage resources. Mark D Andrea Senior Structural Engineer Mark is a reliable member of the Bridge Group, whose bridge engineering experience and capability are built on a strong academic foundation. Since joining the Bridge Group in our Hamilton office, Mark has been involved in several bridge preliminary design and detail design projects for the Ministry of Transportation and municipalities. Mark is familiar with current standards and policies regarding transportation infrastructure projects specifically relating to bridge design. He extensively uses the Canadian Highway Bridge Design Code and MTO standards, such as the Structural Manual and Structure Rehabilitation Manual. 4.0 CONSULTANT FEE PROPOSAL We are pleased to provide professional consulting services for the design guidelines for bridge replacement and the proposed pedestrian bridge. 4.1 Professional Consulting Fee The estimated professional fees for phases outlined above, inclusive of disbursements, exclusive of HST, have been estimated to be $43,982 Canadian dollars for the consulting services work outlined in Section 2.0 Scope of Services above on a time/expenses basis. Please refer to Appendix A for a detailed breakdown. 4.2 Expenses and Disbursements An 8 percent flat rate disbursement (FRD) recovery charge has been applied to Stantec s fees as identified in Section 3.1 to recover miscellaneous project expenses, such as internal incidental printing, copying and plots. Film, vellum and report materials; communication expenses (e.g. fax,
7 Page 7 of 8 office and mobile phones); office expenses (e.g. postage, couriers, equipment); staff local mileage (up to 50 km round-trip); and archive maintenance. 4.3 Exclusions/Clarifications Additional professional services related to major revisions made to already completed work, additions to our outlined scope of services, or additional work, will require a revision to our professional fees. The estimates labour for such changes to the scope of work will be submitted to the Client in advance for approval. Should meetings and/or site visits be required other than those identified herein, the cost of such services would be extra to the scope of work and billed on an hourly basis as per the applicable Stantec rate category. Other consulting fees and soft costs such as planning, hydrogeological, geotechnical, traffic impact, noise/vibration, landscaping, shadow study, civil site engineering, application fees, etc. are not included in the above work program but can be provided upon further request. 4.4 Taxes Applicable taxes will be applied on all invoices of Stantec. 4.5 General Terms of Payment Payment on account of services rendered and for reimbursable expenses incurred shall be made every month upon presentation of the Stantec invoice. Invoices for fees and reimbursable expenses are due and payable by the Client upon receipt of the invoice without holdback. Stantec reserves the right to discontinue services in the event of non-payment. 4.6 General Terms and Conditions The Terms and Conditions specified in the attached Appendix B shall apply. 4.7 Validity This Proposal is valid for 30 days from the date indicated on the Proposal. 5.0 PROJECT SCHEDULE We are prepared to commence work immediately upon receiving written authorization to proceed.
