1 SAINT CHARLES COUNTY ROAD BOARD Minutes of June 15, 2016 The Wednesday, June 15, 2016, meeting of the St. Charles County Road Board was called to order at 4:30 p.m. in Room 532 of the Administration Building, 201 N. Second Street, St. Charles, Missouri, by Matthew Johannesman, Chairman. Roll Call was taken by John Greifzu. Road Board members present were: Gina Hakenewerth, Debbie Haley, Matthew Johannesman, Jeanette Koechner, Daniel Kuntz; Brian Pundmann, Richard (Dick) Rufkahr and James Tognoni. Those members absent were: Scott Kolkmeyer, Bill Luetkenhaus, Richard (Rick) Masterson and James Pauley. Others in attendance: Luke Kehoe (City of Dardenne Prairie), Derek Koestel (City of Lake St. Louis), Jeff Paskiewicz (City of O Fallon), Sue Spiegel, Doug Lee, and Steven Bahena (City of Wentzville), Chris Bostic (County Highway Department), Travis Helmkamp (Oates Associates), Eric Allmon, (Thouvenot, Wade, & Moerchen), Bill & Barbara Chase, Nancy Gamache, Shirley & Bruce Harris, Bill Meinhold, Tom & Kay Otten, Lisa Tejero, John Whitworth, Linda Wiegmann, John Young, and Kelly McGrath, Recording Secretary. Approve Meeting Minutes It was moved by Jeanette Koechner and seconded by Brian Pundmann to approve the March 16, 2016 minutes. The motion carried unanimously. It was moved by Dick Rufkahr and seconded by Jeanette Koechner to approve the April 20, 2016 minutes. The motion carried unanimously. Public Comments Bill Meinhold presented a handout discussing the City of St. Charles application for Convention Center Boulevard TIP Application Presentations John Greifzu stated 28 applications have been received for the Transportation Improvement Plan. The number of the project types of those applications are: 1 Arterial Road Improvement, 5 Safety; 3 Traffic Flow, 11 New Road, 5 Studies, and 3 Miscellaneous projects. For purposes of scoring the projects equally, the projects were categorized into the following: arterial road improvements, intersection improvement, new interchange, new road, studies, pre-construction, bridge, and miscellaneous. The pre-construction is a new category for projects seeking funds for design or right-ofway. The total cost of the projects applied for is $76,000,000, requesting $52,318,797 of Transportation funding. City of Dardenne Prairie Luke Kehoe presented City of Dardenne Prairie projects. 1
2 Hanley Road The Hanley Road project is being proposed to improve sight distances, improve multiple intersections, add bike and pedestrian facilities, improve turn lanes, and enhance the signage. The project will replace two existing 10.5-foot wide lanes to two 11-foot wide lanes, enclose storm sewers, and add sidewalks. The project will tie into the Feise Road traffic signal project and will include a left turn lane, pedestrian crosswalk, handicap ramp, and pedestrian signal heads. The project was approved for funding through the East-West Gateway Council of Governments. The total projected cost of the project is $1,876,100. The City of Dardenne Prairie proposes to contribute $187,610, federal fund contributes $750,440 and the Road Board contributes $938,050 for the Hanley Road project. Weldon Spring Road The Weldon Spring Road project is being proposed to improve sight distances, enhance the signing, add bike and pedestrian facilities, clear zone improvements, and improve multiple intersections. The project will widen the existing roadway from two lanes to three lanes, add curb and gutters, construct underground storm sewers, add sidewalks and a multi-use path, add a roundabout at the existing ninety-degree bend, and improve intersections. No traffic signalization or aesthetic enhancements are being proposed. It was questioned if the City of O Fallon will share in the cost of the project. Luke Kehoe indicated the the City of Dardenne Prairie is requesting 16% of funding in which the City of O Fallon will share in the cost. The contract with the City of O Fallon will also indicate the City of O Fallon will be responsibility for the maintenance of their roadway. The total projected cost of the project is $9,726,128. The City of Dardenne Prairie proposes to contribute $1,592,762 and the Road Board contributes $8,133,366 for the Weldon Spring Road project. City of Lake St. Louis Derek Koestel presented the City of Lake St. Louis projects. Lake St. Louis Boulevard Phase 2 The Lake St. Louis Boulevard Phase 2 project is being proposed to enhance Lake St. Louis Boulevard between Pleasant Meadows Drive to Blue Cove Terrace. Lake Saint Boulevard is a two lane asphalt road that connects Highway 70 to Highway 40 and is the only access for residents living on the many side streets along the Boulevard. Lake Saint Louis Blvd provides access to multiple businesses, Green Tree Elementary School, Boulevard Park, and Lake Saint Louis Fire Station. The project was approved for funding through the East-West Gateway Council of Governments. The total projected cost of the project is $1,105,822. The City of Lake St. Louis proposes to contribute $28,814, federal fund contributes $817,686 and the Road Board contributes $259,322 for the Lake St Louis Boulevard Phase 2 project. 2
3 Orf Road The Orf Road project is being proposed to open a currently closed roadway by improving the access for development and a proposed fire station, and provide enclosed drainage. It was noted the developer will pay for two-thirds cost of the project and pay for the relocation of the overhead power lines. The total projected cost of the project is $1,156,454. The City of Lake St. Louis proposes to contribute $770,967 and the Road Board contributes $385,487 for the Orf Road project. City of O Fallon Jeff Paskiewicz presented the City of O Fallon projects. Hoff Road Improvements The Hoff Road Improvements project is being proposed to improve the safety for vehicles traveling on Hoff Road by realigning and increasing the radius of the curve, and widening the pavement to add a center turn lane. The existing roadway has a tight curve that creates sight distance and crossover problems. The existing pavement is narrow with vertical drop offs at the edge of pavement. The existing vertical drop at the pavement edge makes it very difficult for vehicles to recover once a wheel leaves the pavement. The total projected cost of the project is $2,325,000. The City of O Fallon proposes to contribute $465,000 and the Road Board contributes $1,860,000 for the Hoff Road Improvements project. I-64 South Outer Road Study The I-64 South Outer Road Study project is being proposed to study and evaluate the concept of providing a south outer road along I-64 and converting the north outer road to a one-way west bound outer road. The purpose of the proposed south outer road is to provide relief to traffic along I-64 and provide a vital connector from Highway DD to Highway N to help spur economic growth of nearby property. The total projected cost of the project is $250,000. The City of O Fallon proposes to contribute $50,000 and the Road Board contributes $200,000 for the I-64 South Outer Road Study project. I-70 Connector South Outer Road to Veterans Memorial Parkway The I-70 Connector South Outer Road to Veterans Memorial Parkway project is being proposed to create a connector road that will provide a two-way north/south connection between existing Veterans Memorial Parkway and the upcoming new South Outer Road that will be constructed as part of the ongoing I-70 Outer Road project. The total projected cost of the project is $647,700. The City of O Fallon proposes to contribute $129,540 and the Road Board contributes $518,160 for the I-70 Connector South Outer Road to Veterans Memorial Parkway project. 3
4 I-70 South Outer Road Woodlawn to Route K The I-70 South Outer Road Woodlawn to Route K project is being proposed to create a south outer road from Highway K to Belleau Creek as a one way (east bound) road. The I-70 project also involves converting the north outer road into a one way road with slip ramps from the interstate to minimize unnecessary vehicles being routed through traffic signals, and constructing a one way south outer road. The total projected cost of the project is $1,242,580. The City of O Fallon proposes to contribute $621,290 and the Road Board contributes $621,290 for the I-70 South Outer Road Woodlawn to Route K project. Paul Renaud Boulevard Extension The Paul Renaud Boulevard Extension project is being proposed to extend Paul Renaud Boulevard in order to connect to Sommers Road. Currently Paul Renaud Blvd (PRB), a residential collector road, dead ends to the west of Sommers Road. There are two remaining gaps in Paul Renaud Boulevard and this extension will address the eastern gap at this time. The total projected cost of the project is $1,617,000. The City of O Fallon proposes to contribute $323,400 and the Road Board contributes $1,293,600 for the Paul Renaud Boulevard Extension project. West Elm Street Extension The West Elm Street Extension project is being proposed to extend the existing portion of West Elm Street and connect North Main Street to the existing pavement to the west that was constructed as part of the O Fallon Station development. The total projected cost of the project is $785,000. The City of O Fallon proposes to contribute $157,000 and the Road Board contributes $628,000 for the West Elm Street Extension project. City of Wentzville Doug Lee and Steven Bahena presented the City of Wentzville projects. Downtown Revitalization Preliminary Design Phase 1 The Downtown Revitalization Preliminary Design Phase 1 project is being proposed to continue the vision of a 2008 Revitalized Downtown Study. The study identified deterrents to downtown as aesthetics, marketing, limited opportunities and accessibility. The project will complete improvements such as creating a roundabout at Highway Z; reconstruction of Church Street, Main Street and Linn Avenue; waterline placement on Main Street and Linn Avenue; and adding railroad and caboose aesthetics. The total projected cost of the project is $500,000. The City of Wentzville proposes to contribute $100,000 and the Road Board contributes $400,000 for the Downtown Revitalization Prelim Design Phase 1 project. 4
5 Route N and Perry Cate Boulevard Signal The Route N and Perry Cate Boulevard Signal project is being proposed to improve safety and reduce congestion during peak periods. The project will allow the installation of a traffic signal at the intersection of Route N and Perry Cate Blvd. A traffic signal is warranted at this intersection according to recent traffic volume studies conducted by MoDOT. The project was approved for funding through the MoDOT. The total projected cost of the project is $400,000. The City of Wentzville proposes to contribute $100,000, MoDOT contributes $200,000 and the Road Board contributes $100,000 for the Route N and Perry Cate Boulevard Signal project. West Meyer Road Phase 3 The West Meyer Road Phase 3 project is being proposed to reconstruct exiting West Meyer Road from North Point Prairie Road to the Rotary Park. The current section of West Meyer Road is a bidirectional two lane roadway with 10.5-foot lanes and no shoulders. Currently there are grassy swales on either side of the roadway with minimal separation between pavement edge and bottom of ditch. The new roadway will be a modified rural collector with bi-directional three lane. The project will add curb and gutters, engineered swales or storm sewer system, and a 10-foot wide multi-use trail. The total projected cost of the project is $4,200,900. The City of Wentzville proposes to contribute $1,050,200 and the Road Board contributes $3,150,700 for the West Meyer Road Phase 3 project. County Highway Department Chris Bostic presented the County Highway Department projects. Motherhead Road Extension The Motherhead Road Extension project is being proposed to allow for a safer connection and provide a simpler, quicker way for commuters to access Highway 94. The proposed Motherhead Road extension improvements at Highway 94 are planned for a right in-right out configuration at the westbound lanes. Further discussions will be held with MoDOT to determine if this access point can be expanded to include a median crossover or another type of connection. With the installation of deceleration and acceleration lanes along westbound Highway 94, this new intersection will provide a better option for ingress/egress than the currently dangerous access point at S Breeze Lane to the west. It also provides a quicker access than the Florence Drive and Wolfrum Road connection points on Highway 94. As a result, the extension of Motherhead Road will make for a safer connection and provide a simpler, quicker way for commuters to access Highway 94 The total projected cost of the project is $890,000. The Road Board contributes $890,000 for the Motherhead Road Extension project. Route 364 Interchange at Gutermuth Road The Route 364 Interchange at Gutermuth Road project is being proposed to provide an improved access to Route 364 and will reduce the vehicular delays currently at Mid Rivers Mall Drive interchange and Route 364. There is a gap of 4.4 miles between Mid Rivers Mall Drive and Highway K in which there is not an interchange. The proposed Gutermuth Road interchange bridge was 5
