4 Cobh Municipal District Cobh Municipal District Local Area Plan 2017 The new Cobh Municipal District Local Area Plan 2017 will replace the q Midleton Electoral Area Local Area Plan 2011 q Cobh Electoral Area Local Area Plan 2011 q Cobh Town Development Plan. Legal issues to be resolved in rela@on to the Town Plans. At present the Town Plans remain valid un@l Legisla@on expected to allow them to be replaced by a LAP. 4
5 Review of Local Area Plans Purpose of the Preliminary ConsultaAon Documents Highlight main areas of Change / Key Planning Issues Iden@fy the main planning issues and choices now faced taking account of the amount of growth envisaged in each area, the available land supply, availability of the infrastructure required to facilitate development and the need to protect and conserve the environment. S@mulate Debate Act as a tool to s@mulate, guide and encourage debate and discussion on the current issues impac@ng upon the community, to flag important issues, and to encourage and assist the public in making submissions / observa@ons to the Planning Authority in respect of the proposed Local Area Plans. Proposed Change Suggests the main areas of change under consideraaon/proposed in the next Local Area Plans, relaave to the current LAPs / Town Development Plans. 9 Strategic Land Reserve The CDP 2014 indicated that the Strategic Land Reserve in the County Metropolitan Cork Strategic Planning Area is only 14% (153ha), whereas the guidelines recommend up to 50%. This level of reserve (or headroom ) is considered too low for the likely needs of the na@on s second city and it s Metropolitan Region. Purpose of maintaining a Strategic Land Reserve is to provide choice in the housing market. Also provides a con@ngency in the event that, some of the larger sites in Metropolitan Cork are either not delivered or delayed. CDP suggested that need to iden@fy addi@onal residen@al land to add to the current strategic land reserve in the County Metropolitan Cork Strategic Planning Area and this may include proposals within this Municipal District. These addi@onal lands have yet to be iden@fied, and may include addi@onal lands within the Cobh Municipal District. Such lands which adjoin the main towns (or planned extensions to them), have access to Irish Water services (with capacity for future development) and can provide access to established public transport corridors will be considered for inclusion in the new DraR Local Area Plan to be issued in

Public Waste Water Treatment See a;ached sheet for details of se;lements within this Municipal District In these smaller seelements with no public services, it is proposed to limit development to a small number of individual houses with their own treatment plants. 12
13 Review of Local Area Plans Broad Approach Review of Local Area Plans / Town Development Plans. Iden@fying areas where changes are needed. The majority of zonings / policies will remain unchanged. Will look in more detail at Town Centres and how they can be strengthened / improved. Need to align zoning approach in Town Plans with current Local Area Plans i.e. use of exis@ng built up area designa@on rather than exis@ng land use zonings. Proposals in villages and village nuclei to be largely the same, where possible. Retaining development boundaries. Scale of development envisaged will remain at 2011 levels in most cases. At this stage of the process, with the excep@on of new flooding informa@on available for Carrigtwohill, informa@on on flood risk for the rest of the MD is the same as in the current LAPs. 13
14 Housing Town Centre Economy Water Services Infrastructure Road Improvements Public Transport LAP Review Cobh Main Issues for Review of the LAP Cobh 1. Proposed to retain zonings 2. Promote increased land use close to the Town Centre as part of infill /redevelopment schemes. 3. Set out detailed proposals for the Ballynoe Land bank including open space, community and delivery of roads and transport infrastructure. 4. Re- enforce the town centre as the preferred for new retail/public service development. 5. Provide a sequen@al approach to manage the development of non- town centre sites for retail uses. 6. Explore opportuni@es to enhance the public realm. 7. Inden@fy/zone land to provide opportuni@es for new business development including clarifica@on of provision within the Ballynoe land bank. 8. Opportunity to consider measures to support the re- development of Marino Point for port related development. 8. The comple@on of the Lower Harbour Towns Waste Water scheme will assist the town in achieving its development poten@al 9. Considera@on of the issues regarding the R Need for local road improvements and new roads infrastructure to facilitate development in the Ballynoe Valley. 11. Consider measure to improve access/parking at rail sta@ons 12. Promote the provision of a bus service within the town and possibly to Cork City/Environs, Carrigtwohill/Midleton. 14
15 LAP Review Glanmire ResidenAal Employment Town Centre/Retail Community FaciliAes Transport and Mobility Main Issues for Review of the LAP Glanmire 1. It is proposed to retain zonings R- 01 to R It is proposed to develop a framework for the DunkeEle/Ballinglanna lands and to include this in the DraR Plan to be published in November The Framework will provide for two phases of development, with Phase 1 to be completed in advance of the upgrading of the DunkeEle Interchange and Phase Two post the comple@on of the Interchange upgrade. 3. No changes are proposed to the exis@ng employment land supply. 4. No changes proposed to exis@ng town centre zonings. 5. Explore measures to promote pedestrian connec@vity from T01 to T Opportunity to iden@fy former industrial site south of Glanmire Bridge and opposite the Garda Sta@on as an opportunity site for regenera@on. 7. Opportuni@es to improve the public realm. 8. Opportunity to consider if any addi@onal community facili@es are required in the town and where should they be located. 9. Enhanced provision for pedestrians and cyclists is also required par@cularly from the residen@al areas to the Town Centre. 10. Upgrading of DunkeEle Interchange needed to ease traffic conges@on and reduce levels of through traffic. Flooding 11. Emerging informa@on form the Glashaboy flood relief scheme will inform the prepara@on of the DraR Plan. 15
16 LAP Review Cork City North Environs Main Issues for the Review of the LAP Cork City North Environs 1. No changes are proposed to the zonings in the North Environs. ResidenAal 2. It is proposed to develop a framework for the development of the Ballyvolane land (X- 01) and to include this in the DraR Plan to be published in November Employment 3. No changes are proposed to employment zonings in the North Environs. Town Centre/Retail 4. In general no changes are proposed in terms of the provision for retail development within the North Environs. However the outcome of the current appeal to An Bord Pleanála will be considered as part of the prepara@on of the drar plan. Transport and Mobility 5. Delivery of the Northern Ring Road remains a priority. 16
17 LAP Review Carrigtwohill Main Issues for the Review of the LAP - Carrigtwohill ResidenAal land supply Employment land supply Town Centre Transport and Mobility Flooding 1. It is suggested that the review of the LAP should retain all residen@al zonings, including those proposed to be added in the 2015 DraR LAP Amendment 2. Opportunity to reconsider the appropriateness of current enterprise zonings (E- 01 to E- 04). Some of these lands may be more suited to Business use. 3. Opportunity to consider zoning the site of the Fota Business Park largely undeveloped but part of exis@ng built up area. 4. Considera@on will be given to the need to retain the B- 01 zoning to the north west of the town ( Business Land). 5. Considera@on will be given to the need to revise the I- 04 site objec@ve, which currently provides for a large scale stand alone industrial use. 6. It is proposed to prepare a planning and urban design framework for the town centre during the life@me of the Local Area Plan to guide future development. 7. Opportunity to consider the extent of the current town centre zonings in Carrigtwohill, par@cularly that extending along the length of Sta@on Road where residen@al development has been permieed. 8. Opportunity to iden@fy local road improvements needed to facilitate development, enhance connec@vity to the town centre / schools and to the train sta@on. 9. New informa@on is available on flood risk in Carrigtwohill and this will inform the review of the plan. 17
18 LAP Review LiEle Island Main Issues for the Review of the LAP Island 1. It is proposed to retain all employment zonings in the area Employment 2. The review of the LAP also affords the opportunity to a number of brownfield opportunity sites within LiEle Island for redevelopment for specific employment related i.e. the former Mitsui Denman Site. Transport and Mobility 3. Delivery of the upgrade to the DunkeEle interchange remains a priority. 4. Opportunity to consider measures to improve public transport circula@on within LiEle Island and enhance connec@vity with the train sta@on. 18
19 Next Steps Non Statutory Public ConsultaAon Process Issues raised by Members at today s briefing Publish Municipal District Preliminary Consulta@on Document on 14 December Public Consulta@on period runs from Monday 14 th December 2015 Monday 25 th January Prepare Chief Execu@ves Report to summarise submissions received, issues raised therein and recommenda@ons on maeers to be included in the DraR LAP. Report to be issued to Members for their considera@on in March MD s (by resolu@on) can ask Chief Exec to include addi@onal maeers. Chief Exec to supply a response to any MD resolu@ons. Commence prepara@on of the DraR Local Area Plans. 19
