3 Purpose of this Community Forum To enable the community to better understand what is being proposed. Overview of Process To surface community issues and concerns that need to be identified and addressed at some point (not at this meeting). To develop a shared understanding of the project and community issues our purpose is not to decide anything tonight.

4 Ground Rules Listen for understanding. Overview of Process Show respect for others especially when expressing disagreement. Be concise make your point succinctly so that others have a chance to speak. Share the air allow others to be heard. Allow Madison College to make its presentation before asking questions. People who haven t yet had the opportunity to ask a question will be given preference over those who have already asked question.

5 Feasibility Study Objectives Overview of Process Evaluate feasibility of developing new softball, baseball, and soccer venues on existing College parks and recreation areas leased from Dane County Regional Airport south of Anderson Street and west of Wright Street. Preserve the integrity of natural resources in the parks and recreation area for families and youth. Determine program requirements, develop a site master plan, and identify probable funding and entitlement processes required for the project to move forward. Softball complex to be home facility for Madison College, Madison East High School, and Madison La Follette High School women s programs. Baseball field to be home facility for Madison College men s program. Soccer pitch to be home facility for Madison College men s and women s programs.

6 Feasibility Study Timeframe Overview of Process Spring 2013 Madison College approached by a community foundation. Summer 2013 Madison College evaluates alignment with institutional mission. July September 2013 Madison College and community foundation commission facility feasibility study. September 5, 2013 Facility feasibility study complete. Ongoing Project evaluation and feasibility. Fall 2013 Public outreach and additional neighborhood meetings.

14 Environmental Considerations Tree and Wildlife Assessment History of disturbance: grid of old abandoned roads, concrete pillar and old cinderblock foundations, and numerous piles of rubble and fill material. Even-aged, closed canopy woodlot dominated by black walnut trees. Associate tree species include Eastern cottonwood, box elder, honeylocust, black locust, green and white ash, white mulberry, and American elm. No heritage trees were observed. The WDNR Natural Heritage Inventory indicates that endangered or threatened species do not and are not likely to occur on site. No rare plant or wildlife species were observed during the site visit. The woodlot provides suitable habitat during some portions of the year for generalist wildlife species that are well-adapted to urban areas and small fragmented woodlots.

16 Softball Complex and Intramural Field Stormwater Management

17 Vehicular Traffic and Parking Facilities Baseball Entrance/Exit Existing North 306 Spaces Unity Park Existing East 332 Spaces Proposed South 75 Spaces Soccer & Softball Entrance/Exit Scheduling of events will be at nonpeak academic times, such as late afternoons and weekends. Wayfinding signage will direct participants to each venue.

18 Field Lighting Unity Park Field lighting systems for the proposed softball fields and baseball field will be designed with full cut-off fixtures which will result in +0.0 foot candles at all College property lines, eliminating any light spillover to adjacent properties. Soccer field is not currently anticipated to have lighting.

19 Public Address and Sound Systems Public address and sound systems for each of the proposed venues will be designed by a professional acoustical consultant to efficiently direct audio to spectators and participants. Unity Park All sound systems will meet Noise Ordinance tolerances established by the City of Madison.
