General Background Information and Objective of the Project. Project Objective The Government of Mexico is the first country that has approved both Stage I and Stage II HCFC Phase-out Management Plans (HPMPs) in the consumption sector that help the Government of Mexico to reach compliance with the Freeze in 203, 0% reduction target in 205, 35% reduction by 208, 50% reduction by 2020 and 67.5% reduction in Stage I HPMP of Mexico is addressing mainly the phase-out of HCFC-4b in the foam and appliance manufacturing sectors however, HCFC-4b and HCFC-22 consumption is also addressed in the aerosol/solvents and service sectors. Stage II HPMP focuses on the complete phase-out of HCFC-4b consumption in all sectors as well as on the further reduction of HCFC-22 consumption in the service and aerosol/solvent sectors. These technical specifications focus on the reclamation of refrigerants in centralized operation. Since Recovery, Recycling and Reclaim of refrigerants will be made mandatory by law, it is proposed to upgrade two national HCFC Reclamation Centers selected by the Government of Mexico. The success in establishing and operating of these centers can lead to smoothening of the phase-out of HCFC Expected Outputs Two national HCFC Reclamation Centers upgraded to ensure supply of recovered and reclaimed HCFC-22 to the local servicing market, thereby reducing demand for virgin HCFC-22

Guarantee Requirements The supplier should give guarantee for at least one year after delivery, installation, commissioning and training of the equipment. IV. Delivery Period As soon as possible, but within maximum 4 months arrival at the beneficiary (DAP). 9

Additional requirements The suppliers shall: Provide, in Spanish language, technical advice and detailed requirements for the site preparation, proper installation and operation of the equipment. Provide, in Spanish language, theoretical and practical training on the operation and preventive maintenance of the equipment at the beneficiaries sites. Quote spare parts and consumables for one year of operation for all above items. Have a representative office in the country and administrative and technical personnel to give technical support and to repair defective equipment. Warrant during 2 months that goods supplied under the contract shall be free from defects. The supplier shall repair or replace at his own expense and as soon as practicable any defective goods within the warranty period. Provide, in Spanish language, all instructions, manuals, rules and recommendations to operate the equipment (at least two manuals for each item). Warrant the availability of spare parts and equipment for a minimum period of four years. 0
