4 From the Comprehensive Plan Vision Statement: Our cultural, social, business and entertainment needs are met by a vibrant and historic downtown that offers a variety of thriving small businesses, shops, and restaurants. These establishments attract patrons from Copake and surrounding towns, as well as a growing number of visitors. Copake s business friendly attitude encourages compatible light industry and welcomes commercial uses that complement our neighborhoods and safeguard our environment. Civic leaders and local entrepreneurs work together to support resilient and prosperous local businesses. Visioning Workshop

5 Comprehensive Plan Economic and Character Actions Encourage a buy local campaign with local busienesses. Attract new service and retail businesses that meet the needs of all homeowners Enforce codes and streamline permitting processes. Preserve existing historical and cultural assets Develop common sense design standards Define entrances and gateways Make streetscape improvements like lighting, landscaping, sidewalks, pathways, gathering spaces, banners in downtown and hamlets whenever possible. 6 What Makes a Hamlet Marketable? Cooperation and collaboration are the silver bullets. Merchants must speak with one voice. Creating a positive image to share the uniqueness, culture, architecture, and history and activities to residents, shoppers, investors, potential business and property owners, and visitors. Getting the hamlet in top physical shape and creating a safe, and appealing atmosphere while preserving a place's historic character Having a hamlet that responds to the needs of today's consumers while maintaining the community s historic character. 7 Why Zoning Matters Proposed zoning requires 2 acres with conventional well and septic. Compared to the proximate size of the hamlet to the number of businesses and homes that fall within a 2 acre zone, there s greater potential to capitalize on a smaller-scale zoning density. Zoning: Proposed Hamlet Density- 2 acre

8 Why Zoning Matters (continued) Proposed zoning allows for one acre lots with alternative septic Allows greater concentration but still dwarfs size of most lots Zoning: Current Hamlet Density 1 acre

9 Why Zoning Matters (continued) Proposed zoning allows for one-half acre lots only with water and sewer system considered prohibitively expensive Existing lots barely meet this standard today Zoning: Current Hamlet Density 1/2 acre

10 Why Zoning Matters (continued) At this scale it is much easier to capitalize on density as the hamlet increases its size and range of zoning uses Business utilize shared parking vs. each business needing their own dedicated parking area Zoning: Optimal Hamlet Density-1/4 acre

Stores must be affordable to all Address codes/red flags quickly Understand the aquifer and potential flooding School on 22 potential for senior housing Increase feet on the street Allow accessory dwellings Draw people on a daily basis (like Great Barrington) Someone must invest Want to make others jealous of success Work with Farm On to market Town Microbrewery and youth hostel Farmer s Market with electric car charger Bike and kayak rentals Compared to Hillsdale there is more Access to Metro North or a bus service potential in the re-visioning of Copake Meeting Recap: Highlights

14 A Vibrant Hamlet: Take all steps necessary to revitalize and rehabilitate downtown Copake as a mixed use, walkable, compact, livable and affordable place. Attract businesses which utilize storefronts and small buildings and benefit from foot traffic including a farm stand (and other small stores which sell fresh and local produce, meats and dairy products), a bakery, book store, art galleries, outdoor and recreation store, liquor store, theaters (both movie and live theater) and others.
