2 Manatee County Department of Public Safety, EMS Division 2010 Status report re: Station Conditions Introduction: This summary has been produced at the request of the Board of County Commissioners for Manatee County. It details the current location status of the County s 17 ambulance units, the general conditions at each, and the plans for change if any. Whenever possible the County strives to co locate its crews with local fire district crews for several reasons: It is very difficult if not impossible to cost justify a stand alone station to house a single EMS unit when the capacity exists within the fire districts to co locate. An EMS unit typically spends a much smaller percentage of its time in the station, compared to a fire apparatus and crew. Many times EMS units and fire units respond together. Fire stations are judiciously located so as to provide the best response time for the citizens of its district; this works most of the time but not always to ensure best response times for EMS ( response zones differ). There are cultural and job responsibility differences between EMS and fire service staff which has historically caused friction and, if not properly managed, can lead to stress and tension in the station. When this happens, co location becomes a serious morale and productivity issue. But when the two professional services organizations recognize these differences, make allowances to accommodate each other, and a healthy environment is supported and encouraged at the Chief Officer Level, then co location works extremely well and the symbiotic benefits are realized. While this philosophy has not always existed in Manatee County, it has recently been the goal of all agencies and has been successful. MEDIC #1 Co located at Cedar Hammock Fire/Rescue Station # 2; th Avenue West, Bradenton, FL Crew accommodations include a shared kitchen/dining area; shared dayroom/tv area (which includes office space for the EMS crew ;) separate bunkroom area for EMS (approximately 10X10) consisting of one bunk bed, one single bed, and TV; separate bathroom/shower adjacent to apparatus bay; and inside parking for EMS unit. This station is older, but clean and functional. The biggest problem for EMS here is that the zone is incredibly busy, so the crew prefers to spend their down time in the bunkroom, which is quite limited in space. Without plans for station remodeling, there are few other solutions. Page 1 of 6
3 MEDIC #2 Co located at North River Fire District station # 1; th Avenue West, Palmetto, FL Crew accommodations include shared kitchen/dining area; shared dayroom/tv area; shared bathroom/shower; separate bunkroom area for EMS (approximately 15X20) consisting of two single beds, one office desk with PC, lockers for personal effects, and TV; and inside parking for EMS unit. Station kitchen and EMS bunkroom were recently updated. This facility is adequate and there are no plans for upgrades or changes unless NRFD has plans we are unaware of. MEDIC #3 Previously located at 1512 Florida Boulevard, Bradenton, Florida Accommodations previously included 2 bedroom/1.5 bathroom double wide mobile home including kitchen/dining counter; living room area with 3 recliners and TV; office area with desk and PC; outside parking for EMS unit. Station had been maintained as much as possible but the mobile home was old and required significant repair. There was no inside parking for the ambulance and crew parking was an issue because of the volume of MSO fleet vehicles at this location. On October 1, 2010, this medic unit re located to the newly constructed Cedar Hammock Fire District station # 4 at 7415 North Tamiami Trail, Sarasota, FL which provides shared kitchen/dayroom/office areas; separate bunkroom area for EMS (approximately 20X20) and inside parking for EMS unit. The new facility is affectionately called mini Taj Mahal. MEDIC #4 MEDIC #5 Co located at West Manatee Fire District station # 1; 6001 Marina Drive, Holmes Beach, FL Crew accommodations include shared kitchen/dining area; shared dayroom/tv area; shared bathroom/shower; shared office area with desk and PC; shared bunkroom area (approximately 10X15 for EMS) consisting of two single beds, lockers for personal effects, and TV; and inside parking for EMS unit. Although this location is an older fire station, it is located approximately.5 miles from the beautiful Gulf of Mexico. WMFR is working on funding to overhaul virtually all of their older stations and as that occurs the living quarters for both the fire fighters and the EMS personnel in this older station will be upgraded. Located at 1505 Dam Road, Bradenton, FL Current accommodations include a county owned 2 bedroom/1 bathroom CB home including kitchen/dining area; living room area with 3 recliners and TV; office area with desk and PC; outside parking for EMS unit. The home was unique having been originally constructed as the Quattlebaum guest house (for very small people) but it has been remodeled to some degree to normalize. It is clean and functional but needs to be upgraded with a shelter for the ambulance. It is not one of the busier stations and the crews seem to enjoy being stationed there. There are no plans to change the arrangement except to seek a solution to lack of shelter for the unit. Page 2 of 6
4 MEDIC #6 MEDIC #7 MEDIC #8 MEDIC #9 Co located at North River Fire District station # 4; 7498 US Highway 301 North, Ellenton, FL Crew accommodations include shared kitchen/dining area; shared dayroom/tv area; shared bathroom/shower; separate office area with desk and PC recently remodeled; two (2) separate bunkroom areas (approximately 10X10 each for EMS) consisting of one single bed and lockers for personal effects; and inside parking for EMS unit. Station is older, but clean and functional with no plans to change. Co located at Southern Manatee Fire District station # 3; 7611 Prospect Road, Sarasota, FL Accommodations currently include shared kitchen/dining area; separate dayroom/office area (approximately 10X20) with 2 adjacent, separate bunkroom areas (approximately 10X10 each;) and inside parking for EMS unit. A new facility is currently under construction at an area immediately adjacent to the current property. Accommodations will include shared dayroom/office/kitchen and dining areas and separate bunkroom area. The new station will also include an inside drive through bay for the EMS unit. SMFR sought input from EMS as they prepared the re design and new construction so as to ensure that our needs are met and our wants were considered. Co located at West Manatee Fire District station # 4; th Street West, Bradenton, FL Crew accommodations include shared kitchen/dining area; shared dayroom/tv area; shared bathroom/shower; shared office area with desk and PC; shared bunkroom area (approximately 10X10 for EMS) consisting of two single beds, lockers for personal effects, and TV; and inside parking for EMS unit. The station is older and needs to be remodeled to maintain current use. WMFR seeks remodeling funds and will seek input from staff when the time comes. No plans to change. Co located at West Manatee Fire District station # 2; Cortez Road West, Cortez FL Crew accommodations include shared kitchen/dining area; shared dayroom/tv area; shared bathroom/shower; shared office area with desk and PC; shared bunkroom area (approximately 10X10 for EMS) consisting of two single beds, lockers for personal effects; and inside parking for EMS unit. The station is older and needs to be remodeled to maintain current use. WMFR will seek input from EMS to accommodate our needs if they are successful in obtaining funding for remodeling project. 5 MEDIC #10/16 These two units are co located at Manatee Memorial Hospital; nd Street East, Bradenton, FL Accommodations include a vacated wing of the hospital which was previously used for patient rooms. There are two crews assigned to this location each with its own bunkroom (with 2 single beds ;) each with its own dayroom (including 2 recliners and TV ;) shared kitchen/dining/office areas with separate desks and PCs; and outside parking for both EMS units. The facility also provides a separate bunkroom area for one EMS Officer. Condition of the facility is older, but clean and functional. The problem with this facility is the traffic congestion in and out of the hospital especially in the peak traffic hours. Response delays are common because of traffic. Negotiations were successful with the City of Bradenton to relocate one of these units (Medic 10) to an underutilized City fire station on 59 th Ave just south of Blake hospital. This will place this unit in the heart of its response area and will significantly improve response time. The City failed to receive a stimulus grant to refurbish the station, however we made it clear to them that the advantages that accrue to EMS for having a unit there make it desirable to us, with or without refurbishing first to get away from the traffic congestion at Manatee Hospital and second to vastly improve response times to that busy part of the County. We funded the remodeling of the south side of the station and intend to re locate by November 1, As for the other ambulance (Medic 16) stationed at the Hospital, the desire would be to relocate it to another downtown fire station ideally COB Station#1 but thus far response to those requests have been negative and EMS continues to seek an alternative. This is a priority. MEDIC #11 MEDIC #12 Co located at Cedar Hammock Fire District station # 1; th Street West, Bradenton, FL Accommodations include shared kitchen/dining area; shared office area with desk and PC; shared dayroom/tv area; shared bathroom/shower; separate bunkroom including 1 bunk bed and 1 single bed with lockers for personal effects; and inside drive through bay for EMS unit. This station is relatively new with weight room facility, theater style surroundsound entertainment system, and outdoor kitchen/grill area. Interior and exterior presentation of this facility is excellent. It is affectionately known as the Taj Mahal. This facility also houses the CHFR fire administration officers and is considered a premium facility. It is also a very busy station for EMS. No changes are contemplated for this arrangement. Co located at East Manatee Fire District station # 2; th Street Court East, Bradenton, FL Crew accommodations include shared kitchen/dining area; separate dayroom/tv/bunkroom (approximately 10X15) consisting of two single beds and lockers for personal effects/office area with desk and PC; shared bathroom/shower; and inside parking for EMS unit. The facility also provides a separate bunkroom area for one EMS Officer. This station is older, but clean and functional. No changes are contemplated for this unit. Page 4 of 6
6 MEDIC #13 MEDIC #14 MEDIC #15 MEDIC #17 Previously located at th Avenue East, Bradenton, FL This station used to be co occupied by SMFR before building their new station # 1. When SMFR vacated this station, they sold the old fire station property to Manatee County Government. There is a separate structure behind the station which serves as a 2 bay detached garage with office. The building is older and in need of significant repair including a settling problem involving a nearby drainage ditch. EMS returned this property to Property Management and it is currently used by Community Services (probation.) Station 13 re located to the new SMFR station # 1 approximately ½ mile south at th Street East, Bradenton, FL Accommodations include shared kitchen/dayroom; shared bunkroom area for EMS (approximately 10X20) with two single beds, lockers for personal items; shared bathroom/shower; shared office space with desk and PC; and inside parking for unit. Co located at Myakka City Fire Department station # 1; Wauchula Road, Myakka, FL Manatee County and MCFD have an inter agency agreement to share human resources concerning this ALS non transport engine the County contributes a crew of six firefighter/paramedics. Accommodations include shared dayroom/kitchen/dining room; shared bunkroom area with TV; shared bathroom/shower. Station presentation is clean and functional. The agreement is working very well and there are no plans to change. Co located at East Manatee Fire District station # 1; 8800 SR 70 East, Bradenton, FL Crew accommodations include shared kitchen/dining area; separate dayroom/tv/bunkroom (approximately 15X15) consisting of two single beds and lockers for personal effects/office area with desk and PC; shared bathroom/shower; and inside parking for EMS unit. The interior/exterior presentation of this station is good. The bunkroom is slightly cluttered considering EMS uses a part of the room as a separate dayroom. There is some flexibility at this location to move into the entirely vacant other half of the building. EMS staff will work with an accommodating EMFR management team to express our needs and wants. There are no plans to change other than (perhaps not certain) minor remodeling if the additional space is made available to us. Co located at East Manatee Fire District station # 5; th Avenue East, Bradenton, FL Crew accommodations include shared kitchen/dining area; separate dayroom/tv/bunkroom (approximately 20X30) consisting of two single beds and lockers for personal effects/office area with desk and PC; shared bathroom/shower; and inside parking for EMS unit. The station also has a shared fitness room. This is a newly built station with excellent interior and exterior presentation. No changes are contemplated. Page 5 of 6
7 MEDIC #18 Co located at North River Fire District station 2; th Street East, Palmetto, FL Crew accommodations include shared kitchen/dining/dayroom/tv area; separate bunkroom (approximately 20X30) consisting of one single bed and one bunk bed with lockers for personal effects/office area with desk and PC; shared bathroom/shower; and inside parking for EMS unit. Interior and exterior presentation is good. NRFR recently completed construction on a new fire station on Moccasin Wallow Rd and there was a plan to relocate this unit to that station. It was constructed with input from the EMS staff and the accommodations are very adequate. However, with the slowdown in development north of the river in the past two years, studies have indicated that a relocation now would actually increase average response times, so the decision has been made to leave the crew where it is and revisit the issue as the economy picks up and development starts up again in that part of the County.
