1 Philbrook Avenue Wetlands and Stream Riparian Restoration Project Planting Plan 2009 REVISED AUGUST 24, 2009 Submitted by Boyle Associates Per Request of Gorrill Palmer Consulting Engineers & the Cumberland County Soil and Water Conservation District Goal The goal of the project is to increase woody plant density and diversity along the stream and wetlands that flow adjacent to Philbrook Avenue near the Maine Mall in South Portland. In order to achieve this goal native plant species have been chosen that can tolerate an urban setting, are resistant to pollution and wind damage, grow quickly, and can provide habitat (food and shelter) for native birds and small mammals. Adding woody plants along this riparian area will increase filtration of sediments and slow runoff, reduce erosion, increase wildlife habitat, improve the aesthetic qualities of the corridor, and provide additional shading for the stream and wetland areas. Improvements to the stream and headwater wetlands will improve water quality to the benefit of downstream resources, including Clark s Pond and the MDEP-listed Urban Impaired Stream Long Creek. -PLEASE NOTE- Planting locations provided herein are approximate suggested locations. 2 Wetland Zone (WET) within 5-10 feet (+/-) of the cattails near the toe-of-slope and w/in wet seeps on the slopes Sideslope Zone (SS) on the side slopes between the wetlands and the dry shoulder of the slope Top of Bank Zone (TOB) on the shoulder and within the level area above the slope Installation Woody plants should be installed as outlined in the University of Maine Cooperative Extension Bulletin (#2366) Selecting, Planting and Caring for Shrubs and Trees in the Maine Landscape (attached). Sod removed from the planting holes should be transported offsite to a designated facility. Mulch must be applied to a radius of at least 2 feet and a depth of at least 3 inches around all plantings. Mulch can be shredded bark, erosion control mix or similar material. An inert underlayment, such as weed-control fabric, shall be installed under the mulch to a minimum radius of 3 feet around the plantings for added protection against competition from herbaceous plants. Mulch and fabric shall be provided by CCS&WCD. Maintenance The planting areas must be monitored at least biweekly after installation to inspect for desiccation, herbivory, erosion, or other concerns. A plan should be in place to water the plants, at least weekly, throughout the rest of the 2009 growing season and during the 2010 season, as needed (the City of South Portland has agreed to perform the necessary watering). A spring and summer 2010 monitoring effort should also be planned to inspect the site for any maintenance or plant replacement needs. Bourne Landscaping is only responsible for monitoring the plants that they installed (see Table 1). Disturbed Slope Seeding In order to achieve quick cover of the exposed sideslopes adjacent to the stream and wetlands, these areas should be seeded with a seed mix of native grasses and herbs that includes a variety of legumes and seed-producing species that can tolerate a range of conditions. To ensure the quickest coverage and erosion control, these areas should be loamed with 3 to 4 inches of topsoil, seed should be applied along with appropriate quantities and type of fertilizer and lime, and then the areas should be mulched with hay or straw mulch. On steep slopes with a lack of vegetative cover, slope stabilization netting or mesh may need to be installed to ensure that the seed and mulch stays in place. Invasive Species (Not Part of White Brothers Contract) While the scope of this planting plan does not cover invasive species management, we strongly suggest that the City, CCS&WCD, the South Portland Land Trust, or another entity create and administer an invasive species management plan for the area. Reduction of the invasive species will reduce competition on the native plants and reduce the risk of the site becoming dominated by invasive species. The invasive species recently documented on the site are very aggressive colonizers, and include common reed (Phragmites australis), honeysuckle species (Lonicera spp.), buckthorn (Frangula alnus), and autumn olive (Elaeagnus umbellata).
