6 HES 2016 Program Goals HES Single Family (1-4 units) Increase core measure (non-barriered) homes that received air sealing MMBtu savings by 2% over 2015 actuals 24.5% of homes must install at least one add-on measure Achieve average CCF savings of 2% above 2015 actuals for natural gas heated homes 6

15 High Quality Services All vendors are expected to demonstrate a high level of professionalism and deliver consistent, effective and high quality services to customers: Put customer service and safety first Perform core services (don t leave savings on the table!) Complete entire assessment Kitchen table wrap up Provide Home Energy Report and DOE HEScore Drive customers towards achieving deeper savings by proposing additional energy saving measures 15
16 Core Services Every HES visit must address all core measure opportunities, including: Air sealing Duct sealing Lighting (priority for LED; courtesy LED is 6, max total CFL + LED bulbs is 25) DHW measures (aerators, shower heads, pipe insulation) Pricing for core services will be the same as HES 2015 Pricing (pricing provided as part of RFQ) 16
17 HES 2016 Program Core Services Missed core services opportunities, will reflect in scorecard (discussed in more detail later) Two alternative tracks for previously served customers HES depending on needs: Re-HES visit after 18 month period (only if appropriate) If customer is requesting a Re-HES because a rebate has expired the date will be extended, if appropriate 17
18 Add On Measures Rebates (mail-in) Appliances One clothes washer - $50 Savings and budget rebate paid based on hot water heating fuel One refrigerator - $50 Must be replacement of qualifying primary fridge One freezer - $25 Must replace existing qualifying freezer One dehumidifier - $25 Must replace existing qualifying dehumidifier 18
19 Add On Measures Rebates (mail-in) Insulation Attic Floors, kneewalls and walls to the outside $1.00/sq.ft. capped at 50% of installed cost (requires adequate insulation over attic access) Walls include: Above grade envelope walls and walls in heated basements Basement ceiling and crawl space $0.50/sq.ft. capped at 50% of installed cost Further qualifying details on the forms in the POD 19
20 Add On Measures Rebates (mail-in) Windows $50 per window Must replace single pane windows that do not have storms ENERGY STAR U-factor less than or equal to 0.30 Walls include: Above grade envelope walls, heated basement walls Remind customers to save the NFRC label for each window Further qualifying details on the forms in the POD 20
21 Add On Measures Rebates HES Not Required Ductless split heat pump (DSHP) Electrically heated homes - $1000 per home (HES required) Fossil fuel heated homes - $300/outdoor coil Further qualifying details on the forms in the POD 21

27 Definitions Instant Rebate (Upstream) - An instant discount applied at the point-of-sale to an installation contractor at an HVAC/plumbing distributor. Can also be a large scale buydown of energy efficient equipment directly to the manufacturer selling to retailers and distributors to lower the incremental cost between standard and high efficiency equipment. 27

38 Minimum Qualifications - Lead Technician BPI Building Analyst I certification BPI Envelope and Shell Analyst certification Environmental Protection Agency s (EPA) Lead: Renovation, Repair and Painting (RRP) Certification DOE HEScore Assessor Experience At least 4,000 hours of industry specific experience; or 2,000 hours if the technician passes the BPI/NREL Installer certification plus min.1,000 hours as a certified BPI/NREL Installer Any lead technician approved for 2015 Home Energy Solutions prior to October 1, 2015 will be approved as a lead technician for the 2016 HES program through December 31,
39 Lead Technician Qualification Process Names of new proposed lead technicians must be submitted to UI and Eversource Lead RRP and Experience Affidavit must be submitted BPI Certifications and DOE Assessor will be determined based on BPI and DOE websites Vendors must immediately notify companies when a lead technician leaves the company (utility badges must be mailed back to the Companies) 39

46 2016 Field Implementation Manual A 2015 Field Implementation manual is provided today. A manual should be on board and understood by all technicians. Field guidance, and the inspection scoring process are defined in this manual. The companies will allow a 1 month grace period, the 2016 implementation date will be February 1. Revised in 2016 to provide: Direction to the source of implementation procedures Program-related detail that exists in addition to or beyond documented standards A section on Eversource CLMTRS use 46
47 2016 Field Implementation Manual Notices throughout to ease customer s concern that a utility inspector may be present 6 courtesy LEDs Modified language regarding open construction Addition of the Aeroseal duct sealing material allowed under current test-to-outdoor method with payment at the same rate of the standard duct sealing payment 47
48 ANSI/BPI 1200 Changes Combustion CO Readings are not taken with CO-as measured readings The new standard required techs to use the CO-Airfree reading on a combustion analyzer Some low end analyzers are not capable of this Vendors may need to upgrade test equipment in some cases The action levels on many appliances are now based on Airfree readings Test equipment specifications added Space CO level maximum increased from <35PPM to <70 PPM, but action levels start at 9PPM 48
49 Unvented Gas Appliances Unvented gas appliances are now allowed, with testing! Techs must just perform CAZ procedures on unvented units to compare them to the new action levels The action levels now include levels for all these appliances 49

A modified Spillage Test Method With variations for warm and cold systems, takes a total of 5 minutes to gather information to make a determination on a system Changes under review: The addition of the 1200 BPI standard with the ANSI/ASHRAE Ventilation Air Requirement Using only the BPI standard would require extended testing methods as well as a follow up fresh air strategy if homes are found below the building air standard (BAS) 51
