5 SELECTED HEALTHCARE PROJECTS Naval Medical Center, Buildings 1, 2 & 3, San Diego, CA Fire Alarm Study and Design A study of the existing fire alarm systems in three major health care buildings was conducted to define specific fire alarm requirements and evacuation methods for each of the buildings. After the completion of the study, a new fire alarm system was designed for the three buildings. The three buildings were the Main Hospital and its two major clinic buildings that were four to six stories in height and totaled approximately 1.5 million square feet. A new network addressable fire alarm system was chosen with connection to the new Central Fire Alarm Dispatch Center and remote annunciators and graphic display panels. Design work included demolition drawings of the old system, new system drawings including conduit runs and circuit wiring, selective zone evacuation, and conduit riser diagrams. A construction cost estimate and system change-over schedule was also provided. Hughes received a performance rating of Excellent for its services. University of California, Davis Medical Center, Sacramento, CA Fire Alarm Master Plan Update The University has asked Hughes to provide fire protection engineering support of the Hospital Fire Alarm Master Plan Upgrade. Given the age of the current master plan and the conditions, the University desires that the Hospital Fire Alarm Master Plan be revisited and updated, to define a path forward including the establishment of a Notifier network of necessary fire alarm control panels, a consistent and compliant means of occupant notification, and to standardize fire alarm system equipment to the extent feasible to minimize hardware and Inspection, Testing and Maintenance efforts for the foreseeable future. The Fire Alarm Master Plan covers the entire Main Hospital campus, including the Surgery and Emergency Services Pavilion. UC Davis Surgery and Emergency Services Pavilion, Sacramento, CA Smoke Control System Consulting and Commissioning Hughes functioned as the Special Inspector for the smoke control system in this $426 million OSHPD-regulated surgery center. As special inspector, Hughes performed all smoke control testing and inspections for over 1000 FSDs and 40 large AHUs used for smoke control. Hughes also conducted all required performance testing of the smoke control system under the guidance of the UC Davis Fire Marshal and Project IOR, Hughes also advised the owner regarding smoke control code compliance issues for this 470,000-square foot addition to the existing hospital. Mills-Peninsula Medical Center (Sutter Health), Burlingame, CA Smoke Control System Consulting and Commissioning Hughes functioned as the Special Inspector for the smoke control system in the medical office building constructed as part of the Mille-Peninsula Hospital Replacement Project. As special inspector, Hughes performed all smoke control testing and inspections for the building smoke control. Hughes also conducted all required performance testing of the smoke control system under the guidance of the Burlingame Fire Marshal and Sutter Health Project Manager, Hughes also advised the owner regarding smoke control code compliance issues. Hughes provided testing services for the hospital. New Stanford Hospital, Palo Alto, CA Smoke Control Design Services Hughes functioned as the Design Engineer for the design of the smoke control system for the New Stanford Hospital. Originally built in 1959, the hospital s main facilities are outdated and cannot be brought up to new seismic standards. Stanford Hospital & Clinics, the Peninsula s only Level-1 trauma center, proposes a net increase of approximately 824,000 sq ft. The new facilities will add 144 beds for a total of 600 patient beds and will feature a new Emergency Department. The anticipated construction cost is $715 million-$880 million. Oakland Medical Center, Oakland, CA Fire Alarm Replacement Hughes provided design and construction period services for the fire alarm replacement project at the Kaiser Permanente Oakland Medical Center. This existing operating hospital and medical office building is 15 stories plus a basement and mezzanine, and approximately 450,000-square feet. The hospital portion is nine floors. The base Page 3

6 building was constructed in the 1940 s; the high rise portion was constructed in The project was a phased replacement project; replacing antiquated devices with new devices compatible with a new system backbone. Design support is also provided for all Tennant Improvement projects in the hospital to insure compatibility with the overall fire alarm system upgrade. University of California, San Francisco Medical Center, San Francisco, CA Smoke Control Commissioning Services Hughes provided smoke control commissioning services for the UCSF Medical Center at Mission Bay Project. Services include review of design documents and development of a written commissioning plan. Commissioning services for passive smoke zones and pressurized stairs and development of a complete commissioning report for each building as required in CBC, Section were also completed. VA Seattle Mental Health Building, Seattle, WA Fire Protection Consulting Services Hughes provided fire protection consulting services for the design and construction of a new high-rise Mental Health Services Building including a five level parking structure. Construction documents and construction administration services were included. Mt. San Rafael Hospital, Trinidad, CO Life Safety Survey Hughes conducted a detailed survey of the hospital to identify deficiencies using NFPA 101, Life Safety Code and applicable portions other NFPA standards as referenced. The purpose of the survey was to evaluate and identify deficiencies in existing smoke barriers, fire rated separations, vertical openings, fire-rated doors, exiting, building construction, fire alarm systems, and sprinkler systems. Possible solutions addressing the deficiencies found were provided. Most notably, the hospital is currently not full sprinkler protected. This survey identified all portions of the hospital where sprinkler work is anticipated. Children s Hospital Colorado, Main Campus, Aurora, CO Fire Protection Services and Commissioning HAI provided fire protection services related to plan reviews and the commissioning of fire alarm and other life safety systems for CHC s new East Tower addition and for remodels to the existing hospital building at Fitzsimmons Health Care campus. As commissioning agents, HAI provided design review services to all life safety systems, participated in weekly project meetings, and performed acceptance testing of all installed life safety systems, including: fire alarm, sprinkler, smoke control, and their associated interfaces with security, nurse call and communication systems. In addition, HAI was responsible for review and approval of all egress components, emergency and exit lighting, and the development of interim and permanent life safety implementation plans and maintenance procedures. St. Johns Hospital and Medical Center, Detroit, MI Joint Commission SOC Report A Joint Commission SOC was developed for this high-rise multi-building hospital. The building Statement of Conditions included the Basic Building Information (BBI), Life Safety Analysis (LSA), and Plan for Improvements (PFI) sections as based on the NFPA Edition requirements for healthcare occupancies, ambulatory care occupancies, and business occupancies. Deficiency documentation and resolutions, life safety plans, and SOC form completion were provided. Wright Patterson Air Force Base Medical Center, WPAFB OH Fire Protection & Life Safety Systems Conditions / Joint Commission An assessment and Joint Commission on Accreditation of Healthcare Organizations Statement of Conditions for the six story Air Force Medical Center. The systems evaluated during this project were the fire alarm, fire sprinkler, passive smoke control, active smoke control, heating and ventilation, and mass notification. The building Statement of Conditions included the Basic Building Information (BBI), Life Safety Analysis (LSA), and Plan for Improvements (PFI) sections as based on the NFPA Edition requirements for healthcare occupancies and business occupancies. Lovell Federal Health Center, North Chicago, IL Quality Control Fire Protection Engineer Services Hughes provided peer review, approval and acceptance testing of all fire protection equipment and fire protection systems in compliance with VA and NAVFAC guidelines and standards. Louis Stokes VA Medical Center, Cleveland, OH Fire Protection Engineering Services and Code Consulting Fire Protection Engineering Technician provided code consulting for compliance with IBC, IFC, and NFPA 101 requirements for new healthcare occupancies for a new 240-bed hospital tower. The design and specification of the fire alarm system was supplied in conformance with NFPA 72 and VA specific requirements, along with a new fire alarm panel to be added to three existing panels, and the design of a new firefighter phone system. This work included the installation of a new fire water main extension and tie-in to the new structure, and the specification and design of a new 1000 gpm and 100 psi fire pump. Cleveland Clinic, Cleveland, OH Joint Commission Consulting Statements of Conditions were developed for a number of buildings on this 2 million square foot campus. Thomas Jefferson University Hospitals, Gibbon Building, Philadelphia, PA Infrastructure Master Plan Study Hughes provided services for a master planning study of MEP, fire protection and life safety conditions and upgrades for the Gibbon Building, a ten-story high-rise structure constructed in the late 1970s. The structure is protected, noncombustible construction and has two, 6,400-square foot, rectangular atria without active mechanical smoke control systems. The building is a mixed-use facility with both inpatient and outpatient health care, offices and public spaces (e.g., cafeteria, retail). VA Medical Center, Philadelphia, PA Fire Alarm Replacement Hughes provided investigative surveys and verifying as-built conditions for the full development of construction documents for the campus-wide (13 buildings) replacement of the existing fire alarm system with a new state-of-theart analog addressable alarm distributed voice system. All work meet applicable federal, state and local codes and requirements, including NFPA, UFAS, and Joint Commission. University of Pennsylvania Health System, South Pavilion Expansion, Philadelphia, PA Fire Code Consulting Hughes provided code consulting for the South Pavilion Inpatient Master Plan build-out of 2.5 million gross square feet of the Perelman Center for Advanced Medicine. University of Pennsylvania Health System, South Pavilion Expansion, Philadelphia, PA Fire Code Consulting Hughes provided code consulting for the South Pavilion Inpatient Master Plan build-out of 2.5 million gross square feet of the Perelman Center for Advanced Medicine. NIH, Clinical Center Complex, Bethesda, MD Fire Safety Consulting Hughes provided fire protection engineering services as part of the 15-year multi-phased Building 10 Revitalization Program to renovate the entire Clinical Center Complex (CCC). Consulting was provided through the Pre-Design, Planning, Design and Pre- through Post-Construction phases. The Program is a comprehensive whole-scale renovation of the largest biomedical facility (2.5 million gsf) on the Bethesda Campus of the National Institutes of Health (NIH). This renovation, conducted in phases, will occur while Building 10 is occupied and fully functioning with ongoing research, administrative, service and public outreach activities. Page 5

8 Children s Hospital of Boston Expansion, Boston, MA Fire Protection Engineering Services Services were provided for the renovation of the existing building and clinical expansion of Children s Hospital. Fire, life safety and accessibility code consulting were supplied for renovation the existing buildings. Work includes an evaluation of existing electrical cable installation. SUNY Downstate Medical Center, Brooklyn, NY Fire Alarm Master Planning & Fire Alarm System Replacement A campus wide fire alarm master plan was developed. The project included a complete survey of the facility, evaluation of the current systems and a code review of current requirements in the NY State Building Code, NY State Fire Code, and the NFPA Life Safety Code. The design for a replacement fire alarm system was provided for three major multi-story buildings: University Hospital, Basic Science Building, and Health Education Building. New York University Langone Medical Center, New Kimmel Pavilion & Energy Building, New York, NY Fire Protection Engineering Services Hughes provided fire safety consulting services in developing a study of options for providing exit discharge from the center exit stairway (Stair 2) in Tisch Hospital at the New York University (NYU) Langone Medical Center in New York City during the period that demolition/construction activities take place on the site of the Rusk Institute of Rehabilitation Medicine building. Tisch Hospital is an existing, partially sprinklered, high-rise building. Two structures, the Energy Building and Kimmel Pavilion, will be constructed to adjoin Tisch on the east and north sides respectively. NY Presbyterian Hospitals, NY Statement of Conditions Life Safety Assessment Hughes provided Statement of Conditions (SOC) surveys and reporting for Cornell and Columbia hospitals - large, complex healthcare facilities in the state of New York. Northern Westchester Hospital, Mount Kisco, NY Fire Alarm Systems Design; Statement of Conditions Life Safety Assessment Services provided included design of code compliant automatic fire sprinkler systems for targeted sections of the hospital. HAI also performed construction period services for the sprinkler system installation and provided Statement of Conditions (SOC) surveys for the acute care facility with mixed occupancies of health care, ambulatory health care and business occupancies. Office of Mental Health, New York State Office of General Services, New York, NY Code & Fire Protection Consulting Hughes is providing code and fire protection consulting services under contract to the Office of General Services on a task order basis for Office of Mental Health facilities. Scope has included: Code compliance reviews; Preparation of code variances; Design of fire protection systems; Review of design standards; Development of scope and budgets for design projects; Development of specifications and cost estimates; Carrying out investigations, inspections and acceptance testing; Performing construction administration services; Providing support for statewide fire alarm and sprinkler standards; and, Development of training programs for codes and fire protection Projects for Office of Mental Health have included the following: o Buffalo Psychiatric Center, Buffalo, NY Design fire alarm upgrades for 7 buildings. o OMH Sites Perform audits to confirm compliance. o OMH Sites Conduct study of microbiological corrosion of sprinkler systems. o Pilgrim Psychiatric Center, West Brentwood, NY - Upgrade campus fire alarm systems, campus communications and data wiring infrastructure. o OMH Facilities Statewide Provide support for development of fire alarm standards. o Rochester Psychiatric Center, Rochester, NY Replace campus fire alarm system, Building 60. o Middletown Psychiatric Center, Middletown, NY Evaluation of fire alarm and sprinkler systems.
