Jones, Capital Project Supervisor James Richardson, Coordinator, Fire-Rescu et MS Division DATE: June 10, 2016 SUBJECT: Prince Frederick Volunteer Fire Department (Co.2) and Prince Frederick Volunteer Rescue Squad (Co.4) Building Projects Background: In the past few years several discussions have been held and brought before the Board of County Commissioners in reference to the replacement of the Prince Frederick Volunteer Fire Department and the Prince Frederick Volunteer Rescue Squad buildings. Permanent facilities for the Calvert Advanced Life Support and Calvert Rescue Dive Team have also been discussed. These discussions have been tabled in attempts to consider all possibilities for this project that would be in the best interest of not only the County but also each of these departments. The discussions included possibly acquiring property and/or properties to ensure the best possible location for each of these buildings, or housing both stations on a joint campus. In addition to the consideration of project possibilities there remains the pursuit of appropriate funding required for the construction of new facilities and ownership determination. Discussion: The Prince Frederick Volunteer Fire Department has provided documentation of repairs, renovations and/or upgrades needed at their facility which would allow them to remain at their current location in the interim. In addition, the County contracted out an architectural & engineering survey of the Prince Frederick Volunteer Rescue Squad. The survey findings included both short term and long term recommendations for the continued use of the facility. General maintenance requirements can be addressed; however any renovations requiring construction drawings and permitting will require building code compliance which will significantly increase the cost of the projects. The list from Prince Frederick Volunteer Fire Department and the findings from the survey done for Prince Frederick Volunteer Rescue Squad along with some preliminary cost estimates have been attached for your review. Conclusion/Recommendation: As requested, this information provided for your review. Several options are proposed for your consideration and your direction is requested as to how we should proceed. 3 PRINCE FREDERICK VOLUNTEER FIRE DEPT. (CO.2) SHORT TERM REPAIRS, RENOVATIONS, UPGRADES Prince Frederick Volunteer Fire Department (Co.2) reportedly has delayed the maintenance of the following items due to budget constraints and the proposal of a new facility. The following will require permitting and the entire building be brought up to current building code: Second floor renovations of the bunkroom, bathroom, training room, office space, and correcting HVAC issues; Cost TBD Kitchen remodel. Cost TBD The sprinkler system, fire alarm, ventilation, and HVAC would need to be brought up to current building code. Also, the accessibility requirements will need to be considered. The following would be maintenance items and not require permitting: 1. Resurfacing of the parking lot; Cost estimate $80, Replacement of concrete pad at bay #3 adjacent to parking lot; Cost estimate $23, Uplift of bay doors to include controller, motor, and spring/cable work. The department recently paid roughly $2,000 for repair of one bay door motor; Cost estimate - $20, Repair of engine bay floor (west) which has multiple cracks and holes developing; Cost estimate - TBD 5. Replacing tower (east) bay ceiling. This could be considered within the next two years as a capital outlay project; Cost estimate - $10,000
4 Calvert County Fire Rescue EMS Department Survey: SECTION II.C.1 Recommendations Summary of Existing Facility Deficiencies a. CODE COMPLIANCE An Automatic Sprinkler Systems needs to be provided for the full facility. Currently the facility is only partially protected. The fire alarm and detection systems shall need to be updated. Interior vertical openings will need a minimum one hour rated construction. Some existing egress door swings do not swing in the direction of egress. The corridor and corridor openings are not constructed with smoke tight construction as required. The second floor crew area is over 50 occupants; however the interior stair currently does not comply with the requirements of an egress stair. It exits through another room and is not rated. There is no landing at the top of the stair run and the riser and tread dimensions do not comply with code. Also, the handrail is only on one side of the stair. The second floor office area was not built per code and has structural issues. The interior second floor office area stair exits through the Radio Room, which is not allowable per code. The stair run, the riser and tread dimensions do not comply with code. The uni-sex toilet located at the meeting room is not as per the recommendations of the plumbing code. The number of fixtures for the different uses does not comply with the recommendations of the plumbing code. b. ACCESSIBILITY Most of the primary functions are not accessible. The two upper levels are completely nonaccessible for the lack of an elevator or lift. Door and turning clearances are not provided throughout the facility. Accessible toilet rooms are not provided in any of the restrooms and ADA accessible egress is not provided. Most of the egress doors have step-downs or high thresholds which are not accessible. The existing number of handicap parking spaces are not provided as per the requirements of the International Building Code c. INDOOR ENVIRONMENTAL QUALITY There is no separation of the apparatus areas and the personnel areas. The kitchen, meeting room, and restrooms are directly located off the apparatus bay which is a contamination issue. Need separate washers for gear and personal items for contamination separation. 5 gear lockers are located in the apparatus bays and the lockers also store personal items. This is an issue due to contamination of personal items and gear deterioration from UV lights. d. PROGRAM NEEDS The radio room and office spaces do not have any views to the gear or the exterior of the bays. The lounge area and meeting room will require a minimum of two exits and currently the second exit is traveling through the apparatus bays. It is not ideal to have the bunk rooms located on a separate level than the gear. The live-ins do not have their own private spaces and have to share their private area. The lounge does not have access to the kitchen for crew use. Storage square footage is insufficient. The ability to use the parking and the drive through bays simultaneously seems to be extremely tight or not available. Five additional Apparatus bays are needed. Currently there are fifty active members with lockers that store personal gear and some ambulance/fire gear. The current locker size and number is not adequate. Sixty-five lockers are preferable. The Watch/Radio Room, is currently too small. A Supply Room, Oxygen Tank Storage, Regular Storage is needed. EMS storage needs to be separated from the General Storage. The Physical Fitness Room is not an adequate size. The Company would like an open office floor plan with a conference table in the middle and a Banquet Hall which does not need to be dedicated to only banquets. e. STRUCUTRAL At this time we were only able to review the framing above the meeting room as all other areas had drywall ceilings in place. We understand that the mezzanine was built by the volunteers. We were informed that no additional foundation was added below the interior wood stud bearing walls during the construction of this mezzanine. The lack of a proper foundation, inadequate head height, and egress concerns reveal that the mezzanine is in need of significant modification to meet the current building code. There is also a significant crack in the interior block wall between the entrance of the wash bay to the boat bay. This crack is in need of reparr. We understand that there is a need for additional space. Given the nature of the original preengineered roof structure we find it very impractical to remove this roof and add additional space. f. MECHANICAL, PLUMBING AND FIRE PROTECTION Heating and Cooling Systems There are several sources of heating and cooling currently serving this facility. The Wash Bay, Boat Bay and Ambulance Bays are either partially or fully conditioned by split direct expansion cooling along with either electric heat, or hydronic heating sections. This arrangement is not typical of modem fire station facilities. Typically, apparatus bays are heated and ventilated only due to the high cost of trying to cool the spaces, especially when the bay Calvert County Fire EMS Depaitiuent Survey Summary of Existing Facility Deficiencies Section II.C.1: Page 2 of 5
6 doors open and close quite often. The ventilation capacity is undersized for the space served and should be replaced with properly sized equipment to allow for two stages of ventilation based on outside air temperature. Additionally, since there is no vehicle exhaust systems installed to protect the space from carbon monoxide entrapment, the ventilation system should be fitted with a monitoring and alarm system to automatically purge the space and warn occupants. The current configuration is very inefficient and often gets overwhelmed when the bay doors open. The Company Bunk area at the north upper level is currently served by an attic mounted air conditioning unit with electric heat and does not meet the current Code requirements, or minimum ASHRAE standards. There is not proper ventilation air being introduced to meet Code requirements. The air distribution system is very inefficient and requires extensive rework. The exhaust systems for the two bathroom facilities are not adequate and need replacement. In general the system is very inefficient, probably does not satisfy all the spaces served along the various exposures, and should be totally renovated and/or redesigned. At the southern end of this facility is where there are a lot of different space usages, served by two different heating and cooling units. The lower level Dayroom and upper level Offices are served by an older outdoor air handling unit. This unit is in need of replacement. Additionally, it is not recommended to serve the lower level and the upper level with the same air system. Also, please note that some of the conditioned air serving the Ambulance Bays has been routed through the attic to supplement the air conditioning on the upper level. The Watch Room, offices, toilet facilities, and the Company Kitchen are served by the same exterior air handling unit. The Kitchen has an exhaust hood, but no means of introducing make-up air. The toilet rooms are not sufficiently exhausted resulting in a stale smell and are not provided with ventilation air. The office along the back side, or western side of the building is served by an independent heat pump unit. This unit is very difficult to access and maintain. Ductwork is not properly insulated or installed and appears inefficient. The associated toilet room in this space was overheated at the time of our field investigation suggesting controllability issues. The Chair Storage Room was not heated at the time of our investigation. It appears the unit that serves this space has been turned off. It was not known to our team if it was just turned off or if it was inoperative. At the very least this room should be maintained to a moderate heating level to protect the building and its contents. Plumbing Systems The southern end located electric water heater location does not meet current code. This water heater is located in the Mechanical/Electrical Room, directly in front of numerous electrical panels. The size and type of water heater currently serving this facility is insufficient and very expensive to operate based on the quantity of water being consumed by the Company Kitchen. The northern end located electric water heater location again does not meet current code. This unit is located within a small coat closet and is not properly protected or drained. It is anticipated that the water heater is of sufficient size to serve the small kitchen and two Summary of Existing Facility Deficiencies Section II.C.1: Page 3 of 5
7 bathroom groups located at this level. The quantity of toilet/shower facilities does not correlate with the quantity of bunk rooms or occupants. The Apparatus Bay drainage should be improved to allow quicker run-off from the equipment to trench drains in lieu of long runs across the floor to the existing perimeter drains. It was noted that the Company does host events at this location, primarily within the Ambulance Bays. This location can handle several hundred guests at any one event. Based on this, the current toilet room facilities do not meet the required quantity, as well as not satisfying the accessibility requirements. Fire Protection Systems The facility is not fully sprinklered. The existing sprinkler system is insufficient to provide proper life safety and should be upgraded. g. ELECTRICAL Power Due to the number of existing electrical services, the expansion of electrical power within this facility is limited. The National Electrical Code (NEC) paragraph imits the maximum number of service disconnect switches to six (6). At present there are five (5) disconnect switches. Efforts should be made to have SMECO evaluate the incoming service conductor size. It appears to only be sized for approximately one-third the potential electrical load. Mislabeled circuits and panelboards do not comply with NEC paragraph 408.4(A) and NEC Article 110. Confusion exists regarding panel name, loads served, and applied voltage; this could lead to shock hazard for personnel. Storage of flammable and non-flammable items in electrical room and in front ofpanelboards is a fire hazard. These areas require 36" of clearance per NEC Table (A)(1 ). Unsupported wiring should be supported and protected from damage. Receptacles at exteriors, apparatus bays and other wet locations require GFI receptacles with weatherproof-in-use type covers per NEC 406.9(B)(1). Without these protective measures electric shock and nuisance tripping may occur. Switches and other wiring devices which are missing covers must be corrected. Clearance at a switch near a kitchen griddle should be rectified to prevent fire hazard or personnel burns. Summary ofexisting Facility Deficiencies Section II.C. I: Page 4 of 5
8 Emergency Power No changes are required for the emergency power system. Lighting Storage which is in contact with luminaires must be moved to prevent fire hazards per NEC Luminaires which do not comply with energy codes should be replaced or relamped/reballasted with compliant units. Automatic controls should be added for energy savings and compliance with EPACT and IECC Codes. Telecommunications A separate server room should be provided along with a dedicated air conditioning system to maintain recommended operating temperature of sensitive electronic equipment. Fire Alarm No central fire alarm system exists; this along with single-station smoke alarms should be provided per NFPA 101. Alerting and Signaling Systems Visual alerting systems should be provided for optimum emergency response time. Critical Operations Power Systems (COPS) As noted in the existing conditions section, this facility does not meet the guidelines ofnfpa 708, due to the age of the electrical installations, exposed and plenum cables, exposed utilities, unsecure electrical and communications closets, non-redundant emergency power and communications systems, single electrical utility services, etc: COPS Systems need to be evaluated for this facility to determine that, if destroyed or incapacitated, would disrupt public health or safety. RECOMMENDATIONS General Emergency Facility Design has evolved from the time this station was built. Recent studies regarding the elevated incidence of cancer in emergency service personnel call for new concepts in emergency service design. The current configuration and the current mechanical/electrical systems do not address these issues. Due to the scope of required renovation/expansion of the existing facility to rectify the issues listed previously, it is recommended to replace the building in its entirety. The reasoning behind this conclusion is the renovation/expansion costs will exceed the building replacement costs due to the following reasons: Architectural Code Compliance Much of the existing construction will need to be replaced. Including the second story office area and stairs leading to it. The restrooms need to be expanded and altered to conform to ADA. Accessibility The entire building will need to be altered to conform to ADA. This includes access to the primary functions and the majority of the egress routes Structural Expansion of the current facility will be extremely impractical based on the existing structural elements of the building and the physical limitations due to its proximity on the site. Based on the scope of required renovation and expansion, as outlined in the architectural section of this report we would recommend the building be replaced in its entirety. Mechanical and Plumbing As identified above, the building does not lend itself to renovation. This is also true for the mechanical, plumbing and fire protection systems. The systems located in this facility have been added on, modified, and altered several times resulting in very confusing, inefficient and ineffective arrangements. We would suggest all new systems and equipment be provided along with the building replacement. Perhaps a few of the newer air handling units could be salvaged and re-used either at this location or some other location as determined by the Owner. 10 Electrical As identified above, the building electrical systems have multiple major deficiencies; the cost of repair may approach or exceed total replacement cost. 11 Calvert County Fire Rescue EMS Department Survey: Prince Frederick Volunteer Rescue Squad (Company 4) SECTION II.C.3 Recommendations Short Term Architectural Systems Due to the scope of required work to rectify the existing issues and provide for the needed program space, there is no short term solution for the Architectural Systems in regards to the needed program space and the requirements to upgrade the existing facility to address the existing Code Deficiencies. There are also no short term solutions for the indoor environmental quality and separation between the contaminant sources and crew areas. There are some minor elements in which that can be addressed in the Short Term: 1. Replace rear roof 2. Replace/repair soffits, gutters, and downspouts 3. Caulking and sealing at exterior joints and openings requires maintenance. 4. Repair crack at interior wall between wash bay and the boat bay. 5. Repair/replace roof flashing. 6. Replace some of the interior finishes. Structural Systems Due to the scope of required work to rectify the existing issues and provide for the needed program space, there is no short term solution for the Structural Systems. Expansion of the current facility will be extremely impractical based on the existing structural elements of the building and the physical limitations due to its proximity on the site. Based on the scope of required renovation and expansion, we would recommend the building be replaced in its entirety. Mechanical Systems Remove existing equipment serving The Wash Bay and Boat Bay and provide a central heating and ventilation unit with energy recovery. Provide and install carbon monoxide monitoring of these Bays along with necessary exhaust fans and intake louvers to purge space in the event of elevated levels. Ambulance Bay shall remain as is, with the exception of removing the portion of ductwork serving the upper level office areas. Rebalance the existing system both on the air side and hydronic side. Provide and install carbon monoxide monitoring of this Bay along with necessary exhaust fans and intake louvers to purge space in the event of elevated levels. 12 The Company Bunk area shall remain as is. Redirect air handling unit condensate away from entry apron. The southern end of this facility is where there are a lot of different space usages. All of the existing air handling units, duct work, air devices, controls, etc should be demolished. Two exterior packaged air handling units should be provided to heat, cool, and ventilate the lower level and upper level, respectively. Provide new toilet room exhaust fans and provide heating and cooling of these spaces from the appropriate outdoor air handling unit. The office along the back side, or western side of the building should be provided with an exterior packaged air handling units to heat, cool, and ventilate this location. The Chair Storage room should be fitted with a new ventilation system and small electric unit heaters to provide warmth. Plumbing Systems It is recommended to replace the lower level toilet room fixtures and provide for ADA accessibility. Expansion of the toilet rooms is highly recommended to accommodate the social functions held in the Bays. The Company Bunk area toilet facilities shall remain as is. Replacement of water heaters, and relocation to an appropriate location is recommended. Provide each water heater with required safety accessories and drain pans where applicable. Fire Protection Systems The existing sprinkler system is insufficient to provide proper life safety and should be upgraded.
