5 1.0 PROJECT CONTEXT 1.1 Objective The objectives of a Cultural Heritage Assessment Report (CHAR) are as follows: The identification of major historical themes and activities of the Project Area through historical research of primary and secondary resources and a review of historic mapping and aerials; The identification of associated cultural heritage resources within the Project Area through major historical themes and activities, and historic mapping; The survey of lands within and adjacent to the Project Area to identify cultural heritage resources; and, To inform and direct comprehensive heritage planning on the lands associated with the Project Area. 1.2 Development Context As part of the approval of Regional Official Plan Amendment (ROPA) #38, additional lands were identified in the Town of Milton to accommodate population and employment growth from 2021 through to The lands identified for growth will serve as Milton s next urban expansion area and next major Secondary Plan Area(s) (i.e., Sustainable Halton urban area lands phased for growth between 2021 and 2031). These lands are to be planned comprehensively and are to meet minimum density and employment targets established in the Greater Golden Horseshoe Growth Plan, as well as the Region of Halton and Town of Milton s growth strategy. Comprehensive planning of these lands will enable the Town to achieve the required population target of 238,000 persons and employment target of 114,000 jobs by As one of the first steps in the Secondary Plan process, the Town of Milton intends to undertake a Land Base Analysis (LBA). The LBA is intended to identify the key opportunities and constraints to development, as well as inform and provide direction to the Secondary Plan process. The LBA is intended to be a high-level study, wherein a preliminary land use concept, showing broad land use categories, as well as a framework for future studies will be produced to inform early phases of other studies. To facilitate this LBA study, Archeoworks Inc. was retained by Malone Given Parsons Ltd. to conduct a CHAR of the Project Area, which is situated in within parts of Lot 5, Concession 3 New Survey; Lots 4-5, Concession 4 New Survey; Lots 2-9, Concession 5 New Survey; Lots 5-9, Concession 6 New Survey; Lots 2-14, Concession 7 New Survey; and Lots 2-14, Concession 8 New Survey, in the Geographic Township of Trafalgar (North), former County of Halton, now in the Town of Milton, Regional Municipality of Halton (see Appendix A Map 1). 6 2.0 LEGISLATIVE CONTEXT CHAR FOR THE MILTON LAND BASE ANALYSIS In municipal planning in Ontario, an essential component includes the need for the identification, evaluation, management, conservation and preservation of Ontario s heritage. In Ontario, particularly in the Town of Milton, community development goals include goals aimed at protecting and enhancing the heritage, identify and character of the Town of Milton in both its urban and rural areas, thereby contributing to its unique sense of place and identity. These goals ensure that any proposed developments are completed with respect to the cultural heritage resources present within the proposed development area, such as in those lands associated with the Milton LBA area. This CHAR considers cultural heritage resources in the proposed Milton LBA area and addresses all human-made cultural heritage resources over 40 years old. However, identification of a resource that is 40 years old or older does not necessarily determine heritage significance, but provides a method to collect information about any resources that may retain cultural heritage value within this timeframe. Alternatively, if a cultural heritage resource is somewhat younger than 40 years old, this factor does not negate the resource from retaining cultural heritage value. For this study, cultural heritage resources describes both built heritage resources and cultural heritage landscapes. The proceeding sections provide definition for both built heritage resources and cultural heritage landscapes. Throughout this CHAR, this study addresses cultural heritage resources under various pieces of legislation and their supporting guidelines which are documented below. 2.1 Ontario Planning Act (OPA) The OPA (as amended 2016) is the primary legislation that sets the ground rules for land use planning in Ontario and describes how land uses may be controlled, and who may control them. This legislation ensures that both provincial and municipal interests are addressed during land use planning decisions that are consistent with the Provincial Policy Statement when decision makers exercise planning authority or provide advise on planning matters (Government of Ontario, 2010). Cultural heritage resources are considered matters of Provincial interest, and as such Part I, Section 2.d. of the OPA states: The Minister, the council of a municipality, a local board, a planning board and the Municipal Board, in carrying out their responsibilities under this Act, shall have regard to, among other matters, matters of provincial interest such as: d.) the conservation of features of significant architectural, cultural, historical, archaeological or scientific interest ARCHEOWORKS INC. 2

7 This section provides the framework for the land use system led by the provincial policy statements outlined in Section 3 of the OPA (Government of Ontario, 2016). 2.2 Provincial Policy Statement (PPS) Heritage resource conservation is a requirement of Provincial planning legislation as outlined in the Government of Ontario s Provincial Policy Statement (PPS), Section 2, Wise Use and Management of s. It aims to promote Ontario s long-term prosperity, environmental health, and social well-being that is dependent on conserving biodiversity, protecting the health of the Great Lakes, and protecting natural heritage, water, agricultural, mineral and cultural heritage and archaeological resources for their economic, environmental and social benefits. Subsection 2.6 within the PPS entitled Cultural Heritage and Archaeology states: Significant built heritage resources and significant cultural heritage landscapes shall be conserved. Development and site alteration shall not be permitted on lands containing archaeological resources or areas of archaeological potential unless significant archaeological resources have been conserved. Planning authorities shall not permit development and site alteration on adjacent lands to protected heritage property except where the proposed development and site alteration has been evaluated and it has been demonstrated that the heritage attributes of the protected heritage property will be conserved. Planning authorities should consider and promote archaeological management plans and cultural plans in conserving cultural heritage and archaeological resources. Planning authorities shall consider the interests of Aboriginal communities in conserving cultural heritage and archaeological resource The PPS utilizes the following definitions to describe cultural heritage resources (Government of Ontario, 2014, p.38-49): Built Heritage : means a building, structure, monument, installation or any manufactured remnant that contributes to a property s cultural heritage value or interest as identified by a community, including an Aboriginal community. Built heritage resources are generally located on property that has been designated under Parts IV or V of the Ontario Heritage Act, or included on local, provincial and/or federal registers. Cultural heritage landscape: means a defined geographical area that may have been modified by human activity and is identified as having cultural heritage value or interest by a community, including an Aboriginal community. The area may involve features such as structures, spaces, archaeological sites or natural elements that are valued together for their interrelationship, meaning or association. Examples may include, but are not limited to, heritage conservation districts designated under the Ontario Heritage Act; villages, parks, gardens, battlefields, ARCHEOWORKS INC. 3

8 mainstreets and neighbourhoods, cemeteries, trailways, viewsheds, natural areas and industrial complexes of heritage significance; and areas recognized by federal or international designation authorities (e.g. a National Historic Site or District designation, or a UNESCO World Heritage Site). Conserved: means the identification, protection, management and use of built heritage resources, cultural heritage landscapes and archaeological resources in a manner that ensures their cultural heritage value or interest is retained under the Ontario Heritage Act. This may be achieved by the implementation of recommendations set out in a conservation plan, archaeological assessment, and/or heritage impact assessment. Mitigative measures and/or alternative development Protected heritage property: means property designated under Parts IV, V or VI of the Ontario Heritage Act; property subject to a heritage conservation easement under Parts II or IV of the Ontario Heritage Act; property identified by the Province and prescribed public bodies as provincial heritage property under the Standards and Guidelines for Conservation of Provincial Heritage Properties; property protected under federal legislation, and UNESCO World Heritage Sites. Significant: means in regard to cultural heritage and archaeology, resources that have been determined to have cultural heritage value or interest for the important contribution they make to our understanding of the history of a place, an event, or a people. The policies of the Provincial Policy Statement may be complemented by provincial plans or by locally-generated policies, such as Official Plans regarding matters of municipal interest. 2.3 Ontario Heritage Act (OHA) The OHA (as amended 2009) empowers municipalities and the provincial government to protect and preserve heritage properties within Ontario (MTCS, 2017a). Under Part IV of the OHA, municipalities are responsible maintain an inventory, or registry, of all properties situated in the municipality that is of cultural heritage value or interest, as per Part IV, Subsection 27: The clerk of a municipality shall keep a register of property situated in the municipality that is of cultural heritage value or interest (subsection 1); the register kept by the clerk shall list all properties situated in the municipality that has been designated by the municipality or by the Minister under this Part (subsection 1.1); ARCHEOWORKS INC. 4

9 the register may include property that has not been designated under this Part but that the council of the municipality believes to be of cultural heritage value or interest and shall contain, with respect to such property, a description of the property that is sufficient to readily ascertain the property (subsection 1.2). This municipal inventory, as mandated by the OHA, must include all properties designated under Part IV (Section 29) as well as those resources the municipality believes to be of cultural heritage value or interest (or listed/non-designated), but are not formally designated until Part IV (Section 27, subsection 1.2). Designation of heritage properties is a way of publicly acknowledging a property s value to a community. At the same time, designation helps to ensure the conservation of these important places for the benefit and enjoyment of present and future generations. Additionally, designation provides a process for ensuring that changes to a heritage property are appropriately managed and that these changes respect the property s heritage value. This includes protection from demolition. Those properties that have been listed (or non-designated properties) are eventually recommended for designation OHA Section 29. To assist in heritage matters, the Municipal Council may choose to establish, by by-law, a Municipal Heritage Committee to advise and assist the Municipal Council on matters relating to Part IV and Part V of the OHA, and other heritage matters as the Municipal Council may specify (OHA, Part IV, Subsection 28). Once a Municipal Heritage Committee is established, Municipal Council is required to consult with it during the designation process for individual heritage properties and for heritage conservation districts, and on applications to alter designated properties, demolish or remove designated properties and to repeal designation by-law (as per OHA, Part IV, Section 29) (MTCS, 2017b). As per OHA Section 27, subsection 3, if a property is included in the registry under subsection 1.2., the owner of the property shall not demolish or remove a building or structure on the property or permit the demolition or removal of the building or structure unless the owner gives at least 60 days notice in to the council of the municipality. As per the OHA Section 33, subsection 1, no owner of property designated under Section 29 shall alter the property or permit the alteration of the property if the alteration is likely to affect the property s heritage attributes, as set out in the description of the property s heritage attributes, unless the owner is received written consent from the council of the municipality. 2.4 Town of Milton Official Plan Section 2.10 of the Town of Milton s Official Plan (2008), outlines the Town of Milton s strategy of heritage resource management to achieve awareness through the conservation of heritage resources. This heritage resource management strategy is visualized as a partnership between the Town, public agencies, private property owners and members of the community. This will create a heritage resource management strategy that protects individual property rights while ARCHEOWORKS INC. 5

10 achieving a broader public interest in understanding the Town s history in a physical tangible way that only in-situ heritage resources can provide. The key goals of the Town of Milton s heritage policy are discussed as (Section ): the conservation of the Town's heritage resources by identifying, recognizing, preserving, protecting, improving and managing those resources, including the potential of their adaptive reuse; the integration of the conservation of heritage resources into the Town's general planning approach; and, the promotion of an understanding and appreciation of the heritage resources of the Town to both residents and visitors. In addition to the key directives and policies outlined in the Section 2.10, Section 5.4 of the Town of Milton s Official Plan entitled Secondary Planning Process Policies requires that additional detailed studies be carried out that include Heritage Assessments. 11 3.0 HISTORIC AND PRESENT CONTEXT 3.1 Introduction CHAR FOR THE MILTON LAND BASE ANALYSIS Presented below is a historic summary with respect to the Euro-Canadian settlement and land use of the Project Area utilizing both primary and secondary source material. This review assists to identify and describe above ground, human-made cultural heritage resources that may be present and affected by the proposed developments within the Project Area. The Project Area is located within parts of: Lot 5, Concession 3 New Survey; Lots 4-5, Concession 4 New Survey; Lots 2-9, Concession 5 New Survey; Lots 5-9, Concession 6 New Survey; Lots 2-14, Concession 7 New Survey; and Lots 2-14, Concession 8 New Survey, in the Geographic Township of Trafalgar (North), former County of Halton, now in the Town of Milton, Regional Municipality of Halton (see Map 1). 3.2 Township Survey and Settlement Township of Trafalgar After the American Revolutionary War, many United Empire Loyalists and American immigrants began to move into Southern Ontario to avoid persecution from the American Government. This put greater demand on the amount of available lands for Euro-Canadian and American immigrant settlement within Upper Canada. By this time, the Mississaugas claimed the County of Halton. On behalf of the British Crown, William Claus, Deputy Superintendent of Indian Affairs, entered negotiations with the Mississauga in 1805, to surrender 35,000 acres of the Mississauga Tract at the head of Lake Ontario. This tract included lands reaching from the Etobicoke Creek on the East for twenty-six miles westward to the outlet of Burlington Bay, these lands stretching back from the Lake shore line for from five to six miles to what we now know as the Second Concession North of Dundas (or Eglinton Avenue) (Fix, 1967, p.13). Additionally, one mile on either side of the Credit River and the flat lands bordering the Etobicoke Creek were to remain property of the Mississaugas. The Mississauga obtained 1000 worth of goods and the right to retain their fishery sites at the mouths of the Credit River, Sixteen Mile Creek, and Twelve Mile Creek. This treaty included lands in the southern parts of the Township of Toronto in Peel County and Trafalgar and Nelson Townships in Halton County. A confirmatory surrender was issued in (Surtees, 1994, pp.94, 110; N.A., 1891, p.lv; Loverseed, 1987, p.21; Government of Ontario, 2016). ARCHEOWORKS INC. 7

12 After the War of 1812, immigration from the Unites States came to a halt as a change in British policy discouraged Americans from taking residence in Canada and encouraged immigration from the British Isle. To accommodate this influx of European settlers, the remainder of the Mississauga Tract, within what is now Halton Region, was purchased by William Claus in The Mississauga continued to use the lands around the mouth of the Twelve Mile creek for hunting and fishing purposes. The area belonged to the Credit River Mississauga who, despite efforts from the Indian Department officials to protect them, found themselves victim to encroachment on their lands and fisheries by Euro-Canadian settlers. Ajetance, chief of the Credit River Mississauga, settled for goods in the value of shilling annually per person in exchange for 648,000 acres of land. This second purchase surrendered those lands within what would encompass the northern section of Trafalgar, and Nelson Townships, and all of Esquesing and Nassagaweya Townships (McDonald, 2011, p.71; Surtees, 1994, pp ; N.A., 1891, p.lv; Government of Ontario, 2016). The southern portion of the Township of Trafalgar, within Home District, was surveyed by Mr. Samuel L. Wilmot in 1807 and included two concessions north and four concessions south of Dundas Street (Halton Images, 2013). The new survey of Halton utilized the double-front survey technique, creating wider 200 acre lots between each concession (McDonald, 2011, p.71). In the double-front system the common unit of concession, the half-lot, was almost square 100 acres in size each half of a 200-acre lot fronted on different concession-line roads (Harris and Warkentin, 2000, p.123). Settlement began in Settlers were predominately from the British Isle and focused on agriculture as their primary means of subsistence after the land was cleared of timber resources. Wheat was the principal agricultural crop grown in the Township of Trafalgar (Unterman McPhail Associates, 2010a, p.9). Some parts produced excellent quality building stone (Walker & Miles, 1877, p.55). However, the Fourteen Mile Creek and Sixteen Mile Creek and their tributaries proved to be a more successful source of wealth for settlers through the construction of multiple mills along the entire length of the creeks (Walker & Miles, 1877, p.59). By 1850, 4,513 individuals resided in the Township of Trafalgar and it contained three grist mills and 19 saw mills (Smith, 1851, p.261). The Credit Valley Railway, was surveyed in 1873, and by 1879, tracks were completed between Parkdale in Toronto to Galt, near London (Kennedy, 2013) Community of Omagh The community of Omagh is located partially within the Project Area at the intersection of Britannia Road and Fourth Line. Omagh is named after the capital of County Tyrone, Northern Ireland in the 1850s by John White, Halton s Member of the Legislature for Canada West (McDonald, 2011, p.208). The Omagh Post Office was established in 1853 (Library and Archives Canada, 2014). By 1877, Omagh was a small village, containing about 100 inhabitants three churches, Methodist, Church of England and Disciples, a two-story drill-shed and a Temperance Hall (Walker & Miles, 1877, p. 59). The community of Omagh is depicted in both the 1858 Tremaine Map and the 1877 Illustrated Atlas. ARCHEOWORKS INC. 8

13 Community of Drumquin The community of Drumquin is located partially within the Project Area at the intersection of Trafalgar Road and Britannia Road. Initially the community was named as Camp Hollow, and was known to be area Natives would camp during the summer months. Drumquin was named after the former home of Thomas Patterson, a tavern owner, in Ireland. This community developed in 1820 after Joseph Howes constructed a grist mill on the Sixteen Mile Creek. The following year, a saw mill was added to the site. Trafalgar Road began a busy thoroughfare where wheat and lumber was hauled from the north to the ports in Oakville. By 1877, a post office (opened in 1851), a store, a blacksmith shop and an inn were located within the community. The post office serviced the community until 1914 when it moved to Hornby in The community of Drumquin is depicted in both the 1858 Tremaine Map and the 1877 Illustrated Atlas (McDonald, 2011, p.140; Walker & Miles, 1877, p.59) Community of Auburn/Agerton The community of Auburn (now Agerton) is located within the Project Area at the intersection of Derry Road and Trafalgar Road. Originally called Auburn, the community was renamed Agerton after a post office was established in A blacksmith shop and temperance hall was located within the community by 1860 and a hotel was added a decade later. A feed mill and threshing machine manufacturer was also located within the community and was torn down in The community of Auburn/Agerton is depicted in both the 1858 Tremaine Map and the 1877 Illustrated Atlas (McDonald, 2011, p.102; Walker & Miles, 1877, p.59; Milton Historical Society, 2017a) Review of Historic Maps To determine the potential for the presence of cultural heritage resources located within the Project Area, the 1858 Tremaine s Map of the County of Halton Township of Trafalgar and the 1877 Illustrated Historical Atlas of the County of Halton Township of Trafalgar (see Maps 2-5) were reviewed. Tables 3-4 provides a summary of the historic occupants and associated historic features depicted in the Project Area depicted in the 1858 and 1877 maps. One structure The 1877 Illustrated Atlas identifies 67 historic structure (homesteads and their associated orchards) and three churches within the Project Area. Several additional historic structures, two churches and one cemetery, and two post offices are depicted within 50 metres of the Project Area. Additionally, the Project Area still encompasses the community of Auburn and part of the communities of Drumquin and Omagh. The Sixteen Mile Creek and its tributaries are also depicted within the Project Area. Additionally, the Project Area encompasses part of present day Thompson Road, Fourth (4 th ) Line, Fifth (5 th ) Line, Sixth (6 th ) Line, Trafalgar Road, Eighth (8 th ) Line, Lower Base Line, Britannia Road, and Derry Road which was originally laid out during the survey of the Township of Trafalgar. The Project Area abuts the Credit Valley Railway (now the Canadian Pacific Railway). These early historic transportation routes would have facilitated transportation of goods and services, as well as provided a means of communication through the Township of Trafalgar. 3.3 Existing Conditions Physiographic Region and Existing Environmental Conditions The Project Area is located within the Peel Plain physiographic region of Southern Ontario. The Peel Plain is described as a level-to-undulating region of clay soils, with a gradual and fairly uniform slope toward Lake Ontario. Till containing large amounts of shale and limestone underlies clay that is generally heavy in texture, this clay having been presumably brought by meltwater from the predominantly limestone regions to the north and east. Some well-drained soils are found within the Peel Plain, but the most dominant soil is Peel clay, an imperfectly drained, dark brown, stone-free clay often underlain by dull brownish grey, calcareous clay till or stone-free clay. With the underlying shales not being able to retain water well, compounded by the almost complete deforestation of the region which results in a high degree of evaporation, the Peel Plain has somewhat of a water supply problem. Practically all utilized for agriculture until 1940, the land within much of the region has been urbanized, now occupying two-thirds of the Peel Plain and taking more than 50,000 hectares of good farmland out of production (Chapman & Putnam, 1984, pp ). A few native soil types are found within the Project Area: Berrien sandy loam, Brady sandy loam, Burford loam, Chinguacousy clay loam, Fox sandy loam, Jeddo clay loam, Oneida clay loam and Bottom Land. Most the Project Area is in Chinguacousy clay loam while Brady sandy loam, Burford loam, Fox sandy loam, Jeddo clay loam, and Oneida clay loam are located scattered throughout the Project Area. Bottom Land is situated alongside the Sixteen Mile Creek, and is within the Project Area (Ontario Agricultural College, 1971). ARCHEOWORKS INC. 13

18 The Project Area is situated within the Sixteen Mile Creek watershed and encompasses part of the Sixteen Mile Creek and its tributaries Designated and Listed Cultural Heritage s Consultation with Canada s Historic Places (2017), which records heritage resources that identifies historic places recognized for their heritage value at the local, provincial, territorial and national levels throughout Canada, did not identify any designated heritage property within and adjacent to (within 50 metres of) the Project Area. Consultation with the online inventory entitled Town of Milton (Town of Milton, 2016) which records municipal properties identified by the Town of Milton Council that are of historic of architectural value or interest to the Town of Milton. This inventory includes properties that have been formally designated under the Ontario Heritage Act and those properties of limited (or listed) cultural heritage value or interest to the city but are not formally designated. This inventory confirmed the presence of numerous heritage properties located within and adjacent to (within 50 metres) the Project Area (see Tables 3-4). Additionally, the Heritage Planner at the Town of Milton was contacted to obtain a more detailed description of each heritage property along with this heritage status (Templeton, 2017a). Those details have been included in Tables 3-4. An HCD can be found in both urban and rural environments and may include residential, commercial and industrial areas, rural landscapes or entire villages or hamlets with features or land patterns that contribute to a cohesive sense of time or place and contribute to an understanding and appreciation of the cultural identity of a local community, region, province or nation. An HCD may comprise an area with a group or complex of buildings, or a large area with many buildings and properties. They often extend beyond their built heritage, structures, streets, landscapes, and other physical and spatial elements, to include important vistas and views between and towards buildings and spaces within the district (MTCS, 2006, p.5). HCDs are a valuable cultural heritage and must be taken into consideration during municipal planning to ensure that they are conserved. To determine if the Project Area is in or within 50 metres of an HCD, the Town of Milton s Heritage Planner was contacted (Templeton, 2017a). The Heritage Planner confirmed the absence of an official HCD within and adjacent to (within 50 metres of) the Project Area. However, the community of Omagh, situated around the intersection of Britannia Road and Fourth Line, is included in a Heritage Conservation District Study that is currently being undertaken Commemorative Plaques or Monuments Commemorative markers of Aboriginal and Euro-Canadian settlements, which may include their history, local, provincial, or federal monuments, cairns or plaques, or heritage parks, are considered to have elevated archaeological potential. To determine if any historical plaques are ARCHEOWORKS INC. 16

21 present, the Ontario Historical Plaques inventory was reviewed, which contains a catalogue of federal Historic Sites and Monuments Board of Canada plaques, the provincial Ontario Heritage Trust plaques, plaques identified by various historical societies, and other published plaques located in Ontario (Ontario Historical Plaques, 2017). Additional review of the Milton Historical Society s webpage entitled, Plaqued Historic Homes and Buildings (Milton Historical Society, 2017b) confirmed the absence of commemorative plaques within and adjacent to (within 50 metres of) the Project Area Pioneer/Historic Cemeteries Background research identified one pioneer cemetery within the Project Area and two pioneer cemeteries adjacent to (within 50 metres) of the Project Area. The Omagh Church of Christ Cemetery at 9850 Britannia Road in the community of Omagh, is located within the Project Area. The congregation initially worshipped at the Beaty Family home, then to a local school and in 1850, the land was donated by James Beaty to construct a church. The building was designed by James Beaty and constructed under the direction of his brother, W.C. Beaty, who would become the first preacher for the church. Originally, the church domination was the Disciples of Christ and the building was called a Meeting House and the cemetery surrounded the Meeting House. Only a few of the early graves along the west side remain (Ye Olde Bone Yards of Halton, Peel, York & Simcoe, 2011; OGS, 2017a). The Bethel United Church and Cemetery at 6150 Trafalgar Road in the community of Drumquin is located within 50 metres of the Project Area. The first Methodist church was a dual church/school wood frame building and was constructed across Seventh Line (present-day Trafalgar Road) from the present-day church property. By 1848, a new wood frame building was constructed on the site of the present church grounds. By 1914, the construction of a new brick church began and was completed shortly afterwards. The cemetery is located between the new brick church and the site of the previous wood frame church building constructed in 1848 (Trafalgar Township Historical Society Digital Collections, 2017; OGS, 2017b). Omagh Presbyterian Cemetery located at 2077 Britannia Road and within the community of Omagh is located within 50 metres of the Project Area. The congregation was founded in 1838 and originally named for a town in Ireland. A one-acre parcel of land was purchased from Richard Moore in 1838, and the first white wooden building was constructed on this property. This white wooden building stood along the eastern side of the cemetery. By 1909, the present church was constructed of red brick (Omagh Presbyterian Church, 2017; OGS, 2017c) Review of Historic Topographic Maps and Historic Aerial Photography The 1909 Topographic Map (Maps 6-7) depicts the Project Area as encompassing agriculturally productive fields, woodlots area, the Sixteen Mile Creek (labeled as the Oakville Creek), tributaries of the Sixteen Mile Creek, several wood and stone/wood structures and wooden bridges. The communities of Omagh, Drumquin and Agerton are depicted within the Project Area as a cluster of buildings and a cemetery is present within the Project Area at Omagh. By 1931, the Project Area remained relatively unchanged from 1909 (see Maps 8-9). ARCHEOWORKS INC. 17

22 The 1954 Aerial Photographs (Maps 10-11) depict the Project Area encompassing primarily of ploughed agricultural fields, woodlots and several private homes fronting Thompson Road, Fourth (4 th ) Line, Fifth (5 th ) Line, Sixth (6 th ) Line, Trafalgar Road, Eighth (8 th ) Line), Lower Baseline, Britannia Road and Derry Road. A satellite image from 2005 revealed the Project Area still consisted of active ploughed agricultural fields and woodlots (see Maps 12-13). Additionally, an industrial development is located along the south side of Auburn Road and Trafalgar Road. By 2016, three golf courses had been established within the Project Area along Trafalgar Road while the remaining portion of the Project Area remained unchanged from 2005 (see Maps 14-15) Review of Present Conditions The Project Area is situated primarily within rural/agricultural area south of the Town of Milton proper. The Project Area encompasses open and active agricultural fields, numerous woodlots, part of three golf courses (Piper Heath Golf Club, Royal Ontario Golf Club and Wyldewood Golf and Country Club), an industrial development on the south side of Auburn Road along Trafalgar Road, and abuts the CP Railway. Additionally, part of the Sixteen Mile Creek and its tributaries flow through the Project Area. ARCHEOWORKS INC. 18

23 4.0 IDENTIFIED CULTURAL HERITAGE LANDSCAPES AND BUILT HERITAGE RESOURCES 4.1 Data Collection Two stages of data collection are undertaken to establish potential for the existence of cultural heritage resources within the Project Area. These two phases include: I. Background historic research includes the consultation of historic mapping, topographic maps, aerial photographs, satellite imagery and other source material that relates to the Project Area (see Section 3.0). Obtaining this background historic research allows for the identification of historic 19 th and 20 th century settlement patterns within the Project Area. In addition, the Canada s Historic Places (2017) database, managed by Parks Canada, and the Town of Milton s Heritage Inventory and the Heritage Planner at the Town of Milton were consulted to obtain a list of existing designated and listed heritage properties within the Project Area. II. A field review is conducted to confirm the presence and current state of those identified cultural heritage resources provided in the Town of Milton s Heritage Inventory, the Heritage Planner, and/or Canada s Historic Places database. A field review also allows for the identification of new cultural heritage resources that have not been identified on federal, provincial, or municipal databases. New cultural heritage resources not previously identified on a federal, provincial or municipal database are often identified during the field review. To determine the presence of new cultural heritage resources, provincial guidelines, definitions, and experience are utilized to determine their heritage significance. When identifying cultural heritage resources during the field review of the Project Area, the following definitions of cultural heritage resources types have been utilized: Cultural Heritage Landscapes Historical settlement: groupings of two or more structures located in the same geographic area, with a commonly applied name. Farm complex: comprised of multiple buildings, one building must be a farmhouse or barn, and may include a tree-lined drive, additional outbuildings (sheds, animal pens), fences, domestic gardens and/or small orchards. Remnant farm complexes: a former farm complex wherein the farmhouse or barn has been demolished. ARCHEOWORKS INC. 19

24 Roadscape: a roadway generally two-lane in width with narrow or no shoulders. Associated features include ditches, tree lines, bridges, culverts etc. Waterscape: a waterway (lake, river, stream, tributary, etc.) that contributes to the overall character of the cultural heritage landscape, in relation its influence on historic development and settlement patterns of a geographic area. Railscape: an active or inactive railway line, its right-of-way (ROW), or former railway ROW and associated features (crossings, bridges, etc.). Cemetery: land used for the burial of human remains, sometimes including a building of worship (church). Built Heritage Residence: a singular structure, sometimes includes an outbuilding (shed or garage). 4.2 Methodology To make a preliminary identification of existing built heritage resources and cultural heritage landscapes within the Project Area, several sources were consulted, including a review of the historic context of area; a review of historic mapping; a review of historic topographic maps; a review of historic aerials; and consultation with the Town of Milton s Heritage Inventory and the Heritage Planner to obtain an inventory of designated and listed properties, should any be present. A windshield survey was undertaken in 2017 on March 2 nd, 9 th, 13 th, and 17 th to document the existing conditions of the Project Area. No official access to potential built heritage resources and cultural heritage landscapes was permitted; consequently, interiors of the buildings were not examined and representative photos of exteriors were taken. Potential Built Heritage s and Cultural Heritage Landscapes were reviewed against the document entitled, Screening for Impacts to Built Heritage and Cultural Heritage Landscapes (see Appendix B). A description and discussion of the potential and identified cultural heritage resources reviewed during the field assessment are mapped in Figures 1-2 and listed in Table 1: Potential Built Heritage s and Cultural Heritage Landscapes. 30 Identified Cultural Category Type 6 CHL Farm complex Location 5274 Fourth Line (within 50m) Physical Description The farmstead: A nineteenth century, two-storey brick structure that exhibits Gothic-revival elements such as a cross gable roof, vergeboard (or bargeboard) and finials located on the front gable over the front entrance. A Gothic arch window with drip moulding is located within the center gable over the front entrance. The brick design includes dichromatic accents such as quoining along the exterior corners. A brick chimney is located at the west elevation of the structure, and a two-bay front façade is present. Additionally, the front portion of the structure has a stone foundation with a L-shape rear addition with enclosed porch at centre of the structure. The structure has a simple, central entrance at the front façade, and textured concrete foundation. Appears on the 1954 aerial. Identified during the field review. Not on Town of Milton s heritage list. 10 CHL Remnant farm complex 5752 Fourth Line The remains of the old Devlin farmstead. Only the remnant of the barn remains standing and it is dilapidated. The barn is likely a nineteenth century barn with a metal clad, gable roof, and a large diamond-shape cut-out on the front façade. A silo and outbuildings are located on the property. The property also contains a bush and treelined dirt driveway and fence lines with poured concrete corner posts. The congregation was founded in 1838 and had established a white wooden church on the one-acre parcel of land purchased from Richard Moore in By 1909, the present church was constructed of red brick with Gothic-style architectural details such as a steeply pitched front gable roof, and pointed ached windows and door openings. The cemetery is located to the east and south of the building, and brick pillar fence encompass the property. Mature trees are located along the property limit. Photo 14 CHL Park 9830 Britannia Road Omagh Ball Park The landscape consists of a large open field, baseball diamond and playground. The old Omagh School bell and replica cupola is located immediately east of the entrance to the park. In the 1930 s, the Devlin s farm on the south side of Britannia Road was used for ball games to host the number of male and female teams in the village. By c.1960, two additional acres were added to the park and the driveway was relocated to the west side of the Omagh Church of Christ Cemetery (Town of Milton, 2016). The congregation initially worshipped at the Beaty Family home, then to a local school and in 1850, the land was donated by James Beaty to construct a church. The building was designed by James Beaty and constructed under the direction of his brother, W.C. Beaty. Originally, the church domination was the Disciples of Christ and the building was called a Meeting House and the cemetery surrounded the Meeting House. The church is of frame construction, with a front gable roof, enclosed entry way, and large round-top windows along the upper level. The lower level features smaller rectangular windows. An exterior brick chimney is located to the rear of the church as well as cinder block extension. The cemetery is located to the east, west and south of the building and only a few of the early graves along the west side remain. Few mature trees are located within the property limits. This church is depicted in both the 1858 Tremaine Map of the Township of Trafalgar and the 1877 Illustrated Atlas of the Township of Trafalgar. 16 BHR Residence 9905 Britannia Road (within 50m) The homestead: A nineteenth century (built c.1898), onestorey structure with vinyl-siding, a hipped roof, a gable front dormer, and a three-window front façade. The foundation is made of local stones. A walkway, constructed with a gable roof and of large granite rocks, and an addition constructed with a hipped roof and covered with the same vinyl-siding as the main house, were later extensions to the main residence. One of two worker s cottages constructed in the Village of Omagh (ASI, 2012) The property has been enclosed but a large wooden fence. 17 BHR Residence 9950 Britannia Road The old Omagh Methodist Church Manse. A rear garage has been added with a gable roof. Originally owned by John Triller Howell, an early settler and United Empire Loyalist. Built c.1860 and was clad in white washed clapboard. The structure has five-bay front façade. A garage extension has been added to the west elevation of the house. The cupola was located at the end of the driveway. There are conflicting accounts of when the Omagh School House was built, but itis depicted in the 1858 Tremaine s Map of the County of Halton on the northeast corner of Britannia Road and Fourth Line. By 1874, a new location for the schoolhouse was sought (possibly due to marshy land conditions) and it was constructed on the northwest corner of Britannia Road and Fourth Line, north of the General Store. Photo 25 CHL Camp 1014 Lower Base Line W (within 50m) 26 BHR Residence 1027 Lower Base Line W Omagh Bible Camp, est A large recreation facility consisting of several two front fields, two main buildings with cross gable roofs covered with metal sheathing, wood siding and concrete foundations. Several outbuildings are also located within the camp grounds including a flat roof structure, a pool and playground. The property includes two front fields, a baseball field in the rear, a long gravel driveway leading into a gravel circle walkway. The property is surrounded by a wooded area to the rear and agricultural lands to the west. The homestead: a twentieth century (built c.1915), two-anda-half-storey brick structure with hipped roof with intersecting return gable roof, and one internal metal chimney at the east elevation of the house. An extension is present at the north elevation of the house and is constructed of older brick material, with a gable roof. A garage with a gambrel roof is present at the northern part of the property. The property is situated on the flat and open landscape with mature trees situated around the property. Established in 1937 by the Johnstone Family who were members of the Church of Christ in Omagh. Initially, young people would stay on the Johnston farm and in nearby buildings. By the 1940s, a new facility was constructed in the wooded area to the rear of the farm along Fifth Line and overlooking the Sixteen Mile Creek. The structure has been covered with stucco and has upgraded windows. A residence associated with William Tolson is depicted at this location in the 1877 Illustrated Atlas. The mature treeline surrounding this rectangular parcel were established by 1877 (ASI, 2012, p.20). Identified by ASI (2012) 48 CHL Park Britannia Rd Drumquin Park - Ecole St. Nicolas is a large park with baseball diamond with electric lights surrounding the baseball fields, and supports a bmx club and model flying club. Several recreational buildings/food stands/washrooms are present within the park and a large woodlot with mature trees surrounds the park. Established c.1960 to support the recreational needs of the Town of Milton. Identified during the field review. Not on Town of Milton s heritage list. The cairn was erected in May 1970 by the Drumquin Women s Institute to commemorating the rural school sections closing in 1958 after the construction of Percy W. Merry Public School. In 2003, another plaque was added to the cairn commemorating the closing of Percy W. Merry Public School, which closed in The cairn is constructed of slab stones and features an iron school bell. Jack arch brick lintels are present over each window, and bonded Jack arch lintels are present over each basement window. The main entrance includes a slightly recessed, single door with transom and sidelights, and is elevated, suggesting a large verandah may have encircled the front façade. Two interior, brick chimneys are located at the north and south elevation. An extension was added to the south elevation and had a gable roof. Several outbuildings (garages, sheds, etc.) located west of the structure but due to sight lines and limited access, their affiliation with the structure are not known at this time. The structure is located at the end of a long gravel driveway and atop a small hill, overlooking a tributary of the Sixteen Mile Creek. It is surrounded by a woodlot and mature trees. 53/54 CHL Roadscape Eight Line The road allowance between Concession 8 and 9, in the Township of Trafalgar. This road was a surveyed sideroad that was opened in the nineteenth century and is a two lane, poorly maintained paved roadway north of the CP Railway with little to very narrow shoulders, shallow ditches, and is tree and shrub-lined in some locations. South of the CP Railway, Eighth Line is a paved roadway. The lands that flank part of Eighth Line include active agricultural fields, open pastures or farm complexes. Eighth Line is a local roadway traveling north to south that is part of the municipal road network of the Town of Milton. Drop mouldings are located above the second-floor windows. A verandah is located on the front façade. A rear extension is present on the north elevation that includes an flat roof made into a large verandah, and is made from large granite rocks. Decorative scalloped shingling and a semi-circle window are present on the north elevation gable. Plain lintels are located above the windows and a plain cornice encircles the roofline. A wrap around verandah wrap is located on the north and west elevation. An exterior brick chimney is located on the east and south elevation. The property contains several greenhouses. 72 CHL Historic Settlement Trafalgar Road and Britannia Road The historic settlement of the village of Drumquin located at the intersection of Trafalgar Road and Britannia Road. Originally called Camp Hollow and was known to be area Natives would camp during the summer months. Drumquin was named after the former home of Thomas Patterson in Ireland. This community developed in 1820 after Joseph Howes constructed a grist mill on the Sixteen Mile Creek. And the following year, a saw mill was added to the site. By 1877, a post office (opened in 1851), a store, a blacksmith shop and an inn were located within the community. Most of the early buildings at this community have seen be demolished. 60 Identified Cultural Category Type 76 CHL Church and cemetery Location Trafalgar Road (within 50m) Physical Description Redhill Church (formerly Bethel United Church and Cemetery). The first Methodist church was a dual church/school wood frame building and was constructed across Seventh Line (present-day Trafalgar Road) from the present-day church property. By 1848, a new wood frame building was constructed on the site of the present church grounds. By 1914, the present church was constructed of red brick with Gothic-style architectural details such as a symmetrical form with a cross gable parapet roof. The windows on the north, south, east and west elevation are Gothic with Palladian influences. A tower is located on the southeast elevation which is decorated with corbels and diamond dichromatic feature below the parapet and has a Gothic arch doorway. Rectangular dichromatic features are present at the top of the windows on the north and south elevation. A monochromatic brick band is present above the concrete foundation. Summary of Historical and Contextual Value This church is depicted in 1877 Illustrated Atlas of the Township of Trafalgar and was an early Methodist (later United) Church for the community of Drumquin. Heritage Status Photo 77 CHL Remnant farm complex 6189 Trafalgar Road The rear extension was constructed in 1980 and was designed to look similar to the main structure. The cemetery is located to the north, east and west of the structure, with the older section of the chimney located on the north side. The barn is a c.1950 barn with a metal gambrel roof, constructed with metal framing and a cinder block foundation. Two cupolas are located along the roofline. A concrete silo is located next to the barn. A paved ramp is located fronting Trafalgar Road. Located in proximity to a historical farmstead in the This homestead was demolished in 1960s to make wake for the Wyldewood Golf and Country Club s main building. Identified during the field review. 61 Identified Cultural Category Type Location 78 BHR Residence 6235 Trafalgar Road Physical Description An twentieth century, one-storey vernacular structure with a side gable roof and two gable dormers on the north and south elevation. A porch is present on the front façade with a gable room, and new bricks have been added with dichromatic diamond and rectangular patterning near the roof and along the central part of the structure. Plain lintels and sills are present around each window and the foundation is concrete. A basement is present below the main house. Summary of Historical and Contextual Value The house has been updated with new brickwork and the original entryway appears on the north elevation of the structure. This house appears in proximity to the structure owned by Emerson Featherston in the 1877 Illustrated Atlas. Heritage Status Identified during the field review. Not on Town of Milton s heritage list. Photo 79 CHL Remnant farm complex 6404 Trafalgar Road An early-twentieth century, one-storey vernacular structure with a cross gable roof on the main part of the structure, and a hipped roof on the rear extension. The house has been covered in white stucco over concrete cinder blocks., with brown accent wood trimming. The exterior chimney is of concrete construction and made to resemble the main house with a wide base, and narrow flue. A basement is present below the main house. Depicted in proximity to a homestead and orchard owned by Wm. Hawes in the 1877 Illustrated Atlas. Identified during the field review. Not on Town of Milton s heritage list. The barn has a skillion and lean-to roof, is constructed of barn board and has a fieldstone foundation. It has been built using the landscape, and is built into the hillside. Mature trees line the driveway and surround the property. 80 BHR Demolished 6463 Trafalgar Road During the field assessment, a heritage house at this address could not be located. The house on this property appeared to be c.1980s. No heritage house was located on this property during the field review. 81 BHR Residence 6475 Trafalgar Road A twentieth century, one-storey vernacular structure with a hipped roof, flat concrete cinder block foundation and an interior brick chimney on the south elevation. The structure is built into the hillside overlooking the Sixteen Mile Creek valley. 83 BHR Residence 6499 Trafalgar Road A twentieth century, one-and-a-half-storey, brick and/or veneer house that exhibits Arts and Craft (or Craftsman) elements such as side gable roof where the side gable extends over the covered verandah, with a large gable dormer on the front façade. No chimneys were visible. The foundation is concrete. Much of the property has been heavily landscaped. Is present in the 1954 Aerial Photograph. Statement from the Town of Milton: A heritage house. 84 BHR Residence 6583 Trafalgar Road The original homestead is in the southeast portion of the structure. It is a two-and-a-half-storey brick structure with a cross gable roof, and return eaves. Each window has a concrete lintel and all the windows have been updated. A wrap around verandah is located along the north and west elevation. A brick chimney is located at the east elevation and the foundation is fieldstone. The north and west elevation was constructed in 1915 giving the house an L- shaped footing. Depicted in proximity to a homestead and orchard owned by Wm. Mason in the 1877 Illustrated Atlas. Statement from the Town of Milton: A heritage house. A small shed is located to the southeast of the structure and is constructed with a metal roof, gable roof. The property is relatively flat with a large pond to the south of the structure and the driveway is lined with mature trees. ARCHEOWORKS INC. 54

63 Identified Cultural Category Type Location 85 BHR Residence 6750 Trafalgar Road Physical Description The residence: A late nineteenth century, two-and-a-halfstorey brick structure that exhibits Late Victorian style elements such as a cross gable roof with two front façade pitches. Two bay window are present below each pitch and one bay window located on the north elevation with plain cornices. The brickwork includes dichromatic quoining along the building corners and Roman lintels over each of the second storey windows. Ornate dichromatic drip mould over all the windows. Three internal brick chimneys are present, and the roof is covered with terra cotta shingles. Two rear extensions with gable roofs are present on the west elevation. Summary of Historical and Contextual Value This structure is not located in proximity to any historical structures depicted in the 1877 Illustrated Atlas. However, it is present in the 1909 and 1931 Topographic Maps and in the 1954 Aerial Photograph. Heritage Status Identified during the field review. Not on Town of Milton s heritage list. Photo Mature trees are scattered throughout the property. 86 BHR Commercial building 7053 Trafalgar Road A two-storey, frame structure with a single, central brick chimney. The main entrance way is located on the south elevation and a larger doorway is located on the west elevation. The foundation is concrete and the structure has been covered in roofing shingles. This structure is located within the community of Agerton. Statement from the Town of Milton: An old farm/commercial building. 87 CHL Farm complex 7244 Trafalgar Road A late nineteenth century, one-and-a-half-storey brick house that exhibits Gothic style elements such as a side gable roof with single, central front façade pitches. Two brick chimneys are present on the north and south elevation. A barn and multiple outbuildings are located southwest of the house. Depicted in proximity to the structure located on John White s property in the 1887 Illustrated Atlas. However, due to distance full details of the house could not be determined. Canadian Pacific Railway, formerly the Credit Valley Railway, was established through the Township of Trafalgar in the early 1870s. Depicted in its current location in the 1877 Illustrated Atlas. This railway facilitated the movement of produce, commerce and people from the Township of Trafalgar to Toronto. Identified during the field review. 65 5.0 RESULTS The field review determined that the Project Area retains much of its early nineteenth and twentieth century field patterns that include treelines, woodlots, hedgerows and fencelines to demarcate field and property limits. Several single new rural residences dot the Project Area, and several large Golf and Country Clubs are located within the Project Area. The historic settlements of Agerton, Drumquin and Omagh are still present, but have been heavily altered by late twentieth and twenty-first century developments and construction projects that have altered their historic character. The Sixteen Mile Creek and its tributaries flow through the Project Area and the original concessional and sideroads established during the survey of the Township of Trafalgar largely retain their rural characteristics. The results of background research and field review determined a total of 51 CHLs and 26 BHRs to have further cultural heritage value and interest. Six heritage resources that were identified by the Town of Milton s Heritage Planner and/or included in the Town of Milton s Heritage List have been demolished. Two properties, 5570 Sixth Line (provided by the Town of Milton s Heritage Planner) and 6259 Eighth Line (included in the Town of Milton Heritage Inventory) are addresses that do not exist in the Town of Milton s parcel map and no structures are present at the approximate address locations The Project Area does not contain any cultural heritage resources designated under the Ontario Heritage Act. 67 6.0 RECOMMENDATIONS AND CONSERVATION PLANNING AND MANAGEMENT Future development of lands within the Project Area have the potential to adversely affect cultural heritage resources. Consequently, cultural heritage management strategies, policies, recommendations and guidance in the preceding sections are presented with provincial and municipal planning policies, and heritage conservation principles are taken into consideration. Considering the preceding section, the following recommendations are made: 1. The following cultural heritage resources should be included as listed cultural heritage resources in the Town of Milton s Heritage Inventory. To determine their heritage significance, further detailed heritage assessment of the resource is required (i.e., Cultural Heritage Evaluation, Heritage Impact Assessment) to provide a more detailed assessment of the resource and to create a specific conservation strategy for the heritage resource prior to proposed developments. CHLs: 2, 3, 5, 24, 25, 27, 28/29, 31, 38/45/55, 39/40, 48, 53/54, 65, 77, 79, 87, 88; and, BHRs: 9, 41, 46, 47, 66, 67, 78 81, The following cultural heritage resources identified in the Town of Milton Heritage Inventory and by the Heritage Planner are of varying heritage significance and should be subjected to further heritage assessments (i.e., Cultural Heritage Evaluation, Heritage Impact Assessment) to provide a more detailed assessment of the resource and to create a specific conservation strategy for the heritage resource prior to proposed developments. CHLs: 1, 4, 6, 7, 8, 10, 12, 13, 14, 15, 20, 22, 30, 32, 34, 35, 37, 42, 43, 44, 56, 57, 58, 61, 62, 63, 64, 68, 69, 70, 76; and, BHRs: 11, 16, 17, 18, 19, 21, 26, 36, 49, 51, 52, 71, 74, 82, 83, 84, The following cultural heritage resources that have been identified on the Town of Milton Heritage Inventory and/or and by the Heritage Planner are no longer present (by demolition or otherwise). These cultural heritage resources should be removed from the municipal register. Cultural heritage landscape features, such as tree lines, hedgerows, fencing, and woodlots should be preserved and considered for incorporation into the overall landscape plan of proposed developments to provide a visual link to historic settlement patterns within the Milton LBA Project Area. 6. Built heritage resource features, such as farm houses, heritage residences, barns and silos should be conserved and integrated into proposed developments. Integrative and adaptive reuse measures include (but are not limited to) conversion to employment areas and residential units. The retention of heritage resources within the Milton LBA Project Area creates a development with connections to former historical land use practises in Milton. 7. Should further work require an expansion of the current Project Area limits, a qualified heritage professional consultant should be contacted to determined the potential impacts to cultural heritage resources. 8.
