6 CENELEC development framework The relevant basics for railway signaling standardization are detailed in the European standard EN Normative document If prepared with the cooperation of concerned interests by consultation and consensus procedures, is presumed to constitute an acknowledged rule of technology at the time of its approval. Acknowledged rule of technology A technical provision acknowledged by a majority of representative experts as reflecting the state of the art, with state of the art being defined as the developed stage of technical capability at a given time as regards products, processes and services, based on the relevant consolidated findings of science, technology and experience. 8 Urban rail related to signaling (non-metro) Mandate M/486 (for programming and standardization bodies in the field of urban rail) o Need for an EN standard to cover Signaling and other Safety Systems for Trams, Light Rail and other Non-metro Urban Rail Systems New standard to cover signaling on tramways and other urban rail systems which do not fall directly within either existing railway or highway standards. A functional requirements specification for signaling and other safety systems for tram and light rail is currently not in existence. As of November 2015, the official working group for this new standard has been launched in the CENELEC Committee for Railway Signaling SC9XA. Rolling stock uses electrical switching power for traction and auxiliary systems, which results in high return currents at the fundamental frequency and its harmonics. Track circuits use the rails to communicate between transmitter and receiver. Track circuit signals are low power ones, compared to the return currents of the rolling stock. 10 Functional safety Railways level Functional safety: Part of the overall safety that depends on a system or equipment operating correctly in response to its inputs. Functional safety is achieved when every specified safety function is carried out and the level of performance required of each safety function is met. The ability of a safety function to satisfactorily perform (under specific conditions) is known as safety integrity, and is measured in safety integrity levels (SIL), see EN 50126:1999. In electronics, the frequency of a hazard has been associated to the dangerous failure rate of the equipment performing the safety function. 12 IT security (for functional safety) CENELEC SC9XA is looking at how the international standards and terminology about IT security could be adopted for the existing system of railway signalling application standards. This calls for a necessary framework, that is a concept of how the international world of standards and terminology of IT security could be inserted into the existing railway application standards in CENELEC for communication, signaling and processing systems: o The framework shall only deal with IT security aspects that are relevant to safety issues. o IT security threats shall be treated in analogy with systematic faults, e.g. software faults, and are thus to be assessed purely qualitatively and not quantitatively. 14 Conclusion CENELEC and its normative documents for railway signaling SC9XA are contributing decisively to achieve a free market for goods and services inside Europe by harmonizing requirements and thus fostering a framework in which innovation can thrive. By dealing with cutting-edge issues, it provides the stakeholders, represented by the national committees for standardization, with the platform for translating existing approaches from standards into tailored standards for railway signaling. In particular in the field of IT security for functional safety, it will be necessary to align ever more closely with the International Electrotechnical Commission (IEC) so as to facilitate cross-pollination and coherence with other fields of industry.
