Property Address 103 Palmetto Street, St. Simons Island, Georgia Parcel ID Area of Property.404 acres (approximately 17,600 square feet) Existing Zoning R-6 One Family Residential Existing Land Use Residential/Abandoned Proposed Land Use Church Comp Plan Future Land Use Medium Density Residential (MDR) CONTEXT: PROJECT DESCRIPTION: The purpose of the request is to allow a special use permit for the construction of a church in an R-6 One Family Residential zone. The property is located at 103 Palmetto Street, approximately 220 feet west of its intersection with Frederica Road. The proposed church will have fifty-four (54) seats and ingress and egress from Palmetto Street and Palm Street. CONTEXT: Section 701, Special Uses, allows for the consideration of a Church, synagogue, temple or other place of worship in an R-6 One Family Residential Zone. The abandonment of the unopened right-of-way of First Avenue was approved by the Glynn County Board of Commissioners on September 7, SECTION APPROVAL, DENIAL The County Commission and the Planning Commission in reviewing the application for a conditional use permit or special use permit should consider the following (staff comment shown in bold): a) The effect the proposed activity will have on traffic flow along adjoining streets; The location of this site is at the edge of the neighborhood near Frederica Road. Therefore, an increase in vehicular traffic through the neighborhood is not anticipated. The church will also be accessible for pedestrian access from the adjacent residential area.
2 b) The location of off-street parking facilities; Off street parking is provided to the side of the church building and is accessible from Palmetto Street and Palm Street. There are fourteen (14) spaces required and thirty (30) spaces provided. The parking area will be shared with the adjacent businesses. c) The number, size and types of signs proposed for the site; One sign is proposed on the Palmetto Street side of the church. It will conform to the Glynn County Sign Ordinance. d) The amount and location of open space; Approximately 45% of the area will be grassed or landscaped. e) Protective screening; There is a grouping of trees along the western property line which creates a buffer between the church and adjacent residential properties. f) Hours and manner of operation; The building will hold services on Sunday and reserves the right to adjust hours of operation as the congregation and pastor see fit. g) Outdoor lighting; No outdoor lighting is proposed. h) Ingress and egress to the property; and The property will have ingress and egress points on Palmetto Street and Palm Street. i) Compatibility with surrounding land use. The surrounding area consists of single-family residential homes on the north and west sides. To the south and east sides there are commercial businesses. A church, particularly of this scale, is a good transition between residential and commercial uses. The attached site plan was approved with conditions by the Islands Planning Commission on October 17, 2017, pending approval of the special use permit by the Board of Commissioners. COMPLETION OF THE APPLICATION FOR A SPECIAL USE PERMIT Staff determined this application is complete and contains all the information required by the Glynn County Zoning Ordinance.
3 PLANNING COMMISISON RECOMMENDATION: The Islands Planning Commission recommends approval of application SUP3339 with the following conditions: - the building is to be used only for a house of worship; - the trees shown on the site plan will remain; - parking spaces over the required minimum of 14 spaces will be pervious. This application was presented at the October 17, 2017, Islands Planning Commission meeting. Motion was made by Patrick Duncan recommending approval; motion seconded by Joel Willis. The motion carried 5 2 with Carla Cate and Stan Humphries opposed. RECOMMENDATION: Staff recommends APPROVAL of application SUP3339 as submitted. RECOMMENDED MOTION: I move to approve application SUP3339. POSSIBLE MOTIONS: 1) I move to approve special use permit SUP3339; 2) I move to deny special use permit application SUP3339; 3) I move to approve special use permit SUP3339 with the following conditions (as stated below or amended in the motion) - the building is to be used only for a house of worship; - the trees shown on the site plan will remain; - parking spaces over the required minimum of 14 spaces will be pervious.
