1 City of La Puente REQUEST FOR PROPOSAL ADDENDUM NO. 1 BID TITLE: Facility Access Control and Security System REQUESTING DEPARTMENT: Development Services RELEASE DATE: July 12, 2016 DUE DATE: August 4, 2016@ 11:00 a.m.pst Additional information: Although it has been determined that the City owns the fire alarm equipment at the Community Center and the Senior Center, vendors are directed to exclude any services related to the fire alarm systems. Further, no fire alarm services are required at City Hall. Please include any product brochure or cut sheet available for any products you are specifying. Include the terms and length for the manufacturers warranty for any products you are specifying. Provide information on any warranty your firm will provide at no additional cost for equipment, materials and installation in addition to the manufacturers warranty. Access Control o The City is interested in pricing for hosted system as well as a system hosted on City equipment. o It is not necessary to be able to monitor the status of the door, i.e. open or closed Video Camera minimum requirements o 1 megapixel digital color cameras o Digital recording equipment o Web based monitoring capabilities o 30 day storage o The City would like the pricing for a hosted system as well as a system hosted on City equipment Intrusion Alarm o Although the City does not own the equipment at City Hall and the Senior Center, it is highly likely it will remain on-site if the current vendor is not

The City does own the intrusion alarm equipment at the Community Center. o There are currently 3 panic buttons in-place at the counters in City Hall o Wireless equipment is acceptable The following are requests for information that have been submitted to the City for response. Please include this information into your Proposal and acknowledge receipt of this Addendum in your cover letter. 1. Please confirm if existing Intrusion, Fire and Camera Systems at each facility are owned by the City or leased from current security vendor. RESPONSE: The City does own the fire alarm equipment at the Community Center and Senior Center. The City does not own the intrusion alarm equipment at City Hall or the Senior Center. However, it is highly likely it will remain on-site if the current vendor is not retained. The City does own the intrusion alarm equipment at the Community Center. The City does own the Camera System at the Community Center. 2. Please confirm that the Fire Marshall has not requested the upgrade or new installation of fire alarm devices for any of the facilities. RESPONSE: The Fire Marshall has not requested any upgrade or new installation of fire alarm devices for any of the facilities. This question rendered moot based on the exclusion of any fire alarm related services. 3-a.. Please provide current drawings showing locations of existing and new devices. 3-b. Do you have floor plan/building plans of each facility? 3-c Can maps of each facility be provided? 3-d Can you send us a drawing of the locations you want access with the doors marked on the drawing? 3-f Can you send us a drawing of the locations you want cameras for each building and indicate what type of camera you would like there? RESPONSE: Floor Plans for each facility will be sent as part of this addendum. The video camera, access control and panic button locations shown are approximate. 4. Is asbestos present in any of the buildings? RESPONSE: The City had an Asbestos Containing Materials Survey completed for the City Hall building in March of The complete report is attached for your perusal. It does identify asbestos in some ceiling tiles which you may or may not encounter during your work. Incorporate this information into your Proposal response.

3 We are not aware of asbestos containing materials at the Senior Center or the Community Center. 5. Has a budget estimate been established for this project? If so, what is the estimate? Response: No budget has been established. 6. Please confirm the total number of new cameras that are to be installed in the Community Center. Are we to replace the existing cameras? RESPONSE: The Community Center will retain the six existing cameras. Three new cameras are shown on the floor plan. 7. If needed, can a 2 nd site visit be accommodated after the release of the answers to the RFI s? RESPONSE: Yes, contact Vince Mastrosimone at or vmastrosimone@lapuente.org to arrange a visit. 8. The scope and requirements for a new fire alarm system are not very clear. Further this scope should be determined in coordination with the City fire marshal to ensure city codes and grand-fathered exemptions are considered. Fire is not considered Security and is typically not integrated with Security but instead handled as a complete separate project scope and should be addressed via a separate RFP for numerous reasons. Will the City consider excluding the Fire System requirements from the Security RFP? RESPONSE: This question rendered moot based on the exclusion of any fire alarm related services. 9. Should Intrusion system be configured to alarm to 3 rd party alarm company or should it alarm to Sheriff Station? If alarming to Sheriff Station, then Sheriff Station must have alarm console to allow for receiving alarms. RESPONSE: The intrusion alarms should be configured to send an alert to the monitoring company who will then call the Sheriff s Department. 10. What functionality would you like with the panic buttons? Should they be configured to alarm to the video monitoring station or would you like these to alarm to speakers? If alarming to speakers, how many speakers would you like and where do you want them mounted? RESPONSE: The panic buttons should trigger an audible alarm on-site and send an alert to the monitoring company. We have a speaker system that is used to do paging

4 using the telephone system. We do not require that it be configured to alarm to the video monitoring station. 11-a. Would you like vendor to provide a computer and monitor at each location for monitoring your video and access control or would you like us to use city s existing computer workstations? 11-B How many monitors do you want if any and what location does you want them at? RESPONSE: We would like to use the City s existing computer workstations. Also, we would like to be able to monitor over the web from off-site locations. See the floor plans for locations. 12. Are all 3 city buildings networked together via fiber or a high speed network or should we treat them as 3 separate standalone facilities? RESPONSE: The three buildings are networked together for computer and telephone services. 13. Would you like us to include badges and badge printer with our proposal? If so, how many badges? RESPONSE: While a decision has not been made as to the type of access control (fob, swipe card or proximity card) we are leaning toward a proximity card that can double as an employee identification card. The City has a Dualys 3 badge printer. If that is suitable for the proximity card you are proposing, we do not need a badge printer. We would like an initial supply of 100 cards. 14. Is vendor to include 5 years of comprehensive warranty including parts and labor? RESPONSE: We are asking for the cost of this, yes. If you have a more economical approach, we would like to evaluate that as well. 15. Is vendor to include 5 years of preventative maintenance to inspect system, clean cameras, test access doors, and test intrusion on a quarterly basis? RESPONSE: Yes, clearly identify this cost in the proposal. 16. Will the City be providing electrical as needed for lock power supplies and access control panels? RESPONSE: No, the City is requesting turnkey installation. 17. Can the City provide any drywall patching / paint if needed.

5 RESPONSE: No, the City is requesting turnkey installation. 18. Is there a plan for Asbestos mitigation if it becomes an issue? RESPONSE: The City is providing vendors with our asbestos report for City Hall. Vendors will need to comply with all health and safety requirements. 19. Is current intrusion alarm panel unlocked? RESPONSE: If you are referring to the physical panel itself, no. 20. Is current intrusion system owned or leased? RESPONSE: Although the City does not own the equipment at City Hall and the Senior Center, it is highly likely it will remain on-site if the current vendor is not retained. The City does own the intrusion alarm equipment at the Community Center. 21. For the access control, do you want web hosted or standard? RESPONSE: The City is interested in pricing for hosted system as well as a system hosted on City equipment. 22. Do you want to monitor door status? RESPONSE: It is not necessary to be able to monitor the status of the door, i.e. open or closed 23. Do you have a preference for what type of readers (Card or Fingerprint)? RESPONSE: While a decision has not been made as to the type of access control (fob, swipe card or proximity card) we are leaning toward a proximity card that can double as an employee identification card. The City has a Dualys 3 badge printer. If that is suitable for the proximity card you are proposing, we do not need a badge printer. We would like an initial supply of 100 cards. 24. For the cameras, do you want analogue or digital? RESPONSE: Digital 25. If you want digital what megapixel camera do you want at each location? RESPONSE: 1 megapixel at all locations 26. Do you want one central DVR/NVR or do you want one at each building?

6 RESPONSE: The City is open to whichever solution provides us with the best value. Each location is not required to have a video recorder on-site. A central recorder would be acceptable. 27.
