21 The Challenge Performance Based Design (PBD) Novel, fully engineered architecture e.g. Heron Tower Minor local equivalencies to accommodate deviations from code e.g. FDS modelling to demonstrate smoke control to allow longer travel distances

22 How is PBD regulated? Building control/fire services Either first principles case for alternative solutions or equivalency to prescriptive codes But lack of regulatory expertise puts onus on fire safety engineer

23 Self-Regulation? Regulators often not competent to judge PBD solutions Regulator needs to trust engineer Fire Safety Engineers need to be competent, ethical professionals

24 Risks Fine-tuning safety margins Insufficient attention to knowledge limitations Lack of immediate feed-back (fires rare and causally complex) Commercial pressures
