33 Council Agenda Item Meeting Date: May 18, 2015 Action Requested: Prepared By: Approve Change Order 1 for Paul Bunyan/Library Park and additional Design Work for the Northern Shoreland Improvements Marcia Larson, Parks and Recreation Director Background On February 17, 2015, the City Council the Council awarded the bid for Paul Bunyan/Library Parks to Reierson Construction in the amount of $1,065, Change Order 1 for Paul Bunyan/Library Park addresses Fire Lane Access to the Tourist Information Center and adds pedestrian lighting along the pedestrian trail. The total cost of the change order is $30, The Parks and Trails at their regular meeting on May 12, 2015 reviewed the change order for the Fire Lane Access and Pedestrian Trail Lighting and made a motion recommending approval to the City Council Fire Lane Access. This change to the plaza ensures compliance with state fire code in relation to access to the Tourist Information Center. The changes to the Plaza area are shown on the layout plan. The change order includes additional no parking/fire lane signs, increasing the concrete thickness from 5 (base bid) to 8, incorporating integral color in the curb in the fire lane, and widening the area between the planters. The total cost is $11, Pedestrian Trail Lighting. The trail lighting has been designed as part of the bid package that was rejected last fall due to the cost. When re-bidding the project, the lighting along the pedestrian trail near the Rotary Pavilion was removed due to cost. The lighting will provide additional safety and aesthetics along the lake trail and around the pavilion. This would include 4 decorative lights as depicted in the drawing which also includes a letter from WSB and specifications for the lights/lamps. The cost for adding the lighting back into the project is $19, Northern Shoreland Improvements The native area around the existing pond and shoreland south of the 3 rd Street dock will be improved/established by Prairie Restoration. We have contracted with Prairie Restoration to remove woody vegetation, seed and plant the area and maintain over the next three years. The area of most concern and more complicated due to the festivals and events is the flats area or northern shoreland. During the master planning process a concept that allowed boats to land, docks to be installed and access points to the lake was developed. WSB has provided a cost for the design work and construction administration. The biggest unknown is the permitting process and WSB has estimated the time/permitting at $5,000 (worst case scenario), final design is estimated at $3,250 and construction administration is minimal at $250; for a total not to exceed cost of design and$8,500.
34 The Parks and Trails Commission reviewed the costs for design and construction administration from WSB and is recommending approval of the additional design work for the northern shoreland improvements. The Commission also recommended to include the groups that utilize the festival area for events in the planning of any shoreland improvements. Financial Considerations/Budget The total budget for the Paul Bunyan/Library Park Improvements is $1,637,215. This includes ½ cent sales tax in the amount of $887,215 and Legacy Funds in the amount of $750,000. Change Order 1 in the amount of $30, and the additional design work of $8,500 are well within the budget for the Park Project. Recommendations It is recommended the City Council approve Change Order #1 for Paul Bunyan/Library Park Construction Project increasing the Reierson Construction s contract amount by $30, for pedestrian trail lighting and fire lane access. It is also recommend to approve additional design/construction administration for WSB not to exceed $8,
