3 Municipality of Port Hope Fire & Emergency Services Rob Collins, Director of Fire and Emergency Services 56 Queen Street Port Hope ON Canada L1A 3Z Fax: Mayor and Council Re: Fire Department Annual Report I am pleased to present the 2010 Fire Department Annual Report was a year of significant changes in our approach to fire protection in the Municipality of Port Hope, with a renewed focus on Fire Prevention and Public Education to go along with a very capable fire suppression program. The addition of a full-time equivalent contract Fire Prevention Officer enabled us to start an ambitious Fire Code compliance program. The FPO, working with volunteer firefighters, was able to complete a number of compliance inspections on multi-unit residential, commercial and mixed-use properties within the Municipality. The program showed immediate results; a December fire in the heritage business area was contained to a single apartment, thanks in great measure to upgrades made by the building owner in order to gain Fire Code compliance. In addition to the inspection program, new public education initiatives and an enhanced smoke alarm program were introduced. These new initiatives will not only allow us to meet legislated obligations, but more importantly will allow us to reach more residents with important fire safety information. Other notable achievements in 2010 included continued steps toward the completion of the recommendations from the Fire Service Master Plan. Upgrades to the department s apparatus fleet continued, with the purchase of a new multi-purpose Tanker/Pumper truck for Station 3 and the contract award for the purchase of the first of 3 new Pumper/Rescue trucks to be delivered over the next several years. These new vehicles will ensure that we maintain up to date equipment in order to maximize our response abilities as well as to provide the highest level of responder safety. 11 MONTHLY MEDICAL ASSIST COMPARISON The new Emergency Medical Services Tiered Response Agreement between the County of Northumberland and the Municipality of Port Hope was implemented in the last half of Prior to this the fire department responded to all dispatched medical assists. Approximately 50% of the time ambulances were on scene first and fire department assistance was not required. The new agreement states that the Port Hope Fire Department is to be notified following Central Ambulance Communication Centre (CACC) committal or information update to a call for the following conditions: All Motor Vehicle Accidents All code 4 emergency calls when ambulance response to the scene is greater than 10 minutes and when there is a clear response time advantage. The table below compares the yearly medical calls for each station. 12 2010 FIRE LOSSES In 2010 the Municipality of Port Hope had 48 fire incidents with a total fire loss of $827,000. The total Station 1 area dollar loss was $530,000; Station 2 area $269,400 and Station 3 area $26,900. 13 FIRE PREVENTION In accordance with the Master Fire Plan a part-time contract position was created to ensure the municipality is in compliance with the Fire Prevention and Protection Act, which prescribes certain types of fire safety inspections, public education programs, and other specific safety initiatives. The duties of a Fire Prevention Officer (FPO) include the provision of an effective and efficient fire prevention program, consistent with procedures, policies, guidelines, bylaws, provincial and federal legislation and other government guidelines and regulations. The FPO provides public education programs for fire safety, provides leadership and direction to firefighters assigned to carry out fire prevention inspection programs and public education programs; maintains property inspection and follow up; life safety education programs and fire prevention initiatives. Inspections The Fire Prevention Inspection Program involves proactive fire code compliance inspections of multi-use residential, commercial and identified higher risk properties throughout the Municipality. The goal of the inspections is to ensure that all fire safety measures prescribed by the Ontario Fire Code are in place. In 2010 the Fire Prevention Department performed 138 inspections. Inspections included all of the major occupancy classifications, assembly, industrial, institutional, mercantile, and residential* (residential inspections include Foster Homes and Bed & Breakfast establishments), with the major focus on the downtown area. More than half of the downtown buildings required upgrades to meet the current Ontario Fire Code reguirements but fewer than half of them needed major work. Inspections at local schools, assembly halls, multi-unit residential buildings, commercial and industrial operations and care facilities will be the future focus. The structural fire at 112 Walton St., December 13, 2010 is an excellent example of prevention effectiveness; an updated fire alarm system provided occupants with early warning to escape and allowed for an earlier response by firefighters. Additional mandatory fire safety measures, prescribed by the Fire Code and installed by the landlord in response to our inspection report, contributed to the containment of the fire to a single apartment. The total damage caused by this fire was approximately $200,000; by comparison, as similar Walton St. fire in 2007 caused $1.5 million in damage. The Fire Prevention department attended and participated in Northumberland County Fire Prevention meetings and also planned and hosted a one day training seminar for the County Fire Prevention Officers and Senior Officers on Part 9, Retrofit of the Ontario Fire Code. 12

15 Fire Prevention Week Activities Fire Prevention Week was October 3-9, 2010 and the theme was; Smoke Alarms: A Sound You Can Live With! It s the law in Ontario to have working smoke alarms on every storey of the home and outside all sleeping areas. Yet, all too often the fire service responds to fires in homes with no working smoke alarms. During Fire Prevention Week the department conducted public education events at Davis Independent, Port Hope Public Library read with Sparky, Open House and Hall Tours at all 3 Stations, Gilmer s Home Hardware, Ganaraska Trails School, North Hope Central School, George Hamilton School, Beatrice Strong School and St. Anthony s Elementary School. Sparky during Fire Prevention Week. Residential Sprinkler Trailer The Ontario Fire Marshal s, Residential Sprinkler Trailer was used twice by the Fire Prevention department; at Family Safety Day in July and again at the Fall Fair in September. This trailer demonstrates the effectiveness of sprinkler systems for life safety and property protection. The future of new homes being built with such a fire suppression system will greatly lower fatalities and property damage in the municipality and province. 16 TRAINING Firefighters face the risk of burns, smoke inhalation, toxic chemicals and injury due to falling debris and explosions. To protect themselves and the community they serve, firefighters are required to undergo extensive training. In 2010, the training division developed and implemented over 50 training programs to the firefighters. Directed by the Chief Training Officer, each station s training facilitator instructed the necessary education in order to provide the level of professional service our community deserves while maintaining compliance with the applicable legislation, standards and procedures. Three to four mandatory training sessions are held every month for approximately 3 hours. A few of the key subjects completed included the following: Auto Extrication Search and Rescue AED Recertification Pumper Operations Aerial Operations Firefighter Self Rescue Water Supply Ladders Self Contained Breathing Apparatus Rapid Intervention Team BLS Pro First Aid Size Up HazMat Awareness Radio Communications Live Structure Fire Scenario Team Building Live Fire Training In order to survive, firefighters must be able to think clearly and solve problems quickly under extreme stress. This can be especially difficult in an actual fire, so training instructors conduct live fire training drills. A building is purposely set on fire to give firefighters the opportunities to develop these skills. The overall goal of this behavioral training is to instill good habits in firefighters through repeated exposure. During two days in April and August, live fire training was conducted in a burning structure acquired from residents who generously donated the use of their building to be intentionally burned for firefighter training. 15

17 Hazardous Material Training The Emergency Response and Training Assistance Support Agreement between Cameco Corporation and the Municipality of Port Hope was authorized in This agreement authorizes the joint develop of training and response plans to improve co-ordination and communication between them and to ensure that the combined response and fire protection programs of Cameco s Emergency Response Team and the Fire Department comply with NFPA 801 standards. Cameco provides, at its expense, the firefighters of the Fire Department, in conjunction with the training Cameco provides to its Emergency Response Team, refresher and recertification training and joint training to permit them to maintain or enhance their National Fire Protection Association 472 standard (NFPA 472), Operations Level qualifications annually and hazardous materials training. In November new firefighters attended a three day Hazardous Material Awareness Operations level certification course and certified firefighters attended a one day refresher course. 16

19 2010 RECRUITS As part of the hiring process to become a Volunteer Firefighter with the Municipality of Port Hope Fire Department, the 5 recruits hired in 2010 were required to successfully complete the Recruit Firefighter Training Program. This program was delivered by senior officers and firefighters of the department in conjunction with the Eastern Ontario Fire Academy in Norwood Recruit Graduation at the Eastern Ontario Fire Academy Nicholas Kennedy, Eric Poulton, Andrew Vorsteveld, Ryan Michael, & Cory Hopps 18

20 2010 TANKER / PUMPER TRUCK This vehicle, built in Ottawa by Eastway Emergency Vehicles, is a multipurpose truck capable of hauling 2500 Imperial gallons of water. It has a rated fire pump capable of pumping 5000 litres per minute, allowing it to be used as a pumper if required. The truck is fully compliant with the newest NFPA safety requirements and has advanced safety features including an electronic stability system to enhance responder safety. 19

21 2011 RESCUE / PUMPER TRUCK The contract to build this multi-purpose vehicle was awarded to Eastway Emergency Vehicles in 2010; the vehicle is scheduled for delivery in the summer of This truck will replace the aging pumper #172 at Station 2 in Welcome. The new truck has a 5000 litres/minute rated fire pump, an onboard foam system and an electronically-controlled high-volume monitor nozzle. In addition to operating as a front-line pumper, the truck will be a fullyequipped rescue truck; it will carry heavy hydraulic extrication equipment, as well as a variety of rescue tools. There will be an on-board 50kw generator and an 8,000 watt elevating light tower. The truck will carry a crew of 5 firefighters in a fully-enclosed cab. This is the first of 3 identical Rescue / Pump apparatus recommended in the Fire Master Plan; the second unit will be delivered in 2012 and deployed to Station 1, and the plan calls for the purchase of another for Station 3 in

22 MUTUAL AID Mutual Aid Meetings Fire Departments within Northumberland County alternate hosting monthly Mutual Aid meetings. These meetings are used as an educational forum for the firefighters with guest speakers or practical drills arranged for the particular meeting. The Municipality of Port Hope Fire Department hosted a meeting on August 26, 2010 at Station 1 and Team 1 Academy, Emergency Response & Rescue Specialist provided a presentation on Confined Space Mutual Aid Requests In emergency services, mutual aid is an agreement among emergency responders to lend assistance across jurisdictional boundaries. This may occur due to an emergency response that exceeds local resources, such as a disaster or a multiple-alarm fire. In 2010 the Municipality of Port Hope Fire Department received two requests for assistance from Hamilton Township. One from the Bewdley Fire Department on April 17, 2010 to assist with a structure fire at 3949 Irving Goheen Road and the second was requested on May 17, 2010 to assist the Baltimore Fire Department east of Gages Creek at Hamilton Rd and Peter Street for a barn fire. 21

23 COMMUNITY INVOLVEMENT The newly-formed Firefighters Association started taking over the fund raising and community service events, Firefighters also supported the department s Fire Prevention initiatives by volunteering their time for a variety of Public Education events. Some of the events included the Annual Firefighter Pancake Breakfast, the Municipality of Port Hope Fire Department/Port Hope Police Services Chief s Challenge Charity Hockey Game, Bowling for Kids Sake, Big Brothers and Big Sisters, North Hope Fun Fest, Float Your Fanny Down the Ganny, Junior Firefighter Camp, Port Hope Agricultural Society Fair and numerous school presentations. 25 COOPERATIVE EDUCATION STUDENT PLACEMENT PROGRAM Over the last few years the Fire Department has offered field placement opportunities to students who are interested in the Fire & Emergency Services field. Supervised by Deputy Chief Wheeler, the students learn a number of duties performed by the firefighters through observation, study and practical exercises. Students are also introduced to public safety and education through a review of fire safety literature, videos and other materials and assist the Fire Prevention Officer with public education. During 2010 the department hosted the following students: Mark Weygang, St. Mary s Secondary School Josh Fulford, Port Hope High School Zachary Vaspori, Port Hope High School Port Hope High School student Kyle Donnelly and Sir Sandford Fleming College students Leisa Graham and Kathleen Provost also attended in

A new Pumper/Tanker truck built by Eastway Emergency Vehicles of Ottawa replaced the 1995 Tanker at Station 3 and the 1995 Tanker was moved to Station 2. This gave the department the capability to shuttle efficient water to a fire. 3. Awarded contract for the construction of a new Pumper/Rescue truck to replace the existing 1991 pumper at Station 2 to Eastway Emergency Vehicles of Ottawa. 4. Upgrades to Station 1, including the installation of a new HVAC system, a back-up generator system and roof repair were completed. 5. Four new Auto Extrication Air Bags were purchased as the existing bags were over 20 years old. 6. The Station 3 hall floor was upgraded to improve proper water drainage and resolve potential health and safety hazards. 7. Two new laptops and a photo identification system were obtained for the Emergency Operations Centre with partial funding from the Joint Emergency Preparedness Program through Emergency Management Ontario. 8. The newly-formed Firefighters Association started taking over the fund raising and community service events. 25

27 2011 GOALS AND OBJECTIVES 1. Develop new central training facility, including training tower and classrooms. 2. Purchase of new Off-road capable ATV unit for wildland firefighting and rescues (Ganaraska Forest responses, etc). 3. Purchase of Pumper/Rescue apparatus for Station 1, to replace 1990 pumper truck. 4. New Emergency Training and Support Agreement with Cameco Corp, to update the existing support agreement. 5. Obtain a Bunker Gear Rack for Station 3. The bunker gear racking upgrades involve relocating due to health and safety concerns and providing better drying conditions, this will prolong the life span of the Personal Protective Equipment (PPE). 6. Planning stages have begun to replace the now decommissioned Fire Safety Trailer with a new, innovative and cost effective apparatus. Completion date is expected to be the summer of
