5 3.4 MOVEMENT EXISTING MOVEMENT CONTEXT Poolbeg is strategically well placed in relation to Dublin city centre. It is within walking and cycling distance to high concentrations of employment opportunities, retail facilities and community facilities such as education and health. The potential for walking and cycling is reflected in the fact that currently almost half of the Docklands population walk or cycle on a daily basis. In recent years, development within the Docklands has extended eastwards towards Poolbeg. The extension of the Red Luas Line to the Point, which is currently under construction, will greatly increase public transport accessibility to the east of the City Centre. There are however, limited transport connections to Poolbeg at present. Being a peninsula, Poolbeg is surrounded by water on all sides and has land access only to the west. Sean Moore Road makes up the western boundary of the peninsula. The accessibility of the peninsula is limited by the high volumes of through traffic on this road, which dominates the area. Except for a small number of buses, Poolbeg has limited public transport available. The nearest DART station is Lansdowne Road located at least twenty minute walking time away. MOVEMENT AND ACCESSIBILITY The Poolbeg Peninsula has the opportunity to create an effective public transport system for new residents and business at the start of development. This will reduce congestion and carbon emissions, and enable intensification and higher density in the Poolbeg Peninsula. The peninsula is currently limited by road entry points, but its linear structure is a clear opportunity to serve residents effectively with a major public transport corridor to connect residents to jobs and leisure activities in other parts of the City and the city centre Currently, the street network is a legacy of its port and industrial functions. Roads follow a rigid geometric alignment, which actually creates a form of natural traffic calming within the peninsula itself. A key connection might be the development of the spur, currently blocked, that connects into the peninsula from the East Link Roundabout off Beach Road. Opening up a route through the centre of the peninsula, between the roundabout and adjacent to the Dublin Bay Project/Municipal Works, would present the opportunity to develop sheltered internal street condition. This street condition could respond to the more natural context of the coastal edge Within the developable area, there are a number of opportunities to improve both local and strategic accessibility. These include the potential to alter the form of the East Link Roundabout and enhance the connections to the existing community at Ringsend; the opportunity of the LUAS; and the potential increase in development densities to support additional bus services There is an opportunity to develop a grain of internal streets within the peninsula which stretch north south, connecting the river to the sea, creating a form of grid within which existing retained industrial uses locate, and new uses emerge. The size and form of the grid can enable finer levels of subdivision at later stages of development, allowing for a shift in land use patterns from more industrial to more urban as the opportunities arise.
