Bund Fires PGS 29 requirements René Sloof Antea Group Netherlands
Agenda Bund Fire facts & questions PGS 29 bund fire policy explained Implementation plan Bund Fire effects Bund Fire mitigation options Unsolved topics
PGS 29 Bund Fire facts & questions AHJ considers Bund Fires as credible scenarios, not worst case scenarios. Enough examples available including spills without fire! What are the odds of a bund fire happening in the Netherlands? To what extent does a business need to invenst in this scenario? What about protecting surrounding installations? Which design codes & strategies need to be followed? Is a terminal obliged to act? Antea Group 2
PGS 29 bund fire policy explained Fixed starting point, storage tank contents releases completely in 10 minutes. Biggest pipeline connection rupture Opening (Tear) in tankshell Only fixed roof tanks are part of the bund fire policy. Floating roof tanks (including aluminium dome covered) are not part of the policy Risks for people & environment are to be considered within 1 km radius from facility boundaries 1 (ernstig), 4 (significant) and 24 (beperkt) hour scenarios with noticeable mitigation effects Toxic (fire) products - 1 hour scenario Escalation to be taken into account Measures to be implemented in permits by 2021
Bund fire scenarios and legislation PGS is BBT (BAT) at this point in Mor PGS will soon be BBT (BAT) in Mor Permits requirements (Environment/VR) PGS 29 new style project will start soon I-SZW, RIVM, IPO / VNG, Veiligheidsregio s / Brandweer Nederland, Industry (VNPI, VOTOB, VNCI)
PGS 29 PGS 29 bund fire policy planning Implementation plans phase 1 have to be submitted now Implementation plans phase 2 need to be submitted on Mitigation measures have to be in place and will be incorporated in the environmental permits/company fire brigade permit Antea Group 5
Phase 1 selection process H300, H301, H310, H311, H330, H331 1) Grootschalige of langdurige evacuatie en/of opvang van bevolking 2) Omvangrijke én langdurige belemmering of ontregeling van normaal maatschappelijk verkeer 3) Internationale bezorgdheid en/of omvangrijke of langdurige internationale media aandacht 80% 1) Tijdelijke evacuatie en/of opvang van bevolking Grootschalige of langdurige overlast voor bevolking Langdurige impact bedrijfsactiviteiten buurbedrijven Escalatie brand/explosie scenario mogelijk naar hogere ernst categorie 2) Omvangrijke, langdurige of aanzienlijke én tijdelijke belemmering of ontregeling van normaal maatschappelijk verkeer
Implementation plan format (phase 1 & 2) General information about facility Information considering the storage tanks involved Information regarding the bunds involved Bund fire scenario details Surroundings Effect calculation results Phast, Effects, CFD etc. Insight in facility surroundings Waterways, roads, railroads Vulnerable objects Determination of bund fire mitigation strategy Company Fire Brigade
Bund fire effects Direct effects: Heat radiation Smoke & toxic gasses Soil contamination Business interuption Indirect effects Blockage of infrastructure Evacuation of civilians Evaluation: Risk to people from fire Impact of smoke plume (meteorological and topological factors) Potential to extinguish the fire successfully Risk of fire spreading Presence of important buildings/installations in the vicinity Ability to retain fire fighting water Potential impacts should fire water run off Antea Group 8
Bund fire mitigation strategy options Secondary & third containment Mobile fire fighting systems Fixed fire fighting systems Burn down philosophy? Fixed & Mobile combined Cooling of storage tanks, pipe racks, pump rooms, process installations
Secondary & third containment Sufficient run off to third containment Sufficient containment capacity Minimal heat radiation effects from third containment to secondary containment Containment filling minimizes effects Minimize surface size, use depth Antea Group 10
Mobile fire fighting systems Rotterdam situation, TPB system Timeline > 30 minutes? 30 minutes = 1900 m 2 Bund holding capacity!!! Monitor reach Positioning outside 3 kw/m 2 Indirect application Application rate, NFPA 11 Permit???
Fixed fire fighting systems Timeline < 5 minutes! Bund holding capacity, 30 minutes Foam generator locations Positioning of supply pipelines Foam storage (central system) Application rates, NFPA 11 or EU code Permit??? Testing
Burn down philosophy? 24 hour scenario only 24 hours or more officially not allowed Smoke cloud evaluation Remote area Local fire fighting capacity Limited fuel 30 cm/hour burn rate
Fixed & Mobile combined, new technologies Semi fixed systems Dry pipe along bund wall and inside bund No foam storage Fixed covering systems (toxic spills) Fluorosurfactants free foams
Cooling of storage tanks, pipe racks, pump rooms, process installations Storage tank cooling systems 2 to 10 lpm/m 2 Spray ring every 3,6 meters Piperacks Pipeline BLEVE s Pump rooms Pipeline BLEVE s
Unsolved topics Cooling of storage tanks beyond 30 minutes PGS-29, EI-19, NFPA 15 Storage tanks to be considered write off? Risks for fire fighting personel First bund fire then storage tank fires? Fire water hold-up requirements Fire water pump & grid capacity
