Solid Waste Disposal Tax Proceeds: Lincoln County Solid Waste Disposal Tax Proceeds are used only for solid waste management purposes per requirements of N.C. G.S These purposes include landfill management, convenience site recycling and waste transportation, necessary operations equipment, qualified staff salary, and recycling related costs. Public Building Recycling Service: Government buildings located in Lincoln County have recycling bin access. In fact, many buildings have multiple convenient recycling locations. Lincoln County employees and visitors are encouraged to use the recycling bins located in these buildings. Mercury Product Recycling: When fluorescent lights and mercury containing thermostats are replaced and removed from Lincoln County public buildings and properties, the maintenance crew overseeing the removal brings them to 1

3 Lincoln county Solid Waste for proper and responsible recycling. Lincoln County Solid Waste packages and recycles these products with a properly vetted vendor that handles, processes, and recycles them. Project Description: Lincoln County Solid Waste is expanding recycling and waste services by providing a new and improved convenience site on Optimist Club Road. This location will be able to support solid waste from the rapid population growth in the Catawba Springs Township, otherwise known as East Lincoln or Denver. The new Optimist Club Road convenience site will be capable of collecting and transferring a much larger quantity than all other Lincoln County convenience sites. The last convenience site to be built in Lincoln County was completed in the early 1990s. This improvement is necessary to maintain infrastructure support for population increase. The new Lincoln County Optimist Club Road convenience site will provide three municipal solid waste compactors, seven open top containers, and a total of SIX recycling compactors. Each recycling compactor will have graphic signs of what is recyclable to keep contamination to a minimum. Informational brochures and recycling guidelines will be provided at the site for residents to educate about proper recycling methods in Lincoln County. The new convenience site will be more efficient and simple for residents to use because the layout flows better and the site will provide much more room for vehicles. 2

The new Optimist Club Road convenience site has already been planned by an engineering company. The county plans for construction to begin in April 2019, for compactors and containers to be purchased and set up by August 2019, and to have the site open to the public by Fall The new convenience site is essential for the proper collection of waste and recycling from a rapidly growing population. The new Optimist Club Road convenience site will greatly improve current solid waste management practices. 3

5 Description of purchases to be made with grant funds: Lincoln County intends to inquire exactly ONE Baker s compactor out of SIX needed recycling compactors and a partial payment of ONE Baker s compactor container out of SIX needed recycling containers. These compactors and containers will allow Lincoln County to transfer a much larger quantity of recyclable materials from convenience sites to Sonoco recycling centers. Description of the anticipated life of service: Lincoln County Solid Waste department prefers to purchase Baker s compactors because they have proven to be more durable and longer-lasting than other compactors. Baker s compactor company is also local for quick service and repairs which minimizes time lost for maintenance. The estimated lifetime of a Baker s compactor, from previous county experience, is 10+ years. These compactors are expected to serve the community s recycling needs for a minimum of TEN years. With population growth and an increase in recycling education and efforts, reliable and long-lasting compactors are a necessity for the Lincoln County Solid Waste Department. The longevity of these compactors will ensure the Solid Waste Department will be able to effectively and efficiently collect a greater quantity of recyclables for many years to come. Number of households that will have access to recycling services: The new Optimist Club Road convenience site is available to all 84,840 Lincoln County residents. However, this convenience site is located in the Catawba Springs Township of Lincoln County which would make it more easily accessible to the 26,795 residents that live in the area. The Catawba Springs Township is home to 12,473 households with an expected increase of 5,000 homes in the next ten years. The new Optimist Club Road convenience site a necessity for strong infrastructural improvements for population and household increases. 4

6 Estimate of the waste reduction impact of the proposed project: The Catawba Springs Township, where the new Optimist Club Road convenience site will be built, hosts the largest population of all five townships in Lincoln County. The Catawba Springs Township, alone, makes up for 31.5% of the entire county s population. The majority of individuals in this portion of the county are more likely to recycle from previous residency recycling habits or just from being over all more conscious about personal environmental impacts. Needless to say, this portion of the county is where the Solid Waste department sees the most recycling participation. It is anticipated, that with a larger capacity for recyclables, Lincoln County Solid Waste may see an increase in recycled products because of increased recycling opportunity. Currently, the solid Waste department works hard to make sure transfer stations bins remain empty for the public to fill again. Recycling compactors will allow Lincoln County to transfer much larger quantities of recyclables and will be more encouraging than a bin filled to the top. This convenience site will be able to contain a much larger quantity of waste and recyclables while still maintaining the same system and standard that Lincoln County Solid Waste has in place.
