2 KHOO TECK PUAT HOSPITAL DESIGNED BY: CPG CONSULTANTS PTE LTD AREA OF IMPACT: ENABLING ECONOMIC TRANSFORMATION RAISING QUALITY OF LIFE ADVANCING SINGAPORE BRAND, CULTURE AND COMMUNITY MAKING GROUND-BREAKING ACHIEVEMENTS IN DESIGN DESIGN FIELD: ARCHITECTURE 1. ELEVATOR PITCH In 50 words, give us a short description of your project. Designed as both a hospital in a garden and a garden in a hospital, Khoo Teck Puat Hospital is a patient-centric and hassle-free healthcare facility that offers a radically different setting that challenges the stereotypical view of healthcare environments as being sterile and cold. 2. BASELINE AND BRIEF What were the objectives of the project? What was your client or design brief? What were the latent needs for the design/ project? What were some opportunities that your client wanted to create? Tell us also about what the situation was like before you intervened, i.e. the starting point or baseline. These could be in terms of pain points, customer insights, etc. What were some project limitations you had to overcome? The design brief in a competition for this project called for a hassle-free hospital, one that needed to be efficient for both staff and patients and also in terms of energy consumption. The design breaks away from the traditional expectation of hospitals that look clinical an immaculate clean box that is hygienically white inside out. Instead, Khoo Teck Puat Hospital s design subverts this stereotype while still bolstering its needs as a hospital. KTPH is a 550 bed replacement hospital for Alexandra Hospital. Alexandra Hospital, an existing 4-storey, 397 bed hospital sits within a site of 13.07ha. In comparison, the site for KTPH is only 3.5ha. Hence the challenge for the new hospital would be to recreate the charm and naturalistic ambience of the existing hospital within a new structure that will enhance staff efficiency so that the aim of providing patient centric care could be achieved. In response, KTPH was designed to be a high density development. The 8-storey Private Ward Tower and the 10-storey Subsidized Ward Tower sits on a 4-storey podium. Together with a 6-storey tower for the Specialist Outpatient Clinics, the massing of the hospital wraps around a central garden courtyard and opens out to the adjacent Yishun Pond. This capitalizes on the views offered and draws nature from the pond into the heart of the hospital. To make up for the lack of space, every available roof was designed as rooftop gardens. Even the canopy over the main entrance and the roof of the outdoor toilet blocks were landscaped. Planter boxes were also incorporated along the natural ventilated corridors and even outside the 10-storey subsidized wards to bring a garden right outside the window. The result is an extraordinarily green hospital that had been described as a Medical Shangri-La. 1
3 3. DESIGN INTERVENTION i. What was the design ethos for the design/project? What was the thinking/ philosophy/ principles/ beliefs/ values that framed your design/ project? The design concepts are underpinned by the desire to create a healing environment. Its layout and spaces are not restricted by conventional hospital typology, which is traditionally very function-driven. Central to the design is the idea that nature would nurture. The hospital facilities overlook a central garden courtyard, rooftops and a main entrance canopy landscaped with greenery, and even wards lined with planter boxes. Local species of plants were selected that require minimal maintenance. The hospital is not just green, it is eco-friendly too. Its roofs have solar panels to heat up water for the hospital s use, while louvres on the façade block out direct sunlight and channel prevailing winds throughout the interior. This has created a well-ventilated hospital that does away with the need for airconditioning in public areas, significantly reducing energy costs. In place of the ground spaces taken up by the building, are roof gardens and also a community garden that is tended by residents living in the area. In terms of building scale and height, the hospitals design has also been sensitive to the neighbouring public housing blocks by avoiding an inward looking gigantic block. Instead, it is made up of small blocks that open out towards the adjacent Yishun Pond, drawing the surrounding nature into the hospital. The biophilic concept enables for nature and the built environment to co-exist in harmony, raising the benchmark for future living spaces. ii. What was your design process or approach? How did you carry out and execute the project? Tell us how your process or approach is human-centric, innovation-driven, cocreation-driven, and supported by rigorous research. CPG Consultants adopted an integrated design approach for the project, leading a multidisciplinary team that provided a holistic approach to design and project delivery. The design of the Khoo Teck Puat Hospital harmoniously brings together the elements of accessibility, comfort and convenience. From intuitive way-finding to logical clustering of clinics and ancillary services, the focus is to provide patients and staff a hassle-free experience. The hospital s design was carefully thought out to relate to the surrounding built environment, comprising mainly residential apartments. The blocks are scaled to create an intimate scale that lends a friendly outlook to the predominantly heartland architecture around the site. The hospital s distinctive modern design embraces the adjacent Yishun Pond by integrating it seamlessly with the garden courtyard. The hospital has been built with its patients comfort in mind. The façade design and internal layouts maximise natural ventilation and daylight, and reduce glare for all wards. The five- and 10-bed wards enjoy a splendid view of Yishun Pond, while the single and four-bed wards offer integrated facilities such as touch-screen bedside terminals that enhance a patient s experience. Patient safety is paramount, and the design has incorporated user-friendly features to help them navigate their way within the hospital with ease. Clear and colour-coded signage are strategically positioned throughout the hospital to make the way-finding experience smooth. Changes in levels are minimised as they hinder patient movement. Where it is necessary, ramps instead of steps are provided. 2
4 The specialist clinics and facilities in the hospital are arranged with the patients convenience in mind. To cater to those with comorbidity conditions, services and facilities are logically clustered for easy cross referral and joint consultations with doctors. The design also made structural provisions and incorporated white spaces to meet changing needs and allow for future expansion. 4. WHAT IS THE OUTCOME(S) OF YOUR DESIGN/PROJECT? What was your outcome(s)? How well have you met or surpassed your objectives? If your project has just recently been launched/ completed, can you tell us about early signallers of success? 1. ENABLING ECONOMIC TRANSFORMATION Energy efficiency leading to cost savings Includes inherent functionality for future development by making structural provisions Enhanced brand reputation of client Increase in user satisfaction 2. RAISING QUALITY OF LIFE Integrate effectively into the environment Provide high user satisfaction Increase in safety with user-friendly features Integration of Biophilic concept reduces the stress levels of patients 3. ADVANCING SINGAPORE BRAND, CULTURE AND COMMUNITY Enhanced brand reputation of Singapore as a City in a Garden Bringing the community in the surrounding neighbourhood together Demonstrate co-creation with Singaporeans through community gardens that are tended by residents in the vicinity Increase in sustainability and improved environmental impact in Singapore 4. MAKING GROUND-BREAKING ACHIEVEMENTS IN DESIGN Demonstrated that the integration of nature and design need not be an expensive endeavour as the project was completed on time and on budget Introduced an improved typology with potentially high adoption rate Provide high client/user satisfaction Attract significant attention through media or social outlets Shorten task completion time and increase convenience for users Enhance brand reputation for both client and Singapore 3
5 5. HOW DO YOU KNOW HOW WELL YOU VE DONE? Please provide available supporting evidence, for e.g. quantitative, qualitative and/or empirical evidence and sources that are relevant to your claims in Part EVIDENCE FOR ENERGY EFFICIENCY BCA Green Mark Platinum Award (2009) 2. EVIDENCE FOR INHERENT FUNCTIONALITY FOR FUTURE DEVELOPMENT BY MAKING STRUCTURAL PROVISIONS The structural design has catered for vertical expansion of the various blocks vertical expansion of 2 floors for the Specialist Outpatient Clinic Block, 1.5 floors for the Private Ward Tower and 0.5 floor for the Subsidized Ward Tower. Since the completion of the hospital in 2010, the expansion plan has been activated for the Subsidized Ward Tower for additional beds. 3. EVIDENCE FOR ENHANCED BRAND REPUTATION Khoo Teck Puat Hospital is cited as a successful case study of how our local hospitals are exporting the Singapore healthcare brand across local shores (Straits Times, Dec, 2013) 4. EVIDENCE FOR HIGH CLIENT/USER SATISFACTION Planning team made a very detailed study of our requirements. They took charge of the process of surveying, customer focus groups and staff discussions. Architect understood client s brief well. He researched widely on areas of needs and worked closely with clients to achieve design objectives. He is extremely professional throughou the process. - Yen Tan, Chief Operating Officer for KTPH Khoo Teck Puat Hospital Tops Patients Satisfaction Survey (Lian He Zao Bao, Dec, 2012) 4
