1 Minutes of Neighbourhood Plan Steering Group Meeting December 11th 2014 Present Lyn Goodfellow (Chairman), Peter Colton, Christina Brown, Keith Herring Barry Carter 1. Apologies Mary Buxton, Andy Bosley, Jeff Savage, Mel Clinton, Paul Fineran 2. Minutes of Last Meeting The minutes of the last meeting on November 24th were agreed. 3. Agree Next Steps There was further discussion around the consultation event and the figures used for the questionnaire. Peter Gawthorpe had contacted Nick Tait (SDC) and Jesse Honey (URS) and had written to all councillors that he noted that there was no cast in stone housing target for Cheddar that was a percentage of the KRS total, and the arguments that followed from that. Not having a zero option for a housing target was brought up, but 2 applications have come in since the consultation for a total of 26 houses it is obvious a zero option was not possible. With regards to consulting on sites outside the development boundary, again a numerical question was not asked but a zonal one, so again a zero option was not possible for a zonal question. As statutory consultees Nick Tait & Duncan Harvey had already been contacted a couple of days after the event to arrange a meeting with Paul & Lyn regarding the new SDC SHLAA, the draft core strategy update and our consultation results & call for sitesetc. Date set is January 7 th. A new person has been employed by Nick Tait who will have an overview of Cheddar. Paul had drawn a map with 1000 metre circle based on the market cross and there was much initial discussion about which sites fell within this circle and could be deemed sustainable on grounds of distance form village centre. No conclusions were drawn. See attached. Some very early draft policies were distributed, some discussion took place but no conclusions were drawn. See attached. The point was made we should look to employment opportunities and sites as well as housing ones. Lyn asked that full council be asked for its opinion on the Bloor Homes site & whether the steering group should be writing a policy about sports facilities that would be on that land.
2 It would more than likely need a specific sports steering group to be set up to take this project on if that was the council s choice even if this was on a different site. The steering group terms of reference should be reviewed and the membership of the committee, we could consider inviting Peter Gawthorpe to join us. 4. Any other Business None 5. 3 Policy 1 That the housing needs of Cheddar in the period to 2027 should be met using available infill and brownfield sites within the settlement boundary as they become available and as a priority over greenfield sites and those identified as being outside the village development boundary. However exception sites could be made available for development outside the settlement boundary in order to achieve the building of more affordable housing. Our policy is to avoid as much as possible having to build exception sites outside the boundary purely in order to meet an affordable housing target. We should like to see mixed tenure housing in preference to all affordable housing estates being built. However the SDC strategy is to only insist on having affordable housing included on sites of 5+ dwellings, and many of our sites are too small to meet the need using this criteria. So... Policy 2 All appropriate new housing should contribute to the sustainability of the village. Contributions via S106 and CIL will be used to improve cycle paths, especially the Strawberry Line and an extension to Draycott Park, pavements within the village, and measures to improve road safety. New housing will contribute to amenities in the village including the appearance of the village and facilities such as faster broadband. Some S106 funding has already been allocated and the Parish Council will liaise with all appropriate bodies to see the projects through. Policy 3 All future developments will mitigate the impacts of climate change and will have improved energy efficiency and a low carbon footprint. Building in the AONB, near sensitive SSSi sites and flood plains will be discouraged, unless there are exceptional rural reasons for such siting. House builders will be expected to make some part of their land bank available for self build projects that will adhere to good design principles and reflect local design but will add to the mix of styles and enhance the diversity of house type available all be it on a small scale.
4 Open Space Policy The site at CP06 (all Bloor Homes) should be left undeveloped to provide a green wedge of land between marking the boundary of the western edge of Cheddar. The land should remain recreational and agricultural space, linking the allotments to the north with the sports facilities to the south. The Strawberry Line cycle route provides a pleasant and safe route through to Axbridge and is a recognised local tourist trail. Land to the south should be used to enhance the local sports facilities at Sharpham Road. The Cheddar football club wish to increase the number of pitches they can use for junior football and have an all weather pitch. Cheddar Hockey team need an all weather pitch.
