1 CITY OF STUART, FLORIDA AGENDA ITEM REQUEST CITY COMMISSION Prepared by: 7. Title of Item: Resolution No ; Rebates for energy efficient renovation activities. (RC) Summary Explanation/Background Information on Agenda Request: In the Spring of 2012, the Commission established a permit refund program for energy efficient activities primarily focused on new construction. To date, there have been 114 participants with refunds from the Building Permit Reserve (BPR) totaling $19,145. A copy of the refund program ordinance is attached. The Commission has also authorized spending from the BPR for energy efficiency assessments sponsored by the not-for-profit Solar Energy Loan Fund (SELF) totaling $5,875. With a current balance of approximately $1.2 million in the BPR, staff suggests there are sufficient dollars to substantially expand the City s energy efficiency program to include rebates for renovation activities such as solar hot water heaters, high efficiency air conditioning systems, highly rated windows and doors, and other comparable building improvements. The proposed activities and rebates are as follows: Solar Water Heater $ Ea. Tankless Water Heater $ Ea. 15 Seer or Higher HVAC system $ Ea. Duct Repair/Sealing/Replacement $ Energy Star Rated Roof $ Radiant Roof Barrier System $ Energy Star Rated Windows or Doors $ Ea. Attic/Roof/Wall/Floor Insulation $ Low Flow Plumbing Fixture Replacement $25.00 Ea. Solar Attic Fans $75.00 Ea. The attached resolution establishes rebates on a first-come-first-served basis and caps expenditures at $200,000 over the life of the program. Note: With regard to the balance of the BPR, staff anticipates coming forward to the Commission in the coming weeks to recommend an amendment to the City s fiscal policy to establish a Hurricane/Emergency Fund of approximately $100,000 to cover the cost of building permits post event, as well as funding to implement on-line permitting. 3 BEFORE THE CITY COMMISSION CITY OF STUART, FLORIDA RESOLUTION A RESOLUTION OF THE STUART, FLORIDA CITY COMMISSION TEMPORARILY AUTHORIZING A REBATE PROGRAM FOR CERTAIN ENERGY EFFICIENT RENOVATION ACTIVITIES; PROVIDING FOR AN EFFECTIVE DATE AND FOR OTHER PURPOSES. WHEREAS, to encourage energy efficient renovation activities, the Stuart City Commission deems it appropriate and in the Public s best interest to temporarily establish a rebate program for the installation of solar water heaters, high efficiency air conditioning systems, highly rated windows and doors, and other comparable building improvements. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF STUART, FLORIDA that: SECTION 1: An energy efficiency rebate program for specific renovation activities is hereby established for a temporary and indefinite period, on a first-come first-served basis, providing that rebate expenditures over the life of the program, which shall be derived from the City s Building Permit Reserve fund, shall not exceed $200,000. Further, the program is cancellable at any time by a vote of the City Commission. SECTION 2: The following rebates shall apply: Solar Water Heater $ Ea. Tankless Water Heater $ Ea. 15 Seer or Higher HVAC system $ Ea. Duct Repair/Sealing/Replacement $ Energy Star Rated Roof $ Radiant Roof Barrier System $ Energy Star Rated Windows or Doors $ Ea. Attic/Roof/Wall/Floor Insulation $ Low Flow Plumbing Fixture Replacement $25.00 Ea. Solar Attic Fans $75.00 Ea.
4 SECTION 3: Additional program conditions: (a) Solar Panels used to heat swimming pools are not eligible for the rebate program. (b) only ENERGY STAR Rated equipment shall be eligible for a program rebate, (c) all equipment and materials must be installed by a qualified contractor, (d) new construction and projects involving renovation of more than two-thirds of the square footage of an existing structure shall not be eligible for program rebates. SECTION 4: A report on program activities shall be produced on at least a quarterly basis. SECTION 4: This Resolution shall take effect upon adoption. Commissioner offered the foregoing ordinance and moved its adoption. The motion was seconded by Commissioner and upon being put to a roll call vote, the vote was as follows: TROY A.
