Both questions must to pass ballot in order to recommend that the Standards Council issues this TIA. (1) In all cases, an affirmative vote of at least a simple majority of the total membership eligible to vote is required. [30 eligible 2 = = (16)] (2) The number of affirmative votes needed to satisfy the ¾ requirement is rounded up #. (30 eligible to vote - 5 not returned - 1 abstentions = = 18) An appeal relating to a proposed Tentative Interim Amendment shall be filed no later than 5 days after the notice of the Technical Committee TIA ballot results are published in accordance with (c) and In the case that a Correlating Committee is also being balloted, appeals need to filed 5 days after the notice of the Correlating Committee TIA ballot results are published. Final ballot comments are attached for your review. Ballots received from alternate members are not included, unless the ballot from the principal member was not received. Attachment

AGREE DISAGREE* X ABSTAIN* I doubt the emergency nature of the proposed TIA even though it has the potential of a public benefit that would lessen a known hazard. It fundamentally came about due to the difficulty the technical committee had to get the work done in the normal revision cycle. While I sympathized with the TC and appreciate the work of the task group, the workaround using TIAs could subvert the revision process if it becomes common. I would think that the professionals handling the maintenance of the systems should catch most of the inadequate batteries. If so, the probability of the problem is small. AGREE X DISAGREE* ABSTAIN* Although I agree in principle with the technical merits of this proposal, this TIA adds substantial new material that has not had the benefit and scrutiny of a public review. The existing requirements have been in the code for many cycles and the submitter has not provided any mention or evidence of battery failures that have occurred as a result of the current testing requirements. Since there is no urgency or reported evidence of any negative occurrences associated with the current code requirements, due to the significant level of changes being proposed, the proposals in the TIA should be given the benefit of the full process and public review. A quick search on the internet identifies some potential concerns with this proposal (ref: Testing.pdf ). Concerns such as what are the additional cost associated with implementing the additional testing being proposed, what is the reasonableness of accurately implementing these procedures in the field, etc., require the benefit of a full public review prior to implementation. I was unable to view the referenced standard without purchase, to determine its relevance per NFPA Regulations Governing the Development of standards section and were the subject of Public Comment 169 in Second Draft meetings. This Comment was rejected and substantiation provided. While the technical merits may be appropriate as referenced for (2), the battery calculations should be simplified as much as possible for calculation design purposes and included in the main text if possible. Public Comment 169 substantiation noted that The battery terminology referenced is used inconsistently and may agree with through 3 changes however this should be during a normal cycle and not necessarily an emergency nature just for change in terminology since both battery and cell are used interchangeably. Section indicates an appropriate reference however I do not consider this change emergency and should be reviewed in the normal First and Second Draft cycle. While some of the technical detail for A is appropriate not all may be and some of the existing A could still be valid. This annex is change is not emergency and should be reviewed in the normal First and Second Draft cycle. Question 2: I agree that the subject is of an EMERGENCY NATURE. AGREE X DISAGREE* ABSTAIN* There is a level of technical merit in the TIA, however there was no evidence of the potential risk to consider this an emergency other than the batteries will not be within specification at lower temperatures. It may be a risk if the batteries do not last 5 minutes at these temperatures. If the batteries would last 23.5 hours vs. the calculated 24 hours this is not an emergency.
