3 APPENDIX 1A ARCHAEOLOGICAL SITES AND ARCHAEOLOGICAL AREAS SCHEDULE Overview of archaeological sites and archaeological areas The protection of historic heritage from inappropriate subdivision, use and development is a matter of national importance under section 6(f) of the Act. Historic heritage includes archaeological sites and is therefore recognised as an important component of sustainable management. Sustainable management of archaeological sites encompasses the identification, retention and enhancement of heritage values for present and future generations. Archaeological sites and areas carry forward a legacy and provide a story of historical activity. Historic heritage cannot be replicated or replaced, as it is a result of past human activity. As a consequence, historic heritage is susceptible to any physical change that may reduce or destroy the qualities that contribute to its significance. Landowners may carry out activities that unwittingly damage heritage values, such as through additions and alterations to buildings or siting fences on archaeological sites. The extent and significance of archaeological sites and areas is developing, given that many parts of the District are yet to have an archaeological survey. The ' Number' in the schedule refers to the Historic Heritage Record Form (Archaeology) held on Council files. The ' Number' is shown on the Planning Map to identify the location, but not the spatial extent, of the archaeological site or area. Design The building or structure has distinctive or special attributes of an aesthetic or functional nature. These may include massing, proportion, materials, detail, fenestration, ornamentation, artwork, functional layout, landmark status or symbolic value. Designer or Builder The building or structure s architect, designer, engineer or builder was a notable practitioner or made a significant contribution to the region or nation. Cultural Qualities Sentiment The place or area is important as a focus of spiritual, political, national or other cultural sentiment. Identity The place or area is a context for community identity or sense of place, and provides evidence of cultural or historical continuity. Amenity or Education The place or area has symbolic or commemorative significance to people who use or have used it, or to the descendants of such people. The interpretative capacity of the place or area and its potential to increase understanding of past lifestyles or events. Historic Qualities Associative Value The place or area has a direct association with, or relationship to, a person, group, institution, event or activity that is of historical significance to the district, the Waikato region or the nation. Historical Pattern The place or area is associated with broad patterns of local or national history, including development and settlement patterns, early or important transportation routes, social or economic trends and activities. Scientific Qualities Information The potential for the place or area to contribute information about an historic figure, event, phase or activity. Potential Scientific Research The degree to which the place or area may contribute further information and the importance of the data involved, its rarity, quality or representativeness. 8 APPENDIX 1B MAORI CULTURAL SITES SCHEDULE Overview of Maori Cultural Sites The protection of historic heritage from inappropriate subdivision, use and development is a matter of national importance under section 6(f) of the Act. 'Maori Cultural Sites' as a part of the District's historic heritage includes wahi tapu and wahi tapu areas and is recognised as an important component of sustainable management. Sustainable management of Maori Cultural Sites, encompasses the identification, retention and enhancement of heritage values for present and future generations. Maori Cultural Sites carry forward a legacy and provide a story of historical activity. The extent and significance of Maori Cultural Sites is developing, given that many parts of the District are yet to have a Maori Cultural Impact Assessment undertaken. The identification of Maori Cultural Sites provides Council and the community with improved knowledge about those sites and areas that are culturally significant to tangata whenua, their culture and their heritage. Traditional oral history and information collected, collated and analysed from the Maori Land Court records about those sites and areas is available from tangata whenua explaining the values concerning wahi tapu and other places or sites of cultural and spiritual significance. The ' Number' is shown on the Planning Map to identify the location, but not the spatial extent, of the Maori Cultural Site. Historic heritage is therefore recognised as an important component of sustainable management. Historical and field research has identified a representative range of buildings, structures and built areas that possess heritage values worthy of protection in the Plan. Many of these buildings, structures and sites are also on the New Zealand Historic Places Trust (NZHPT) Register. The Historic Heritage Schedule is arranged according to the Community Board area. The schedule includes those items whose protection will enhance the identification, retention and enhancement of heritage values for present and future generations. The ' Number' in the schedule refers to the Historic Heritage Record Form for the Historic Heritage held on Council files. The area is centred on the linear form of Wharf, Kapanga and Rings Roads. It is bisected by the Karaka Stream and includes the most builtup, southern section of the village of Kapanga, taking in parts of Te Tiki, Victoria, Albert, Watt and Pagitt Streets, which were laid out in Description Town was established in the mid 19th century as a colonial service centre for the district. European settlement of the Harbour and its hinterland commenced in the late 1830's but it was not until the early 1860's, a decade after Charles Ring had registered the first gold discovery in the area (1852), that increasing numbers of prospectors and settlers made their way to. takes the form of an elongated colonial grid. The main thoroughfare, variously called Wharf, Kapanga and Rings Road, runs on a southwest to northeast axis. The Heritage Area features a diverse range of building types, including a number of late 19th and early 20th century structures that retain a good level of authenticity. The tram baches represent a distinctive approach to the provision of low cost coastal accommodation in the 1950's when the was becoming increasingly popular as a holiday destination. Alterations and additions made to the trams over the years embody the 'DIY' ethos typical of New Zealand bach culture. Tapu Tram Bach Heritage Area 1 Tapu Wharf Road, Tapu and 709 Coast Road; adjacent to the Tapu Domain and beachfront reserve 21B Description About a dozen decommissioned trams from the Auckland Transport Board were transported to Tapu and converted into baches in the 1950's. The original trams were cheap, portable and sufficiently spacious to allow for conversion into a simple one bedroom bach. Grahamstown Heritage Area The Grahamstown area is irregular in shape and bounded roughly by Beach Road and Brown Street in the west, the Karaka Stream in the south, Pollen, Campbell and Bella Streets in the east, and Burke Street in the north. Broad and Princes Streets are also included within the area, which is based upon Robert Graham s survey plan of 17 September B, 31C Description Grahamstown was the chief commercial centre of until the early 20th century. The Grahamstown Heritage Area includes a diverse range of building types, including a large Page 20

21 number of 19th century structures that retain a high level of authenticity. Civic, ecclesiastical, residential, governmental, industrial and commercial structures are to be found in close proximity. Grahamstown's street pattern takes the form of an elongated colonial grid, within which the major thoroughfares of Queen and Pollen Streets run on a north south axis. A & G Price Ltd, a group of landmark hotels, The Treasury, the School of Mines and St James Presbyterian Church are major heritage resources within the area, which is also notable for its colonial residential heritage. Shortland Heritage Area A section of the town centre, including both sides of Pollen Street, and the east side of Queen Street, between Richmond Street and the Karaka Stream. 31C, 31D Description The Shortland Heritage Area contains a section of Pollen Street, principal commercial thoroughfare, and part of the eastern side of Queen Street, which overlooked the waterfront before reclamation of the foreshore took place. Shortland was laid out on the standard colonial grid and has a larger block pattern than can be found in Grahamstown. Many of the buildings in the Shortland section of Pollen Street are notable for their early to mid 20th century architectural styling, in contrast to the predominant late 19 th century character of historic Grahamstown. 23 The Whitianga Heritage Area includes a portion of the town centre bounded by The Esplanade, Monk and Albert Streets, as well as Thomas Peacock s 1882 subdivision of Victoria, Isabella, Owen, Campbell and Coghill Streets. The area incorporates the esplanade reserve south of the Whitianga Wharf and takes in the town centre and Campbell Town. Description The Whitianga Heritage Area features a variety of building types, including a number of late 19th and early 20th century structures that embody the pioneering period of the town s history. Commercial, residential, civic, governmental, and religious buildings are to be found in close proximity to one another. 26 2 DESIGNATIONS SCHEDULE Overview of designations A designation is a provision made in a District Plan to give effect to a requirement made by a requiring authority. A requiring authority that has financial responsibility for a project or public work may require land to be designated. A requiring authority is either: a Minister of the Crown; or a local authority (a territorial authority or regional council); or an approved network utility operator. The process for including a designation in the District Plan and the information to accompany a notice of requirement is set out in the Resource Management Act The requiring authority responsible for the designation may do anything in accordance with the designation, irrespective of the rules in the Plan that might otherwise control the activity. No other person may do anything in relation to the designated land that would prevent or hinder the project or work to which the designation relates without the prior written consent of the requiring authority responsible for the designation. The zone, district wide and overlay rules apply to activities not covered by the designation. Sites designated in the District Plan Land which is designated by a requiring authority is shown on the Planning Maps with an underlying zone. The following 'Designations Schedule' outlines key information relating to each designated site, including its location and the purpose for the designation. Further information on a designation is held on Council files, including specific conditions and reference to the term of the designation. 41 Waikato Regional Council has required that certain land required for works by the Waihou Valley Scheme is to be designated Soil Conservation and River Control in the District Plan. The Waihou Valley Scheme is a comprehensive total catchment scheme designed to provide drainage and flood protection to 40,000 ha. of flood prone land in the lower Valley and Hauraki Plains area. The Waihou Valley Scheme provides erosion control, significant watershed protection, land retirement and soil conservation measures to the upper catchment of the Waihou River. The overall objective of the Waihou Valley Scheme is to provide effective flood protection and drainage outlets in the lower reaches of the Waihou River and a sustainable programme of erosion control and conservation measures on a total catchment basis. Protection objectives are set at: An effective minimum 100 year level protection to rural and urban areas from main river flood flows. An effective 100 year level of protection from high tides under the current regime to areas adjacent to the tidal reach of the river system. A minimum, 10 year level of protection from major tributary rivers and streams for rural areas. A minimum 50 year level protraction from major tributary rivers and streams for significant urban areas. Drainage by gravity and/or pump assisted outlets to ensure a maximum of three days ponding in a 10 year return period storm for rural areas. Upper catchment protection through reforestation and soil conservation protection measurers Works within District have been largely associated with the construction of flood defences such as stopbanks. These are located to provide a safe capacity against flood events and include equipment such as floodgates and pumps to dewater rural areas during and after flood events. The Waihou Valley Scheme is an infrastructural asset that will require continuing monitoring, evaluation and maintenance to ensure its continuing function and efficiency. The maintenance operations within the District Council area will involve activities such as: Channels, Floodways and Stopbanks, including: Berm maintenance, erosion protection, channel evacuation, involving weed spraying, riprap placing as required, removal of deposited sediment, miscellaneous repairs to stopbanks, culverts and fences, reconstruction of settlement. The significance of the tree primarily relates to the condition and amenity of the tree, but significance may also come from the tree's stature, or the historic or scientific values it holds. 55 4 RURAL SUBDIVISION DESIGN PRINCIPLES 4.1 Introduction This Appendix has been developed to provide design principles to assist people undertaking subdivision and building within the rural area, including the coastal environment, of the District. The principles are intended to inform landowners, developers, potentially affected people and the wider community about how to create well designed rural subdivisions that recognise and retain the rural and landscape character of the District. The objectives and policies in the District Plan set the broader framework for the expectations of subdivision in the rural area. These are implemented by the rural subdivision rules. The rules require restricted discretionary, discretionary and non complying subdivisions to be designed in accordance with these principles. These principles are also relevant, as guidance only, when designing controlled activity subdivisions. To meet the requirements of the District Plan applicants will need to demonstrate to the Council that the general design principles and area specific principles are met through the proposed subdivision design. Not all of the issues will be applicable for each subdivision. Some matters may also vary depending upon the scale and complexity of the subdivision. Applications will not necessarily be in accordance with the principles for matters that are not relevant for the particular proposal. It is recommended that a pre application meeting be undertaken with Council staff at the earliest stages of the development of the subdivision proposal to clarify and resolve potential issues and seek advice. Careful planning and consideration of alternative design solutions prior to submitting an application should increase the chances of obtaining subdivision approval and can have the added benefit of reducing uncertainty and the timeframe for processing the application. 4.2 The special values we are trying to protect Landscape character The landscape reflects the cumulative effects of physical and cultural processes. It has three main components: physical (landform and feature), ecological (dynamic and natural), and cultural (man made change and perception). Natural character Natural character is established through natural processes rather than comprising landscapes influenced by human activities. It depends on the maintenance of viable natural processes and systems and the visual elements that contribute to 'naturalness'. Where natural character is predominant, any development should be unobtrusive, of a small scale and embedded within the natural processes of the area. Rural character The rural character landscape is a working landscape, incorporating human development patterns both constructed and natural. Where rural character is predominant, any development should ensure a high degree of open space, privacy, unobstructed views, limited vehicle traffic and a level of informality in the development patterns. 61 4.5 Things to consider when planning your subdivision Site Analysis Site analysis and the identification of the constraints and opportunities of a site should include but not be limited to the following matters: Topography and landforms, including contours Vegetation: indigenous and exotic, remnant and regenerating bush, riparian vegetation, shelterbelts and mature trees Wildlife, aquatic and terrestrial Natural features including streams and wetlands Productive soils Groundwater levels Solar orientation, wind and other climatic conditions Views and aspect Existing buildings, structures and infrastructure, including fence lines, boundaries, access and power lines Heritage and cultural sites and features Ground contamination Reverse sensitivity issues Local sources of nuisance such as noise and dust Natural hazards District Plan requirements and designations Choosing the right site The location, layout and density of a subdivision in a rural area influence the landscape character by altering the proportion of open space to structures and associated infrastructure. It can also influence the area of land available for productive land use. Equally understanding the landscape character including landform, ecology and prevailing land use will help with site selection and the degree to which the subdivision is able to be integrated with the existing landscape and natural character. Careful consideration of the wider context and the site of the subdivision within it can add value to the subdivision and ensure a good fit with the surrounding rural area. Analysing the notable features and characteristics of the wider area and the pattern of surrounding development is an important part of the development process. Notable features or characteristics of the wider area: Landscape and landform features such as the ranges, headlands, coastal edge, dunes, wetlands, streams and rivers, vegetation and the water catchment; Significant views; Orientation and aspect; Wind direction and other climatic conditions; Water runoff and drainage.
