1 TONIGHT S MEETING Phillip Island Nature Parks and Bass Coast Shire Council have partnered to achieve a comprehensive and integrated master plan for the safe use and management of Cape Woolamai Coastal Reserves. The project is in response to recommendations of the South and North Coast Key Area Plan 2014, which was based on extensive field investigations and community consultations. The first round of community engagement in February 2016 included open community forum, community walks and group forums (land managers, recreation and environment/heritage). Community consultations for the draft Master Plan were conducted during late May It was clear that there were local community concerns with the concept plan for the Colonnades area. PHILLIP ISLAND SOUTH AND NORTH COAST KEY AREA PLAN OCTOBER 2014 Nature Parks agreed to extend the time period, invite further local community input and to explore alternative options for the Colonnades area. This meeting will provide some background to the project, outline community views received and present alternative options for discussion. 2 WHAT ARE WE DOING? Provide a series of projects for the improvement of beach access and coastal sites in the Study Area. The work is to build upon the principles and recommendations of the South and North Coast Key Area Plan 2014 and the PINP Coastal Processes Study DOES NOT INCLUDE : Issues and management of private land Detailed master plans or management plans for coastal sites Dogs on beaches (BCSC role) Township planning (BCSC role) Management of coastal waters and proposals e.g. artificial reef STUDY AREA Includes the Cape Woolamai headland and also the beach reserve along the south coast to the Colonnades (west of Veterans Drive).

3 LAND TENURE Existing Nature Parks land is Crown Land delegated to Nature Parks as the Committee of Management appointed under the Crown Lands (Reserves) Act Coastal Crown Land is goverened by the Coastal Management Act Any use or development may require consent under the Coastal Management Act 1995, the Native Title Act 1993 and the Flora and Fauna Guarantee Act Nature Parks responsibilities are often limited to the area between high water mark and 30 metres inland in coastal areas. Bass Coast Shire Council own the roads and also parcels of land - a small house block lot at the Collonades and the larger land block fruther to the south. In addition, any use or development would be required to be assessed in relation to the BCSC planning scheme. 4 BACKGROUND - SOUTH AND NORTH COAST KAP 2014 KEY ISSUES AT COLONNADES: Poor presentation unsealed roads and parking Road reserves unsealed and inefficiently used as informal car park Pot holes and poor drainage results in puddling on the road Impacts on nesting sites and erosion of the dunes High levels of use and growing in peak times Need to resolve land tenure and management responsibilities Un-patrolled surf break Beach and dune erosion MANAGEMENT OPPORTUNITIES: Consider options for rationalising and resolving management jurisdiction issues at the Colonnades Develop a formal car park centred around the entry road (Tampa Road) with sealed surface and line marking, stormwater management, pedestrian safe movement Rehabilitate excess road space and protect nesting sites at eastern end of the car park Consider the potential for a local park (e.g. play, picnic) between the car parking area and access stairs to the beach

5 INITIAL CONCEPT PLAN - SOUTH AND NORTH COAST KAP 2014 CAR PARKING Lantana Road Tampa Road Rationalisation of land jurisdiction at the Colonnades would allow closure of this road link and connection of the foreshore to a public park behind. Creation of a foreshore park will meet the needs of a growing suburban population for facilities at the same time that access to the beach is retained and made safe. 6 FEBRUARY 2016 COMMUNITY CONSULTATIIONS COMMUITY FORUM, COMMUNITY WALK, INTEREST GROUPS Vehicle circulation problematic Colonnades busy when surf is good not a lot of tourism outside of that. When busy impacts of parking and lack of facilities Colonnades needs future shared path east to Anzacs Ponding on road is a current problem Two dead end roads (as per original KAP) are not a good idea because it would recirculate traffic back through the neighbourhood needs a connection road Wildlife and safety on beach before any improvements Colonnades gets lots of bike and pedestrian use. Parents with prams. Conflicts with lots of vehicle movements. Move infrastructure back so not seen from the beach Rubbish builds up on PINP land Widen current track to lookout as too narrow for passage with boards, bikes and pedestrians Scale of lookout inadequate Connection through to airport developing by surfers looking for surf (prominent vantage point there up to Shit Can Alley). Some revegetation in the past in this area Dead end road a dumping spot

8 LOCAL COMMUNITY FEEDBACK Submissions Received 24 submisisons received this included submisisons from DELWP, Phillip Island Bicycle User Group Inc, Phillip Island Conservation Society and VicRoads it also included a submission based on extensive consultation within the local community (~90 residents) Key Messages (the majority views expressed) poor condition of existing roads and need to slow vehicles down strong dislike for the scale and design of the car park - too much like a supermarket car park concern about road safety with increased traffic on Tampa and Lantana streets and what may happen with any future development of the airport land no need for having a grassy open space area in this location or other infrastructure (e.g. toilets, play facilities) - other safer locations away from the beach preferred need for greater buffer area to nearby residents (reduce visual and noise impacts) concern that the site will attract increased visitors better to have smaller, softer and integrated solutions need to recognise the beach is unsafe general support for protection of nature and rehabilitation of foreshore areas, shared paths, increased viewing deck at stairs and provision of bike racks general support for protection of nature and rehabilitation of foreshore areas, shared paths, increased viewing deck at stairs and provision of bike racks general support for the recommended improvements at the Cranny, Anzacs, Woolamai Surf Lifes Saving Club site and Cape Woolamai

9 ALTERNATIVE OPTIONS Three alternative options to be presented. Common features to all these options: Create a 20m buffer from car parks to nearby residences (other than on existing streets) No provision of grassy open space area (or any other infrastructure such as play facilities, toilets, seating) Reduce the car parking capacity to cater for moderate levels of use and not peak use times (e.g. good surfing days) and assumes over-flow parking will occur into the nearby streets Australian standards for car parks to be met No provision for buses/rigid vehicles to turn within car parks Use water sensitive urban design treatments in the car parks No night lighting Rehabilitate existing roads and parking areas back to native foreshore vegetation including retarding basin in southeast corner Recognise issues with Lantana Street in longer term with proposed roundabout on Phillip Island Road and potential implications with redevelopent of the airport Duty of care to improve safety for users to access the beach stairs and lookout Provide bike racks near beach stairs Increase size of viewing deck at stairs Provide for future trail link between Colonnades and Aussie Steps - part of the overall BCSC recreation trail plan for Phillip Island with potential connection through the airport land and on to Phillip Island Road No directional signage to the Colonnades
