3 Questions and Answers ITB DOH Mobile Radiation Equipment Q1) Attachment A Specifications, 2. Convert two 4 x 2 x 16, four-liter sodium iodide detectors owned by the Department into detectors for the system, Does the bidder has to convert the existing two 4 x 2 x 16 detectors with 2 liters each into one four liter system? A1) No, each existing 4 x2 x16 detector will be converted into a 4 x2 x16 detector. Q2) The system, with the system console, cabling, and two 4 x 2 x 16 sodium iodide detectors, must weigh a minimum of 110 pounds or less. Is this a new system with two new 4 x 2 x 16 detectors with 2 liters each? Or is the request to provide a system with two new 4 x 2 x 16 detectors and as optional to provide one system with the converted two 4 x 2 x 16 detectors (see Attachment B, Optional Item)? What is the type (manufacturer e.g.) and connection type of the existing detectors? A2) Yes, it is a new system with two new (converted) detectors, each 4x2x16. Q3) 20. The outer case of each detector must be made of low-attenuation (must pass 10 KeV photons with a minimum of 70 percent efficiency) carbon fiber which also provides high strength. Is carbon fiber obligatory? A3) Yes. Q4) Attachment A, item #2: Convert two 4 x 2 x 16, four-liter sodium iodide detectors owned by the Department into detectors for the system. Question: Will the crystal be compatible with 3.5 PMT? A4) Unknown. The detector must be compatible with the existing systems in the Domestic Nuclear Detection Office s (DNDO) Mobile Detection Deployment Unit (MDDU). Q5) Attachment A, item #4: The system must have an Energy Resolution at 662 KeV less than or equal to 8.5 percent. Question: This depends on the crystal inside the original detector. Please see flow-chart below. We guarantee the most optimized performance provided that the crystal meets this objective requirement. This adds complication to pricing. Will it be acceptable if we provide detailed quotation and explanation as response to Attachment B?

5 A6) Correct, this is a typo, should be a maximum of 110 lbs. Q7) Attachment A, item #22: User connectivity must be provided from the system acquisition console. The system must include direct connection via RJ-45 Ethernet port, RS-232 port, and wireless connectivity. Wireless connectively must be fully functional for all operations of the system. Question: Will cellular capability be required? A7) No. Q8) Attachment B, Pricing for Mobile Gamma Detection System Question: This is referring to converting from customer provided detector into a full RS-700 Gamma system. Correct? This is not referring to a brand new system, correct? A8) Yes. Mobile Gamma Detection System Price will include all that is necessary to have a working system: Conversion of two Department owned 4 x2 x16 detectors. A system console. Cabling necessary to hook the converted detectors to the system console. No. Q9) Does Florida have a Buy American made First rule/law? A9) No. Q10) Interoperability of what equipment specifically? Other existing PRND systems? If so, what are the manufacturer / vendor and model number(s) of the other system(s)? A10) Yes, other operating systems. The system is manufactured by Radiation Solutions Incorporated and consists of RS- 701/RS-705 system consoles, RSX-1 NaI detectors, and RSN neutron detectors. Q11) How many operational PRND systems are to be supplied by the Bid Winner/Vendor and what is the system configuration (# of Sodium Iodide and helium-3 detectors)? A11) One working system to consist of: Conversion of two Department owned 4 x2 x16 detectors; a system console, and cabling necessary to hook the converted detectors to the system console. Q12) How many 4" x 2" x 16" Sodium Iodide detectors are to be supplied to the Bid Winner/Vendor? A12) Two sodium iodide detectors will be supplied by the department and converted to work with the new system. Q13) How many helium-3 detectors are to be supplied to the Bid Winner/Vendor? A13) None. Q14) What is the manufacturer and model # of each detector type to be supplied to the Bid Winner/Vendor? A14) We are not specifying the manufacturer, or model number Q15) Who is supplying the detectors to the Bid Winner/Vendor? The DNDO or The State of Florida? A15) The State of Florida will supply the detectors for conversion. Q16) What additional detector hardware will be supplied by the DNDO or The State of Florida and what manufacturer / vendor? For example, will Sodium Iodide detector tube-based multichannel analyzers be provided? Will Helium-3 tube power-supplies or pulse-counters will be provided?
6 A16) No additional detector hardware will be supplied. Only Sodium Iodide detectors will be supplied by the Department for conversion. Q17) The system description appears to be specific to a Radiation Solutions Inc.(RSI) system. What is the basis for these specifications? Will alternative vendors be considered? If so, please provide the specific system mission requirements. If the only requirements that are available are derived from RSI specifications, what is the justification for an Invitation for Bid for a system that contains specifications that are unique to an RSI system? A17) The Department conducts multiple missions each year using the DNDO equipment. Further, the Department owns 6 RSI detectors and a system console as part of a complete working system. The Department also works with the Florida Highway Patrol (FHP) and the Florida Fish and Wildlife Commission (FWC), both of whom use the same equipment. All of this equipment is able to be shared among agencies. This equipment interconnects without modification and this allows the Department to maximize the capabilities and customize the number of detectors for each mission need. Alternate vendors will be considered only if the equipment provided is able to connect and use, without modification (i.e. not changing the cabling, electronics, or casing in order to make the detectors work with the system) the helium-3 and sodium iodide detectors contained in the Domestic Nuclear Detection Office s Mobile Detection Deployment Unit (MDDU). This allows the vendors to determine if they can meet the needs of the Department rather than subjecting the Department to a detailed technical assessment of equipment. Q18) Attachment A, item #7: The system must be water resistant and dust tight. Question: Our detector meets IP66 or NEMA 4X. Does console need to be protected to this standard as well? A18) No Q19) Attachment A, item #9: The system must have the ability to connect a maximum of five detectors, simultaneously, in any combination of sodium iodide and helium-3 detectors to the system console. Question: Should Maximum be Minimum? It should be OK if we can connect more, correct? A19) System should be able to operate with as few as one detector, and have the capacity to handle at least as many as five. More detectors than five is perfectly acceptable. Q20) Attachment B, Mobile Gamma Detection System Question: Is this referring to a 2-detector system or 1-detector system? A20) Two detectors will be supplied by the Department and converted to use with the system.
