Project Title and Description Town of Abingdon Urban Path System Project: The Urban Path System will be a public system connecting streets and pedestrian sidewalks or trail linkages to residential and public areas within the Town of Abingdon. Neighborhood streets will include landscaping and traffic calming features to effectively manage traffic and encourage attractive and safe pedestrian-friendly environments. The project will promote trail connectivity, multi-modal transportation facilities, and pedestrian improvements through public education materials, signage, and other means. A study was conducted to identify open space and greenway opportunities, determine possible identify trail connections, identify important pedestrian connections between public spaces, determine neighborhoods where park facilities are needed, and prepare conceptual designs for two potential new park facilities Specific connection recommendations included: connection to the Barter Campus, connection from the Farmers Market to Veterans Memorial Park, connection linking William King Regional Arts Center and Dubose-Foster Fields by Academy Drive,connection to William King Regional Arts Center from downtown and Depot Square, connection to Main Street Park and William King Regional Arts Center, and sidewalks/trails connections that are designated as "safe routes to schools" for the middle and high school campus. The first phase will include the design and construction of the Western Urban Path that will connect the existing Overmountain Victory National Trail and the existing Virginia Creeper Trail.

10 FY ATTACHMENT B SELECTION CRITERIA COMMONWEALTH OF VIRGINIA COMPLETED FOR NEW PROJECTS ONLY A. Applicant Name: Town of Abingdon B. Project Title: Abingdon Urban Path System Project C. Responses will automatically expand to additional sheets as needed. 1. Demonstrated Need What need(s) will this project fulfill within the community? Explain all that apply. Safety: The current lack of connection between these two major points of interest results in pedestrians using existing roadways that are not design to handle pedetrian travel. This project would develop a safe route for non motorized travel. Non motorized Transportation: This phase is part of an overall plan to develop a safe route to school initiative for the middle and high school campus. Economic: The Virginia Creeper Trail has drastically improved the economic interest in the Town and this project will extend a portion of the trail to additional points of interest. The Overmountain Victory Trail in particular is a significant historical attraction for the Town and brings in outdoor enthusiasts from all over the Country. Historic Preservation: Other: 2. Project Usefulness and/or Benefit a) What purpose will this project serve and how will it benefit the community? Explain all that apply. Provides new bicycle/pedestrian facilities where none exist: Currently only existing alleyways (Town owned) and secondary road systems exists in the project area. Provides connectivity within the existing transportation network: This urban trail network will connect the Virginia Creeper Trail and the Overmountain Victory Trail. Environmental air quality benefit via alternate transportation: Tourism / Education benefit: Significant historic destinations will be available via the new trail system from the existing Virginia Creeper Trail. 11 b) Describe the primary users provide numbers/if available: The primary users will be bicyclists, pedestrian tourist, and citizens that frequent the trail systems in the Town of Abingdon. 3. Amenities/Support Facilities What facilities are available and/or included in this proposal? Describe. This phase will include signage, informational and educational kiosks, and multi-use trails. 4. Educational/Historical a) What educational experience will be provided? Describe. Historic information about the National Muster Grounds National Park and the Overmountain Victory Trail. b) Will interpretation of the site be provided and in what format? Interpretative kiosks will be provided along the path. c) What other historic / scenic sites are within the immediate vicinity? 5. Project Resources What resources are available? Describe. a) What financial support is available for project design and / or construction? The Town has pledged $30,000 to the project. b) Describe any preliminary engineering activities that have occurred including completion of a master plan: A study was conducted to identify open space and greenway opportunities, determine possible identify trail connections, identify important pedestrian connections between public spaces, determine neighborhoods where park facilities are needed, and prepare conceptual designs for two potential new park facilities Specific connection recommendations included: connection to the Barter Campus, connection from the Farmers Market to Veterans Memorial Park, connection linking William King Regional Arts Center and Dubose-Foster Fields by Academy Drive,connection to William King Regional Arts Center from downtown and Depot Square, connection to Main Street Park and William King Regional Arts Center, and sidewalks/trails connections that are designated as "safe routes to schools" for the middle and high school campus. c) Has all required property been secured? This request will cover the engineering design for the project. e) Describe how local support has been demonstrated provide numbers / data / sta s cs: The Virginia Creeper Trail has been so successful that the Town has allocated $30,000 towards the development of this path system. This connection will improve the pedestrian travel system that exists in the Town.

18 Excerpts on the Urban Path System from the Town of Abingdon Comprehensive Plan 2027 The Comprehensive Plan can be accessed at Connected. Pedestrian Friendly Neighborhoods: New neighborhoods should include connected streets and pedestrian sidewalks or trail linkages, where applicable. Neighborhood streets should include landscaping and traffic calming features to effectively manage traffic and encourage attractive and safe pedestrian-friendly environments. Promote trail connectivity, multi-modal transportation facilities, and pedestrian improvements through public education materials, signage, and other means. Use marketing efforts to encourage incorporation of similar features in new development.... As part of this comprehensive plan update, a study was conducted to identify open space and greenway opportunities, determine possible identify trail connections, identify important pedestrian connections between public spaces, determine neighborhoods where park facilities are needed, and prepare conceptual designs for two potential new park facilities. Pedestrian/Greenway Connection Opportunities 2027 During the comprehensive planning workshops, a number of citizens expressed a need for additional bikeways and sidewalks throughout town. The Virginia Creeper Trail is the primary greenway connection used by most citizens and visitors. Other than this primary facility, there are few non-motorized connections in town. Specific connections recommended for future consideration included: connection to the Barter Campus, connection from the Farmers Market to Veterans Memorial Park, connection linking William King Regional Arts Center and Dubose-Foster Fields by Academy Drive, connection to William King Regional Arts Center from downtown and Depot Square, connection to Main Street Park and William King Regional Arts Center, and Virgil/ia Creeper Tra il sid ewalks/trails connections that are designated as "safe routes to schools" for the middle and high school campus. A map of the proposed connections that should be considered for additional planning is presented on the following page. These connections were studied in conjunction with th e recreation and greenway planning undertaken as part of this comprehensive plan; the recommendations include a palette of trail design concepts, which are illustrated on the map. Note that the specific design for these greenway and pedestrian connections will vary based on location and type of trail needs. Since the Virginia Creeper Trail is located as an off-road greenway with dedicated right-of-way, this design should be utilized where possible on all new connecting greenways. Pedestrian connections along streets should utilize existing and new sidewalks.
19 In addition to the need for more greenway connections, citizens expressed their concerns for increasing visual and physical encroachments on the Virginia Creeper Trail from adjacent development along the corridor. This special recreational amenity is important to the overall social and economic hea lth of the community, and therefore, should be protected. Encroachment issues that shou ld be addressed include: access to an d across the trail, increased buffers for adjacent development, and architectural standards for structures visible from the corridor. At the present time, the town requires new structures to be set back 35 feet from the Creeper Trail right-of-way. Planning Policies for Parks, Recreation, and Open Space Greenways, trail connections and special open spaces are important community amenities that should be promoted, expanded, and protected in order to sustain the social and economic well-being of Abingdon's residents and encourage tourism. Solicit additional funding for park, trail, and sidewalk connections through Virginia Department of Transportation, Virginia Department of Conservation and Recreation, and other applicable state and federal agencies. In addition, consider private sources of funding for projects. The following illustrations represent typical cross-sections for potential greenway trails in Abingdon.
