1 On motion by Phillip Gouaux, seconded by Jerry LaFont, the following resolution was introduced and adopted; RESOLUTION NO RESOLUTION APPROVING THE ATTACHED COOPERATIVE ENDEAVOR AGREEMENTS FOR HOMELAND SECURITY EQUIPMENT FROM SOUTH CENTRAL PLANNING AND DEVELOPMENT COMMISSION FUNDED THROUGH THE FY11 LOUISIANA STATE POLICE AND OFFICE OF HOMELAND SECURITY AND EMERGENCY PREPAREDNESS GRANT # EMW-2011-SS S01; AND FURTHERMORE TRANSFERRING OWNERSHIP OF SOME OF THE SAME EQUIPMENT TO OTHER RESPONDER AGENCIES WITHIN THE PARISH OF LAFOURCHE AND AUTHORIZING THE PARISH PRESIDENT TO SIGN, EXECUTE AND ADMINISTER ANY AND ALL RELEVANT DOCUMENTS AND AMENDMENTS. WHEREAS, the State of Louisiana is vulnerable to a wide-array of disasters, which includes disasters caused by terrorists acts; while the probability may be very low that Lafourche Parish will be subjected to a terrorist incident involving Weapons of Mass Destruction (WMD) the consequences of being unprepared are catastrophic; and WHEREAS, the Parish desires to improve the capability and coordination with the State of Louisiana to respond to terrorist acts, as well as natural and man-made disasters; and WHEREAS, the Parish has prepared and had approved by the U.S. Department of Justice, the State and Local Domestic Preparedness Equipment Program Louisiana Strategy, to allow for the participation in the State and Local Domestic Preparedness Equipment Program; and WHEREAS, the Parish is fully qualified and eligible to receive said equipment herein; and is allowed to disburse said equipment to other fully qualified and eligible entities located within the Parish of Lafourche, through Chris Boudreaux, Director of the Lafourche Parish Government Office of Homeland Security and Emergency Preparedness; and WHEREAS, the Parish and any other recipients of said Homeland Security equipment must meet minimum training certifications for all equipment purchased with grant funds; and be responsible for maintaining equipment items and shall be accountable for all equipment items for audit purposes; and dispose of such equipment in accordance with state laws, regulations and procedures; and retain records for the disposition on non-expendable personal property valued at $5,000 or more at the time of acquisition for five (5) years after final disposition; and

2 WHEREAS, the grant provides for responder agencies beyond Parish Government including the City of Thibodaux, the Town of Lockport and the Town of Golden Meadow, all Fire Districts, Ochsner St. Ann Hospital, Thibodaux Regional Medical Center, Lady of the Sea Hospital, and Ambulance Service District No. 1; and WHEREAS, the following equipment was purchased to be forwarded to responder agencies in accordance with grant specifications; and WHEREAS, this resolution was sponsored for Administration by Mr. Phillip Gouaux, Councilman, District 7; and THEREFORE, BE IT RESOLVED, by the Lafourche Parish Council convened in regular session on May 22, 2012, that: the Lafourche Parish Governing Authority does hereby transfer ownership of the below listed equipment from South Central Planning and Development as a part of the Louisiana State Police and Office of Homeland Security and Emergency Preparedness FY11 Grant # EMW-2011-SS S01; 1 Motorola XTL 2500 Mobile Radio 1 Mic for SCBA Air Packs 1 AED 2 Digital Cameras 1 Video Display Installed 2 Laptops 1 Motorola XTS 2500 Portable Radio 29 Spare Batteries for Motorola XTS 2500 Portable Radios 2 IPADS with Accessories 1 Battery powered saws-all 2 Electric cord reels 2 Road Barricades 1 Thermal Imaging Camera 1 Generator with Light 1 Handheld Light 2 Halligan Tools 2 MSA carbon fiber air packs 2 Gas detectors 7 Minitor V Fire Pagers 2 Mobile Data Computers 1 MRI Safe Pulse Oximeter with Software 4 Mask Leak/Fit Tester 18 Stream Lights 10 Stream Light Batteries 4 Fire Helmets BE IT FURTHER RESOLVED, that the Lafourche Parish Governing Authority does hereby transfer ownership and deliver the following described property: TO THE CITY OF THIBODAUX: 1 VIDEO DISPLAY INSTALLED
