1 GUIDELINES OF IMPORTS FOR THE TRADE United Arab Emirates United Arab Emirates Emirates Conformity Assessment Scheme & Emirates Quality Mark This data sheet has been prepared specifically in respect of goods (imported, traded and locally manufactured) to the United Arab Emirates Date issued: 04/01/2016 Last modification: 06/09/ PRODUCT CONFORMITY ASSESSMENT (PCA) MANDATE PROGRAM NAME PROGRAM MANDATED BY ECAS & EQM Emirates Authority for Standardization and Metrology IMPLEMENTED ON ESMA established under the Law No. 28/2001. Assess and verify the compliance of regulated products that will be imported, traded & manufactured in United PROGRAM OBJECTIVES Arab Emirates, in accordance with the regulations, rules, specifications and conditions approved by ESMA. VERIFICATION PROCESS Emirates conformity assessment scheme (ECAS) - Documents required to be submitted for Registration of Products is stated in the request for certification (RFC) or in relevant technical requirements as deemed necessary to ascertain the compliance of the product with the applicable standard. - Upon acceptance of the request for certification and all the necessary documents, SGS shall carry out a conformity assessment based on the identified scheme for a product. - Assessment and Evaluation of product shall be conducted by SGS. - When the results of conformity assessment demonstrate that the relevant requirements are met, SGS shall issue an ECAS Certificate of Conformity for the product. - The ECAS Certificate of Conformity shall serve as an approval for the product and can be used by the importer / trader / manufacturer in marketing their registered product. - Certificate of Conformity is not transferable and is valid only for the product being evaluated and manufactured in a facility. - The ECAS Certificate shall be valid for 1 year subject to renewal.

2 EQM (Emirates Quality Mark) - Documents required to be submitted for Registration of Products is stated in the request for certification (RFC) or in relevant technical requirements as deemed necessary to ascertain the compliance of the product with the applicable standard. - Upon acceptance of the request for certification and all the necessary documents, SGS shall carry out a conformity assessment (evaluation and onsite audit) based on the identified scheme for a product. - Assessment and onsite verification of the product and organisation shall be conducted by SGS. - SGS shall issue an EQM Certificate upon successful completion of documents evaluation and onsite assessment. - The EQM Certificate of Conformity shall serve as an approval for the product and can be used by the trader / manufacturer /importer in marketing their registered product. - EQM certificate is voluntary certificate (Except bottled drinking water) valid for 3 years and compensate of ECAS certificate. Benefits of EQM are - 3 years certification. - Scope expansion (addition of new model) during certification period. - Adding value to the products and the organization. - Promoting the institution name and reputation. - Acquiring customer satisfaction and trust. - Having trade infrastructures for importing agreements - Facilitating the entry of products through Custom ports. - Facilitating export. - Increase sales. Documents for (ECAS) CoC issuance: DOCUMENTATION - Filled request for certification (RFC). - Valid UAE trade / Industrial license - Test reports from accredited* / Manufacturer** lab. Note: *IEC CB for Low voltage equipment, ISO for non-electrical products. ** Performance report only) - Declaration of conformity (on applicant s letter head with sign and stamp) - Product identity declaration (If model / brand is different from test report, on Manufacturer s letter head)

3 - Instruction manual in English and Arabic - Rating Label / Product marking labels - Copies of current ECAS CoC & SOC (If renewal) - Other technical documents as per product / scope requirements. CERTIFICATE Documents for (EQM) issuance: - Filled online application form (RFC) - Valid UAE trade / Industrial license - Test reports from accredited* / Manufacturer** lab. Note: *IEC CB for Low voltage equipment, ISO for non-electrical products. ** Performance report only. - Declaration of conformity (on applicant s letter head with sign and stamp) - Product identity declaration (If model / brand is deferent from test report, on Manufacturer s letter head) - Instruction manual in English and Arabic - Rating Label / Product marking labels - Accreditation certificates of factory (ISO 9001 etc.) - QMS / IMS manual of factory - Quality plan of factory - Copies of old EQM CoC & SOC (If renewal) - Vicinity map & Plant layout of factory - Technical documents as per products / scope requirements. ECAS A Certificate of Conformity (CoC) and certificate of schedule (SoC) are issued to evidence the compliance of the regulation. EQM For the quality mark application, a Licence of using EQM, Certificate of Conformity (CoC), Certificate of Schedule (SoC) and agreement are issued to evidence the compliance of the regulation. 2. SPECIAL REQUIREMENTS PROHIBITED IMPORTS Any products having lard or lard derivatives are prohibited. Product having Hebrew marking is prohibited. Any regulated product which is against regulation, rule and guideline set by ESMA is prohibited.

6 LABELLING REQUIREMENTS 4. FEES in USD Fees will be provided upon request from the local SGS office. All kinds of Narcotic drugs (Hashish, Cocaine, Heroin, Poppy Seeds, Hallucination Pills, etc.). Goods intended to be imported from boycotted countries. Goods from Israeli origin or bearing Israeli trademarks or logos Crude Ivory and Rhinoceros horn. Gambling tools and machineries. Three layers fishing nets. Original engravings, prints, lithographs, sculpture and statues in any material. Used, reconditioned and inlaid tires. Radiation polluted substances. Printed publications, oil paintings, photographs, pictures, cards, books, magazines stony sculptures and mannequins which contradict Islamic teachings, decencies, or deliberately implying immorality or turmoil. Any other goods, the importation of which is prohibited under the authority of U.A.E. customs laws or any other laws in the country. Forged and duplicate currency. Cooked and home-made foods. According to the applicable standards and guideline. 5.
