Oak St. Fort Collins, CO Larimer County Robert Helmick, AICP, Planning Clint Jones, Engineering Lea Schneider, Health 18-ZONE2436 HEARING DATE: November 14, 2018 NOTICE GIVEN: Posting in the officially designated area of the Larimer County Courthouse Offices no less than twenty-four hours in advance of the hearing. PROJECT DESCRIPTION/BACKGROUND: The Larimer County Facilities Department proposes to relocate and build new facilities for the Road and Bridge Department s Livermore site. The current site, located at the Forks is a 1.4 acre site originally developed in The site is no long capable of supporting the equipment and operations as the site is too small and the buildings cannot accommodate the equipment and are functionally obsolete. This application is to relocate this facility to a site the county acquired in 1987 for an anticipated Road and Bridge facility. This new site is 35.5 acres and has the access and adequate space for all the operations and equipment. There are 4 buildings proposed for the site, including equipment shop, storage, salt storage, and a wash bay.
4 2 The surrounding area is characterized by agricultural uses, ranch, and grazing, there are three homes nearby one to the northwest is immediately adjacent to the site. Although this site was purchased by the County for this purpose over 30 years ago, the county did evaluate an other alternate site, approximately 6 miles west on CR 74E, but found that the original site was the best option. REVIEW CRITERIA: To approve a Location and Extent application, the Larimer County Planning Commission must find that the proposal is consistent with the Larimer County Master Plan, based on consideration of relevant Master Plan principles, maps and elements. The Larimer County Master Plan notes that compatibility with adjacent land use shall be considered in the design of all new development. Typical daytime activiites a the facility include the moving of equipment at the beginning and end of the work day except in storm events. The Road and Bridge facility, vehicle and equipment storage will only will only cover approximatley 50 % of the site. The Master Plan also notes that new development shall be approved only when adequate public facilities and services are available. This site can be adequately served by existing facilities or will construct additional facilities at the time of site development. The Mater Plan also notes a need to address deficient facilities. This proposal replaces an obsolete and inadequate facility with a new facility, sized and designed to meet the needs of the County for years to come. The Master Plan further notes that environmental effects be considered. The proposal will meet standards with respect to air and water quality and will utilize white noise backup alarms to minimize the imapcts of noise. The Master Plan additional notes that the County road system is a key element of a safe and efficient transportation system. This facility will assure that the road in this area are maintained to assure a safe and efficient roadway system. OTHER MAJOR CONCERNS AND ISSUES/REFERRAL COMMENTS: Location & Extent applications do not require public notice to surrounding property owners, therrfore neighbor notice was not provided for this application. However, notice of the Larimer County Planning Commission hearing was provided. It should be noted that the County did conduct 3 public meetings and over 5000 meeting notices were provided, through March to July of 2018.
5 3 A summary of Referral Agency comments are noted below and a copy included with this report: Health and Environment Comments: The Health and Environment Department noted recommendations for facility design, stormwater management during construction, fugitive dust control and air emissions from operation. Controlling and treating wash bay drainage and an appropriately sized sanitation system were also noted as concerns that will need to be addressed in the final site design and development at the time of site plan review. Engineering Comments: The Engineering Department noted that the proposal appears to meet the intent of applicable Engineering principals related to stormwater management and water quality. It is expected that all necessary measures will be taken to control water quality, erosion and sedimentation during all phases of construction and that all disturbed areas are repaired.. A State Stormwater permit will be required if more than one acre of land is disturbed. Other agency comments: Building Department comments identified needed compliance with the building code, CDOT had no issues. Citizen Comments: As noted the County did conduct a public outreach an involvment process, which included 3 public meetings and also provided notice to property owners along the CR74E corridor. There are a number of citizens who do not believe that this is the best site, preferring the alternate site. Those citizen concerns included visibility and impact of the use on adjoining properties. The County evaluated these concerns and finally determined that the proposal for this site best meets the County s requirements. SUMMARY & CONCLUSIONS: The applicant has provided information with respect to this proposal which appears to be consistent with the Master Plan and other County regualtions reveal any significant technical issues or conflict. The County did evaluate the citizen comments recived a sa part of the public process and detrmined tha this site best meets the County s needs. The proposed facility shall be constructed in a way that meets State and County regulations, particularly regarding wastewater and stormwater management. Staff finds that this proposal is consistent with the intent and purpose of the Larimer County Master Plan. DEVELOPMENT SERVICES TEAM FINDINGS: The Development Services Team finds that this proposal, which includes new several new structures and site grading, drainage and access, is consistent with the Larimer County Master Plan.
6 4 DEVELOPMENT SERVICES TEAM RECOMMENDATION: The Development Services Team recommends Approval of the Livermore Satellite Maintenance Facility Location and Extent, File #18-ZONE2436; subject to the following condition: Site Plan Review and approval is required prior to building permit application
