2 Introduction The Sarasota-Manatee Metropolitan Planning Organization s (SM MPO) decision to develop a bicycle, pedestrian and trails master plan was in response to community needs. Paramount among these needs was a desire to improve the safety for bicycle and pedestrian activities as well as greater integration with transit opportunities. This master plan identifies and prioritizes a list of projects that best meets those needs. It is important to note that this document represents the first standalone MPO planning document devoted entirely to establishing a regional vision for bicycle, pedestrian and trail facilities. On October 24th, 2011, the Sarasota-Manatee Metropolitan Planning Organization (MPO) Board passed a resolution to form the Bicycle Pedestrian Trail Advisory Committee (BPTAC). As a supporting Advisory Committee to the MPO, the BPTAC roles and responsibilities include: Encouragement and education on the value of safe bicycle, pedestrian and trail (BPT) facilities Economic Development (Activity Centers) Formulate ideas and recommendations for future BPT needs Engage in continuous community outreach Assist local governments in locating funding source for BPT improvements, developing inventories of their BPT facilities The study area for the SM MPO BPTMP consists of Sarasota and Manatee Counties and the entire bicycle, pedestrian and trails network contained therein. The Master Plan will make recommendations for improvements to these networks that are primarily based on safety and connectivity. Phase One: Existing Conditions Executive Summary The first phase of the master planning process focused on an exhaustive and comprehensive data collection effort for the entire two-county study area. This resulted in a comprehensive Geographic Information System (GIS) database inventory of existing and planned bicycle, pedestrian, trail facilities, transit networks, activity centers, population and employment centers, and parks among others. The data was collected from 17 different local governing agencies within the study area and formed the foundation of the gap analysis. By analyzing the existing and planned networks of all relevant modes, gaps in the system were revealed. A photographic survey of existing conditions was also conducted to help facilitate the planning process. In addition, Phase I efforts identified funding sources from local, state, and federal agencies as well as private and non-profit sources. Furthermore, local stakeholder groups that can be contacted to help plan for and encourage implementation of the Bicycle, Pedestrian, and Trails Master Plan, were identified. Walkability Workbook Walkable and Livable Communities Institute, September 2012 Phase Two: Gap Analysis & Project Priorities GAP AnAlysIs Phase II consists of the network gap analysis and project identification. The Driveivers of these components were connectivity and safety. Connectivity ensures links between trip origins and destinations. By connecting the dots, potential locations for system upgrades are identified. Actual Connectivity was measured as the ability to access specific destinations. In this case, connectivity was technically evaluated through GIS based upon the following themes: Transit Economic Development (Activity Centers) Community (Population and Employment) Schools Recreation A summary of the variables used to evaluate the aforementioned themes is provided in Table 1. Safety was infused into the master plan by analyzing crash data from Manatee and Sarasota Counties to identify areas in the network where improvements may best enhance safety. To determine the location of the safety gaps in the bicycling and pedestrian networks, the following variables were considered: Crash location Crash severity (no injury, injury, fatality) Existing primary bicycle and pedestrian network In other words, it highlights the areas that demonstrate the confluence of infrastructure deficiency and high frequency crash locations.
4 3 Executive Summary PrOjECT PrIOrITIzATIOn The reality of funding and implementation of these projects warranted narrowing and prioritizing the number of projects that are put forth in this report. As a result, the goal of the project prioritization was to identify projects that: Provide the greatest safety improvements Provide the most connectivity Are easy to implement Provide the greatest return on investment Geographically equitable Specifically, each project s ability to improve safety and provide connections was scored based on a point system. For example, if a potential project was located in the hottest or high crash rate area, it received five (5) points for safety. Conversely, projects in areas with a low crash rate received one (1) point for safety and so forth. Similarly, potential projects were evaluated for connectivity by assessing connections to schools, transit, recreation sites, high population and employment areas, and activity centers. Specifically, if a potential project provided a connection to a given theme, it resulted in a score of one for each theme satisfied. The greatest number of connections resulted in a highest possible score of 5. Ultimately, the scores for both safety and connectivity were combined for an overall score. A higher priority project is one that both has the potential to improve safety and will encourage use by connecting the places people want to go. The scoring methodology is summarized in Table 2 below. The Master Plan needs assessment identified a total of 146 infrastructure gaps in the two-county Study Area. Of those, there are 67 Bicycle Facility gaps, 53 Pedestrian Facility gaps, and 26 Multi-Use Trail Facility gaps. The scoring methodology helped identify priority projects: 20 Bicycle Facility projects, 30 Pedestrian Facility projects, and 26 Multi- Use Trail Facility projects. The full project lists are summarized in Tables 3-5 and graphically depicted in Figure 1 below.
