1 01 welcome Introduction Welcome to the Leyton Coronation Square consultation exhibition. This exhibition will present the Council s emerging proposals for the Score Centre site. Leyton Coronation Square - Emerging Proposals As part of the Leyton Coronation Square project, Waltham Forest Council is planning to redevelop the Score Centre and regenerate Ive Farm as an extension to Leyton Jubilee Park. Sites A and B (see map below) sit in a Greater London Authority (GLA) Housing Zone which spans from Leyton to Lea Bridge and is one of the Council s priority growth areas. The Council plans to replace the Score Centre with a new and improved sports and leisure facility around 550 new homes, at the heart of the new residential area which will have good access to Lea Valley Regional Park and the Queen Elizabeth Olympic Park. About the exhibition This is the second in a series of public events to ensure that local people are properly informed about the Leyton Coronation Square project and have opportunity to input at key stages of its development. This exhibition provides an introduction to the Score Centre project within the context of wider local change. It also presents a series of placemaking and design principles for discussion and crucially, your input. Your Feedback We would very much like your feedback on the opportunities identified and to understand more about local aspirations for the future of the Score Centre site. This feedback will help inform the development of the design brief which will be used to select a Preferred Development Partner for the Score Centre site. 2 02 what S HAPPENED SO FAR CONSULTATION PROCESS Your priorities for the future of Leyton The consultation process so far is being facilitated by Soundings and aims to involve the community at each stage of design development to help inform the proposals. Please see the diagram to the below for an overview of each stage of the project: Stage 1 - Ive Farm In May and June as part of the Ive Farm summer drop-in exhibition and roadshow, we asked people to tell us their priorities for the future of Leyton. The graph below shows the top priorities identified. Please let us know if you agree with these priorities by filling out a feedback form today. The feedback you provide will be used to inform our thinking when developing proposals for the Score Centre site. The first stage of consultation in May and June 2016, focused on providing background information on the Leyton Coronation Square project and included early design proposals for Ive Farm ahead of the Ive Farm planning application being submitted in September Stage 2 - The Score Centre: Design Brief YOUR PRIORITIES FOR THE FUTURE OF LEYTON We are now in the second stage of consultation which will discuss how the initial principles and ideas for the Score Centre site could be approached. It will build on the outcomes of previous consultation; looking at opportunities and constraints of the site in more detail Following this stage of consultation, the outcomes will feed into development of the design brief, which will be used to select a Preferred Development Partner. SUBMISSION OF SCORE CENTRE PLANNING APPLICATION Planning application for the Score Centre submitted to the local planning authority. Ive Farm onsite due September THE SCORE CENTRE ENABLING WORK ONSITE Target construction start date for the first phase of buildings is Spring ANTICIPATE PROJECT COMPLETION onwards
3 03 ive farm IVE FARM update In May and June 2016 the Leyton Coronation Square project was introduced and feedback was gathered on the early designs for Ive Farm. A 3-day drop-in exhibition followed by the exhibition roadshow provided the opportunity to take the initial ideas out to a number of different stakeholders and locations in Leyton including: Jubilee Park, Lammas School and Coronation Gardens. The Council is planning to invest over 7 million in the new facilities being proposed at Ive Farm, which include: 2 artificial pitches to play a variety of sports 4 beach volleyball courts A 60m sprint track A pavilion with office, toilets, a small café and male and female changing rooms A fitness trail Spectator seating Picnic areas IVE FARM PLANNING APPLICATION Planning Application ID: In September 2016 the Council submitted a planning application for the proposed new sports facilities at Ive Farm. The proposal is currently being considered. The deadline was 31st October but comments on the planning application can be left: Online at: walthamforest.gov.uk/content/comment-liveplanning-application Sent via post (quoting the Application ID above) to: Development Management, Sycamore House, Town Hall Complex, Forest Road, London E17 4JF Overall responses were positive about bringing the sports facilities to Ive Farm. 5 05 placemaking principles Developing an approach Waltham Forest Council recognise that the redevelopment of the Score Centre site provides an opportunity to: Relocate the outdoor sports pitches and growing beds from the Score Centre to Ive Farm, providing new facilities Provide new and improved indoor leisure and sports facilities Provide around 550 new homes on the existing Score Centre site, including affordable homes Integrate the new sports facility within a planned new residential quarter Improve connections to the surrounding green network including Leyton Jubilee Park and the Queen Elizabeth Olympic Park, linking Leyton to the wider Lee Valley Regional Park Development of the design brief Exhibition Board 5 and 6 describe a range of design principles that are being considered. These represent broad approaches and are intended as a starting point for discussion - we welcome any thoughts or additional suggestions to those shown. Please use the feedback form provided to share your thoughts on how design principles for the site could be approached. IDENTITY & DESIGN PROJECT AMBITIONS & PLACEMAKING PRINCIPLES HOMES IN A RANGE OF TENURES & SIZES NEW LOCAL FACILITIES FOR ALL SAFE & WELL CONNECTED Delivery of at least 550 new homes to contribute to the Council s overall drive for high quality housing within the borough to address the housing need. Encouraging a mixture of public and commercial facilities around the square. Shops, cafes, restaurants and community facilities (including a new health centre). To create an urban form that is safe, and well connected and that ties in well with the surrounding areas. NEW HIGH QUALITY PUBLIC SPACE IMPROVED SPORTS FACILITIES PROMOTING WALK & CYCLING The creation of a new public square, as an extension of Coronation Gardens, providing a link from Leyton High Road, via the Gardens, through the site itself, to the Bywaters site. This will link walking and cycling routes to Leyton Jubilee Park and the wider Lea Valley to the west. New, improved outdoor sports facilities at Ive Farm and new indoor sports facilities centred on a replacement sports hall, with improvements to the quality of the indoor space, through better built fabric and environmental control and spaces for spectators. The provision of excellent walking and cycling connections through and around the site with easy access to public transport facilities nearby. Ample high quality cycle parking for all users in a virtually car free development. QUALITY DESIGN THROUGHOUT STRONG GREEN LINKS SUSTAINABILITY AT THE HEART OF PROPOSALS The creation of a new district with its own identity and sense-of-place but also tied to Leyton s existing landscape and history. Enhancing connections to existing key green spaces including Leyton Jubilee Park and the Queen Elizabeth Olympic Park. Linked to a energy and heat centre to serve neighbouring sites and reduce carbon emmissions.
