2 REPORT OF THE 1 ST JOINT MEETING OF CEN/TC 162/WG 6 "LIFEJACKETS" AND ISO/TC 188/SC 1 "PERSONAL SAFETY EQUIPMENT" held in Copenhagen / Denmark on to 18 1 Opening of the meeting Mr. Popp, chairman of ISO/TC 188/SC 1 and convenor of CEN/TC 162/WG 6, welcomed everyone to Copenhagen and opened the meeting. He welcomed Ms. Laabs as new secretary of both committees. Mr. Popp thanked the Danish hosts for the invitation to Copenhagen and the organisation of the meeting. 2 Roll call of delegates There was a roll call. GERMANY USA DENMARK USA GERMANY FINLAND CANADA 3 Adoption of the draft agenda The draft agenda ISO/TC 188/SC 1 N 40 (CEN/TC 162/WG 6 N 228) was adopted with the following additions: - under item the document ISO/TC 188/SC 1 N 43 (CEN/TC 162/WG 6 N 231) was added, - the Scandinavian comments (see document ISO/TC 188/SC 1 N 24 and CEN/TC 162/WG 6 N 212, respectively) and the Italian comments (sent to the secretary on ) on ISO will be discussed under item Secretariat note: The resolved Italian comments have been circulated after the meeting as document ISO/TC 188/SC 1 N 58, CEN/TC 162/WG 6 N Appointment of a resolution drafting committee Ms. Coleshaw, Mr. Kershaw and Ms. Laabs were appointed as resolution drafting committee. 5 Adoption of the 23 rd meeting report The draft report given in document ISO/TC 188/WG 14 N 767 (CEN/TC 162/WG 6 N 187) was approved unanimously. 6 Report of the secretariat 6.1 Follow-up of the joint 23 rd meeting of ISO/TC 188/WG 14 and CEN/TC 162/WG 6 Ms. Laabs gave a presentation on the developments since the last meeting (see also document ISO/TC 188/SC 1 N 47, CEN/TC 162/WG 6 N 235). The most important developments were: - The working group has been upgraded to a sub-committee in ISO, i.e. ISO/TC 188/WG 14 has become ISO/TC 188/SC 1. - The amendments for (EN) ISO parts 7, 8 and 9 were approved in the formal vote procedure and will be published by ISO/CS (Central Secretariat) and CCMC (CEN/CENELEC management centre). - The enquiry ballots of ISO for parts 1, 2 and 3 were positive, but received quite a lot of comments, especially from the CEN consultant (see also item 7). Ms. Laabs reminded the participants about some rules regarding the standardization work and kindly asked everyone to adhere to them (see slides 7 and 8 in ISO/TC 188/SC 1 N 47, CEN/TC 162/WG 6 N 235). It was agreed that documents for a meeting have to be sent to the secretary 8 weeks before the meeting. Mr. Popp added that the chairman and secretary would like to propose a limitation of the number of delegates/experts in order to ensure a balanced composition of the committee. The proposal was to limit the number of delegates/experts to five persons per country with the possibility to additionally nominate a maximum of 2 persons per country for specific technical expertise. The proposal was adopted. See agenda item 11 Resolution 2011/02. Mr. Popp asked why the USA voted with disapproval for ISO :2006/FAmd.1:2010. Ms. Baldwin explained that it is not acceptable for the USA that the requirements for PFD's used for leisure are as high as the requirements for PFD's used during work. Mr. Popp explained that European law requires the same level of safety for leisure and work. Unfortunately, this means that there is no possibility to find a compromise in the near future. If the standards shall be applicable in the European Union, the requirements for leisure have to be the same as for work.

4 Ms. Baldwin requested that the task group be given terms of reference, i.e. a clear indication of what they are expected to do until when. This was agreed under the respective items (see items 7.3.3, 8.1.1, 8.1.2, 8.2.1, and the respective resolutions 2011/06 through 2011/10 which describe the work of the ad-hoc and tasks groups). Mr. Popp reminded the participants that the standardization work is confidential. Hence, information from the meeting shall not be communicated to the public. The public or any person that is not actively involved in the standardization process is not allowed to receive any intermediate results/information. The DIS ballot (pren ISO ballot) is the time to inform the public and get any comments from interested persons which are not actively involved in the standardization process. This means for the (EN) ISO series, that the official and applicable standards are the editions from 2005/2006 and the relevant amendments from 2010/ Work program of ISO/TC 188/SC 1 + CEN/TC 162/WG 6 ISO/TC 188/SC 1 N 30 CEN/TC 162/WG 6 N 222 Ms. Laabs gave an overview of all projects (preliminary, active, published, potential new items) in the responsibility of ISO/TC 188/SC 1 (see ISO/TC 188/SC 1 N 47, CEN/TC 162/WG 6 N 235). She explained that only parts 3, 4, 5, 7, and 9 of ISO are registered as preliminary work items (PWI) at ISO. She suggested to also register the other parts of the ISO series as preliminary work items, i.e. parts 1, 2, 6, 8 and 10, because the committee is working on a revision of all ten parts. This was agreed. The work will be carried out under the Vienna Agreement once the preliminary work items have been adopted as active work items. Thus, the PWI will only be visible in the ISO project database but not in the CEN project database. The projects will become visible at the CEN level once the Vienna Agreement is activated. See agenda item 11 Resolution 2011/01. Ms. Laabs informed about a potential new work item for a Technical Report (ISO/TR) on "Aggregate effectiveness of personal flotation devices using risk analysis" as proposed by North America in document ISO/TC 188/SC 1 N 30 (CEN/TC 162/WG 6 N 222). Mr. Wehr explained the background: The US Coast Guard and Canada sponsored a research project on this topic. At the last meeting, it was decided that the results should be put in an ISO/TR. Mr. Wehr added that information specific to Canada and USA should be removed from the document before publishing it. There was a discussion about the necessity for such a Technical Report with the following arguments/questions: - The ISO/TR can aid in identifying critical factors for evaluating the minimum level of performance necessary for approval. It complements and enhances the current standards, and could result in significant safety improvements through the implementation of new technologies and designs. The risk analysis methodology encourages creativity in system design, and provides an overall performance measure allowing for tradeoff analysis. - Does it make sense to allow failures for PFD's? - The CEN consultant does not accept average values. Hence, the content of the ISO/TR cannot be put in an Annex to the EN ISO series. Several participants voiced their concern that they did not had enough time to thoroughly read the proposal for the ISO/TR and discuss it in their national mirror committees. A vote to adopt a preliminary work item (PWI) gave no result (in favour: Canada, Finland, UK, USA; against: Australia, Denmark, Germany, Sweden; abstention: France). It was decided to include an item "Discussion of proposed ISO/TR Aggregate effectiveness of personal flotation devices using risk analysis" on the agenda of the next meeting. Everyone is invited to comment on the proposed ISO/TR xxx "Aggregate effectiveness of personal flotation devices using risk analysis". Comments shall be sent to the secretariat in the comment table by Action: everyone Note of the secretariat: When the secretariat first received the proposed ISO/TR, the pdf-file was password protected and therefore, ISO/TC 188/SC 1 N 30 (CEN/TC 162/WG 6 N 222) cannot be processed with Adobe Acrobat (e.g. the commenting tool does not work). The secretariat has now a non-password

5 protected file available. For your convenience, ISO/TC 188/SC 1 N 30 (CEN/TC 162/WG 6 N 222) has been replaced by the non-password protected file (see document ISO/TC 188/SC 1 N 48, CEN/TC 162/WG 6 N 236). 6.3 Further information Report on VG 8 activities Further information Following documents were available: ISO/TC 188/SC 1 N 21, N 22, N 28, N 35; CEN/TC 162/WG 6 N 209, N 210, N 216, N 223. Mr. Popp gave a report on additional activities. CEN/TC 162 and ISO/TC 188 Convenor/chairman and secretary represent the WG interests at the plenary meetings of the respective parent technical committee (TC) and communicate with ISO Central Secretariat (ISO/CS) and CCMC (CEN/CENELEC management centre). All necessary resolutions were past by the respective TC. Coordination between the CEN/TC 162/WG 6 and VG 8 The aim is to harmonize the actions of the Notified Bodies regarding testing in accordance with the EN ISO standards. o Co-ordination was required for RFUs, EN ISO including amendments and the PPE Directive and to harmonize certification and testing of PFD's, based on the new implemented Standards, representing the State of The Art. o Tracking the upcoming review of the PPE-Directive: Certificates are limited to a maximum of 5 years and have to be renewed after this period (in force April 2010 for new contracts). Attendance to the Vertical Experience Groups and internal Quality Control will be mandatory to all Notified Bodies. With the new PPE-Directive, PFD's against drowning will hopefully be upgraded to Category III of the PPE-Directive, requiring product or production control. Activities of the EU Commission The EU-Commission was asked on the implementation of EN ISO The EU-Commission launched a letter to clarify (see also document ISO/TC 188/SC 1 N 21, N 22, N 28; CEN/TC 162/WG 6 N 209, N 210, N 216). It was reported, that manufactures try to continue production with certification based on EN 39x Standards, either by producing products originally based on EN 39x, creating derives from those products or using material, fabrics or components based on former EN-certification and not adopted to EN ISO part 7. The letter from the EU- Commission brought it back to the basics of the PPE-Directive, nevertheless, some interpretations by stakeholders (i. e. the European Boating Industry) caused again irritation. Convenor/chairman and secretary share the view of the EU Commission that after the publication of EN ISO in 2006 new certifications shall be based on the new Standard and EN ISO has to be used to verify the quality of material and components. Only products which stay unchanged, may continue to be sold under old certifications. The European Boating Industry (EBI) was founded in 2009 and is very good at networking and lobbying with the European Institutions (European Commission, European Parliament). They call for a mandatory crotch strap on buyoncy aids. We should try to involve them in the standardisation work in CEN/TC 162/WG 6 as liaison organisation. Action: Ms. Laabs Note of the secretariat: See also new position paper of the European Commission given in document ISO/TC 188/SC 1 N 69 and CEN/TC 162/WG 6 N 257. Stakeholders In the last months the convenor/chairman realized with certain irritation, that several new organisations of stakeholders initiate activities on EU-Commission level (Standing Committee, PPE Forum etc.) and force recommendations without corresponding with the responsible TC or WG's. We should strictly require that such stakeholders shall actively involve in the WG's or at least on the TC level. We have to recognize, that the input of those stakeholder groups are mainly driven by commercial aspects sometimes linked with little knowledge about the Directives, terms and definitions and the related products. The convenor recommended to all European participants to liaise with lobbying companies/associations and to include them in the na-

6 tional mirror committees. The secretary was requested to investigate the objectives of the PPE sector forum and of the European Commission Standing Committee and who is participating in them. Action: Ms. Laabs Closing the Boarder It has been reported that several EU-Member States but also ISO member States close their boarder for products based on EN 39x certification. Test reports based on EN 39x are no longer accepted by authorities, e.g. in the run of quoting. Authorities and organisations are now requiring quotations based on the new EN ISO Standards. REACH The EU-Commission would like to include in the review of the PPE-Directive relevant aspects from REACH, i.e. that a PPE shall not create additional harm to the user and to the environment. The manufacturer has to trace back production that no harmful materials or dangerous goods are used during production and prove the manufacturing process from design to recycling by a roadmap. Environmental Aspects The Technical Board of CEN (CEN/BT) adopted a resolution that at each committee meeting of CEN the participants shall consider possible environmental aspects of its meeting and standards. For new projects environmental aspects shall be included. The secretary will explain this in more detail at the next meeting. Action: Ms. Laabs (ISO Guide 64/CEN Guide 4) IMO Chairman/convenor and secretary have been informed that there are some discussions ongoing on the test procedures related to live saving appliances and that the parallel use of the RTD is under doubt. With great pleasure chairman/convenor and secretary read the message to contact the ISO expert group for co-operation and offers support. Whereas the basics of both methods differ only little, we still recommend the use of the RTD only in case of doubt either on the condition of a subject or on the basic performance of a device. With regard to the IMO request to ISO/TC188/SC 1 to collaborate (see also document ISO/TC 188/SC 1 N 35; CEN/TC 162/WG 6 N 223), Ms. Baldwin added that DE55 (an IMO group) will probably form a corresponding group and invites ISO/TC 188/SC 1 members to participate in this corresponding group. Ms. Baldwin will forward information about the formation of the corresponding group and its chair to the ISO/TC 188/SC 1 secretary. This will be circulated to ISO/TC 188/SC 1 with the invitation to contact the chair directly if interested in participating. Mr. Knopik does not see the point for this collaboration because if harmonization is the aim, either ISO or IMO have to change their standard. Upon request, Mr. James explained the procedure for the adoption of ISO standards by the USA: The Standards Development Organization (SDO) for the US National Standards regarding personal flotation devices is Underwriters Laboratories (UL). UL's process for advancing standards is the Standards Technical Panel (STP). The STP is a group of interested parties that maintain the standards through commenting and balloting of proposals using the American National Standards Institute (ANSI) consensus process. The STP has formed an International Harmonization Committee (IHC) that is responsible for developing and reviewing any proposed revisions that would either require a new, or affect an existing US National Difference to the ISO standards. The intent of the US is to adopt the ISO standards with specific US National Differences which will fall under the responsibility of both the STP and the IHC. Report on VG 8 activities Joe Bottomley gave a report on the VG 8 activities (see document ISO/TC 188/SC 1 N 49, CEN/TC 162/WG 6 N 237). 7 EN ISO series 7.1 EN ISO National comments on pren ISO/DIS :2010

See agenda item 11 Resolution 2011/ EN ISO National comments on pren ISO/DIS :2010 ISO/TC 188/SC 1 N 33 CEN/TC 162/WG 6 N 220 After a short discussion it was decided to establish a correspondence group which will make a proposal for the resolution of all comments received on ISO/DIS :2010 and pren ISO :2010. The correspondence group should get the CEN consultant's consent on the proposed resolution of comments before ISO/TC 188/SC 1 and CEN/TC 162/WG 6 will receive it for final approval. The correspondence group was also given the task to reinsert some form of explanation about thermal protection times of immersion suits as previously given in the informative Annex A of ISO :2002. The members of the correspondence group and the timeframe are given in Resolution 2011/05. See agenda item 11 Resolution 2011/05. Note of the secretariat: Unfortunately, the timeframe has to be shortened considerably as the ISO series is elaborated under the Vienna Agreement with CEN lead. This means that that the ISO timeframe is irrelevant, instead the CEN timeframe has to be followed. Additionally, CEN/TC 162 has to be given some time to review the documents before they are sent to CCMC (CEN/CENELEC management centre) and ISO/CS (ISO central secretariat) for the formal approval procedure. This means, that we won t be able to speak about the ISO series at our next joint meeting end of September 2011 because I have to send the agreed FDIS texts for the three parts (ISO , -2, -3) to the CEN/TC 162 secretary by 20th June Having spoken to Mr. Popp, chair of ISO/TC 188/SC 1 and convenor of CEN/TC 162/WG 6, the new timing for actions is the following: - Correspondence group finalizes the resolution of comments for ISO with its conference call on 12th May 2011.

8 - Secretary prepares the FDIS text by changing the DIS-text to incorporate all comments that were accepted by the correspondence group. - ISO/FDIS and resolution of comments on ISO/DIS are circulated via Livelink in ISO/TC 188/SC 1 and CEN/TC 162/WG 6 on 18th May National mirror committees are requested to give their approval to the resolution of comments and ISO/FDIS text as proposed by the correspondence group by , i.e. national mirror committees might want to schedule a national meeting between 23 rd May and 15 th June Preparation of the draft version FprEN ISO/FDIS See item Report on AHG "Thermal manikin" ISO/TC 188/SC 1 N 37 CEN/TC 162/WG 6 N 225 Mr. Wehr gave a report on the activities of the AHG "Thermal manikin" (see also document ISO/TC 188/SC 1 N 37 and CEN/TC 162/WG 6 N 225, respectively). He explained that IMO invites ISO/TC 188/SC 1 members to participate in the correspondence group. He will the point of contact to Ms. Laabs for circulation via Livelink. Action: Mr. Wehr At the moment there are three manikins in the USA, one manikin in German and one manikin in Japan. Mr. Popp added that human subject testing will probably always be necessary but with manikins it can hopefully be minimised. He encouraged the test houses which are doing subject testing to participate in the AHG "Thermal manikin". Mr. Wehr asked that they also participate in the IMO correspondence group. The committee encouraged the ad-hoc group "Thermal manikin" to continue their work. See agenda item 11 Resolution 2011/08. 8 ISO series 8.1 ISO "PFD Part 3: Lifejackets, performance level Safety requirements" Report of AHG "Crotch straps" ISO/TC 188/SC 1 N 43 CEN/TC 162/WG 6 N 231 Mr. Kershaw gave a report on the activities of the AHG "Crotch straps" (see also document ISO/TC 188/SC 1 N 43 and CEN/TC 162/WG 6 N 231, respectively). The tests gave inconclusive results. The AHG "Crotch straps", therefore, recommends that further tests are undertaken. This was agreed. See agenda item 11 Resolution 2011/09. Mr. Kershaw said he would send a full test report to the secretariat. Action: Mr. Kershaw Mr. Wehr showed a video of the "plunging"-effect. Mr. Kershaw explained that it is very difficult to get reliable data. If anyone has data on crotch straps or knows of publications with reliable data, please send them to Mr. Kershaw. Action: everyone Mr. Popp asked what these findings mean for the ISO series. Mr. Kershaw said that if the results show that crotch straps should be worn, the ad-hoc group will draft a proposal to add crotch straps as accessory and possibly mandatory in some cases, e.g. for leisure activities. Such a requirement could for example be added as new 5.6 in ISO Mr. Murray added that there is also the possibility to enhance the lifejackets to avoid riding-up without adding crotch straps. Ms. O'Ferrall voiced her concern that at the moment most crotch straps are not

9 ergonomic Report of Task Group 2 ISO/TC 188/SC 1 N 41 CEN/TC 162/WG 6 N 229 Task Group 2 had met during the meeting of to finalize their interim report given in ISO/TC 188/SC 1 N 41 and CEN/TC 162/WG 6 N 229, respectively. Ms. Baldwin gave a report on the TG 2 meeting and its conclusions (see also document ISO/TC 188/SC 1 N 54 and CEN/TC 162/WG 6 N 242, respectively). TG 2 proposed to change the order of the classes and performance levels as proposed in Annex A of the final report. This proposed change was accepted by the committee. Ms. Laabs was requested to insert the agreed wording in 4.2 and 4.3 of ISO parts 1 through 6 and part 10, and with a renumbering of paragraphs, in Annex A of ISO parts 8 and 9. Action: Ms. Laabs For ISO minor editorial revision of the wording are seen as necessary to adapt it to the different writing style of part 10. As ISO needs major revision, the adaptation should be done during that revision. Ms. Baldwin suggested that the committee gives a clear task with terms of reference to each task group, ad-hoc group and correspondence group. It was agreed that the resolutions shall include a clear task as far as possible and that the groups shall adopt a roadmap with milestones to be achieved until the next joint meeting of. TG 2 was asked to revise the relevant terms and definitions in the ISO series with regard to classification and performance. See agenda item 11 Resolution 2011/ Report of Task Group 3 ISO/TC 188/SC 1 N 39 CEN/TC 162/WG 6 N 227 Mr. Wehr gave a report on the activities of TG 3 "Multi-chamber requirements". TG 3 had submitted an interim report (see document ISO/TC 188/SC 1 N 39 and CEN/TC 162/WG 6 N 227, respectively). Mr. Wehr presented the proposal of TG 3 for new terms and definitions (two types of inflation systems: primary and secondary inflation system; three types of inflation chambers: primary, back-up and supplemental inflation chambers) and changes to requirements on inflation chambers. It was agreed that the national mirror committees shall discuss this proposal (ISO/TC 188/SC 1 N 55 and CEN/TC 162/WG 6 N 243). Any comments on the proposal shall be send to the secretariat until at the latest. Action: everyone Open issues of the Berlin meeting + Scandinavian comments + Italian comments ISO/TC 188/SC 1 N 11, N 24, N 58 CEN/TC 162/WG 6 N 198, N 212,N 246 The open comments from the Berlin meeting, the Scandinavian remarks on these comments and the newly received Italian comments were discussed and resolved. The Irish delegation explained the reasoning for their comments IE 14 and IE 15. Mr. Kershaw explained that the base requirements should not be changed in order to ensure comparable testing results, i.e. testing should be done with bathing costumes and not with heavy weather clothing. A factor can then be applied to the result to account for heavy weather clothing. If at all the turning ability and freeboard requirements should be changed to account for heavy weather clothing (i.e. higher mass). The question arose whether PFD's are used more frequently in a commercial/work environment or for leisure purposes. Buoyancy aids are

10 mainly used for leisure activities in all countries. Mr. Popp explained that this is due to the fact that buoyancy aids are not allowed for commercial use. Mr. Chennel volunteered to contact PFD manufacturer to investigate where most lifejackets are used (leisure or commercial). Action: Mr. Chennel The resolution of the open comments from the Berlin meeting is given in document (ISO/TC 188/SC 1 N 56 and CEN/TC 162/WG 6 N 244). The resolution of the Scandinavian remarks is given in document (ISO/TC 188/SC 1 N 57 and CEN/TC 162/WG 6 N 245). Ms. O'Ferrall gave a report on the TG 1 meeting and its conclusions (see also document ISO/TC 188/SC 1 N 61 and CEN/TC 162/WG 6 N 249, respectively). TG 1 proposed the following way forward: ISO/TC 188/SC 1 Task Group 1 agreed that a study should be carried out in order to determine the differences between a Testhouse and test subjects evaluating the rearming and repacking of a lifejacket in the US and in Europe by the Testhouses and to compare the results. Joe Bottomley agreed to carry out the study within VG 8 and to report back to TG 1. TG 1 will then write a text proposal for the rearming and repacking clause of ISO The text proposal has to be send to the secretariat by Action: Joe Bottomley, VG 8, Task Group 1 See agenda item 11 Resolution 2011/10. There was a discussion whether the rotating shock bin test is the correct test to detect migration of insulation material in immersion suits. Some participants thought that the size of the bin is too small as the immersion suits are virtually stuck and cannot move during the test. ISO/TC 188/SC 1 requested VG 8 to discuss whether the rotating shock bin test is the correct test to detect migration of insulation material in immersion suits. Is the chamber large enough? 11 Mr. Wehr gave a report on the activities of the correspondence group (see interim report in document ISO/TC 188/SC 1 N 38 and CEN/TC 162/WG 6 N 226). With regard to the comment on , third paragraph, the committee agreed to make the following change: " tested inflated to (4 0 1 ) kpa4 kpa. Multiple redundant chambers that provide the same size and shape as chambers previously tested need not be retested."hj With regard to the comment on , Mr. James proposed changes to ISO and parts 2 through 5 (see document ISO/TC 188/SC 1 N 62 and CEN/TC 162/WG 6 N 250) with regard to the water entry (see "homework 1" in the above document) and the shoulder gap (see "homework 2" in the above document). The proposed shoulder gap test procedure for ISO was agreed. The proposal for the requirements in the different parts (ISO , -3, -4, -5) have to be discussed at the next meeting. Regarding the water entry test it was agreed to establish a new Task Group 4 "Order of testing" to write a proposal for ISO , and adjust the respective requirements in parts 2, 3, 4, 5 and 6 (make matrix to explain when to measure freeboard, angle and in which order). Mr. Wehr proposed a new subclause for a body strap hardware secureness test in ISO and a corresponding requirement for ISO , -3, -4, -5 and -6 (see document ISO/TC 188/SC 1 N 71 and CEN/TC 162/WG 6 N 258). 14 9 Any other business The US delegation remarked that the working draft of ISO (document ISO/TC 188/SC 1 N 18, CEN/TC 162/WG 6 N 205) contained wrong wording. Ms. Laabs explained that the changes to ISO that were agreed at the meeting in 2010 have also been incorporated in ISO parts 2, 4, 5 and 6 as the main difference between these parts is the buoyancy of the PFD. The committee agreed that this assumption was correct for lifejackets, i.e. ISO , -4 and -6. However, ISO specifies different requirements for buoyancy aids in several respects. The committee requested the secretary to revert the changes made to ISO The committee requested the secretary to circulate the trackchanges versions for the working drafts of ISO , -4, -6. Furthermore, the committee requested that the documents are always circulated in track-changes and clean versions in order to guarantee a transparent process. Action: Ms. Laabs Mr. Wehr gave a presentation on test subject testing (see document ISO/TC 188/SC 1 N 70, CEN/TC 162/WG 6 N 259). He explained that there are four different body types (somatotypes). This means that in order to get a good representation of user's the height, weight and in-water weight have to be taken into account when choosing test subjects. The committee accepted the presentation and thanked Mr. Wehr for making the committee aware to this fact. It is recommended that test house keep this in mind when choosing test subjects. 10 Date and place of the next meeting The next meetings will be held from: - 26 th September to 30 th September 2011 in Berlin, Germany (at DIN, room 1002); - 7 th May to 11 th May 2012 in Canada. The timeframe for the correspondence group is set as follows: i) Claudia Laabs sends the word-file of the comments table to the members of the correspondence group assigning a number of comments to each member. ii) All members send their proposal on how to deal with the comments assigned to them back to Claudia Laabs by 25 th March iii) Claudia Laabs collates all proposals into one table and sends this table to the correspondence group by 8 th April iv) The members of the correspondence group are given until the beginning of May 2011 to review the proposals from other members. v) A conference call / webconference is to be called of the correspondence group on 12 th May 2011 (15:00 h to 17:00 h Central European summer time) to discuss any necessary adjustments to the proposals. vi) Claudia Laabs will send the agreed proposal to the CEN consultant by 20 th May v) The CEN consultant has 6 weeks to give his feedback on the proposal, i.e. until 30 th June vi) If necessary, the correspondence group will try to develop new proposals to satisfy the requirements of the CEN consultant. vii) The proposals which are adapted that have the CEN consultant's agreement will be circulated to by 15 th August viii) The final adoption of the proposal to be undertaken by at its next joint meeting in September unanimously approved - Note of the secretariat: Unfortunately, the timeframe has to be shortened considerably as the ISO series is elaborated under the Vienna Agreement with CEN lead. This means that that the ISO timeframe is irrelevant, instead the CEN timeframe has to be followed. Additionally, CEN/TC 162 has to be given some time to review the documents before they are sent to CCMC (CEN/CENELEC management centre) and ISO/CS (ISO central secretariat) for the formal approval procedure.
