2 ;:)tamec CULTURAL HERITAGE ASSESSMENT, HARMONY ROAD NORTH CLASS EA, OSHAWA, ON -FINAL EXECUTIVE SUMMARY As part on an ongoing Municipal Class Environmental Assessment (EA) for proposed improvements to Harmony Road North between Conlin Road East and Rossland Road East in the City of Oshawa, an assessment of Built Heritage Resources and Cultural Heritage Landscapes was completed. The Cultural Heritage Assessment (CHA) included a review of archival documents, aerial imagery and provincial and municipal inventories of designated and registered buildings in and around the project area. A visual survey of the project area was conducted on May 21, 2010 to confirm the findings of the review.. A total of seven (7) Built Heritage Resources were recorded and evaluated during the course of this assessment. Two (2) of the resources are rated as significant and removal, alteration or encroachment on the properties should be avoided through project design. These resources include: 707 Harmony Road North; and 1231 Harmony Road North, the Dayman House. Five (5) of the resources are rated as not significant although they are considered to be of some heritage value. It is recommended that removal, alteration or encroachment on the properties be avoided through project design if possible. If their removal or alteration cannot be avoided due to other project constraints it should be preceded by documentation. These resources include; 925 Harmony Road North; 1464 Harmony Road North; 1873 Harmony Road North; The property south of 1873 Harmony Road North; and 1998 Harmony"Road North. No Cultural Heritage Landscapes were identified. The following report presents the findings of the Cultural Heritage Assessment and outlines recommended mitigation. Project No.:

6 Stantec 1 INTRODUCTION 1.1 Background This document is a Built Heritage and Cultural Heritage Landscape Assessment (Cultural Heritage Assessment) for proposed modifications to Harmony Road North between Conlin Road East and Rossland Road East, in the City of Oshawa, Ontario (Figure 1-1). The study was conducted by Christienne Uchiyama, B.A., Archaeologist and Heritage Planning Consultant with Stantec. A visual survey was conducted on May 21, Colin Varley, M.A., Senior Archaeologist and Heritage Planning Consultant with Stantec acted as Task Manager and Senior Reviewer. 1.2 Project Methodology The Cultural Heritage. Assessment (CHA) study was composed of a program of archival research and visual assessment of potential Built Heritage Resources and potential components of Cultural Heritage Landscapes within the vicinity of the project area. To familiarise the study team with the project area, archival documents were reviewed and a summary historical background of the local area was prepared. Listings of provincially and locally designated built heritage sites, districts and easements and buildings of architectural or historical interest for each municipality were reviewed in order to compile a catalogue of existing identified heritage resources. Historical maps were used to identify the locations of 19 th century buildings. A visual survey was conducted on May 21, During the site visit, potential Built Heritage Resources were photographed and, where civic addresses were not available, their locations recorded using a handheld GPS unit. The project area was also assessed for groupings of resources and environs that might potentially constitute a Cultural Heritage Landscape as defined by the InfoSheet # 2 Cultural Heritage Landscapes in Heritage Resources in the Land Use Planning Process, Cultural Heritage and Archaeology Policies of the OntariO Provincial Policy Statement, 2005 (MTC, 2006a) and the Standards and Guidelines for the Conservation of Historic Places in Canada (Parks Canada, 2003). Identification and measurement of potential negative impacts on Heritage Resources was carried out as per the Ministry of Culture's Info Sheet # 5 Heritage Impact Assessments and Conservation Plans (MTC, 2006b). 8 Stantee 2 STUDY AREA The project area is located along Harmony Road North between Conlin Road East in the north and Rossland Road East in the south in the City of Oshawa, being comprised of parts of Lots 4 and 5 of Concessions 3 and 4 in the Geographic Township of Whitby in the Historical County of Ontario (Figure 1-1). To allow for flexibility of project design, the area included in this assessment is comprised of approximately 100 m of land to the east and west of the paved road. The north end of the project area is predominantly agricultural land. Approximately 900 m south of Conlin Road East, land-use becomes a mix of residential, commercial and public buildings (Figure 2-1). The main topographic feature of the project area is Harmony Creek, a branch of which intersects Harmony Road North at the south end of the project area (Figure 2-1). In general, the topography of the project area is gently rolling. Towards the south end the topography of the project area rises in elevation from Conlin Road East and begins to gently slope downward approximately 900 m south of Conlin Road East. 3 HISTORICAL BACKGROUND 3.1 Township Survey and Early Settlement The early settlement of Oshawa is linked to the harbour. The first settler in the area was Benjamin Wilson who settled east of Oshawa Harbour around 1790 (Farewell, n.d.). Settlement continued in the vicinity of the harbour which grew in importance as a centre for trade both with natives and later with the United States (Hoig, 1933). Settlement within the project area proper likely came as late as the 1830s and 1840s. The 1851 Agricultural Census of Whitby Township in Ontario County includes 15 entries for landowners in Lots 4 and 5 of Concessions 3 and 4 (Figure 3-1). The Census indicates that John Stevenson owned almost 120 acres of Lot 4, Concession 3; Benjamin Pickle owned 150 acres of Lot 5, Concession 3; William Beggs owned 100 acres of Lot 4, Concession 4 and Joseph Gould owned all 200 acres of Lot 5, Concession 4 (Figure 3-1). The remaining landowners occupied much smaller portions of the lots included in the project area. By cross-referencing 1851 Census data with Tremaine's 1860 Map of the County of Ontario, it is possible to identify owners of the portions of the lots which are included in the current project area (Figure 3-2). The 1851 Census includes six individuals occupying Lot 4, Concession 4. The majority of the land is owned by William Beggs (Figure 3-1). The 1860 map shows Mrs. Catherine Beggs, the wife of William Beggs, occupying the south 100 acres of Lot 4, Concession 4. A house and a second structure. possibly a schoolhouse, are shown in the lot along the north side of Taunton Road East (Figure 3-2). The north half of Lot 4, Concession 4 was subdivided prior to the Project No.:

10 Stantec 1851 Census and the Agricultural Census includes six individual entries for the lot. Tremaine's 1860 map indicates that the majority of these smaller subdivided lots occur in the northwest corner of the lot and front on present-day Harmony Road North. Only one house - that of J.C. Fox - is shown on the map although all of the individuals listed in the lot in the Census are also listed as occupying one storey frame or log houses. It is possible that these homes were not included on the 1860 map due to the small size of the parcels (Figure 3-2). Joseph Gould's 1851 Agricultural Census entry indicates that he owned the entire 200 acres of Lot 5, Concession 4 (Figure 3-1). Tremaine's 1860 map indicates that Mr. Gould occupies the north portion of Lot 5, Concession 5 and shows his house fronting on present-day Harmony Road North approximately 500 m south of Conlin Road East (Figure 3-2). The south portion of Lot 5, Concession 4 is owned by John Gould on the 1860 map. John Gould is included in the 1851 Census as the 17 year old son of Joseph Gould. The Gould house is shown on the 1860 map, fronting on Harmony Road North, approximately 400 m north of present-day Taunton Road East (Figure 3-2). The 1860 Tremaine map shows five individual owners in Lot 5, Concession 3 (Figure 3-2). Within the project area, Benjamin Pickle, Thomas Weeks and Alexander Burns own portions of the lot. Although the 1851 Census indicates that all three had one-storey log houses, only one building is shown in the eastern half of Lot 5, Concession 3 on the 1860 map. Benjamin Pickle's home is shown approximately 500 m south of present-day Taunton Road East (Figure 3-2). Two buildings are shown in Lot 4, Concession 3 on the 1860 map (Figure 3-2). One of the buildings, likely present-day 707 Harmony Road North, is shown in the southern portion of the lot owned by Mrs. H. Stevenson (Figure 3-2). A second home is shown on the 1860 map, fronting on Harmony Road North in the portion of Lot 4, Concession owned by Uywellyn Daymon who is included in the 1851 Census as the 18 year old son of Peler Daymon (Figure 3-1). The 1877 Beers & Co. Map of Whitby Township East shows the addition of several houses fronting on Harmony Road North (Figure 3-3). Lot 5, Concession 4 remains the property of John Gould and the estate of Joseph GOUld. The two homes shown on the 1860 map remain on the 1877 map, however, two further structures are shown near the intersection of present-day Harmony and Conlin Roads (Figure 3-3). One of these buildings may be the Gothic Revival Cottage-style residence at the southwest intersection of Conlin and Harmony Roads. Six homes are shown on the 1877 map along Harmony Road North in Lot 4, Concession 4 (Figure 3-3). The schoolhouse and house shown in the south end of Lot 4, Concession 4 fronting on present-day Taunton Road East are likely the same ones shown on the earlier 1860 map (Figure 3-2). 11 Stantec Stevenson to D. Bishop, who also owns the southern portion of Lot 5, Concession 3 in which a new house has been constructed (Figure 3-3). Two new houses are shown on the 1877 map in Lot 4, Concession 3, on either side of the creek in the properties of William Scott and Thomas Weeks (Figure 3-3). Three houses are shown in the north half of Lot 4, Concession 3; those belonging to Llywellyn Daymon, George Weeks and a second belonging to Thomas Weeks in a small parcel at the intersection of present-day Harmony and Taunton Roads (Figure 3-3). In the north half of Lot 5, Concession 3 a second home has been erected in the parcel of land now owned by the estate of J. Wallers (Figure 3-3). 3.2 Agriculture The 1851 Agricultural Census indicates significant land clearing and cultivation in the vicinity of the project area. Approximately 50% of the total acreage in Lots 4 and of Concessions 3 and 4 were under cultivation at the time of the Census, nearly 50% of that figure being under crops (Figure 3-1). The agricultural importance of the land in and around the project area continues in the north end to present-day (Figure 2-1). Although not indicated on either the 1860 Tremaine map or the 1877 Beers & Co. map, there would have been a number of agricultural out buildings located on the farmsteads of the land owners in and around the project area. 3.3 Residential The 1851 Nominal Census indicates that nearly all of the landowners in Lots 4 and 5 of Concessions 3 and 4 lived in one-storey houses. The majority of these homes were log or simple frame construction, with two exceptions. John Stevenson lived in a one-storey stone house in Lot 4, Concession 3 and Joseph Gould lived in a one-storey brick house in Lot 5, Concession 4. The exact locations of these buildings are not indicated in the Census documents; however, Tremaine's 1860 Map of the County of Ontario shows the locations of five residential buildings within the project area (Figure 3-2). The Beers & Co Map of Whitby Township East shows 20 buildings in and around the project area (Figure 3-3). Prior to the May, 2010 site visit, the locations of the buildings on both the 1860 and 1877 maps were super-imposed over modern aerial imagery (Figure 3-4). 3.4 Commercial and Industrial There is no information to indicate the presence of any significant historic commercial development within the project area. 3.5 Educational, Religious and Public Buildings Both the 1860 Tremaine and the 1877 Beers & Co. maps of the project area show a public building, a schoolhouse, in the southwest corner of Lot 4, Concession 4 fronting on present-day Taunton Project No.:

12 Stantec Road East (Figures 3-2 and 3-3). Prior to the site visit, the location of the building was indicated on modern aerial imagery (Figure 3-4). 3.6 Transportation Tremaine's 1860 Map of the County of Ontario shows all of the roads in and around the project area (Figure 3-2). Conlin Road East, Taunton Road East and Harmony Road North are all shown in the same general location and configuration as the present-day roads, although these may simply be road allowances and not existing roads. Rossland Road East is shown travelling in a straight line across the project area and towards the east (Figure 3-2). This mapping of Rossland Road East is not likely an accurate depiction of the actual 1860 road conditions as the 1877 map of the project area shows Rossland Road East terminating at Lot 4. A new road travels east of Harmony Road North through the south half of Lots 3 and 4, Concession 3 in the properties owned by D. Bishop and D. Van Dyke (Figure 3-3). This road is in a location similar to that of present-day Rossland Road East (Figure 2-1)., Project No.:

17 Slantec 4 BUILT HERITAGE RESOURCES 4.1 Methodology Built Heritage Resources (BHRs) in the Study Area were assessed based on Ontario Provincial Policy guidelines. Significant Built Heritage Resources are protected under the Provincial Policy Statement, 2005 (PPS, 2005) policy Built heritage resources involve "one or more significant buildings, structures, monuments, installations or remains associated with architectural, cultural, social, political, economic or military history and identified as being important to a community. These resources may be identified through designation or heritage conservation easement under the Ontario Heritage Act, or listed by local, provincial or federal jurisdictions." Using the PPS, 2005 as a guideline, the project area was assessed for Built Heritage Resources. BHRs identified during the May, 2010 site visit were evaluated based on the PPS, 2005's definition of significant. A built heritage resource is considered significant if it is "valued for the important contribution [it] make[s] to our understanding of the history of a place, an event, or a people." Evaluation of potential BHRs in the project area was performed using criteria set out under OReg 9/06 of the Ontario Heritage Act (OHA). A property meeting one or more of the following criteria is considered significant by the OHA. 1. The property has design value or physical value because it, i. is a rare, unique, representative or early example of a style, type, expression, material or construction method, ii. displays a high degree ofcraftsmanship or artistic merit, or iii. demonstrates a high degree of technical or scientific achievement. 2. The property has historical value or associative value because it, i. has direct associations with a theme, event, belief, person, activity, organization or institution that is significant to a community, ii. yields, or has the potential to yield, information that contributes to an understanding of a community or culture, or iii. demonstrates or ref/ects the work or ideas ofan architect, artist, builder, designer or theorist who is significant to a community. 3. The property has contextual value because it, i. is important in defining, maintaining or supporting the character of an area, ii. is physically, functionally, visually or historically linked to its surroundings, or iii. is a landmark. O. Reg. 9/06, s. 1 (2). Buildings found to meet one or more of the above criteria are considered by this assessment to be Significant Built Heritage Resources (BHRs). Structures meeting none of the set out criteria have been rated at Not Significant BHRs in this study; however, some of these properties retain some heritage value - particularly for the purposes of recording comparative data - and have been considered in terms of impacts and mitigative measures. 18 Stantec 4.2 Existing Heritage Designations, Easements and Conservation Districts No designated properties are located within the project area. One of the buildings in the project area, 707 Harmony Road North, has been identified by the City of Oshawa as a Class A Classified Property and is included in the City of Oshawa's Inventory of Heritage Property as a Non DeSignated Property (Heritage Oshawa, 2010) (Figure 4-1). Dayman House, is included in the Inventory as a Class B property (Figure 4-1). 4.3 Agricultural Resources 1231 Harmony Road North, the Built Heritage Resources one might expect as a result of agricultural activities include; fencing surrounding or separating fields and pastures, windmills and outbuildings such as barns, sheds and silos. Prior to the site Visit, aerial imagery was used to identify any possible resources or features relating to agricultural activities. Review of archival sources and aerial imagery prior to the May, 2010 site visit suggested that parts of the project area, particularly towards the north end, were either currently agricultural-use land or had been agricultural-use land in the past. No Significant Built Heritage Resources related to agricultural activities were identified within the project area during the site visit. Agricultural fields located in the north end of the project area were evaluated as Cultural Heritage Landscapes (Section 5). 4.4 Residential Buildings A total of seven (7) potential residential Built Heritage Resources were identified during the May 21, 2010 site visit. Details of each of the properties are found in Appendix A. Figure 4-1 shows the location of all seven properties which include; 707 Harmony Road North; 925 Harmony Road North; 1231 Harmony Road North, the Dayman House; 1464 Harmony Road North; 1873 Harmony Road North; The property south of 1873 Harmony Road North; and 1998 Harmony Road North Project No.:

20 stantec 707 Harmony Road North The building at 707 Harmony Road North has been found by this assessment to be significant based on Criteria (1 lei) set out under Reg 9/06. The building is a rare example of a cobble/stone gothic revival cottage and one of the few remaining examples of mid-19 th century architecture in northeast Oshawa. The wooden porch, although not original to the house is a good example of late 19 th century decoration employing both Victorian and Neo-Classical inspired detail. 21 Stamec 925 Harmony Road North The 1877 Beers & Co. Map of Whitby Township East indicates a residential building in the location of 925 Harmony Road North (Figure 3-3). The extant building is a one and a half storey board and batten clad structure with a gable roof and dormers. Extensive alterations such as modern cladding, rear additions and concreted foundations may mask an older structure although remnants of the homestead's old orchard are located in the grassed Hydro Corridor directly north of the house (Plate 3). The current condition of the building limit the structure's potential to yield information that rnight contribute to the community. It is rated as a Not Significant BHR. Although the property is not considered Significant, it is of some heritage value and should project design require removal, alteration or encroachment on the property, further recording and documentation of the property is recommended. 22 Stanlec 1231 Harmony Road North The one and a half storey building at 1231 Harmony Road North has been found by this assessment to be Significant based on criteria set out under D.Reg 9/06. The building is one of the few remaining examples of a quarried stone gothic revival cottage and one of the few remaining examples of mid-19 th century architecture in northeast Oshawa. Not only does the property have the potential to yield information that might contribute to the understanding of the community and the building's owners and builders, the Daymans, the property also has the potential to yield information regarding local stone sources. It is rated as a Significant BHR. 23 Stantec 1464 Harmony Road North The building at 1464 Harmony Road North is one of the few remaining examples of early 20 th century residential architecture. The two-storey vernacular red brick building is the only early 20 th century building located along Harmony Road North between Rossland Road East and Conlin Road East. Although the building does not, at present, meet the criteria for significance set out under O.Reg 9/06, 1464 Harmony Road North has some heritage value. Should project design require removal, alteration or encroachment on the property, further recording and documentation of the property is recommended. It is rated as a Not Significant BH.R If the project design requires encroachment on the property of 1464 Harmony Road North, it is recommended that prior to the removal of the building documentation be undertaken to create a record of the structure for the purposes of future research on Oshawa's early 20 th century building stock. particularly rural architecture. This documentation should include the municipal address, historic information about the building (i.e., date of construction, owner) as weu as a photographic record of the current conditions of the building exterior and any interior features considered to be of possible heritage interest. The documentation should be held on file with relevant groups including the local archives, museums and heritage societies. Plate Harmony Road North Project No.:

24 Stantec 1873 Harmony Road North The rectangular one and a half storey vernacular residential building at 1873 Harmony Road North does not represent a particularly rare or underrepresented building style. The 1877 Beers & Co. Map of Whitby Township East shows a building in the same general location as 1873 Harmony Road North. Based on information from the 1851 Census it is likely that any building on the property would have been a simple one-storey log building, so small as to be excluded from the 1860 map of the area. The small concrete external chimney would seem to indicate a date of construction sometime after the Second World War, however the metal tubing at the top of the chimney suggests the possibility that the concrete chimney is a later encasement around an earlier woodstove pipe. As a result of the current cladding and windows it is not possible to determine, based on a windshield survey, if an older log construction is extant. It is rated as a Not Significant BHR. Although the property is not considered Significant, it is of moderate heritage value and should project design require removal, alteration or encroachment on the property, further recording and documentation of the property is recommended. Plate Harmony Road North Similarly, the wooden one-storey vernacular building with additions directly south of 1873 Harmony Road North does not represent a particularly rare or underrepresented building style, nor is the building in particularly good repair. Tree growth shields the majority of building from the road; however, the 1877 Beers & Co. Map of Whitby Township East shows a building in the same general Project No.:

25 Stantec location as 1873 Harmony Road North. Based on information from the 1851 Census it is likely that any building on the property would have been a simple one-storey log building. It is not possible to determine from the windshield survey the exact age or design of the building. If this building is a wooden construction residential building it would certainly be a unique example. It is rated as a Not Significant BHR. Although the property is not considered significant, it is of moderate heritage value and should project design require removal, alteration or encroachment on the property. further recording and documentation of the property is recommended. Plate 7 - Bui/dings south of 1873 Harmony Road North 1998 Harmony Road North The residential building at the southwest corner of the intersection of Conlin Road East and Harmony Road North is a Gothic Revival Cottage style residence. Although currently clad in powder blue aluminum siding. recent damage has exposed earlier wood siding. The building is currently vacant and neglect and a possible fire have caused a great deal of damage to the building. No buildings in the houses exact location are found on either the 1860 or 1877 maps of the project area (Figure 3-4). This could be a result of a later date of construction. or mapping error at the time of the 1877 Beers & Co. map. The external chimney suggests a date of construction later than the 19 th century as most homes built in North America prior to the Second World War were built with internal chimneys to capture the heat of the fireplace or wood stove. rather than with fire safety in mind. 26 Stantec The building does not represent a particularly rare or underrepresented building style. The attached wooden outbuilding suggests a link between the residence and the surrounding agricultural activities. This connection is, however, tenuous as tree-lines surrounding the buildings suggest a separation of the property from the surrounding fields. It is rated as a Not Significant BHA. It is likely that the project will require the removal of this resource. It is recommended that prior to the removal of the building further documentation be undertaken to create a record of the structure for the purposes of future research on Oshawa's early 20 th century building stock, particularly rural architecture. This documentation should include the municipal address, historic information about the building (i.e., date of construction, owner) as well as a photographic record of the current conditions of the building exterior and any interior features considered to be of possible heritage interest. The documentation should be held on file with relevant groups including the local archives, museums and heritage societies. 27 St8mec 4.5 Commercial and Industrial Built Heritage Resources There are no commercial or industrial Built Heritage Resources in or around the project area. 4.6 Educational, Religious and Public Resources No Built Heritage Resources related to education, religion or other public uses were noted during the site visit. 4.7 Transportation Related Built Heritage Resources All of the roads in and around the project area have been subject to improvements resulting in the lessening of their heritage values. 5 CULTURAL HERITAGE LANDSCAPES 5.1 Methodology In determining the potential for Cultural Heritage Landscapes, it was important to identify the underlying historical themes in and around the project area. Important themes were noted during the process of historical research. During the site visit in May, 2010 the project area was assessed for groupings of resources and environs that might potential constitute Cultural Heritage Landscapes as defined by the Ontario Provincial Policy Statement, Mandatory Standards and Guidelines for Provincial Heritage Properties, under Part III, 1 of the aha (MCT, 2005) and the Standards and Guidelines for the Conservation of Historic Places in Canada (Parks Canada, 2003). 5.2 Historical Themes Prevalent historical themes in the project area and surrounding; Trade related to the Oshawa Harbour; early settlement; manufacturing; and agriculture. 5.3 Cultural Heritage Landscapes Agricultural fields were identified on both sides of Harmony Road North spanning approximately 900 m from Colin Road East towards Legends Centre at 1661 Harmony Road North (Figure 2-1). The prevalence of agricultural land-use continues uninterrupted north of the project area. At the time of the site visit, the fields within the project area were assessed as a potential Cultural Heritage Landscape (CHL). Project No.:

28 Stantec Traditional built components one might expect to encounter in an agricultural CHL or farmscape might include; a farmhouse, groups of barns and/or sheds, silos, tilled crops, treed or fenced property lines, windmills, drainage or irrigation ditches and pastures. Agricultural landscapes within the project area were found to be lacking in many of the components that are suggestive of anthropogenic interaction with a site as well as those built components (eg farming outbuildings) that typify farmscapes. Although identified as one or more potential CHL prior to the site visit, it was determined that the potential CHL components found within the project area are not sufficient to compose a significant CHL that reflects the historic theme of agriculture within the region (Plates 8 and 9). 30 Stantec CULTURAL HERITAGE ASSESSMENT. HARMONY ROAD NORTH CLASS EA. OSHAWA. ON - FINAL 6 POTENTIAL IMPACTS A total of seven (7) Built Heritage Resources were identified in the project area. Two (2) of those Built Heritage Resources, 707 Harmony Road North and 1231 Harmony Road North, have been determined to be significant. Potential impacts on all seven heritage resources were identified. Assessment of potential direct or indirect impacts of the Project on identified built heritage resources in the Project area was guided by Ministry of Tourism and Culture guidelines concerning Heritage Impact Assessments and Conservation Plans (MTC, 2006b). The Ministry of Tourism and Culture outlines seven (7) potential negative impacts on heritage resources: Destruction of any, or part of any, significant heritage attributes or features; Alteration that is not sympathetic, or is incompatible, with the historic fabric and appearance; Shadows created that alter the appearance of a heritage attribute or change the viability of a natural feature or plantings, such as a garden; Isolation of a heritage attribute from its surrounding environment, context or a significant relationship; Direct or indirect obstruction of significant views or vistas within, from, or of built and natural features; A change in land use such as rezoning a battlefield from open space to residential use, allowing new development or site alteration to fill in the formerly open spaces; and Land disturbances such as a change in grade that alters soils, and drainage patterns that adversely affect and archaeological resource. Land disturbances have been assessed in a separate Stage 1 Archaeological Assessment and have not been included in the current evaluation (Stantec, 2010). At the time of impact assessment, Project design was not confirmed and preliminary information was used to identify potential impacts. The proponent (Region ofdurham) of the Environmental Assessment Study will select a preferred design based upon an evaluation of alternative designs. The alternative designs will ali be evaluated based upon their ability to meet the planning and transportation objectives of the study and their capital and maintenance costs, against their impact on the Environment. The environmental impact includes evaluation of socio-economic factors (including property impact, noise and aesthetics), natural environment factors (including impacts on vegetation and aquatics) Project No.:

31 Stamec and cultural environment factors (including impact on archaeological resources and built heritage resources). Where potential impacts are identified. depending upon the likely level of impact, appropriate and reasonable mitigation measures will be proposed that will address the impacts. Potential impacts on heritage resources are outlined in Table 6-1. It is presumed that possible project alternatives might include encroachment onto the identified properties or even demolition. Recommended mitigation is discussed in Section 7 of this report. 32 Sfantec 7 RECOMMENDED MITIGATION Potential negative impacts have been identified for each of the seven BHRs within the Project Area (Table 6-1). 7.1 Significant Built Heritage Resources II is recommended that Project design avoid the two Significant BHRs: 707 Harmony Road North and 1231 Harmony Road North. In addition, any encroachment that might involve removal of landscaping features, such as trees, should be avoided. If removal of landscape features is unavoidable, it is recommended that views of the property be photographed prior to the commencement of Project activities and that those views be kept on record at the Municipality and any relevant local archives or museums. 7.2 Other Built Heritage Resources The process of design alternative evaluation involves numerous factors including, but not limited to: property impact, aesthetics, traffic patterns, the natural environment and cultural heritage resources. In the case of the five, non-significant Built Heritage Resources the preferred alternative, in terms of Heritage Conservation, would retain all resources in situ; however, this may not be practical given other Project factors and constraints. In such cases, documentation prior to demolition is a last, but acceptable, mitigative measure for conservation of heritage resources. Documentation of heritage resources to be compiled prior to demolition should include (but is not limited to) the following: The municipal address of the property, its Lot and Concession numbers and tax assessment roll number; A plan of the building which shows its location within the property; Photographs of the building interior and exterior with detail photos of any architectural or design features which might be considered to be of interest; A record of the building's history (year of construction, current and previous owners) compiled from Land Registry Documents, historical mapping, Census and Tax-assessment data. Copies of documentation should be held at the Municipality and any relevant local archives and museums where it can be accessed for future use in comparative studies and historical research.
