5 Bayswater Town Centre Structure Plan Visioning Workshop Why We Are Here Council resolved to prepare a Structure Plan for the Town Centre of Bayswater. As a first step, the Project Team (TPG+Place Match and City of Bayswater) wanted to work with community & key stakeholders to understand: - Local issues and opportunities, what people value most about the town centre, and what the town centre future might look like. The is is the first Conversation with community to develop a shared vision, and then a Structure Plan for the Town Centre

6 Bayswater Town Centre Structure Plan Visioning Workshop Bayswater Town Centre in Context Need to consider higher order state level (WAPC) policy and local CoB strategies and policies. Need to consider Bayswater Town Centre in context of surrounding shopping centres, town centres and main streets. Need to consider major future influences such as new airport rail link, Ellenbrook rapid bus transit to Bassendean station, changes in how technology is influenceing we work, move and live.

7 The Structure Plan Where Are We Headed? What is a Structure Plan? A Structure Plan is a guiding document which provides a vision for a defined area Guides the type of land uses and overall development intended Provides basis for making changes to statutory planning frameworks

9 The Structure Plan Examples of What is included Built form typologies and principles. Character statements. Movement strategy and TOD principles. Street, transport mode and parking hierarchies. Land use preferences and diversity. Residential densities. Recommendations for implementation (e.g. scheme amendments, policies, actions) What is not included Site-specific design guidelines. Detailed street improvement plans (pavement, furniture etc.). Parking management. What specific land uses are allowed or not allowed. Developer contributions and requirements for infrastructure.

16 MOVEMENT Variety of Parking & CONNECTIVITY On-street parking common and well-used. Newer buildings often have some on-site parking - in groups (Beechboro) or individual lots. Can we help the lanes to work harder for parking?

23 OPEN SPACE Public spaces & PUBLIC REALM Well serviced by local parks. No real urban plazas or civic spaces. Could we build on / celebrate the garden city moniker in the town centre?

24 OPEN SPACE Perceived Safety & PUBLIC REALM Parks are generally wellused and well lit. But do they feel safe? Are there other areas where we need to improve safety perceptions? Lanes, car parking, streets, areas near rail?

26 ACTIVITY Economic Analysis & LAND USE Retail / Commercial Modest leasing activity recently Established businesses, often owner occupier (low turnover) Mixed Use / Residential Fine grain (narrow lots) pose challenges to redevelopment require land assembly How can we encourage more residents to live in and around the town centre?
