Direct staff to move forward with detailed design and construction of Coast Meridian, David to Harper with Option 3 as the preferred option; 2. Direct staff to protect a 27.0 m wide right-of-way on Coast Meridian from Princeton to Harper to accommodate a four-lane corridor should it be required in the future and allocate funding for this project in a future update to the Development Cost Charge Program; 3. Direct staff to send a letter to the Province and BC Hydro requesting they increase funds in the BC Hydro Undergrounding Program as due to high costs to the City undergrounding wooden poles on Coast Meridian will not proceed at this time; 4. Endorse Option 3 - Victoria Drive, Coast Meridian to Upper Victoria/Mars as the preferred option with construction of the corridor phased to start in 2016 in accordance with the City's financial capital plan; 5. Direct staff to contact City of Port Coquitlam to discuss cost-sharing agreement for the Victoria Drive project; 6. Endorse the functional plan for David Avenue, Coast Meridian to Marigold, as outlined in this report in Attachment 4; and 7. Endorse the functional plan for Cedar Drive as outlined in this report. 2 Page 2 January 14, 2014 Report Purpose: To provide Council with an overview of the public consultation feedback received at the third and final Open House on Northeast Streets which concludes the functional design process for each of the corridors: Coast Meridian, north of David; Victoria Drive, east of Coast Meridian; David Avenue, east of Coast Meridian; and Cedar Drive, north of Victoria. Strategic Goal: This report responds to the City's strategic goals of Strengthening Neighbourhoods, and Enhancing Sustainability of City Services and Infrastructure. Functional planning for northeast arterial streets is identified as one the City's "A" level priorities in the 2013 Business Plan with funding provided through the City's DCC program. Executive Summary: Functional design work for Coast Meridian north of David, Victoria Drive west of Coast Meridian, David Avenue between Coast Meridian Road and Marigold and Cedar Drive north of Victoria is now complete. Information on the four northeast streets was presented to the public in December In general the public has indicated positive support for the projects. There were additional requests for the provision of on-street parking to serve as guest parking for the Coast Meridian and David Avenue projects. Staff will review potential provisions where technically feasible on either the existing corridors or on nearby streets and implement accordingly. Background: David Avenue, Victoria Drive and Coast Merid ian Road are primary mobility / arterial corridors in Northeast Coquitlam. Cedar Drive is a local street located on the eastern edge of the Partington Creek neighbourhood (see Attachment l). As part of the planning process for northeast Coquitlam arterials, staff initiated the functional design process for Coast Meridian Drive and Victoria Drive in late March To inform the design process, three public Open Houses have been provided to residents with opportunities to comment on initial design considerations, corridor options and the preferred design solution for each of the two streets. The first two Open Houses were held May 2 and June 26, 2013, respectively while the final Open House was held December 12, The focus of this report therefore is on the feedback received regarding the preferred concepts at the final Open House. In addition functional level planning was also conducted by staff for David Avenue, from Coast Meridian east to Marigold Street (in the Partington File #: /000/ Doc#: V3

3 Page 3 January 14, 2014 Creek Neighbourhood) as well as Cedar Drive, for the section from Gilley's Trail to about 800 meters west as part of the storm water improvements identified in the Partington Creek Integrated Watershed Management Plan. Discussion/Analysis: Functional level concept plans for all four roads: Coast Meridian, Victoria Drive, David Avenue (east of Coast Meridian) and Cedar Drive (north of Victoria) were presented to the public at the final Open House held December 12, 2013 (see Attachments 2 through 5 respectively). The Open House was widely advertised with direct invitations sent to the Northeast Coquitlam Ratepayers Association and the Tri-Cities chapter of the cycling advocacy group HUB. The Open House material included a number of display boards including the preferred concept plan for each project. A combined number of 85 people signed in for the night. Of all comments received, 60% were focused on the Coast Meridian Road project, 10% for the Victoria Drive project, 20% for David Avenue and another 10% for the Cedar Drive relocation project. Comments received at the Open House as well as those received online are provided as Attachment 6, while the following provides an overview for each corridor. Coast Meridian Road, David to Harper - Support for Option 3 was provided however the desire for on street visitor parking on the west side of the street between Princeton Ave and Francis Crescent was raised as well as some comments pertaining to the location of (future) bus stops along the 1400 block, and speeding related concerns. While on-street parking is typically only provided along arterial streets in commercial areas, in keeping with policies in the Smiling Creek Neighbourhood Plan, Engineering and Public Works Traffic Operations staff will review technically feasibility of providing on-street parking during off-peak periods. Bus stop location concerns will be considered and road design measures to manage speeding will be finalized as part of detailed design. Also at the regular Council meeting held November 4, 2013, some Council members expressed an interest in extending the four-lane cross-section north to Harper Drive. Staff have evaluated the cost implications of this and found that the incremental cost of implementing four-lanes for the section from Princeton to Harper is estimated at $1.5 Million in part due to potential environmental compensation requirements. One other element that has also been reviewed by staff is the potential for undergrounding the BC Hydro owned wooden poles that exist along the File#: I O6/OOO/2013-I Doc#: V3

4 Page 4 January 14, 2014 east side of Coast Meridian north of David. BC Hydro has a "beautification" program where they will cost share with a municipality on undergrounding of this type of infrastructure. Historically the Province, BC Hydro and the municipalities equally shared the costs (i.e. one-third each); however, these days there are limited funds available under this initiative (i.e. maximum of$ 1M across the Province). So the incremental cost to the City to underground the poles is estimated to be in the range of $3.5 M. This item was discussed by the City's Executive-Team and while there are benefits associated with undergrounding, the recommended course of action, while not unanimous, was not to pursue it at this location due to the significant cost to the City. However it is suggested the City send a letter to BC Hydro and the Province recommending they increase funding under this program as the BC Hydro portion is significantly under-funded given the cost of construction. Therefore in consideration of feedback received to date from Council and the public, it is recommended that the Coast Meridian project be constructed in accordance with Option 3 - Four Lanes David to Princeton and that detailed design commence immediately with construction occurring in 2014 in line with the Fisheries Window and in It is also recommended that a right-of-way of 27.O m be protected along the corridor so that in the future, if four-lanes are required north of Princeton, there is sufficient right-of-way to implement should it be necessary. It is also suggested that in the future, as part of a DCC Program update, funding for additional widening to four lanes north of Princeton to Harper be included in an updated program. Victoria Drive, Coast Meridian to Upper Victoria/Mars - In general public feedback was positive for Option 3 in that it includes on-street parking on the south side and a multi-use pathway along the north side; therefore, this option is the one recommended. Some residents also expressed the desire that planningfor the Fremont corridor be should occur soon. These comments will be forwarded to the City of Port Coquitlam for their information and consideration. David Avenue, Coast Meridian to Marigold - Support for the concept was provided; however, there were several requests to retain on-street parking on David Avenue in the 3400 block for visitors after the roadway work.is completed. This is the section of David between Kingston and Princeton that includes the new NE Fire Hall site. David Avenue is planned as an arterial street (there is existing roadway signage that indicates that the current parking is temporary). The intent is that on-street parking be provided on side File#: I O6/OOO/2013-I Doc#: V3

5 Pages January 14, 2014 streets near the 3400 block of David (e.g. north end of Riley, Galloway and future streets not yet completed). In addition staff will also investigate the potential for a parking pocket at the north end of the lane adjacent the northwest corner of the Fire Hall site near Galloway which could serve as guest parking in lieu of David Avenue. Cedar Drive - Support for the project was received; however, some property owners expressed concern about view obstruction from riparian planting and debris flow damaging driveway bridges. The proposed storm water improvements associated with the road relocation are necessary to protect the lowlands from flooding; the issues raised by the residents can be addressed during the design stage. The City has applied for funding under the Provincial Flood Protection Program which covers 2/3 of the eligible costs (dike components) up to $1.8 million. If approved, construction must be complete by March 31, In order to meet this schedule, staff will be proceeding with design, submitting a formal application to the Agricultural Land Commission and starting the process to acquire the necessary land. Financial Implications: Now that functional planning is complete, cost estimates have been updated and incorporated into the current five-year capital program. Additional costs for Coast Meridian for future four-lane section will be added as part of the next major update to the DCC Program. Coast Meridian - Option 3: FourLanes David to Princeton are estimated at $6.9 Million, excluding land costs. Victoria Drive, Option 3: Coast Meridian to Upper Victoria/Mars, excluding land costs is estimated at $5.6 M. While much of the widening is to the north there are costs incurred on both sides of the street; however, discussions with the City of Port Coquitlam regarding a cost-sharing agreement have yet to occur. The initial phase of work is for the section of Victoria between Soball and Burke Mountain Street at an estimated cost of $1.46 M incorporated into the financial capital plan recently approved by Council. David Avenue, from Coast Meridian to Princeton is estimated to cost $1.5 M while for the section from Princeton to Marigold approximately $5.8 M for a total of $7.3 excluding land costs. The relocation and raising of Cedar Drive is estimated to cost about $5-5 M which includes land costs. About $1.8 M in grant funding has been applied for under the Provincial Flood Protection Program. File #: /000/ Doc #: V3

Conclusion: The final phase of the functional design work for Victoria Drive and Coast Meridian Road as well as David Avenue and Cedar Drive is now complete. Functional level plans of the four road corridors have been presented to the public at the December 2013 open house. In general the public has indicated positive support for the projects. Based on technical considerations as well as feedback received, preferred options are proposed for each corridor. There were additional requests for the provision of on-street parking to serve as guest parking for the Coast Meridian and David Avenue projects. Design Concept For: Council-in-Committee Recommendation: That the Committee receive the report dated October 28, 2013, from the General Manager Engineering and Public Works, entitled "Northeast Coquitlam Arterial Roads-David Avenue, Coast Meridian to Marigold- Design Concept" for information. Report Purpose: To provide Council with an overview of the existing road design on David Avenue, from Coast Meridian to Princeton, and the proposed design concept from Princeton to Marigold. Strategic Goal: This report responds to the City's strategic goals of Strengthening Neighbourhoods, and Enhancing Sustainability of City Services and Infrastructure. Background: The Northeast Coquitlam Arterial Roads - Functional Design Program was presented to Council at the Regular Meeting held 11 March Council was advised that the design work for David Avenue, east of Coast Meridian Road, would commence in parallel with the functional planning work for Coast Meridian Road (CMR) and Victoria Drive. David Avenue is currently fully constructed as far east as CMR. To the east of CMR, through an agreement with Wesbild developed in 2008, David has been built to an interim standard, as far east as Princeton Avenue. As is shown in Figure 1, following the construction of David Avenue to Princeton, there has been considerable private and City development in the areas immediately north and south of David Avenue. The agreement to extend David appears to have had benefits for the both the City and development community. File #r /000/ Doc#; V2

17 Page 2 October 28, 2013 As noted in the figures, the interim construction of David Avenue has provided a north boulevard that is mostly complete (street trees are yet to be installed) and two moving lanes. Figure 2 is a picture of David Avenue, just east of Soball. The final road construction will involve widening the roadway to the south, and construction of a multi-use pathway. This report considers the completion of the south side of David in the western segment (i.e. CMR to Princeton) and extension of David Avenue into the eastern segment (i.e. Princeton to Marigold). Discussion/Analysis: Figure 3 is a "Key Plan" which illustrates the entire 2km length of David Avenue from Coast Meridian Road to Marigold Street. The entire length of this section of David will: Be an arterial roadway, with "no parking on either side", noting that there may be an exception adjacent the village centre; Be a key corridor for transit; Be a greenway, with a multi-use pathway in the south boulevard; Have bike lanes on both sides. However, the individual segments of this roadway will have distinct characteristics and phasing of construction. The next section of the report is divided up into four parts to match four segments: J CMR to Kingston (See Figure 4) The design and road right-of-way width of this segment of David were established in 2008, as part of the initial extension of David Avenue into the Smiling Creek area. This section of the roadway currently has two travel lanes, but will ultimately have four travel lanes through the Soball intersection, plus left turn lanes at key intersections. Between Soball and Kingston, David Avenue narrows to be one lane in each direction, with adequate width for buses or maintenance vehicles to stop beside the curb and not obstruct the travel lanes. Figure 4 includes a plan view of the completed roadway and typical cross sections. In addition a multi-use pathway is provided on the south side as well as onstreet bike lanes. This is consistent with the rest of the corridor to the west and the City's Strategic Transportation Plan. File#: 11-S33O-01/00O/2O13-1 Doc#: V2

18 Page 3 October Kingston to Princeton (See Figure 5) Similar to the above segment, the design of this segment was also established in 2008, and the interim roadway currently extends all the way to Princeton. This section of roadway will ultimately have one lane in each direction, plus left turn lanes at Princeton. Transportation analyses conducted during the Partington Creek Neighbourhood plan process indicate that one lane in each direction will provide ample capacity to serve Northeast Coquitlam. The road network in the Northeast is robust, with a number of east/west collector roads, as well as Victoria Drive which is an arterial. The network of roads will allow for the traffic volumes to be dispersed on a number of routes. Figure 5 includes a plan view of the completed roadway and typical cross section. Princeton to East of Mitchell (See Figure 6) To the east of Princeton, David Avenue will enter the Partington Creek area (there is currently no road constructed beyond Princeton). Immediately east of Princeton, David will form the northern boundary of the future Village Centre. The current road design concept shows that this section does not provide for onstreet parking (i.e. consistent with all other sections of David) but this could be changed, should planningfor the Partington Creek village centre include retail frontage along David. If parking is needed, the design of David Avenue could be modified. Figure 6 includes a plan view of the completed roadway and typical cross sections. East of Mitchell to Marigold (See Figure 7) East of Mitchell, the details of the road system are somewhat uncertain. For example, the locations of intersections could be modified somewhat to fit with land development plans that are underway. For this reason, the detailed design of David Avenue east of Mitchell will not proceed for the time being. The cross section and general layout as shown in Figure 7 indicate the current conceptual plan for the roadway. Figure 7 also indicates the approximate location of the planned Crouch Reservoir. Since the water main supplying this reservoir will follow a portion of David Avenue, the detailed design will incorporate this water main (as well as other underground utilities - storm, sewer, hydro, communications, gas, etc.). 19 Page 4 October Financial Implications and Construction Phasing: As noted in the" Northeast Roads - Coast Meridian" report to Council, a phasing approach that recognizes the City's funding limitations from development cost charges is proposed for David Avenue. Staff believe that of the three arterial upgrades currently being considered, that David Avenue can be phased without significant impacts. The four road segments indicated in this report have the following cost estimates: CMR to Kingston (completion of the south side): $1.0M Kingston to Princeton (completion of the south side): $0.5M Princeton to east of Mitchell (not including land): $2.8M East of Mitchell to Marigold (not including land): $3M $7.3M The current 5-Year Capital Plan, includes funding to complete the south side of David from CMR to Princeton in 2018 (i.e. $1.5 M). While the funding for David east of Princeton is anticipated to be outside the current plan. In terms of phasing, work on David Avenue is a lower priority than CMR and portions of Victoria. Both Victoria and CMR have greater operational and transportation limitations which make them a higher priority. For example, CMR carries much more traffic than this section of David, and requires additional sidewalks to accommodate the pedestrian demands. In comparison, David Avenue is currently wide enough to handle the traffic demands, and has a sidewalk on the north side for its entire length. The extension of David to the east of Princeton could be evaluated based on its ability to stimulate economic development, rather than its current need as a transportation link (which would be low). Similar to how the extension of David from CMR to Princeton has been quite instrumental in stimulating development activity, (see Figure l), extending David east of Princeton could also assist with development. However, the current development interest in the Partington Creek Neighbourhood appears to be more focussed on areas to the north and to the south of David (but not touching David). Therefore, for the time being, there does not appear to be a high priority to proceed with construction on David Avenue. File #: /000/ Doc#: V2

20 Pages October 28, 2013 As noted above, David Avenue will connect to the Crouch Reservoir, which is anticipated to be constructed in While it will not be critical to have David constructed by this date, the detailed design will need to be completed well in advance so that a water main can be constructed in the correct alignment and depth along the David Avenue corridor. Design work on David Avenue will continue so that it is ready when needed, and will be done in coordination with the design work for Partington Creek Neighbourhood. Next Steps: Following Council input, staff will take this design concept for David Avenue and the concept for other northeast arterial roads to a public information meeting in early December. I don't care what some people think, it WILL NOT stop people or slow people down from coming down the hill. Having that median put in, for our complex, we wouldn't be able to turn left into our complex which doesn't make sense. All the people coming out of that new grocery store mall, they will not be able to turn left, they will have to go up the hill, turn left, come through our complex and then turn right back onto Coast, which makes no sense either nor would our complex want that much traffic coming through so they can get back onto Coast considering there are a lot of young children in the complex/noise of those cars. - Making the boulevard at the bottom of Coast into trees is a waste of space considering our complex only has 2 visitor parking spots and we utilize that space on Coast everyday. The picture you have that shows cars parked in our complex is wrong,it was taken during construction when nobody was living there, so those are construction vehicles. A concrete barrier/boulevard is not going to slow down traffic as it is.located on a steep hill and people will speed up and down this hill regardless of this feature. Francis Gate is a small complex with 19 units and only two visitor parking stalls, vehicles can not be parked in our complex' lanes as they are designated fire lanes and must be clear at all times. This is why our residents need the parking area along the west side of coast meridian and the installation of a landscaped boulevard would be a complete waste of valuable parking space. With respects to the current, preferred proposal would there still be guest parkingout front for residents between Mallard and Highland on Coast Meridian? Also, there was talk about a light or a round-a-bout on Highland to control speeding, is that still in discussion? 1 live at 1475 Nanton St., and have serious issue with the location of the future south-bound bus stop at my house. The bus stop is backed up against my house's fence and is right outside our family's bedroom. The potential fornoise issue.buses stopping/starting at early mornings,, loss of privacy and litter problem are of serious concerns. Also, with families driving to work/school and dropping off some members for the bus stop at the closet side street,in this case, Devonshire Ave.,, there will be increased car traffic at the small side street that is not designed to handle the volume. An optimum location would be to move the bus stop further south to Highland Drive junction close to the current Fire Station. Not only will the bus stop not disturb any residence, the wider road of Highland Drive will safely allow increased drop-off car traffic, and facilitate transfers to any future buses running along the larger corridor of Highland Drive. Similar logic suggests that the proposed south-bound bus stop at 1426/1428 Coast Meridian Road should be moved south to the North West corner of Princeton Ave and Coast Meridian Road, where it has a much wider sidewalk offset to provide maximum distance from the residences and closer to a major junction,for drop-offs on the side of Highland Drive, and facilitate transfers to any future buses running along the Princeton corridor,. Lastly, the south-bound bus stop at 1478 Coast Meridian across from Harper Road should be moved slightly south to near the nature walk trail entrance/exit just north of 1485 Nanton St. That way, it can continue to serve residences from Scotch Pine Ave. and Harper Road, but also serves those from Horizon Drive, and allows residences from northern half of Nanton, Avondale and Marguerite streets to walk up the nature trail to take the bus there,while the bus stop near Highland Drive can serve the southern half of those streets in addition to residences around Highland Drive junction,. Ensure there is proper drainage along Coast Meridian and Galloway Avenue. Currently water is flowing overtop of the pavement across Galloway Avenue. 5. Light vegetation added along sidewalk, south of Galloway to protect the East Watkins Creek. Consider plant that does not grow into the sidewalk. 6. Consider adding SLOW" signage painted on pavement. Vehicles going southbound on Coast Meridian are naturally speeding up due to slope. Please don't take away the street parking. We atleast need this for off-peak hours. 1 noted that the options for Coast included landscaped center medians, driving on Galloway and turning left onto Coast Meridian would likely make driving at that intersection hazardous, with the speed of traffic coming down that hill and sorry 1 don't see traffic slowing down with the additions of these medians, because of it's decline, coupled with landscaping, natural or otherwise would impair vision to oncoming traffic. 1 have nearly been hit 2 times crossing at the light at David and Coast, you can imagine what would happen with no signal lights. The densities to the north will be greater than first envisioned and should design the road to entice the traffic away from the future Oxford connection to Coy/Hazel area. Of equal or possibly more important is the future the Burke Mountain Provincial Park. The access will be through Harper Drive. There may even be a resort on the gun range lands or in the park. The limited habitat that one is attempting to utilize north of Princeton could be utilized much more effectively for road. Should there be compensation required there are much more environmental enhancement opportunities where our net habitat could be much more effective somewhere more environmentally sensitive. 34 Summary of Open House 3 - Northeast Coquitlam Street Design - Thursday. December No. Name and Street Address Coast Meridian Road Maggie Fankboner 3327 Coy Avenue I hope to attend the meeting scheduled on Thursday evening but I may have to go out of town on that date, so I thought I'd pass on a few comments: (l) No matter what is decided about Coast Meridian above David Avenue, i.e. leave it single or double lane in each direction, there is one section which MUST be regraded. The section of Coast Meridian where Scotch Pine empties from the West is a danger zone. Oncoming traffic coming North on Coast Meridian cannot be viewed by drivers turning left out of Scotch Pine. I have had one experience where I was coming North in the early evening, with my lights clearly visible, yet a vehicle pulled out from Scotch Pine turning left and then the driver stopped, which would not have happened had my oncoming presence been seen. Fortunately, 1 was going slow enough that 1 could stop in good time but this is a very dangerous section and absolutely needs to be regraded or the exit from Scotch Pine be moved, the latter not seeming very practical. Oncoming traffic MUST be made visible all along Coast Meridian, which is labelled an Arterial Route. (2) Several years ago, 1 attended a meeting with Engineering Staff to discuss a consultant's report about the future of Coast Meridian North of David Avenue, wherein the author recommended that there be an island running all the way down this route, planted with trees. As I recall, there were also going to be restrictions about which turns could be made from various streets leading onto Coast Meridian. Both of these ideas seemed daft to me and I hope they have been laid to rest. (3) Ever since Council allowed there to be a dump site on Harper Road, we have been plagued by having to follow many a heavily-loaded double trailer dump truck at 15 km/hour up Coast Meridian. So, it is my view that we've been inconvenienced in this regard for too many years now and I'm in favour of making Coast Meridian into two lanes northbound in order to relieve congestion, especially if there is to be continued building North of David Avenue. Because, in the 40 years I've lived off of the top of Coast Meridian (at the corner of Martin and Coy), I've also seen some very dangerously icy conditions on that road, I would actually recommend two lanes going southbound as well but do not wish to see properties along Coast Meridian compromised by this if some other way to make the downhill portion safer when icy can be found. (4) I see that you have an extension noted (by dotted line) from the corner of Martin Avenue down to Oxford. While I agree that a second exit from the Hazel Drive neighborhood is badly needed, I am concerned about that routing, given that the 5 acre property across the street from us has the major Hyde Creek on its eastern boundary and cliffs on its western boundary. Are there no other routes out of the neighborhood under consideration, as this doesn't seem to me a very good plan if any reasonable building sites are to be left on that five acre property.
