8 SPECIFICATIONS General All cleaning shall be done outside of the normal working hours indicated on the attached building summary sheets. Cleaning at the Guelph Public Library shall be done as per each location summary. Employees A list of employees working in the building must be submitted with this tender. Personnel will not be admitted into the building unless approved by the City of Guelph in writing. It is advisable that back up personnel be included to avoid unapproved personnel being denied access to the facility. The contractor must employ bonded employees as part of this contract. All employees must wear a uniform identifying them as janitorial employees. Supplies and Equipment All cleaning equipment such as floor polishers and vacuums are to be supplied by the contractor. The Guelph Public Library will supply storage for equipment and supplies. Material Safety Data Sheets (M.S.D.S.) will be provided for all materials that the City supplies if required. The Guelph Public Library will supply garbage bags, paper hand towels, toilet paper, and hand soap. All supplies are to be requisitioned on request sheet controlled by the supervisor or designate. Recycling Program The contractor will participate in any separation at source program that the City of Guelph enacts. The labour to collect these materials and carry them to the pick up point will be the responsibility of the contractor. The City of Guelph will provide all necessary containers at the determined location. SP1

9 Log Book The contractor will update daily a logbook stored at a set location in each facility, indicating the following: 1. Date 2. Janitor(s) on site 3. Time arrived and departed 4. All quarterly, semi-annual and annual works 5. Report discrepancies If the contractor fails to report all quarterly, semi-annual and annual works in the logbook as these works are completed, then the Guelph Public Library will assume these works to be incomplete. The contractor will also use the log to report any building or furnishing damage that is noticed during cleaning. The Supervisor of Corporate Building Maintenance Services or designate is to be notified by the contractor the following morning of all entries made into the log relating to damage. The janitorial staff will contact the Supervisor of Corporate Building Maintenance Services or designate in the event that they encounter any severe vandalism, an unsecured building due to glass or door breakage or any other condition requiring immediate attention. Tailored Task Schedules The task schedule for each facility contains the following: Tailored task schedules Hours of operation Scheduled after hour activities Frequency of unscheduled after hour activities Special provisions Building schedule will be posted on a monthly calendar with the supervisor and with the janitorial log. Notice will be given for all unscheduled activities requiring janitorial services. It will be the supervisor s responsibility to maintain and update the calendar. SP2

13 Cleaning Terms- Definitions Toilets & Urinals: Use brush and cleaner to clean and remove stains from interior of unit flush after cleaning, use cleaner on exterior of unit for a clean finish and to remove all stains. Disinfect toilet seat. Trash Containers: Remove trash or garbage bags, wipe clean and sanitize container s interior and exterior, and install proper colour of new garbage bag. Dispose of trash in the proper receiver Dispensers: Refill as required soap, paper towel, toilet paper etc (supply must be enough to last until next cleaning schedule). Wipe clean and sanitize outside of dispensers. Glass Mirrors: Wipe clean with appropriate glass cleaning ensuring no streaks. Chrome and Hardware: Wipe clean and disinfect no finger prints or scuffs, etc. use cleaning product to ensure shiny, clean finish on surface. Vacuum Floors Pick up large debris first, vacuum carpeted floors ensuring total area coverage including under desks avoiding electrical cords, and vacuuming corners Sweeping Floors: Pick up large debris first, sweep ensuring total area coverage prior to damp mopping or floor scrubber. Mopping Floors: After sweeping use clean water and cleaning product to cover entire floor area leaving clean shiny floor Wipe down walls, baseboards: Remove dust, scuffs, dirt and other marks with cleaner and damp cloth. Countertops: Damp wipe clean and disinfect countertops, cupboards upper, lower and sides, as well as under items on counter tops. Sinks: Stainless steel, clean with a damp cloth and abrasive cleaner then rinse Non Stainless steel, clean with damp cloth and disinfectant cleaner Doors Cleaned: Wipe down doors with a damp cloth, disinfect handles, and grab bars. If door contains glass, clean with glass cleaning product for streak free finish both sides. Drinking Fountains: SP6

14 Use appropriate cleaning product to wipe away all spots, marks and water spots to leave a shinny finish. Ledges & Window Sills: Remove dust, dirt, etc. with cleaner and damp cloth from all ledges and sills leaving a dust free finish. Janitors/Storage Area: Organize and tidy all products and/or equipment, with appropriate labelling following WHIMS Regulations. Vents: Wipe with damp cloth and cleaner leaving a non streak finish Upholstered Furniture & Drapes: Remove any dirt or scuff marks with damp cloth and cleaner Refrigerator: Remove contents and wipe clean with disinfectant cleaner. Put contents back in. Wipe down exterior of refrigerator with damp cloth and cleaner Lights: With a dry soft cloth wipe removing dust Kick Plates & Thresholds: Wipe with damp cloth and cleaner to remove all marks or scuffs. Light Switches & Push Plates: Wipe with a damp cloth and disinfectant cleaner to remove all marks or scuffs, clean with sanitizer. Chairs, Clocks & Pictures: Remove dust with a dry soft cloth Photo Copier: Remove dust with a dry soft cloth Cleaning Products The successful bidder will supply all the required cleaning products which MUST be approved by the City of Guelph prior to use. The products are to be ecologo environmentally friendly MUST be scent-free. MSDS for each product MUST be provided and kept at each facility and MUST kept current. The City of Guelph reserves the right to inspect, and remove any dangerous materials/products not approved by the City. The City of Guelph reserves the right to SP7

15 conduct random product checks and testing as required. to ensure the safety and health of workers and building occupants. Different facilities will require different products as specified by the City of Guelph, No products are to be used at or transported from one location to another even if the same products are used. Only products with the EcoLogo symbol that contain chemicals that have little or no impact on the environment and humans will be used. Products will be evaluated annually. All products MUST be approved for use by Guelph Public Library. This review will be done in coordination with the City of Guelph, Disability Services and will include a review of the EcoLogo website for products listed under the following: cleaning products with low impact for environmental illness and endocrine disruption. Once products are available under this category, they will be evaluated by the City for use. EcoLogo website: Communication At no time will the successful bidder s staff take direction from extra work, out side of the detailed list of work, for each Facility. All direction will come from either their direct Supervisor or City Library representative. The successful vendor(s) will provide to the Guelph Public Library contact numbers for employees (crews) working at any or all locations awarded. Emergency contact information for the Guelph Public Library will be supplied to the Vendor(s). Equipment All equipment used within City Library buildings must have CSA approval sticker or equivalent. Equipment will be inspected by the City of Guelph prior to use in the Facilities. The City of Guelph has the right to randomly inspect any equipment for damage. If damaged or dangerous equipment is found, said equipment will be removed from service and will not be returned to service until repairs and inspection has been completed. Paper Towel/ Toilet Paper The above will be supplied by the Guelph Public Library. It is the responsibility of the contractor to re-new these items in water closets and washrooms. The Guelph Public Library will insure that paper towels and toilet paper are stocked in each facility. It is the Responsibility of the vendor(s) to notify facility contact if stock is required. Access/exiting To gain entry into each facility there will be either keys, codes, cards or a combination of all supplied by Guelph Public Library. Details for each Facility will be worked out and adhered to by both City of Guelph and Vendor. The number of keys, codes or cards issued and who will be in control of them for each Facility will be recorded and updated as new employees are hired or if an employee is terminated. The Guelph Public Library will be notified immediately under these conditions. Vendor will notify the Guelph Public Library of any lost keys, cards or codes. SP8

16 Deactivation and reactivation of security systems will be a requirement for each Facility. Failure to reactivate a security system at a Facility could result in immediate termination of this contract. The Guelph Public Library has the right to delete access, change codes, locks or entry to a Facility without prior notice to the Vendor. SP9

Page 3 of GREEN CLEANING POLICY The purpose of the Green Cleaning Policy is to reduce the exposure of the building occupants and maintenance personnel to potentially hazardous chemicals, biological and particulate contaminants which may adversely affect air quality, building quality, and human health. It is Guelph East End Public Library s objective to select environmentally friendly products to protect the natural environment. 2. GOAL STATEMENT Guelph East End Public Library (GEEPL) will strive to use environmentally friendly (low impact) chemicals in cleaning its facility, and incorporate these products into their Green Cleaning Policy. The Green Cleaning Policy will strive to make this location as satisfactory for its occupants as possible, with special focus on practices which affect respiratory problems, such as asthma, and skin irritations from cleaning supplies. Additionally, GEEPL will strive to take advantage of all waste disposal options, addressing the recycling and reuse of products before disposal to landfill. 3. SCOPE 3.1. Purchasing GEEPL encourages the purchase of green cleaning equipment as outlined in Appendix A. All powered cleaning equipment purchases including repair and maintenance must be documented. When purchasing equipment, obtain vendor specification sheets; there should be specifications sheets for all equipment in use Additionally, GEEPL encourages the abidance of the cleaning, hard floor, and carpet care guidelines outlined in Appendix B All purchasing activity shall be documented Floor Maintenance A written floor maintenance plan shall be created to ensure consistency in floor care Additionally, a dated log should be kept that details: 1. Page 4 of Hand Hygiene To promote hand hygiene, each employee shall be educated of the importance of hand hygiene and posters will be posted in lavatories Alcohol based hand sanitizers will be placed in each room (lavatory, training room, etc.) as well as distributed periodically throughout the branch Hand soaps are not to contain antimicrobial agents, except where required by health codes Occupant Feedback In an effort to continuously improve and evaluate new technologies, procedures and processes, GEEPL will develop provisions for collecting occupant feedback. This includes: 1. Implementing an occupant survey and complaint response system 2. Documenting the results of the survey, and any actions taken as a result. 4. CLEANING STRATEGIES 4.1. Preventative Maintenance Conduct maintenance as per GEEPL Operations and Maintenance Manual Predict any possible abnormalities such as weather induced leakage and plan accordingly Review the building on an annual basis, looking for new ways to reduce pollution and increase building efficiency. Also, look for and remedy any deterioration of system from previous year. 1. Inspect for and remedy any areas where pollutants could enter the building General Cleaning Regular cleaning activities should take place during off peak hours (i.e. in the evening, after hours) to minimize impact on building occupants All non emergency cleaning should take place according to schedule, allowing all other occupants to be aware of when cleaning will occur. Windows and light fixtures should be cleaned on a monthly basis to improve interior lighting Chemical Cleaning Products When mixing or using chemicals, protective gear such as gloves or goggles should be worn Acid cleaners should only be used to remove the most difficult of stains. Reminder: acid should never be mixed with bleach Chemicals should only be mixed in areas with direct ventilation to the outdoors Any hazardous chemicals stored/used on site should be organized according to hazard class When cleaning using chemical products, minimize the chemical residue left behind Carpeting Vacuum carpeted entryways frequently; pay special attention to areas under vents fed by unfiltered outside air. 1. Vacuum should have strong suction, tight filter, rotating brush. 2. Vacuum should use high efficiency vacuum bags and HEPA filters. 3. When vacuuming, use between 4 10 back and forth strokes, depending on traffic When washing carpets, do not saturate Deep clean carpeting twice a year according to manufacturer s instructions Treat spills immediately to prevent spreading and staining Only use carpet spot removal product after trying to remove spot with regular washing Flooring Flooring must be dust mopped on a regular basis. Remove all waste and trash and dispose as appropriate; replace garbage bag or liner. 2. Wash and disinfect floors, walls and sinks. 3. Ensure all drains are working properly. When storing equipment, ensure it is clean. Keep closets clean, well ventilated and dry Electrical Room Frequently inspect areas for leaks and remove any pools of water, dust and debris. Check for any sign of animal activity inside the building Documentation There must be records maintained which indicate the dates and times when each cleaning process was performed. Each cleaning process must have records showing which chemical is used in each different cleaning process, and the volume and concentration of the chemical. Records must be kept pertaining to the green cleaning policy, the training of staff, occupant feedback forms, and any strategies which have been implemented in an effort to increase efficiency, cleanliness, or occupant comfort. Page 9 of 12 APPENDIX A RECOMMENDED CLEANING PRODUCTS Vacuum cleaners must be certified by the Carpet and Rug Institute Green Label Testing Program for vacuum cleaners and operate with a sound level of less than 70dBA. Carpet extraction equipment used for restorative deep cleaning is certified by the Carpet and Rug Institute s Seal of Approval Testing Program for deep cleaning extractors. Propane powered floor equipment has high efficiency, low emissions engines with catalytic converters and mufflers that meet the California Air Resources Board (CARB) or U.S. Environmental Protection Agency (EPA) standards for the specific engine size and operate with a sound level of less than 90dBA. Automated scrubbing machines are equipped with variable speed feed pumps and on board chemical metering to optimize the use of cleaning fluids. Alternatively, the scrubbing machines use only tap water with no added cleaning products. Battery powered equipment is ergonomically designed to minimize vibration, noise and user fatigue.
