1 ARCHITECTURAL DESIGN REVIEW BOARD INCORPORATED VILLAGE OF GARDEN CITY MEETING MINUTES TUESDAY, JULY 26, 2016 PRESENT: Hugh S. Lacy, Chairman Donald A. Hickey Jr. Celia Petersen Daniel Fabrizi William Alisse Absent: Cosmo Veneziale Phil Santantonio Barbara Ruggiero Ausberto Huertas, Department of Buildings Superintendent Also present: Andrew Frame Commenced at 7:50 p.m. I. APPROVAL OF MINUTES: The minutes of the June 21, 2016 meeting were approved. 2. APPLICATIONS: Hilton Avenue (KABIR RESIDENCE) for solar panels presented by Kathy Farmer of Solar City. Ms. Farmer presented a sample of the actual solar panel as well as a plot plan showing an east side facing roof with the proposed 19 panels on a corner house. She further stated that the panels would be facing away from the street with a commercial business behind the house. The Board questioned if the panels would be visible from across the street and requested that the panels be installed 6 from the peak to make them less visible.
2 Franklin Avenue (LORD & TAYLOR) for signage presented by J.P. Pierro of Mineola Signs. Mr. Pierro explained that the retail store would like to remove the four existing signs and replace them with Led Halo-Lit channel letter signs. He presented a sample of the actual backlit sign with fixed illumination and stated the owner would like to add a second sign to the rear of the building to the right of the existing sign above the right door. The Board inquired as to the color of the awning which was confirmed to be black satin and the reason for the two versions of the store logo. Mr. Pierro confirmed that sheet #5 reflects the proposed logo for the sign Franklin Avenue (Mapfre Insurance) for awnings with signage presented by J.P. Pierro of Mineola Signs. Mr. Pierro explained that the owner proposes to re-skin the existing awnings and the color to remain the same. The proposal is to add the company name to the awnings & 175A Seventh Street (THE LITTLE ISLAND & THE PINK ISLAND) for signage presented by Carol Mengels and Donna from Valle Signs. Ms. Mengels presented the signs for the two new businesses. The proposal was to install four signs on the front and side of the stores known as 175 and 175A Seventh Street and two additional signs on the west side of the building known as Seventh Street and the other on the east side of the building. The Board questioned the allowable number of signs permitted which is two signs per store and the possibility that the other store owners might object to the additional signs which may infringe upon the other tenants. Ms. Mengels stated that she is willing to give up the existing two signs for permission to install the two signs with the directional arrow to make the establishments more visible from Seventh Street. The Board requested that the signs be shown on a plot plan, provide a consent letter from the building owner and to return to the Board with the revisions. The Application was adjourned.
3 5. 91 Poplar Street (SKOUFIS RESIDENCE) for additions and alterations presented by John Stumpf, R.A., Ms. Skoufis and Paul Panagiotidis, contactor. Mr. Stumpf presented the addition for a redeveloped floor plan to accommodate a kitchen renovation, add a porch and four bedrooms. He also presented that the exterior siding will be replaced and presented a sample of Certainteed Cedar Impressions in white. The addition of shutters in Duck Blue color, the roof shingles to be Thunderstorm Gray, and the gutters/leaders will also be white. Mr. Stumpf also presented a catalogue sheet of the light fixture above the front portico. The existing landscaping will remain. After discussion, it was decided that the three dormers will be centered and made wider, as opposed to what is shown on the drawings. The Application was approved with the above-stated condition Devereux Place (DIAZ RESIDENCE) for additions and alterations presented by John Viscardi, R.A., Mr. & Mrs. Diaz and Elizabeth Bibla, R.L.A. Mr. Viscardi presented the project to enlarge the front entry portico which would require a front yard setback variance. He also presented a new side open porch, rear raised terrace, new cellar entrance, a second floor addition, reconstruction of the rear balcony, removal of the existing second floor roof structure and construct a new roof with unfinished attic. Mr. Viscardi presented a color rendering and the proposed materials. The roof shingles to be Timberline shingles in Charcoal, Hardie board siding in Pearl Gray with white corner boards; stone veneer is Stoneyard Delgardo cut with bluestone caps; Marvin windows trimmed in white; raised panel shutters in black; Azek and Fypon mouldings in white; carriage style garage door in white and the front door will be red trimmed in white. The Board commented on the window in the family room which seemed to be blocked by a column. Mr. Viscardi stated it does not create an obstruction but agreed to move it back. The Board also questioned why only two doghouse dormers and Mr. Viscardi stated that the third dormer wasn t needed. Ms. Bibla presented a rendering for the landscaping. She stated the front walkway will be replaced and tree protection will be done for the existing beech tree, tulip trees and sweetgum during the construction. The owner arranged with Mr. Didyk to remove a wild cherry tree and Norway maples. A new walkway along the side yard will be constructed to improve the layout and a low planter wall with the same stone veneer as the base of the house to be installed. The steps will be bluestone and concrete multi-size pavers will be used. The owner will be applying for a variance to relocate the fence to the side yard. Evergreen screening will be added to the rear near the railroad to reduce foot traffic in that area. Two drywells will be installed; one on front and one in the rear.
4 The Application for the dwelling and landscaping was approved and a variance granted for the front portico Kensington Road (SALLUSTO RESIDENCE) for additions/alterations presented by Emilio Susa, R.A. Mr. Susa presented a color rendering showing the proposed renovation adding a new second floor addition and two story rear addition to create an open floor plan and mudroom. The existing brick will be replaced with Glen Garry brick, GAF Glenwood shingles in Autumn Harvest; the exterior siding to be Hardie Panel in Timber Bark smooth finish; the garage door will be stained mahogany and Board-N-Batten shutters in Benjamin Moore Country Redwood. The gutters will be Musket Brown and the Azek trim in off-white Woodmont cream color. Mr. Susa also stated that the owners were seeking a minor variance for the front portico for an encroachment of 2 9 in the front yard setback. The Application was approved and a variance was granted for the front portico Hilton Avenue (McEVOY RESIDENCE) for additions/alterations presented by H. Bradford Gustavson, R.A., Margaret Rice, Thomas McEvoy and Mary Minmaugh. Mr. Gustavson stated that the house is in disrepair but that it is the owners intention to restore the house. The exterior of the house will be stripped and some interior finishes will be restored. The existing slate roof cannot be saved. Mr. Gustavson presented samples of the brick and slate roof. The barn will be renovated as well. The Board commented that the restoration is exemplary and their efforts in the restoration is appreciated. Ms. Minmaugh presented the landscaping and stated that all trees to remain with the exception of two Norway spruce trees to be removed. The existing driveway will be reversed to the opposite side. Plantings of Hydrangea and boxwoods will be added to the front of the dwelling. The existing fencing will be removed and the carriage stone will be relocated. The Application for the dwelling and landscaping was approved.
5 9. 7 TWELFTH STREET (FAIRCHILD ACCESSORY BUILDING) for exterior alterations presented by Brad Gustavson, R.A. and Kristen Laird. Mr. Gustavson presented the project to renovate the building exterior and refurbish the building. The stucco exterior finish is to remain and the windows will be replaced with larger windows. A new sidewalk will be installed on 12 th Street. A licensed was previously approved by the Board of Trustees for the encroachment and two awnings will be installed with a black and while color scheme. There are no tenants in the building as yet, and they will return to the Board for signage at a later date Hayes Street (Matura Residence) for additions/alterations presented by Marcy Beyzavi and Mr. & Mrs. Matura. Ms. Beyzavi stated that the Zoning Board of Appeals previously approved a variance for the porch. She presented a color rendering to reflect the comments from the previous meeting. The roofing will be GAF Timberline in Charcoal and the siding color was changed from Midnight Surf to Pebble Clay. The windows will be Anderson 400 series white finish with grilles. Ms. Beyzavi also stated that there is a change in the color of the front door from white to a stained finish with two sidelights. Details regarding the exterior lighting was also presented. The landscape design will be submitted at a later date. The Application was approved with the above stated condition KILDARE ROAD (Geiger Residence) for additions/alterations presented by Walter F. Hyde, R.A. and Mr. & Mrs. Geiger. Mr. Hyde presented revisions regarding the Board s previous comments. The garage door was updated to reflect the actual condition and the addition of two windows (one at the rear and one at the right side). Frieze boards and gable vents were also reflected in the revised drawing. Mr. Hyde also presented the brick solider court at the arch windows and doors, and modified the roof above the front portico to eliminate the drainage condition. The small shed roof at the garage was modified and the rear dormer was lowered to bring the soffit closer to the windows and added rear dormer to maintain height in the attic for storage. The proposed brick will be Glen-Gery Nob Hill, Timberline roof color Shakewood by GAF, the siding by Certainteed in light maple, the front door is to be Mahogany and the garage door to be white. The windows are Anderson 400 series and exterior trims to be white vinyl in colonial pattern.
6 WICKHAM ROAD (Quantum Realty Development) for a new one family dwelling presented by Todd O Connell, R.A. Mr. O Connell stated that he was not present at the previous meeting and proposed a two-story Dutch Colonial dwelling. He presented a color rendering of the revised proposed dwelling. He stated the roofing material to be GAF Slateline shingles- Weathered Slate color, wide plank Prodigy 7 vinyl clapboard siding in Antique Parchment and the corners to be wrapped in Harbor Mist natural stone veneer. The gutters/ leaders will be white aluminum and double hung windows with white trim. The walkway will be bluestone and the driveway pavers in Tumbled Onyx. The raised panel shutters will be black and the roof ridge with be 26- ½ to the midpoint of the ridge in keeping with the neighboring homes. The proposal is also for five trees to be removed. The Board suggested that the stone wrap continue one foot around and that the two trees in the rear to remain. They also recommended the addition of two cottage lanterns on either side of the front door and the dormer size be reduced by 6 in both the rear and front STEWART AVENUE (Li Residence) for a new one family dwelling presented by John M. Imhof, R.A. and Mr. Li. Mr. Imhof stated that revisions were made from the previous meeting pursuant to the Board s comments. Revisions were made to the color scheme and a change in the style to a Mediterranean hue. The roofing material will be Quarrix composite tile in Desert Red and the exterior finish will be Stucco White and the gutters and leaders to be white aluminum. Delgado Stone veneer will be used at the base of the dwelling and Stone Ridge pavers to be installed on the driveway and patio. The circular driveway was eliminated. The Board commented about the entrance on Roxbury Road which enters into a mudroom and questioned the need for two front entrances which appears to be over ornate in terms of the elevation. A suggestion was made to reduce the entrance to a single column entry, and to consider solid wrought iron railings instead of aluminum at the second floor balconies, and that the projections of the balconies either be reduced from 12 or add brackets to justify the 12 projections. The Board also stated that the custom window configurations as designed, cannot be achieved with vinyl windows. The Board also requested the submission of the lighting catalog as well as the window trim details. A landscape plan was also submitted. The proposal was for the removal of two trees and annual planting beds will be added and low lying evergreens to be planted at the front. The Application was adjourned. The meeting was concluded at 10:00 p.m.
