1 RESOLUTION A RESOLUTION OF THE BOARD OF SUPERVISORS OF LAKEWOOD RANCH COMMUNITY DEVELOPMENT DISTRICT 4 APPROVING PROPOSED BUDGETS FOR FISCAL YEAR 2015 AND SETTING A PUBLIC HEARING TO ADOPT THE BUDGETS FOR FISCAL YEAR 2015 PURSUANT TO FLORIDA LAW AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Executive Director has heretofore prepared and submitted to the Board of Supervisors of Community Development District 4 ( the Board ) prior to June 15, 2014 a proposed operating budget and debt service budget for Fiscal Year 2015; and WHEREAS, the Board has considered the proposed budgets and desires to set the required public hearing thereon; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE LAKEWOOD RANCH COMMUNITY DEVELOPMENT DISTRICT 4: 1. The operating and debt service budgets proposed by the Executive Director and as such may have been amended by this Board for Fiscal Year 2015 attached hereto as Exhibit A are hereby approved as the basis for conducting a public hearing to adopt said budgets. 2. The proposed Fiscal Year 2015 budgets are hereby approved for advertising and public hearing. A public hearing to adopt the Fiscal Year 2015 budgets is hereby declared and set for the following date, hour and location: Date: Thursday, August 21, 2014 Hour: Location: 8:00 a.m. Town Hall 8175 Boulevard, Florida The Executive Director is hereby directed to submit a copy of the approved budgets to Manatee County at least 60 days prior to the hearing set above. 4. In accordance with Section , Florida Statutes, the District s Clerk is further directed to post the approved budgets on the District s website at least two days before the budget hearing date as set forth in Section Notice of this Public Hearing shall be published in the manner prescribed in Florida Law. 6. The 3.5 mile design project also includes reconstructing the 1-75/ University Parkway interchange from the existing diamond design to a diverging diamond interchange (DDI) design, the first DDI in Florida to advance to the final design phase. The project wi ll widen about 3.5 miles of 1-75, from north of Fruitville Road to north of University Parkway, to an eight-lane highway with three through lanes and one auxiliary lane in each direction added to the interstate median. This project will widen 1-75 bridges over Erie Creek and replace 1-75 bridges over University Parkway. The project also includes widening about one mile of University Parkway from the Cattlemen Road/Cooper Creek Boulevard intersection to the Market Street/ Lake Osprey Drive intersection. A future ultimate 1-75 design project will widen the interstate from eight lanes to twelve lanes. The ultimate project includes two express lanes, three general use lanes, and one auxiliary lane in each direction within the project limits. Ultimate improvements are planned to extend acceptable level of service for 1-75 well beyond Construction is not currently funded in FDOT's five year work program. 3 DDl's are a unique and highly effective concept based on a standard diamond interchange with a shift in crossroad traffic within the interchange. Through traffic on University Parkway will cross paths twice as traffic shifts to the left side of oncoming traffic between the interstate ramps. The design allows left turn movements to occur without crossing oncoming traffic. The University Parkway DOI can handle future anticipated traffic while significantly reducing space and impacts required to implement the design. Public Involvement FOOT conducted a comprehensive public involvement program during the Project Development and Environmental (PD&E) study of 1-75 from south of SR 681 to north of University Parkway in Sarasota and Manatee counties. The program included public hearings in February and May Similarly, the department developed a Community Awareness Plan (CAP) that is implemented during the design phase to solicit input from the public, officials, agencies and other interested persons. In addition, FOOT project representatives are available to make a presentation about the project to community groups and orga nizations as requested. 7 Performance Evaluation: With only 34 punch list items and no carry over items from previous month's inspection, DTE's performance remains stellar in District 4. Pentas are to arrive the week of 6/9 and are a suitable choice for summer annuals, as the can withstand both heat and humidity. Soil amendments beyond contract standards have taken place and should nourish the annual plants for the coming months. Work still needs to be accomplished related to removing dead limbs. DTE received a passing score for the month of May.
