3 UNSW ALUMNI PARK EXPRESSIONS OF INTEREST.0 INTRODUCTION EOI OBJECTIVE INFORMATION PACKAGE This request for an Expression of Interest (EoI) is the first stage of a two stage process to select a landscape architect to lead the consultant team to design and develop Alumni Park at the University of New South Wales (UNSW). The objective of this EoI is to shortlist up to five Landscape s to participate in a design competition for the new Park. Respondents are required to nominate a preferred team to include, but does not need to be limited to, artist and architect. Submissions in response to this EoI should therefore focus on the capability of the respondent to design and deliver a project of this type. Submissions must NOT include a design response to the project brief and any such material will be disregarded. 2.0 PROJECT OVERVIEW As the Kensington Campus continues to develop, and the number of students living on campus increases, and the number of students and staff working on campus increases, there is a need to provide a contemporary and engaging campus environment that reflects the University s reputation and aspirations, enhances the daily lives of those living and working there and helps attract future staff and students. Through a recent review of the Campus Urban Design Framework, a significant opportunity has been identified to transform the North West sector of the campus with Alumni Park, a significant, new open space. The 2 hectare open space is to be delivered in a staged development over the next few years. The project must consider: Below grade parking opportunities (identified in appendix 3) to replace some of that being forfeited; The location and design of a multifunctional public venue; The incorporation of public art; The complex staging constraints implied by the demolition of Io Myers Studio, D0 and Baxter College; The relocation of functions of D0 and Io Myers Studio facilities; The relationship to all adjacent buildings and open spaces, in particular the heritage conservation area located on the north eastern end of the proposed site; The pedestrian and vehicular circulation networks (appendix 4); An opportunity to recognise the important contribution of alumni to the development of UNSW; Improved recreational opportunities for the increasing number of students residing on campus; and An overall improvement to the amenity of campus for its students, staff and the wider community. 3.0 THE SITE Alumni Park is envisioned to be the largest consolidated open space on campus with a site area of approximately 20700m 2. The existing site is currently occupied by redundant and out-dated buildings, roads and surface car parking. The site is located adjacent to a program of student housing developments underway along, between Gate and Gate 7, commencing with the 02-bed Campus Living Villages development, and now being followed up with the 399-bed independent living student accommodation development at Gate 2 and 2
4 the 947-bed Kensington Colleges Redevelopment and Expansion project between Gates 4 and 7. International House also has plans to add another 45 beds. A new Materials Science and Engineering Building is also now in the design development stage, located south west to the site. This project not only has growth space built into the brief, but has potential for further lateral expansion. The future of the increasingly out-of-date student focussed facilities in the most north-west sector of the campus (Roundhouse, Blockhouse, Squarehouse, Sports and Recreation Facilities) is now being carefully examined. Refer to Appendix and 2 for maps Site in UNSW context and existing campus open space network. 4.0 THE PROCUREMENT STRATEGY 4. OUTLINE OF THE REQUEST PROCESS The EoI process for selecting the consultant team, to be led by the landscape architect, to work with UNSW to design Alumni Park will be in two stages: Stage Request for EoI; and Stage 2 Design Competition Respondents are invited in the Stage EoI to nominate their preferred artistic and architectural collaborators and to demonstrate their collective ability and approach for consideration by the assessment panel. A shortlist of up to five teams will then be invited to participate in the Stage 2 Design Competition. Respondents that submit an EoI that complies with the selection criteria will be assessed by the EoI Panel. UP to five groups will be invited to participate in the Stage 2 Design Competition at the panel s absolute discretion. All respondents will be notified of the Panel s decision Shortlisted respondents will be given four weeks, from the end of January 203, to prepare a design response to the project brief. Detailed briefing information, submission requirements and terms of reference will be provided at the commencement of Stage 2. 5 Design competition submissions will be assessed by a Tender Evaluation Panel (TEP) who will provide a report for consideration by the Tender Design Jury. Membership of the TEP is comprised of senior management of UNSW Facilities Management and an independent cost planner and includes: Anne Warren Greg Kaplan Jenny Denman Geoffrey Leeson Consultant TBC Campus Planning Asset Management Campus Services Project Delivery Cost Planner The composition of the Design Competition Jury will consist of an eminent Landscape, a member of the UNSW Campus Development Advisory Panel, a senior academic, distinguished alumnus, student representative and senior Estate manager and includes: Dr Catherin Bull Professor Alec Tzannes A/Prof Linda Corkery Mr Robert Kelly Ms Samantha Bobba Mr David Gonski Emeritus Professor of Landscape ure, University of Melbourne Dean, Faculty of the Built Environment (FBE), UNSW Head of Landscape ure Program, FBE, UNSW Director, Facilities Management, UNSW Student Representative, UNSW Council Chancellor and Alumni Representative (or nominee) 4.3 PROGRAM The following program outlines the key dates for the Stage EoI and Stage 2 Design Competition: STAGE EOI December 202 EoI available for issue 7 December Close of EoI submissions 7- January 203 EoI assessment and shortlist for Stage 2 STAGE 2 DESIGN COMPETITION 28 January 203 Issue competition documents to shortlisted teams 25 February 203 Close of competition submissions 26 Feb 9 March 203 Public exhibition of submissions and Tender Evaluation Panel assessment and pricing by independent Quantity Surveyor 0 March 203 Commencement of assessment by Design Jury April 203 Announcement of outcome of Design Competition 4
6 5.0 FEES Respondents are required to provide their nominated fee, to be presented as a sliding scale for each design discipline, within a range of construction values. The landscape architect s fee should be calculated on a minimum construction fee of $M up to a maximum target of $8M. The architect s fee should be calculated on an indicative construction value of $5M - $0M, and the artist s fee is to be based on the likely cost of the proposed work. The percentage range should be included in section 6, table 6. below. 6.0 EOI SUBMISSION REQUIREMENTS Respondents are to provide information requested below and in the format provided: 6.
