He also has extensive knowledge of the fate and transport of nonpoint-source pollutants. He has developed computer models to design Best Management Practices to minimize pollutant impacts. He is particularly well versed in the following fields: Conservation Planning and Design Innovative Stormwater Management Approaches Site Engineering Modeling Watershed Pollutant Loading and Transport Design of Riparian Buffers and Wetlands Mr. Lucas has presented his expertise at conferences nationally. REPRESENTATIVE EXPERIENCE Mr. Lucas has maintained an independent consulting practice for over 14 years. During his career, he has designed site plans for over 5,000 dwelling units on over 16,000 acres in six states, and engineered site plans and DOT plans for over 2,800 dwelling units in three states. Details are provided below. Mr. Lucas has been involved in watershed management planning including baseline watershed characterization, GIS and database development, identification of watershed priorities, data analysis and development of watershed management strategies. Mr. Lucas has conducted analysis, planning, and implementation of best management practices for control of nonpoint source pollution and other impacts from stormwater. He is the author of the Green Technology Urban Runoff BMP Manual for the State of Delaware. He has been extensively consulted by both public and private organizations for his expertise in designing and evaluating innovative Best Management Practices in the mid-atlantic region.
