Letter from the President by Charlie Fraim Greetings, Hard to believe we only have three meetings left until we break for the summer. The February meeting was held at the Bowman Restaurant and drew a crowd of one hundred and twenty seven members and guests. It is so rewarding to see how many are supporting our organization by attending monthly meetings. The meeting sponsor Chem- Aqua did an excellent presentation on the HandiChem Solid Block System an innovative water treatment solution for cooling towers, closed systems, and steam boilers that provide the proven results of high-performance liquid treatment programs. Thanks to Chris Hill from Chem-Aqua for sponsoring a CASHE program. Our meeting in March will be held at The Grand Lodge of Maryland and I look forward to seeing another great turnout. Sincerely; Charlie CASHE Membership We recently wrapped up the membership renewal process for the current 2011 membership year for the Chesapeake Area Society for Healthcare Engineers. We have begun the process of sending a letter to inform the delinquent members that their status as a member with the organization is no longer in good standing. In order to change the status of your membership, you will need to submit a new application for membership along with the appropriate fees for new membership. 2 Education Fund The CASHE Board is pleased to announce that we have educational opportunities for our members and/or their staff. Healthcare members interested in learning new Trades skills and/or members who have staff interested in learning new Trades skills are encouraged to submit an application to the CASHE Board of Directors for review and consideration. Education opportunities are available in the areas of Plant Operations, HVAC, Controls, & Electricity. 3 Page 3 Education RECALL ALERT February 17, 2011 SIMPLEX FIRE ALARM CONTROL PANELS RE- CALLED The U.S. Consumer Product Safety Commission (CPSC) issued a product safety recall alert involving Simplex Fire Alarm Control Panels. As noted in the alert, Simplex has been contacting their customers directly but it is believed that about 200 panels still exist without the upgrades being installed. The CPSC product safety recall alert is as follows: Alert February 8, 2011 Simplex Fire Alarm Control Panels Recalled by Tyco Safety Products Westminster Due to Failure to Alert Monitoring Centers The following product safety recall was voluntarily conducted by the firm in cooperation with the CPSC. Building managers should stop relying on the product models listed below to alert an alarm monitoring center in the event of a fire. It is illegal to resell or attempt to resell a recalled consumer product. Name of Product: Simplex Fire Alarm Control Panel Units: About 540 Manufacturer: Tyco Safety Products Westminster of Westminster, Mass. Hazard: The recalled fire alarm control panels can fail to send a signal to alert monitoring centers in the event of a fire. Incidents/Injuries: The firm has received 2 reports of alarms failing to alert monitoring centers. No injuries have been reported. Description: The recalled fire alarm panel is the Simplex 4100U-NXP panel configured for third party monitoring and running software revision The words "Simplex," "4100U" and "Fire Control" appear on the fire alarm's front panel. The software revision number can be identified by pressing the "Menu" key on the panel keypad, selecting "Show Software Revision Level" and pressing "Enter." Sold by: Distributed by SimplexGrinnell from May 2010 to September 2010 for between $10,000 and $20,000. Manufactured in: U.S. Remedy: Building managers should contact SimplexGrinnell for a free software upgrade. SimplexGrinnell is contacting its customers directly. 4 Page 4 Education Collaborative Spirit of JOC Eases Stress of Complicated Medical Facilities Renovations Medical facilities meet many different needs for many different people state of the art care for patients, comfort for families, and efficient workspace for staff. With so many goals for one space, hospital and medical facility construction and renovation are as complicated as ever. In addition to meeting the unique needs of a sterile healthcare environment, contractors are making accommodations for increasing technology needs and sustainability initiatives. New flooring Lyndon Baines Johnson Hospital Like any other building, a hospital wears over time. Yet we require our hospitals to be state-of-the-art, sterile facilities where we can get comfort and care at all times. Hospitals also require expertise in renovation in a variety of areas the ability to construct or repair everything from lobbies and visitor areas to patient rooms to high-tech labs with large, expensive equipment, usually in occupied spaces and under fast turnaround times. OB-Flex room conversion/renovation University of Washington Hospital Job Order Contracting (JOC) eases the stress of renovating or converting medical spaces into new state-of-the-art facilities in a variety of ways. First, owners have a partner who understands their needs and goals. Second, there is less time spent on procurement, so construction projects can be completed right away, giving patients access to critical upgrades faster. Finally, the detailed project scoping involved in JOC projects virtually eliminates contractor-driven change orders. Construction projects can be fit into smaller windows of time which minimizes the disruption to patients and staff. Lab Renovations National Naval Medical Center Developed as a procurement and construction tool by the department of the army, JOC has traversed across various industries due to its flexibility, transparency in pricing (through a unit price book) and best value results. Similar to Design- Build but for renovation and repair projects, JOC is a tool that enables the owner, designer, end-user and contractor to work together, upfront at the start of the project to develop the scope and the best means and methods for completing the task. A study conducted by the Center for Job Order Contracting Excellence shows that the utilization of a JOC program significantly reduces the start time of projects: Once a facility has implemented a JOC program, they have the ability to place multiple projects over the term of the contract, have a contractor on-call when and as needed, and have a means in place that creates a long-term owner-contractor relationship. Facility owners benefit from the core values of JOC; the desire of the contractor to work hand-in hand with them to build a long term, mutually rewarding relationship; one that eliminates confrontation and negativity, to achieve a common goal Completing each delivery order on-time and within the pre-determined budget parameters. New centralized medical gas distribution system University of New Mexico A Job Order Contract is an open ended indefinite delivery, indefinite quantity contract that provides no guarantee of work for the contractor but does provide a mechanism for an owner to have on-call, a company that is willing to meet the challenges of completing projects through collaboration and trust. By performing above the owner s expectations, meeting deadlines, providing quality work in a safe environment, a JOC contractor knows that additional delivery orders will likely be issued. Since each successive delivery order is subject to the owners satisfaction and not the ability to low bid the project and hope for change orders, a JOC contractor is compelled to perform and work with the owner to fully understand their needs and the needs of each project so that they are completed on time, with the highest quality and within the pre-established budget.
