2 MESSAGE FROM THE FIRE CHIEF To Mayor Debra Button and Members of Council I am pleased to submit this annual report for the Weyburn Fire Department for This report offers an insight into the efforts and achievements that this fire department has accomplished over the past year and allows its readers to gain an insight into the services we offer our citizens. This report will outline call volumes and type of incidents, fire prevention and public education efforts, professional development achievements and the significant accomplishments made by our personnel over the past year. I am proud to be associated with the men and women who compromise your fire department. They are a remarkable, dedicated, efficient and highly skilled group of individuals who selflessly strive to offer a service that our community deserves and can be proud of. This department functions well within the corporation of the City of Weyburn where we enjoy great working relationships with all our surrounding fire departments and their dedicated staff. We know that we are but one piece of the overall team that makes this City great. I would especially like to thank City Manager Smith for his endless support, encouragement and guidance. I would like to thank City Council for their continued support of our efforts and achievements. It is recognized that Council determines the level of service that this department provides, and further that Council recognize the integral role that the fire service plays in making this community safe, prosperous and vibrant. 17 TRAINING & EDUCATION Success of this fire department depends on a highly motivated workforce that has integrity and professional expertise. Each employee is charged with representing the City of Weyburn, its Mission and Values on a daily basis. We have identified core fire and rescue practices and competencies which are integral to providing quality services to the community. Our constantly evolving environment has fire services faced with an increasing need to develop and maintain new skill sets through innovative training programs. For example, changes in building codes and building materials have significantly changed firefighting techniques. As well, certain training components must always be delivered using practical instructor-led methods to ensure hands-on competency have been attained. New recruit training, confirming core competencies and officer command instruction must meet industry standards to ensure effective service delivery. We continue to utilize Firehouse (database software) as a means of documenting delivered programs and in the future years we endeavor to fully realize its potential in organizing recertification of required skills and references of basic competencies. Departmental goals have been achieved through consistent training and re-certification of firefighters. The quality of training is reflected in the service delivered to citizens and provides for a safe work environment. In 2014 this fire department completed over 3,400 hours of training. This training encompassed all personnel from the Fire Chief to the newest recruit. Training topics included fire suppression, incident and emergency management, rescue techniques, stress management, healthy lifestyles, and firefighter recruitment and retention. The Weyburn Fire Department has adopted and embraced the philosophy of learning is a lifelong experience. Page 17 of 20
18 PUBLIC EDUCATION Public education activities and initiatives are at the very heart of modern firefighting. Statistics conclude that the aged, infirmed and very young populations are more vulnerable to the dangers of fire. It is extremely difficult to quantify how many man lives have been saved and injuries prevented or dollar losses mitigated. The major highlights of this year s public education program have included school and daycare visits, fire department open houses, youth and senior group lectures and a household smoke alarm campaign. FIRE PREVENTION Fire Prevention is the first line of defense against the deadly affects of fire. With the application of The National Fire Code, this fire department protects its citizens and visitors. In 2014, we conducted 134 fire safety prevention inspections and follow-up inspections within the City of Weyburn. Fire Inspections are conducted on businesses, (including industrial, institutional, mercantile) and multi-dwelling residences. These inspections are conducted by firefighters with NFPA 1031 Level 1 or Level 2 Fire Inspector certification. This component of the fire service enables emergency responders to become more physically familiar with properties in the event of a fire occurrence and provides an opportunity to educate and assist business and property owners as well as the general public with the importance of fire prevention and fire safety. We also inspect residential units upon request. When a fire occurs, determining the cause can be a very complicated technical process requiring the assistance of other outside agencies. Understanding the cause of a fire helps address hazardous or defective appliances and equipment leading to the removal of such items from general service or sale through a recall of the product. It is crucial to the success of fire prevention to evaluate every fire in order to assist in the continued education of the public and fire department personnel. Page 18 of 20
19 COMMUNITY INVOLVEMENT The Weyburn Fire Department, the Weyburn Fire Brigade and the International Association of Firefighters Local 2989 have been putting in countless off duty hours, working in tandem to promote their community and supporting many nonprofit causes and organizations. The Annual Car Show and Shine Barbeque have raised $7, since 2008 in support of Saskatchewan s burn wards and hospitals with specialized equipment and training for nurses and doctors. The Weyburn Fire Brigade s Ladies night raised $ 12, in The Brigade has earmarked this money for training aids and equipment for the fire training ground. The Muscular Dystrophy s boot drive and fundraising activities has raised $18, in Weyburn during the past 3 years Page 19 of 20
