1 THE SITE PHASE 1 Aerial view of the whole site with Phase 1 indictated Welcome Barratt London and Hyde Group are working with Pollard Thomas Edwards on redevelopment proposals for Harrow View East, part of the wider regeneration of the Kodak site. This exhibition sets out the history of the project so far and the principles that will guide the development of our part of the site over the coming months and years. Our redevelopment of the site has been split into phases. Phase 1 will focus on the area to the south west of the site, known as D7. We will shortly be submitting a reserved matters planning application for Phase 1 to Harrow Council. This exhibition is an opportunity to see the proposals and give us your views. The existing Kodak site Phase 1 will begin the process of bringing this famous site back into use. It will prioritise the delivery of new homes and the first part of the green link, a new park that will run through the entire Harrow View East site. After you have finished viewing the proposals, we would be grateful if you could fill out a feedback form. Our project team is on hand to discuss the proposals and answer any questions you may have. We specialise in the creation of new neighbourhoods and the revitalisation of old ones. Our projects embrace the whole spectrum of residential development and other essential ingredients that make our cities, towns and villages into thriving and sustainable places.
3 The Kodak factory, 1906 Site history The Kodak factory The site sits on what was the Kodak Factory; one of the oldest and largest businesses in Harrow. It originally opened in 1891, as Kodak s first site in Europe. Harrow already had a long industrial history, but was well suited to the large factory due to the development of railroads and transport infrastructure. The site provided printing paper both for the personal use of amateur photographers, as well as for the professional treatment of mural images. At its peak in the 1950s, the Kodak Factory employed more than 6,000 people and was one of the largest manufacturing plants in the Commonwealth. After the rise of digital photography and a series of financial issues, the Factory unfortunately had to close in Responding to the site s heritage Barratt and Hyde understand that this is a landmark site in Harrow, which is why our designs will take inspiration from the site s history. We are working on options to retain the iconic Kodak chimney at the centre of the site, which we think could be adapted to host flexible space for the community.
4 Indicative uses plan Consented masterplan Landsec was granted outline planning permission in 2012 to develop the 30-acre former Kodak factory. After the site was designated as part of the Heart of Harrow Housing Zone, a second outline planning permission was granted in December The outline consent sets the broad principles for the site layout, building heights and uses. It allows for the construction of 1,800 new homes and a mixture of elderly living, commercial and community space. We acquired zones B, C and D in 2017, which includes outline permission for: 1,150 new homes Development zones plan 32,360 sqm of employment floorspace 2,120 sqm of community floorspace 1,160 sqm of leisure centre floorspace 4,370 sqm of assisted living floorspace 8,900 sqm of multi-storey car park space A new energy centre Delivery of the green link L&Q are working on plans for Zone A. Whilst this is a separate site that will be under the ownership of a different developer and subject to a separate planning application, we are coordinating with L&Q to ensure consistency and quality across the different development zones.
5 Precedent images Principles Development of Harrow View East will take place in a series of phases. Below we set out the principles that will guide how we develop the site. Where we can we will improve on the existing plans to ensure that this is a really exciting development that lifts the whole area. 1 We are committed to the highest quality architecture We chose Pollard Thomas Edwards because of their track record. They have a commitment to design quality that has seen them win 138 design awards over the past 10 years, including BD s Housing Architect of the Year Award in Broadly respect the heights and massing set out in the masterplan The proposed heights for Phase 1 are in line with the masterplan consent. Later phases will broadly respect the design principles of the masterplan and we will look to work within established heights. 3 Build more private and affordable homes for Harrow The 2015 masterplan allows for up to 1,800 homes, and between 20% and 40% affordable housing. We have reviewed these plans and believe we can add more homes without much change to the masterplan. This will mean delivering more family homes and more affordable homes overall. Phase 1 will provide at least 40% affordable housing and future phases will aspire to meet Harrow and London housing targets. 4 Contribute to community infrastructure Our aspiration is to build a new community centre, a care home and an arts and community space. The scheme will make financial contributions that can be used to pay for improvements to transport, health services and schools.
6 Precedent images Principles 5 Build a new park and landscaped spaces for everyone 8 Provide enough parking on site for new residents A new park, walking routes, trees, greenery and landscaping will knit together the whole site. These new spaces will be open to everyone. We are providing 40% car parking provision in the first phase which equates to approximately 190 parking spaces. We are also exploring other ways of delivering even higher levels of parking, such as car club spaces. 6 Create new jobs for Harrow We are working with the Council to create local employment across each phase of development. New commercial space will not compete with Harrow and Wealdstone High Street. 7 Respect our neighbours during demolition and construction We will keep construction disruption to a minimum and keep our neighbours fully updated with regular meetings. In later phases we will ensure that there is a good level of parking and prevent impacts on neighbouring streets. 9 Work with and involve the community We are committed to updating, consulting and involving our neighbours throughout the development and construction process. 7 New homes facing onto the park Our proposals Barratt London and Hyde Group s proposals for Harrow View East have been developed in close consultation with Harrow s officers, councillors and Design Review Panel. Our proposals for the first phase include: New buildings facing onto Harrow View, providing activity at the ground floor Approximately 450 new homes, with a range of types, unit sizes and 40% affordable housing Delivery of the green link, a new park for local people to enjoy A series of pedestrian routes which will connect Harrow View to the new park 40% parking provision, equating to approximately 190 spaces Phase 1 masterplan
8 New housing along Harrow View Homes Our proposals will create a new piece of town. New streets and outdoor spaces will have a strong identity and character, creating a sense of place within the new neighbourhood. In Phase 1 we will build around 450 new homes, with at least 40% affordable housing. This comprises approximately 270 homes for private sale and 180 affordable homes. We are exploring options to give local residents an early opportunity to purchase properties on the site. Creating a sense of place Pollard Thomas Edwards design for the new homes is based on a commitment to the highest quality architecture. The proposals include a traditional street pattern with clearly defined fronts and backs to buildings. The new homes will be arranged around communal gardens, providing more shared outdoor space for residents. 9 Proposed view through the park Proposed landscaping Landscape We have appointed East and Outerspace to design the new park and landscape. East are already working on the L&Q site so this ensures a joined up approach that knits everything together. The priority is the green link, a new park that will open up the site and connect it to the local area. Everyone will have access to new walking routes and green space to enjoy. These plans include: A cycle path that links into a wider network within a safe and pleasant environment, away from busy roads Play and exercise opportunities for all age groups A sustainable drainage system that celebrates water and provides habitat for plants and wildlife Proposed view across the park A road network that puts pedestrians and cyclists first New trees that will provide habitats and nesting opportunities Flexible open spaces for community events
10 Construction vehicle movement plan Vehicle movement plan Transport and construction Construction We know that demolition and construction can be a worry for our neighbours. We have a track record for building with care and respect. Barratt London won The Sunday Times Homebuilder of the Year 2016 and has an incredible 74 NHBC Pride in the Job Awards this year, more than any other national housebuilder for the 13th year in a row. Our commitments during development are clear: Transport and access We are providing 40% parking in the first phase, which will amount to approximately 190 spaces. We are exploring car club options to deliver even higher levels of parking. We will provide approximately 1,100 cycle parking spaces in secure stores within each building. Our contractors will be registered with the Considerate Constructors Scheme, with limits of hours of working and noisy works. During construction, we will set up a Community Liaison Group so that residents have regular opportunities to discuss the process with the team. We can confirm that construction vehicles will enter the site via Harrow View in the first phase. This development will provide a buffer against disruption during later phases. Further details will be set out in a full Construction Management Plan, submitted alongside the planning application.
