2 North Port Fire Rescue September 2014 Monthly Report 2. Expenses: a. EMS: We finished the 12 th month of expenditures at 95% on Personnel, 89% Operations and 100% Capital. b. Fire: The numbers are similar in Fire at 96% Personnel, 89% Operating and 100% Capital expenditures. 3. Grants: a. We have closed out the $5,100 Firehouse Subs Grant and all equipment has been purchased and installation is ongoing. A presentation ceremony by Firehouse Subs is planned for December 3rd at 1030 at the Port Charlotte restaurant. b. We have closed out the FY2013 Florida Bureau of Emergency Medical Services County Grant with the purchase Pediatric Advanced Life Support kits which are now carried on all six of our rescue units. c. The 2013 FEMA Assistance to Firefighters Grant process is about to conclude. At this point we have not received an award however we have also not received a rejection notice. We remain hopeful our grant is awarded. The 2014 grant cycle is due to open in December and we will apply again if not awarded through the 2013 process. 4. Emergency Calls: a. Our emergency response volume has jumped greatly this month to 595 calls compared with 441 during September of This was a 34.9% increase this month with the vast majority of that increase coming from EMS calls. 5. Special Events: a. Fire Rescue members helped coordinate and participated in the Annual City of North Port 9-11 Memorial Services. 6. Training: a. The department completed its annual Live Fire Training requirements at the Englewood Fire Academy this month. Crews practiced fire attack and search and rescue evolutions under live fire conditions.

3 North Port Fire Rescue September 2014 Monthly Report b. The EMS training this month was scenario based evaluations of patient assessment and treatment skills. c. Departmental personnel completed 4,608 hours of continuing education. 7. Emergency Management/ Logistics: a. Richard Berman the City Emergency Management Coordinator was selected by to attend the Team Leader Training Course for the National Emergency Management Accreditation Board. This is a very high recognition of Richard s expertise and experience in the Emergency Management arena. While Rich has served as a member of the accreditation board review panels he will now lead those groups as they travel to cities, counties and state agencies throughout the United States. b. Emergency Management was kept busy with heavy rain situations that created flooding through several areas of the City. CodeRed notices were issued to affected areas and constant monitoring of the conditions occurred and contingency plans were discussed should the event have become worse. c. Emergency Management procured student supplies from our County EM to allow the North Port Community Emergency Response Team (CERT) conduct training. 8. Fire Life Safety Prevention: a. Fire Prevention personnel began the annual inspections of the schools. Inspections of Glen Allen (17 Bldgs) and Lamarque (14 Bldgs) Elementary Schools were conducted. Additionally, Fire Prevention Division personnel conducted 53 annual inspections and 28 re-inspections of existing businesses/ buildings that resulted in 42 new violations and found 41 corrected violations. b. Fire Prevention personnel conducted a Crowd Management and Theater Evacuation class to the volunteer ushers at the North Port Performing Arts Center. After the class, training was provided on how to properly use a fire extinguisher, utilizing our fire simulator. c. There were 34 resident requests to check smoke detectors in September. Within that number, Fire Rescue personnel checked 166 smoke detectors and replaced 166 batteries. There were 3 new smoke detectors installed this month.

September precipitation has continued and has helped keep the fires down; but has brought some localized street flooding to some areas along the Myakkahatchee Creek. At one point we received four inches of rain in thirty minutes and had street flooding in several areas of the City which subsided in a couple hours. 2. We have one vacant position that is currently in process and we have an active hiring list. This position is not an addition to the appropriated number of positions, it is to replace an employee that resigned to pursue a family business. 3. The Fire Station 85 project continues to move forward. We are working with Purchasing on a contract for the architect and expect to have something to work with in the near future. 4. The Fiscal year is ending so we are busy closing out the year and preparing for the upcoming budget year.

FY2013 FEMA Assistance to Firefighters Grant (AFG) - FEMA most likely has completed its decision-making process; yet we continue to look forward to receiving an award notification. A new cycle should begin in December at which time we will re-evaluate our needs and decide to submit a new application. b. FY2013 Florida Bureau of Emergency Medical Services County Grant The Broselow Pediatric Advanced Life Support kits purchased under this grant have been assembled and issued to the six rescues. Full reimbursement has been received. We are awaiting close-out documentation from the County. c. Firehouse Subs We have been awarded a grant from the Firehouse Subs Public Safety Foundation for computer tablets and applications software licenses to complete fire inspection reports electronically. Total of the no-match grant is $5, Close-out documentation, to include a check for unexpended funds, has been sent to their administrative offices. The ipads have been configured and are in testing. Additional work has been performed by IT to improve the geolocation of businesses in Firehouse s Occupancy database. Full implementation should take place during October. A presentation ceremony by Firehouse Subs is planned for December 3 rd at 1030 at the Port Charlotte restaurant. 2. Logistics a. The modification to our Federal Communications Commission (FCC) license for the VHF frequencies should be returned shortly. Amended was the removal of wideband emissions which were discontinued pursuant to revised FCC regulations, the deletion of pagers which are no longer in use to notify personnel and the addition of the new base station which was a component of the radio system purchase during the spring. We expect the modification approval and the receipt of the new license in September. The VHF system is used as back-up to the 800 MHz radio system should it fail and for direct communications with Florida Forestry Service assets. The VHF system is comprised of two repeaters to cover the westand east-sides of the City, portable radios in each fire truck and command vehicle and the base station at headquarters.

FY2015 procurement paperwork has been completed and approvals are inprogress. Vendors were contacted to request updates to their vendor information, W9, insurance certifications, conflict of interest forms, sole source letters, contract/cooperative agreement piggybacks, etc. This process ensures a fair competition among vendors to provide high-quality products and services at the lowest possible cost to the City. c. The regional manager from the Insurance Services Organization (ISO) visited our Department to present us with the letter designating North Port Fire Rescue as an ISO Class 1 fire department. This Class 1 rating places our fire department in the top 1% in the United States. Aside from the recognition that our organization is performing at the highest levels, businesses and residents may see a reduction in insurance rates. Later in the month, we attended a workshop presented by ISO to review all the standards and learn tips for the maintenance of our classification. 3. Emergency Management a. A class on Advanced Incident Command System (ICS) for Command and General Staff (ICS-400) has been scheduled for late October. US Department of Homeland Security guidelines state that executive-level personnel should take this training to be in compliance with local implementation of the National Incident Management System (NIMS). The class will present information to incident managers on a variety of options to organize the response structure to best manage critical resources. Classes on the Introduction to the Incident Command System (ICS-100) and Introduction to the National Incident Management System (NIMS) (IS-700) are being scheduled. These classes cover the basics of NIMS and ICS and are required for all City staff. b. Heavy seasonal rains have impacted portions of the City for which we have responded to areas with water-covered roadways and alerted residents to ensure their safety. In the early-evening hours of Friday September 26 th, nearly four inches of rain fell within a period of 60 minutes resulting in heavy street flooding in the area of South Biscayne Drive and US41. Fire Rescue, Police and Public Works personnel responded to the area to assist with disable motorists and posting of high water/street closure signs. By the next morning, the water had completely drained from the affected streets. No property damage or injuries were reported.

7 North Port Fire Rescue September 2014 Monthly Report PROGRAMS/ISSUES UPDATES Emergency Management and Logistics Division - continued Over the next several days, additional rainfall in the northern portion of the City has raised the levels of the Myakkahatchee Creek to flood levels. When this occurs, the drainage system becomes overwhelmed and water begins to back-up onto the streets. Public Works posted water/street closure signs and is monitoring the levels of the Creek, ditches, roads and the R-36 canal very closely. Emergency Management launched two CodeRED notifications to residents in the Estates and properties adjacent to the Creek to advise them of flooding conditions and how to seek emergency assistance. Fire Rescue has staffed a high-clearance vehicle and is traversing the impacted areas to evaluate the changing conditions and ensure the public has an additional means to seek help if needed. c. The City is working with Sarasota County on the review of the Post-Disaster Redevelopment Plan (PDRP) which they have drafted to establish a strategy for rebuilding the County in event of a catastrophic event. The PDRP addresses numerous areas for redevelopment such as infrastructure, economic development, public information, public safety, etc. The document presents recommendations for further consideration and possible adoption by City Commission. d. I recently completed a training workshop held by the national Emergency Management Accreditation Program (EMAP) to serve as an Assessment Team Leader. EMAP is an independent non-profit organization, which fosters excellence and accountability in emergency management and homeland security programs, by establishing credible standards applied in a peer review accreditation process. On-site assessments are conducted by a team of five assessors and one team leader over the course of a week and involve intensive review of numerous aspects of an emergency management program. The Emergency Management Standard established by EMAP is a set of 64 criterions by which programs that apply for EMAP accreditation are evaluated. The Emergency Management Standard is designed as a tool for continuous improvement as part of the voluntary accreditation process for local and state emergency management programs. If a jurisdiction or agency successfully meets all 64 criteria, they will be considered for EMAP accreditation for a five-year period. Accreditation lets the community know that national standards for emergency management preparedness have been met or exceeded. I may be scheduled for assessments anywhere in the United States. Recently the Florida Division of Emergency Management has provided an incentive to County emergency management programs to complete the accreditation process, so I may be spending my time as a new Assessment Team Leader working with governments within Florida.

The North Port Community Emergency Response Team (CERT) was provided with 60 CERT First Responder Backpacks for distribution to students attending the Basic CERT class. The kits have personal protective clothing and basic first aid supplies and rescue equipment to provide limited assistance to neighbors after a disaster. The kits were supplied by Sarasota County Emergency Management from an emergency preparedness grant. FINANCIAL OVERVIEW 1. EMS a. Revenues: EMS revenues are slightly above projections at 107% which includes the quarterly write-off for non-collectable debt. We hope to see a decrease in write offs since we have a collection agency. b. Expenses: Personal expenses are at 95%, Operating expenses are at 89% and Capital expenses are at 100%. 2. Fire Rescue District a. Revenues: Fire District Revenues have exceeded our projections at 111%. This is due to large payment of delinquent accounts related to the purchase of Thomas Ranch. b. Expenses: Personal expenses are at 96%, Operating expenses are at 89%, and Capital expenses are at 100%. 3. Impact Fees a. Revenue: Impact Fees for both Residential and Commercial have exceeded our expectation. Residential is at 300% and Commercial is at 243% collected.

We responded to a total of 595 incidents during the month of September Alarm Stats are listed by National Fire Protection Association category. The report is provided and run through National Fire Incident Reporting System (NFiRS). 3. September emergency alarm responses (595) have increased 34.92% over the same reporting period for 2013 (September Alarms). 4. September emergency alarm responses (595) have increased approximately 25.8% from last month s total alarms (August-473 Alarms). 5. Station 82 was the busiest station this month with 31.42% of the emergency alarm responses in the District. Station 84 was the second busiest house with 28.06% of the calls and Station 81 was third with 24.03% of the calls. 6. The following graphs below illustrate the above statements and show types of alarms by percentage for a specific reporting period and then, they also show the actual value for the types of alarms indicating to how many of each type of incident we responded. During the month of September, 2014, Fire Prevention Division personnel conducted eight reviews of projects in the site & development process. We participated in three Staff Development Review Committee meeting where we reviewed seven proposed projects. We also reviewed three special event permit applications. 2. Construction plans reviewed included five new or remodel building projects, two fire sprinkler systems, one underground fire line, one fire alarm system, one pre-engineered fire suppression system and three LP tanks. 3. Among the construction inspections that Fire Prevention Division personnel conducted this month were twelve fire sprinkler systems, three fire alarm systems, one underground fire line, one pre-engineered fire suppression system, six building inspections and 12 miscellaneous inspections. We also conducted nine Certificate of Occupancy inspections. 4. Fire Prevention personnel participated in three pre-construction meetings and one construction project progress meeting. 5. Fire Prevention Division personnel conducted 53 annual inspections and 28 re-inspections of existing businesses/ buildings. 6. Fire Prevention personnel conducted a Crowd Management and Theater Evacuation class to the volunteer ushers at the North Port Performing Arts Center. Fire Rescue and Utilities personnel, along with Mayor Blucher and City Manager Lewis attended a presentation from the Insurance Services Office (ISO) of the new Class 1 insurance rating for North Port Fire Rescue. The City joins only 60 other communities nationwide (nine of which are in Florida) to receive the top classification. North Port businesses and home owners will now have some of the most affordable insurance rates in the country. 12. The Fire Rescue Public Information Officer (PIO) issued a press release about the new Class 1 rating from the Insurance Services Office (ISO). The Fire Chief conducted an interview with ABC-7 about the rating and what it means to our citizens. A press release was also sent out about Emergency Manager Richard Berman being selected and trained as an assessment team leader for the national Emergency Management Accreditation Program (EMAP). 13. Fire Prevention and Emergency Management personnel attended a meeting with Sarasota County Fire Prevention, Emergency Management and School Board personnel to discuss the processes and procedures for evacuating persons with special needs in the event of an emergency. 14. Fire Prevention personnel attended a City Commission meeting where they were presented with a Fire Prevention Week Proclamation. 15. Fire Prevention and Sarasota County School Board Safety & Security personnel, along with the Principal of Heron Creek Middle School met to discuss evacuation procedures at the school.

Live Fire Training Evolutions Fire Certified personnel participated in Live Fire training evolutions at Englewood Fire Training Center. Evolutions focused on extinguishment of a room and content fire, the locate and removal of an adult sized manikin from high heat and smoke filled rooms, and firefighting techniques used at a multi-story building fire. This training was conducted over a nine day period. NPFR Live Fire certified instructors, apparatus and equipment were used to complete this training. 2. BLS Health Care Provider Instructor Course: On September 22, 2014 from 9:00 AM to 11:00 AM, the Training Division Chief taught an American Heart Association BLS Health Care Provider Instructor Course to four Fire Rescue personnel. b. HeartSaver/CPR/AED/First Aid Course: On September 23, 2013, from 9:00 AM to 3:30 PM, the Training Division Chief taught an American Heart Association HeartSaver/CPR/AED/First Aid course at Station 81 to three citizens. Each attendee paid a fee of to attend this course. This course also allowed for new Fire Rescue instructors to be monitored teaching a CPR course, which is required before receiving instructor status through American Heart Association.
