1 I-75 Overpass Study Summary Sarasota County Transportation Planning evaluated various I-75 Overpass alternatives between University Parkway and Fruitville Road. Additionally, a consultant, Hanson Professional Services, Inc., was hired to provide an independent evaluation of I-75 Overpass alternatives as four lanes. Attached is their transportation impact assessment. The following four alternatives were analyzed: (1) I-75 Overpass crossing from Professional Parkway to North Cattlemen Road at the north end of the Nathan Benderson Park (2) I-75 Overpass crossing from Lakewood Ranch to North Cattlemen Road at the south end of Nathan Benderson Park (3) I-75 Overpass crossing from Lakewood Ranch to North Cattlemen Road at the south end of Nathan Benderson Park and extending to Honore Avenue (4) I-75 Overpass crossing from Lakewood Ranch to North Cattlemen Road at the south end of Nathan Benderson Park and extending to Deer Hollow Based on the analysis, Alternative 3 provides the most beneficial connectivity to the overall roadway network. However, after evaluating the alternatives and considering public comments, Alternative 2 has been selected as the appropriate option.

7 1. INTRODUCTION 1. Introduction 1.1. Background Sarasota County is requesting a Project Traffic Technical Memorandum that will identify traffic impacts and the Level of Service (LOS) on the study roadways due to the proposed I-75 Overpass in Sarasota County. In October 2013, Sarasota County entered into a Transportation Facilities Agreement with the Villages which provides for an alternative proportionate share project involving an I-75 Overpass connecting Lakewood Ranch from the Villages to N Cattlemen Road. The I-75 Overpass and the Phase II connection to Honore Avenue is anticipated to provide traffic congestion relief to adjacent roadways in the region Purpose The purpose of this memorandum is to identify traffic impacts and Level of Service (LOS) on the study roadways due to the proposed I-75 Overpass in Sarasota County Project Location The project is located in Sarasota and Manatee County, Florida and is located within the Sarasota/Manatee Metropolitan Planning Organization (MPO) boundaries. The study area is between State Road 70 (north) to Fruitville Road (south) and Lockwood Ridge Road (west) to Lorraine Road (east). University Parkway is in the middle of the study area and is the dividing line between Manatee and Sarasota County. To the north, is Manatee County and to the south, is Sarasota County. The project location is shown in Figure

9 2. METHODOLOGY 2. Methodology 2.1. Overview This section documents the analysis methodology used in preparation of this memo. The existing traffic is based on data provided by Sarasota County, Manatee County, and the Florida Department of Transportation (FDOT) Analysis Years The following study years are established for this memorandum: Existing Year: 2014 Future Years: 2020 and Study Area The study area for the project is bound by Lockwood Ridge Road from SR 70 to Honore Avenue and Honore Avenue from Lockwood Ridge Road to Fruitville Road to the west; Lorraine Road from SR 70 to Fruitville Road to the east; Fruitville Road to the south and SR 70 to the north from Honore Avenue to Lorraine Road. The distance between Fruitville Road and SR 70 is approximately 3.5 miles. Honore Avenue is approximately 1.0 mile west of I-75. North Cattlemen Road runs approximately 300 feet west and parallel to I-75. The following major roadways shall be analyzed as part of this study: Lockwood Ridge Road from SR 70 to Honore Avenue Honore Avenue from Fruitville Road to Lockwood Ridge Road Lorraine Road from SR 70 to Fruitville Road Fruitville Road from Honore Avenue to Lorraine Road University Parkway from Honore Avenue to Lorraine Road SR 70 from Lockwood Ridge Road to Lorraine Road North Cattlemen Road/Cooper Creek from Fruitville Road to Honore Avenue 17 th Street/Deer Hollow from Honore Avenue to Richardson Road Lakewood Ranch from Fruitville Road to SR 70 Richardson Road from Honore Avenue to N Cattlemen Road Desoto Road from Honore Avenue to N Cattlemen Road I-75 from Fruitville Road to SR 70 Future East-West Connector Road from Lakewood Ranch to Lorraine Road The major roads in the study area include different functional classifications and geometry that are shown in Table 2-1. Number of lanes, lane width, median width, and speed limits were confirmed using Google Earth satellite imagery. The area type and functional classification were confirmed using the 2014 Florida Transportation Information (FTI) DVD

K Factor For this study, the 100 highest peak hour K factor was used. The K factor (K100) is the proportion of the annual average daily traffic (AADT) occurring during the 100 th highest hour of the year, depending upon the area type. The K factors for Sarasota County roadways were provided by the county and are provided in Appendix B. For state roads and Manatee County roadways, the K factor were found using the FTI DVD Development of Design Traffic The development of design traffic for this memorandum followed the procedures consistent with the process defined in the 2014 FDOT project Traffic Forecasting Handbook. The volume projections or design hourly volumes (DHV) were developed by multiplying the AADTs by the K factors for each corresponding roadway segment. DHV = AADT K factor 2.7. Level of Service Criteria The term Level of Service (LOS) is defined as a system of designated ranges from A (best) to F (worst) used to evaluate roadway performance. The LOS criteria for the study roadway segments were based on the LOS standards set by the county that the roadway resides in except for state roads. For state roads such as I-75 and SR 70, the standard of LOS D will be used. The existing minimum adopted LOS standard set for each road segment is shown in Table

Analysis Procedures Generalized Level of Service Tables To analyze the study roadways, the 2012 Generalized Service Volume Tables from the FDOT Quality/Level of Service Handbook was used. The generalized peak hour two-way volumes tables were used. The generalized tables change based on the following roadway attributes: area type, state or county road, number of lanes, and speed limit. The generalized table chosen for each roadway segment was based on the roadways attributes Volume to Capacity (V/C) Ratio To compare the road segments, the V/C ratio had to be analyzed for the four Build Alternatives. The V/C ratio is the ratio of demand volume to capacity or the ratio of service flow volume to capacity. As the Level of Service does not always give a good representation of improvement or digression on the study roadway segments, the V/C ratio was calculated to compare the No-Build and Build alternatives Vehicle Miles Traveled Vehicle Miles Traveled (VMT) was analyzed for the No Build and Build Alternatives. The VMT is a statistic representing the total number of vehicles multiplied by the total number of miles which are traversed by those vehicles. The VMT will be analyzed for segment and total for each alternative. 7

Existing Roadway Characteristics The existing roadway network consists of fourteen study roadways: Lockwood Ridge Road: From Fruitville Road to 17 th Street, Lockwood Ridge Road consists of 2 lanes 10 feet wide, there is no median, a posted speed limit of 45 miles per hour (mph), and a sidewalk on one side of the road. From 17 th Street to SR 70, Lockwood Ridge Road consists of 4 lanes 10 feet wide, a median 15 feet wide with left turn bays, a posted speed limit of 45 mph, and bike lanes and sidewalks that are along each side of the road. Desoto Road: Consists of 2 lanes 12 feet wide, with median on more than half of the segment, a posted speed limit of 30 mph, and a sidewalk on one side of the road. Honore Avenue: Consists of 2 lanes 12 feet wide, throughout the corridor a median comes and goes that is 30 feet wide, a posted speed limit ranges from mph, and bike lanes and sidewalks that are along each side of the road. 17th Street: Consists of 4 lanes 11 feet wide, a median 18 feet wide, a posted speed limit of 45 mph, bike lanes and sidewalks that are along each side of the road. Deer Hollow : Consists of 2 lanes 11 feet wide, there is no median, a posted speed limit of 25 mph, and no bike lanes or sidewalks. Richardson Road: Consists of 2 lanes 11 feet wide, there is no median, a posted speed limit of 40 mph, and no bike lanes or sidewalks. North Cattlemen Road: Consists of 4 lanes 12 feet wide, a median 20 feet wide, a posted speed limit ranging from mph, and bike lanes that are on each side of the road and a sidewalk along the North Cattlemen Road southbound. Cooper Creek : Consists of 4 lanes at the beginning and end of the boulevard that are 12 feet wide and a median 22 feet wide. In the middle of the boulevard, there are 2 lanes 12 feet wide and no median. Throughout the boulevard there is a posted speed limit of 30 mph with bike lanes and sidewalks that are along each side of the road. Lakewood Ranch : Consists of 4 lanes 10 feet wide, a median 30 feet wide with left turn bays, a posted speed limit of 35 mph, and bike lanes and sidewalks that are along each side of the road. Lorraine Road: Consists of 4 lanes 11 feet wide, a median 22 feet wide with left turn bays, a posted speed limit of 35 mph, and bike lanes and sidewalks that are along each side of the road. State Road 70: Consists of 6 lanes 11 feet wide, a median 30 feet wide with left turn bays, a posted speed limit ranging from mph, and bike lanes and sidewalks that are along each side of the road. 8

EXISTING CONDITIONS University Parkway: From Lockwood Ridge Road to Lakewood Ranch, University Parkway consists of 6 lanes 12 feet wide, a median 22 feet wide with left turn bays, a posted speed limit of 50 mph, and bike lanes and sidewalks that are along each side of the road. From Lakewood Ranch to Lorraine Road, University Parkway consists of 4 lanes 12 feet wide, a median 30 feet wide with left turn bays, a posted speed limit of 45 mph, and a sidewalk along University Parkway westbound. Fruitville Road: Consists of 2-6 lanes 12 feet wide, a median ranging in size, posted speed limits ranging from 45-55, and bike lanes and sidewalks are along each side of the road. I-75: Consists of 6 lanes 13 feet wide and 10 foot shoulders, a grass median 70 feet wide, and a posted speed limit of 70 mph Existing Traffic Operational Analysis Operational analyses have been performed for all of our study segments for the 100 th peak hour DHV volume for the Existing Year The results are shown in the table below. Using the county standards, LOS was designated for each segment. The results for each roadway segment are shown in Table

EXISTING CONDITIONS Honore Avenue, SR 70, University Parkway, Fruitville Road, Cooper Creek and I-75 are currently not operating at an acceptable LOS standard according to Sarasota and Manatee County for the following segments: Honore Avenue: Desoto Road to Longmeadow operating at an existing LOS of D while the standard is set as C. Honore Avenue: Taywood Meadows to 17 th Street operating at an existing LOS of E while the standard is set as C. Honore Avenue: 17 th Street to Richardson Road operating at an existing LOS of F while the standard is set as C. Honore Avenue: Richardson Road to Fruitville Road operating at an existing LOS of F while the standard is set as C. SR70: Tara to I-75 operating at an existing LOS of E while the standard is set as D University Parkway: Honore Avenue to I-75 operating at an existing LOS of E while standard is set as D. Fruitville Road: Honore Avenue to I-75 operating at an existing LOS of D while the standard is set as C. North Cattlemen Road/Cooper Creek : Honore Avenue to University Parkway operating at an existing LOS of D while the standard is set as C. 19 4. ALTERNATIVES 4. Alternatives As part of this memorandum, the following alternatives have been considered: No Build Build Alternatives The alternatives were analyzed to assess their effectiveness in meeting the future travel demand. Figure 4-1 provides an area map showing where the Build Alternatives will be located No Build Alternative The No Build Alternative provides a baseline for comparison to all study alternatives. This alternative represents the existing physical and operational conditions within the study area including all planned and programmed roadway improvements over the course of the analysis years Build Alternatives Four alternatives have been developed and evaluated in this memorandum: Build Alternative 1 Overpass Crossing from Professional Parkway to North Cattlemen Road Build Alternative 2 Overpass Crossing from Lakewood Ranch to North Cattlemen Road Build Alternative 3 Overpass Crossing from Lakewood Ranch to Honore Avenue Build Alternative 4 Overpass Crossing from Lakewood Ranch to Deer Hollow These alternatives are discussed in detail below Build Alternative 1 Overpass Crossing at Professional Parkway Alternative 1 will be located just south of University Parkway. It will be a new two lane roadway from Professional Parkway to North Cattlemen Road. A four lane overpass over I-75 will be constructed. An approximate location and description can be seen in Figure Build Alternative 2 Overpass Crossing from Lakewood Ranch to N Cattlemen Road Alternative 2 will be located between University Parkway and Fruitville Road. It will be a new four lane roadway from Lakewood Ranch to North Cattlemen Road. A four lane overpass over I-75 will be constructed. An approximate location and description can be seen in Figure

20 4. ALTERNATIVES Build Alternative 3 Overpass Crossing from Lakewood Ranch to Honore Avenue Alternative 3 will be located between University Parkway and Fruitville Road. It will be a new four lane roadway from Lakewood Ranch to North Cattlemen Road. A four lane overpass over I-75 will be constructed. Additionally, a new two lane roadway from Cattlemen Road to North Honore Avenue will be built. An approximate location and description can be seen in Figure Build Alternative 4 Overpass Crossing from Lakewood Ranch to Deer Hollow Alternative 4 will be located between University Parkway and Fruitville Road. It will be a new four lane roadway from Lakewood Ranch to North Cattlemen Road. A four lane overpass over I-75 will be constructed. Future Traffic Future traffic was developed using the Sarasota, Manatee and Charlotte (SMC) County Model with validated base year 2007 and cost feasible year Using the volumes produced from the model and different growth rates for each roadway segment based on the model, 2014 FTI DVD, and projected growth possible, observed in Google Earth imagery, future traffic volumes for the alternatives were developed. Throughout the development of future traffic, intermediate deliverables regarding modeling, growth rate, and traffic development were provided for comment and approval Travel Demand Model This section describes the validation process of the 2007 (SMC) County Model subarea for use on the I-75 Overpass Transportation Impact Assessment Subarea for I-75 Overpass Assessment The I-75 Overpass Transportation Impact Assessment project identifies traffic impacts on the study roadways due to the proposed I-75 Overpass in Sarasota County connecting Lakewood Ranch from the Villages to North Cattlemen Road. The subarea to be used and validated within the model is bound by SR 70 to the north, Fruitville Road to the south, Lorraine Road to the east and Lockwood Ridge Road to the west Subarea Validation The SMC County Model includes a validation report that was already completed for the entire model in The report includes validation details for the entire modeling process including trip generation, trip distribution, mode choice, and assignment models. These models were assumed to be validated in the subarea. The subarea validation in this memo focuses on the input data, particularly the network and socioeconomic data. To begin the validation process, the 2007 network was reviewed within the subarea using 2007 aerial photography. The following is a list of network errors that were found and fixed to calibrate the model: Lorraine Road from SR 70 to University Parkway was coded as 2 lanes. This was updated based on 2007 aerial photography to 4 lanes. University Parkway from Legacy to Lorraine Road was coded as 2 lanes. This was updated based on 2007 aerial photography to 4 lanes. Lorraine Road from University Parkway to Fruitville Road was not included in the model. The model was updated to include a 2 lane roadway based on 2007 photography. With these changes, the 2007 model was run and the subarea was reviewed AADT counts were included on various network links and were compared to modeled volumes using the NCHRP 255 maximum deviation equation for links, shown below. 16

23 5. FUTURE TRAFFIC MaximumDes irable% Deviation links * AADT TwoWay If the modeled volume was within the minimum and maximum deviation then the link would be considered calibrated. Significant differences from the deviation and modeled volumes may indicate network errors. This comparison can be seen in Table 5-1 below. There are a few locations that are out of calibration, however most are acceptable. Most are caused by location of centroid connectors. There may be a section between connectors that are high/low but are ok on either side. For instance, 17 th Street between Beneva Road and University Plaza is out of calibration. However east and west of this location are within calibration so just a small section is not within calibration which is acceptable. In order to calibrate the area, network and socioeconomic data was reviewed within the problem corridor. The following adjustments were made to calibrate the model and results are also in Table 5-1 below. TAZ 1180 (bounded by Lockwood Ridge Road to the east, 77th Avenue to the south and 39th Avenue to the west) had 777 Single-Family Dwelling units (SFDU) and a population of Review of aerial photography indicated that the SFDU should be 466 and a calculated population of TAZ 1025 (the lake just to the west of Cattlemen Road) had 3 SFDU, 1 Multi-Family Dwelling unit (MFDU), population of 13 and a total of 127 employees. All of these were removed as this TAZ only represents a lake. There were 2 centroid connectors associated with TAZ 1185, one to the east on Whitfield Avenue and the other to the west at the intersection of 77th Avenue and Lockwood Ridge Road. The western centroid connector was moved to the south along University. Looking outside of the problem area, north of SR 70/Lockwood Ridge Road and south of University Parkway/Lockwood Ridge Road are also high. A turn penalty of three was added to both northbound and southbound through traffic at these intersections. TAZ 507 (represents the neighborhood southeast of the intersection of University and Longwood Run ) had 397 SFDU, 195 MFDU and population of Review of aerial photography indicated that the SFDU should be 274 with no MFDU and a calculated population of

Future roadway network was obtained and checked against the future network to verify they were included. The following updates were not included therefore were added: Desoto Road between North Cattlemen Road and Honore Avenue (two lanes) Lorraine Road between University Parkway and Fruitville Road was updated to four lanes from two. University Parkway between North Cattlemen Road and Lake Osprey Drive was updated from four lanes to six. A diverging diamond interchange is proposed for the University and I-75 interchange. This would operate the same as a diamond within the model, therefore nothing was changed as this interchange is currently operating as a diamond. Fruitville Road and I-75 interchange was updated to a diamond interchange as this is also a proposed diverging diamond. Future developments were obtained from Sarasota and Manatee County. The future socioeconomic data was compared to 2007 to determine if the developments had already been included within the model. Tables 5-2 and 5-3 below are the developments that were not included in the future 2035 model and therefore were added in this study model development. The modeled volumes from the validated 2007 and No Build 2035 data was used to calculate a growth rate per year for major road segments for the I-75 Overpass project Growth Rate In order to develop the future 2040 No Build volumes, growth rates were developed for each roadway segment in the study area. The process used in developing these growth rates is as follows: Estimated growth rates using validated 2007 base year model to 2035 model. Google Earth and planned development information was used to determine the reasonableness of growth rates estimated using the model. Adjustments were made to growth rates of some segments to be consistent with the planned growth of the area. The estimated growth rates were applied to the 2014 counts obtained from the County or 2014 FTI DVD to develop No Build 2040 future year volumes. Table 5-4 provides the applied growth rate and future 2040 No Build projected volumes for each roadway segment. Once the 2040 volumes were developed for each roadway segment, the 2020 volumes were developed by interpolating between 2014 and Table 5-5 provides the growth rate and future 2020 No Build projected volumes for each roadway segment. 22

The 2020 and 2040 No Build and Build Alternatives were analyzed and presented in this section. As stated in Section 2.8, the LOS and V/C ratio were analyzed for each roadway segment. The V/C ratios were calculated in order to compare the roadway segments that have the same LOS for No Build and the Build alternatives No Build Alternative Analysis To analyze the No Build results, the 2020 and 2040 LOS were compared to the existing LOS standard. No Build Alternative analysis is summarized in Table 6-1. In 2020, all roads will not be operating at an acceptable LOS except for Fruitville Road and Lockwood Ridge Road, and in 2040, all roads except Lockwood Ridge Road will not be operating at an acceptable LOS. The total VMT for 2040 was 3,155,869. Figure 6-1 and Figure 6-2 illustrates the No Build volumes, LOS, and V/C ratios. 36

Alternative 3 provides improvement along Honore Avenue from Desoto Road to the new overpass, Fruitville Road from I-75 to East Road, North Cattlemen Road from University to Desoto Road, North Cattlemen Road from Richardson Road to Fruitville Road, and Deer Hollow from Honore Avenue to Richardson Road. Digression occurs on Honore Avenue from the new overpass to 17 th Street, North Cattlemen Road from the new overpass and Richardson Road, and Lakewood Ranch from University Parkway to the new overpass. The total VMT for 2040 was 3,067,563. In the table below, the roadway segments with V/C ratio less than 10% compared to the No Build are highlighted in green.
