2 SUMMARY The Time Knitwear (Pvt.) Ltd. factory is established in a 5 storied (G+4+rooftop) building. The factory building was constructed in 2003 and began the production in the same year. The building was approved for industrial purpose and the factory had about 150 workers at the time of inspection. The Factory was surveyed for electrical safety by Woosun Energy and Construction Co., Ltd. (WEC). The purpose of the survey was to identify significant electrical safety issues and to provide recommendations for remediation based on applicable standards specified by the Accord. The scope of this initial electrical safety inspection was limited to the review and identification of major electrical safety issues. The inspection did not include identification of minor deficiencies, which will be further addressed as part of follow-up inspections. Table below summarizes the major electrical safety issues identified during the inspection. Recommendations have been provided to address each issue. An implementation schedule shall be developed by the factory to remediate each of the findings. The specific timing of improvements, including any requested extensions due to design / installation constraints, shall be submitted to the Accord for approval. Time Knitwear (Pvt) Ltd. Page 2 of 8

3 FINDINGS AND RECOMMENDATIONS Finding No: E- 1 Category: SERVICE LINE Service line between the pole mounted distribution transformer and building are not supported. Service cables/lines from the transformer till it enters the building must be protected in rigid conduit or laid in covered trays. Install cable or ladder to support the main service cables from pole mounted distribution transformer to main switchgear panel. LV cable terminating from pole mounted transformer and entering the factory premises. Finding No: E- 2 Category: SWITCH BOARD & PANELS MCCB mounted on wooden board and barrier/separators between different phases are not installed. Remove the wooden plank and place the protective devices inside an enclosed panel made of metallic sheet of min. 20 SWG thick. Install separators between different phases of MCCB. 4 Finding No: E- 3 Category: SWITCH BOARDS & PANELS 1. Distribution panel made of wooden plank (typical). 2. Re wire-able cut-out sockets used (typical). 1. Wooden panels must be replaced by standard metallic panels. 2. Replace the re wire-able cut-out sockets with MCBs or MCCBs of appropriate current ratings. Distribution panel in production floor. Remediation Timeframe: 3 months Finding No: E- 4 Category: SWITCH BOARD & PANELS 1. Multiple cable termination at a single terminal of bus-bar (typical). 2. Wires connected to at a terminal without using cable lug (typical). Avoid multiple connections. Terminate individual cables at individual point of bus bar. Provide copper cable-socket, copper nut-bolt and copper washer for termination. Proper crimping tools must be used to punch the socket. Cables terminating at bus-bar inside LT panel. 5 Finding No: E- 5 Category: SWITCH BOARD & PANELS Multiple cable termination in MCCB (typical). Remove all the multiple connections made at a single point of MCCB and connect individual branch cables to individual points on MCCB using individual lug according to the respective cable size. Cable termination at the terminal of MCCB in distribution panel. Finding No: E- 6 Category: CABLE & CABLE SUPPORT Excessive dust and lint deposit in uncovered wooden cable duct (typical). Replace the entire wooden cable ducts with covered metallic cable trays or channels (with all its accessories like joints, bends and cover) to avoid fire hazard. 6 Finding No: E- 7 Category: CABLE & CABLE SUPPORT Cable passing through the wall not sealed and protected. Cables passing through permanent walls must be protected in steel pipes. Seal all the penetrations using non appropriate fire rated material and ensure the cable insulation does not get damaged during sealing work. LV cable entering building premises. Finding No: E- 8 Category: CABLE & CABLE SUPPORT Cables terminating at panel not supported. Install the cable tray/ladder/ duct upto the cable entry of the panel in order to support the cables. Ensure the cables are tightly latched with the ladder and provide covers made of noncombustible material preferably metallic sheet to protect the cables insulation from any physical damage as well as prevent ingress of debris, dust and lint. 7 Finding No: E-9 Category: WIRINGS Re wire-able cut-out sockets mounted on combustible materials(typical). Replace re-wire-able cut-out with MCBs or MCCBs. Wooden planks cannot be used as a base to mount the fuse and sockets. Remediation Timeframe:1 month Re wire-able cut-out sockets and energy meter on ground floor. Finding No: E- 10 Category: GENERATOR ROOM Generator output cable supported in sanitary pipe and laid on floor, supported on bricks. Provide a cable tray or rigid conduit (steel/hdpe pipe) throughout the cable length.the raceways/rigid conduit must be firmly fixed on floor or wall with clamping at regular interval. Generator output cables protected in sanitary pipe. Finding No: E- 11 Category: GENERATOR ROOM Generator exciter batteries are not encased and protected. Encased the generator batteries in metallic acid proof stand and insulate the battery terminals. 8 Finding No: E- 12 Category: BOILER ROOM Hot spot at terminations inside the panel. Disconnect the panel from the electrical service (switch off the power) and tighten up the terminals.
